04/19/197190 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL CHAMBERS, CITY HALL, MONDAY, APRIL 19, 1971 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor Herbert H. Behrel at 8:03 P.M. The meeting opened with prayer by Rev. Robert Melcher of St. Stephens Church, followed by the Pledge of Allegiance to the flag. ROLL CALL: Roll Call indicated the following aldermen present: Koplos, Szabo, Sherwood, Bolek, Leer, O'Brien, Hinde, Czubakowski, Wagner, Swanson, Thomas, Bonaguidi, Shillington. Absent were Seitz and Michaels. Also present were: Police Chief Hintz, Fire Chief Haag, City Comptroller Blietz, City Engineer Bowen, Building Commissioner Prickett, Commissioner of Public Works Schwab, Assistant Commissioner of Public Works Schaefer, and City Attorney DiLeonardi. There being a quorum present, the meeting was in order. MINUTES: Moved ;?y Hinde, seconded by Shillington, that the Minutes of the meeting held April 5, 1971, be approved as published. Motion declared Carried. Alderman Michaels arrived at this time. REPORTS OF Placed on file were the following reports: CITY OFFICIALS: Department of Police First Quarter Report;Fire Department First Quarter Report. Alderman Seitz arrived at this time. TRAFFIC STUDY PARKING 110 Stratford Moved by Swanson, seconded by Hinde, to concur with Municipal Development Committee's recommendation to concur with Zoning Board in Zoning Case 71-7-R, property located at 633 Northwest Highway and to authorize City Attorney to draft Map Amendment for further consideration by Council. Motion declared Carried. Moved by Swanson, seconded by Szabo, to concur with Municipal Development Committee's recommendation to rezone property located at 1230 Golf Road to C-2, and to authorize City Attorney to draft necessary Map Amendment for further consideration by the Council Motion declared Carried. Moved by Swanson, seconded by Leer, to concur with Munici- pal Development Committee's recommendation to approve Plat of Pruitt's Subdivision, located at 1790 Webster Lane and authorize execution thereof. Motion declared Carried. Moved by Swanson, seconded by Hinde, to concur with Munici- pal Development Committee's recommendation to approve Plat of Dedication of small tract of lane adjacent to 2775 Rusty Drive and authorize execution thereof. Motion declared Carried. The letter from Mayor Behrel re proposed sidewalk on the north side of Central Road from River Road to Wolf Road was referred to the Streets and Traffic Committee for study and report. The Traffic Survey re widening of Center Street conducted by the Police Department was referred to the Streets and Traffic Committee for study and report. The letter from Mr. David Dole, 110 Stratford Road, re certain parking restrictions at said address was /111 referred to the Streets and Traffic Committee for study and report. ALLEY IMPROVEMENT R-5 & C-4 4/19/71 91 . Page two Alderman Szabo's request for a study of improving all alleys located within the R-5 and C-4 Zoning Districts was referred to the City Engineer for survey of existing alleys and recommendations for improvements. WATER Moved by Thomas, seconded by Szabo, to concur with Water 1345 Golf Rd.Committee's recommendation to approve the request of Renner & Renner & Co. Co., 1345 Golf Road to tap on the City's watermain at the earliest possible date subject to Zoning Board of Appeals recommendation to rezone and annex subject property and City Council action at the next regular meeting. Motion declared Carried. WATER TANK #1 Northwest- ern Park CATCH BASINS CLEANING SEWER Oakton St. Combined BILLS PAYABLE WATER Recapture Agreement Rock Road WELLER CREEK IMPROVEMENT Agreement Moved by Thomas, seconded by O'Brien, to concur with Water Committee's recommendation to award the bid for the demolition and removal of Water Tank #1 located in Northwestern Park to Harrison Iron & Metal Co., Inc. in the amount of $4100.00 and return checks and or bonds of the unsuccessful bidders. Upon roll call, the vote was: AYES: - 16 - Koplos, Szabo, Sherwood, Bolek, Leer, O'Brien, Hinde, Czubakowski, Wagner, Swanson, Thomas, Bonaguidi, Seitz, Shillington, Michaels, Mayor. NAYS: 0 - None ABSENT: 0 - None There being sixteen affirmative votes, Motion declared Carried. Moved by Bonaguidi, seconded by Swanson, to concur with Sewer Committee's recommendation to award the bid for the Cleaning of Catch Basins to Town & Country Services, in the amount of $7 per Basin. Upon roll call, the vote was: AYES: - 16 - Koplos, Szabo, Sherwood, Bolek, Leer, O'Brien, Hinde, Czubakowski, Wagner, Swanson, Thomas, Bonaguidi, Seitz, Shillington, Michaels, Mayor. NAYS: 0 - None ABSENT: 0 - None There being sixteen affirmative votes, Motion declared Carried. Moved by Bonaguidi, seconded by Koplos, to concur with Sewer Committee's recommendation to advertise for bids returnable May 10th at 3 P.M. for repair of the combined sewer on Oakton Street, from Illinois to Cora Streets - City Engineer to draft the necessary specifications. Motion declared Carried. Moved by Swanson, seconded by Hinde, to adopt the following resolution: BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME: Total $101,770.28. Upon roll call, the vote was: AYES: - 16 - Koplos, Szabo, Sherwood, Bolek, Leer, O'Brien, Hinde, Czubakowski, Wagner, Swanson, Thomas, Bonaguidi, Seitz, Shillington, Michaels, Mayor. NAYS: 0 - None ABSENT: 0 - None There being sixteen affirmative votes, Motion declared Carried. The Water Recapture Agreement between Rock Road Construction Company and Al Martin Curtis for Watermain running from the South Side of Touhy and Old Mt. Prospect Road to Higgins Road, as drafted by City Attorney and approved by attorney for Rock Road Constructtion Company and Al Martin Curtis was referred to the Water Committee for study and report. Moved py Hinde, seconded by Shillington, to authorize Mayor and City Clerk to execute Agreement by and between the City of Des Plaines and State of Illinois covering the conveyance of certain lands needed in connection with the Weller Creek Improvement, whici are owned by or in which the City has an interest. The request of owners to subdivide property located at Oakton and Elm Streets, known as Oakel Resubdivision was referred to the Plan Commission for study and report. The Plat of Thornquist's Subdivision located at Douglas and Jarvis was referred to the Plan Commission for study and report. The revised Plat of Felten's Subdivision located on Elmira Avenue was referred to the Plan Commission for study and report. The Plat of Easement granting certain rights for the improvement of Weller Creek, immediately west of Mt. Prospect Road was referred to the Plan Commission for study and report. 92 The request of City Engineer Bowen for certain code changes regarding thickness of sidewalks and sidewalks at driveways was referred to the City Attorney for the drafting of amendatory ordinance. Moved by Bonaguidi, seconded by Seitz, to adopt Resolution R-3-71 commending the Sisters of the Holy Family of Nazareth. on the Occasion of the 10;h Anniversary of the Holy Family Hospital in the City of Des Plaines. Upon roll call, the vote was: AYES: - 16 - Koplos, Szabo, Sherwood, Bolek, Ler, O'Brien, Hinde, Czubakowski, Wagner, Swanson, Thomas, Bonaguidi, Seitz, Shillington, Michaels, Mayor. Alderman Czubakowski's request for removal of parking spaces on Spruce Street from Oakton Street to the alley was referred to the Traffic Commission for study and report.
