03/01/197171 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL CHAMBERS, CITY HALL, MONDAY, MARCH 1, 1971 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor Herbert H. Behrel at 8:05 P.M. The meeting opened with prayer by Rev. David Russell of the First Congregational Church, followed by the Pledge of Allegiance to the flag. ROLL CALL: Roll Call indicated the following aldermen present: Koplos Szabo, Bolek, Leer, O'Brien, Hincle, Wagner, Swanson, Thomas, Bonaguidi, Seitz, Shillington, Michaels. Absent were Aldermen Sherwood, Czubakowski. Also present were: Police Chief Hintz, Fire Chief Haag, City Comptroller Blietz, etylEngindet7Bowen, Commissioner of Public Works Schwab, Assistant Commissioner of. Public Works Schaefer, and City Attorney DiLeonardi. There being a quorum present, the meeting was in order. MINUTES: Moved by Bonaguidi, seconded by Shillington to approve the Minutes of the regular meeting held February 16, 1971, as published. Motion declared Carried REPORTS OF Placed on file were the following Reports of City Officials: CITY Building Department, February; Health Department, February; OFFICIALS: Department of Public Works, February; City Treasurer's report of Police Pension Fund and Firemen's Pension Fund. Police Chief Police Chief Hintz reported that the Police Department handled nine narcotics cases during February and further that four men were apprehended in the Ford Agency burglarly. He further reported that the Patrolmen have completed their in-service training for -the year 1971. Commissioner Commissioner of Public Works reported that several windows of Public were broken in recent storm in the up -town area. Further Works reported that a Communication has been received from Superintendent of Highways, Cook Co. regarding City's request for speed reduction on Thacker Street from Wolf Road to Route 83...letter placed on file. COMMITTEE Moved by Thomas, seconded by Swanson, to concur with Police REPORTS: Committee's recommendation to award the bid for thirteen Squad Cars automobiles to be used as squad cars by the Police Department Police Dept. to Des Plaines Chrysler Plymouth, at a cost of $2,989.00 each. Upon roll call, the vote was: AYES: - 14 - Koplos, Szabo, Bolek, Leer, O'Brien, Hinde, Wagner, Swanson, Thomas, Bonaguidi, Seitz, Shillington, Michaels, Mayor. NAYS: 0 - None ABSENT: 2 - Sherwood, Czubakowski There being fourteen affirmative votes, Motion declared Carried. EQUIPMENT Moved by Hinde, seconded by Thomas, to concur with Fire FIRE DEPT. Committee's recommendation to purchase a new 90 watt Base Radio for Fire Station #1 from Motorola Communications and Electronic Inc. at a cost not to exceed $2,000. Upon roll call, the vote was: AYES: - 14 - Koplos, Szabo, Bolek, Leer, O'Brien, Hinde, Wagner, Swanson, Thomas, Bonaguidi, Seitz, Shillington, Michaels, Mayor. NAYS: 0 - None ABSENT: 2 - Sherwood, Czubakowski There being fourteen affirmative votes, Motion declared Carried. BIDS Moved by Szabo, seconded by Swanson, to concur with Building Fire Station and Grounds Committee's recommendation to advertise for bids #1 for construction of Fire Station #1 at 405 N. River Road, to be returnable March 29, 1971, at 3 p.m., specifications to be drawn by Architect Orville Kurtz. Moved by Thomas, seconded by Bonaguidi, to concur with Water Committee's recommendation to authorize the firm of M. P. Schneller & AssocLates, Inc. of Aurora, Illinois to repair bowl assemblies, at a cost of $3,500; Labor to replace pump and motor, $5,000 and shooting of well, for approximately $6,000, or a total of $14,500, at Well #2. Upon roll call, the vote was: AYES: - 14 - Koplos, Szabo, Bolek, Leer, O'Brien, Hinde, Wagner, Swanson, Thomas, Bonaguidi, Seitz, Shillington, Michaels, Mayor. NAYS: 0 - None