03/26/1971 Special Meeting80 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL CHAMBERS, CITY HALL, FRIDAY MARCH 26, 1971 CALL TO ORDER: The Special Meeting of the City Council of the City of Des Plaines qas called to order by Mayor Herbert H. Behrel at 8:50 P.M. The Clerk read the Notice of .Special Meeting as follows: "Notice is hereby given of a Special Meeting of the City Council of the City of Des Plaines to be held Friday, March 26, 1971, at 8:30 P.M. in the City Council Chambers, Municipal Building. This meeting has been called at the request of Mayor Herbert H. Behrel for the purpose of discussing the Findings of Fact and REcommendations of Eloise D. Stewart, Fact Finder in the matter of the City of Des Plaines and Combined Counties Police Association and any other matters relating to personnel in other departments. /s/ B. E. ROLL CALL: Roll Call indicated the following aldermen present: Koplos, Szabo, Sherwood, Leer, O'Brien, Hinde, Czubakowski, Wagner, Swanson, Thomas, Bonaguidi, Seitz, Shillington, Michaels. There being a quorum present, the meeting was in order Also present were City Attorney DiLeonardi, City Comptroller Blietz, City Assistant Comptroller Carlsen. SALARY Having discussed the Findings of Fact and Recommendations INCREASES of Eloise D. Stewart, Fact Finder in the matter of the City of Des Plaines and Combined Counties Police Association, and matters relating to personnel in other departments, it was moved by Thomas, seconded by Bonaguidi, to authorize an agreement with CCPA for wages for the employees of the Des Plaines Police Department, and to authorize wages for the employees of the Fire Department, as follows; after 36 months of service: January 1 through June 30, 1971 8% Increase $11,610 July 1 through September 30, 1971 10% Increase 11,825 October 1 thru-Apri1"30-, 1972 12% Increase 12,040 It was further moved to increase all salaries within the Public Works Department and authorize an agreement with M.E.C.C.A. to provide for a 91% increase to May 1, 1972 and to increase salaries of all city personnel except. Police and Fire Departments 91/2% until May 1, 1972. It was moved by Sherwood, seconded by Wagner, to amend the motion to add an additional 21/2% increase from January 1, 1972 to April 30, 1972, to all city employees except those within the Police and Fire Departments. Upon roll call, the motion to amend was 4s follows:' AYES: - 9 - Michaels, Thomas, Wagner, Czubakowski, Hinde, O'Brien, Sherwood, Koplos, Shillington NAYS: 6 - Bonaguidi, Leer, Szabo, Seitz, Swanson, Mayor ABSENT: 1 - Bolek There being nine affirmative votes, Motion to amend declared Carried. Upon roll call, the motion as amended was as follows: AYES: -12 - Michaels, Bonaguidi, Thomas, Wagner, Czubakowski, Hinde, O'Brien, Sherwood, Koplos, Seitz, Shillington, Mayor NAYS: 3 - Leer, Szabo, Swanson ABSENT: 1 - Bolek There being twelve affirmative votes, Motion as amended declared Carried. ADJOURNMENT: Moved by Hinde, seconded by Sherwood, that the Special Meeting of the City Council adjourn. Motion declared Carried.