ABSENT: 2 - Sherwood, Czubakowski There being fourteen affirmative votes, Motion declared Carried. Moved by Wagner, seconded by Swanson, to concur with Building Control and Inspection Committee's recommendation to approve the sign request of Alfies Fish & Chips, to be located at the former "Yogi Bear" location on Lee Street. Motion declared Carried. Moved by Wagner, seconded by Thomas, to concur with Building Control and Inspection Committee's recommendation to approve the sign request for two signs at the Shell Service Station, 1605 Des Plaines Avenue - River Road and Oakton. Motion declared Carried. SIGN ROGERS OFFICE BUILDING 2350 Devon BIDS - Tree Removal, Trimming Stump Removal I BILLS PAYABLE: Moved by Wagner, seconded by Swanson, to concur with Building Control and Inspection Committee's recommendation to approve the sign request of Arthur Rogers for a roof -top sign advertising office space at 2350 Devon Avenue. Motion declared Carried. Alderman Szabo voted No. Moved by Leer, seconded by Koplos, to concur with Forestry Committee's recommendation to advertise for bids returnable March 22, 1971 at 3 p.m. for tree removal, tree trimming, and stump removal - specifications to be drawn by Commissioner of Public Works. Motion declared Carried. Moved by Swanson, seconded by Hinde, to adopt the following resolution: BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. Wolf Road. Following discussion, Mr. Byrne Witt, 747 S. Arlington Heights Road, Arlington Heights, Illinois, Executive Director of Clearbrook Center for the Retarded addressed the Council, stating that building plans have been changed to conform to architecture of buildings in the area, as set forth in said ordinance. Upon roll call, the vote was: AYES: - 9 - Leer, O'Brien, Hinde, Swanson, Thomas, Seitz, Shillington, Michaels, Mayor. HEARING Moved by Hinde, seconded by Michaels, to authorize City Commonwealth Attorney DiLeonardi to attend the Hearing before Illinois Edison Co. Commerce Commission on the Application of Com monwealth Edison Co. for a proposed general increase in electric rates - Order No. 56247. Upon roll call, the vote was: AYES: - 14 - Koplos, Szabo, Bolek, Leer, O'Brien, Hinde, Wagner, Swanson, Thomas, Bonaguidi, Seitz, Shillington, Michaels, Mayor. RESOLUTION Moved by Wagner, seconded by O'Brien to adopt a resolution License authorizing Mayor and City Clerk to execute License C & NW Ry. Agreement with Chicago and North Western Railway Co. Watermain to construct Watermain under track in the vicinity of Jarvis and Tollway, and further authorize the issuance of check in the amount of $25 for preparation fee and check in the amount of $730.00 representing charge for use of Railway Co. property specified in Agreement. Upon roll call, the vote was: AYES: - 14 - Koplos, Szabo, Bolek, Leer, O'Brien, Hinde, Wagner, Swanson, Thomas, Bonaguidi, Seitz, Shillington, Michaels, Mayor. NAYS: 0 - None ABSENT: 2 - Sherwood, Czlibakowski There being fourteen affirmative votes, Motion declared Carried. PETITION The petition submitted by Mr. George F. Olen in behalf of Center St. residents residing on Center Street, opposing the widening Widening of Center Street, was referred to the Streets and Traffic Committee for study and report. APPOINTMENT Moved by Wagner, seconded by Bonaguidi, to concur with Mayor Building Behrel's appointment of Mr. Alfred Prickett to the Office Commissioner of Building CoMm:i>ssioner and Zoning Administrator, effective immediately, term to expire April 30, 1973. Motion declared Carried. RESOLUTION Moved by Szabo, seconded by Hinde, to adopt a resolution Income Tax opposing the recommendation of Representative Robert Juckett in the general session of the Legislature to reduce State of Illinois Income Tax:rate.
