02/16/19711 67 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL CHAMBERS, CITY HALL, TUESDAY, FEBRUARY 16, 1971 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor Herbert H. Behrel at 8:05 P.M. The meeting opened with prayer by Rev. Keith A. Davis of the Church of the Master, followed by the Pledge of Allegiance to the flag. ROLL CALL: Roll Call indicated the following aldermen present: Koplos, Sherwood, Leer, O'Brien, Hinde, Czubakowski, Wagner, Swanson, Thomas, Seitz, Shillington, Michaels. Absent were Aldermen Szabo, Bolek, Bonaguidi. Also present were: Police Chief Hintz, Fire Chief Haag, City Comptroller Blietz, assistant City Engineer Psonak, Commissioner of Public Works Schwab, Assistant Commissioner of Public Works Schaefer, and City Attorney DiLeonardi. There being a quorum present, the meeting was in order. MINUTES: Moved by Shillington, seconded by Sherwood, to approve the Minutes of the regular meeting held February 2, 1971, as published. Motion declared Carried. REPORTS OF City Comptroller Blietz reported that the Certified Public CITY OFFICIALS: Accountant firm has been engaged to audit the City's books. Police Chief Hintz reported on two traffic fatalities during the last week, one at the intersection of Rand and Wolf and one at the intersection of River Rd. and Tb.uhy Avenue. Further, the supply of Solicitor's stickers has, been received. Human Relations Commission COMMITTEE REPORTS: Demolition of Bldgs. REFUSE BAG .SYSTEM PLASTIC BAGS VS PAPER BAGS Pollution Assistant City Engineer Psonak with Mr. Schneller and members been held today at Well #2 and reported that a meeting of the Water Committee had. a report will be forthcoming. City Attorney reported that a Petition for Rehearing in the Metropolitan Sanitary District case has been filed. Further, that Petition of Lunar Oil for rehearing was denied by Appellate Court. Also that the abstract and brief in the Rand -Wolf Zoning Case will be filed March 1st. Mr. Fankhouser presented an Annual Report of the Human Relations Commission and related to City Council future plans of said Commission. Moved by Wagner, seconded by O'Brien, to concur with Building and Grounds Committee's recommendation to award the bid for the demolition of buildings at 1422 and 1424 Miner Street and one building at 389 River Road, to -the low bidder, W & W Wrecking Excavating & Trucking Co. in the amount of $3,915.00 total. Upon roll call, the vote was: AYES: - 13 - Koplos, Sherwood, Leer, O'Brien, Hinde, Czubakowski, Wagner, Swanson, Thomas, Seitz, Shillington, Michaels, Mayor. NAYS: 0 - None ABSENT: 3 - Szabo, Bolek, Bonaguidi There being thirteen affirmative votes, Motion declared Carried. Moved by Swanson, seconded by Sherwood, to refer the matter of purchase of Plastic Refuse Bags and holders discussed at the last regular meeting back to the Sanitation Committee for further study. Motion declared Carried. Mrs. Pat DeAngelis of the League of Women Voters, Mr. Richard Tabatt of Des Plaines Jaycees, and Mr. George Harper of the Isaac Walton League addressed the City Council, urging the use of Paper Bags rather than Plastic Bags in theproposed change in collection of refuse, supporting paper bags in the interest of anti -pollution. 7i' SLUDGE REMOVAL SIGN Northern Petro Chemical 2/16/71 Page two Moved by Thomas, seconded by Koplos, to concur with Water Committee's recommendation to award the bid for Sludge Removal at the Thacker Street Water Softening Plant to the low bidder, Trumbull Excavating, River Grove, Illinois, at a cost of $36.00 per hour,to be completed within a period of 48 hours, for a total cost of $1,728.00. Upon roll call, the vote was: AYES: - 13 - Koplos, Sherwood, Leer, O'Brien, Hinde, Czubakowski, Wagner, Swanson, Thomas, Seitz, Shillington, Michaels, Mayor. NAYS: - 0 - None ABSENT: 3 - Szabo, Bolek, Bonaguidi There being thirteen affirmative votes, Motion declared Carried. 68 Moved by Wagner, seconded by Hinde, to concur with Building Control and Inspection Committee's recommendation to approve sign for the Northern Petro Chemical Corp. to be located at 2350 E. Devon Avenue! Motion declared Carried. Alderman Koplos voted No. Alderman Bonaguidi arrived at this time - 8:45 P.M. SIGN A. Rogers Devon Ave. The Sign request of Arthur Rogers for sign to be placed on roof of building on Devon Avenue was held in Committee for further study. Council recessed for three minutes at this time to allow Alderman Michaels time to discuss with resident the procedures at Parking Lot No. 7 with regards to coin collection equipment. Youth Advisory Committee BILLS PAYABLE ORDINANCE /44,'-4-71 Position Classifica- tion Alderman Sherwood, Chairman of the Youth Activity Committee, reported that the first meeting of the Youth Advisory Committee was held and a new meeting set for February 25th to set procedures and organization of said committee. Moved by Swanson, seconded by Hinde, to adopt the following resolution: BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME: $95,141.36. Upon roll call, the vote was: AYES: - 14 - Koplos, Sherwood, Leer, O'Brien, Hinde, Czubakowski, Wagner, Swanson, Thomas, Bonaguidi, Seitz, Shillington, Michaels, Mayor. NAYS: 0 - None ABSENT: 2 - Szabo, Bolek There being fourteen affirmative votes, Motion declared Carried. Moved by Hinde, seconded by Thomaso adopt Orainance M-4-71, amending the Position Compensation and Classification Ordinance. Upon roll call, the vote was: AYES: - 12 - Koplos, Sherwood, O'Brien, Hinde, Czubakowski, Wagner, Swanson, Thomas, Bonaguidi, Seitz, Shillington, Mayor. nays; - 2 - Leer, Michaels ABSENT: 2 - Szabo, Bolek There being twelve affirmative votes, Motion declared Carried. ORDINANCE Moved :y Swanson, seconded by Bonaguidi, to adopt Ordinance M-5-71 M-5-71, the Appropriation Ordinance for 1971. Alderman Leer Appropriation spoke against the passage of said ordinance, stating that the 8% increase in salaries exceeds the cost of living index as published for this area and can only contribute to inflation. Alderman Michaels concurred with Alderman Leer's statements. Alderman Hinde, Michaels, Seitz, and Sherwood spoke in favor of Ordinance M-5-71. Council recessed for a few minutes to study Plats of Easement for watermain construction in the area of Jarvis Avenue and north of Northern Illinois Toll Road, given by Nuclear - Chicago Corporation and Des Plaines Building Corporation, owners. Following recess, it was moved by Thomas, seconded 1.?1, Swanson, to accept plats of easement and authorize Mayor and City Clerk to execute same. Motion declared Carried. Placed on First Reading was Ordinance Z-6-71 providing for Special Use of property located at 1408 Wolf Road in R-2, District for Construction and Operation of a building for a shhool by Clearbrook Center for the Retarded. The letter from the Village of Niles enclosing ordinance adopted by the City of Chicago covering the sale of household detergents was referred to the Air and Water Pollution Committee for study and report. The WGN Editorial #71-012 relating to checking Auto Pollution was referred to the Air and Water Pollution Committee for study and report. The letter from McDonald's expressing their Thank You and compliments to the Fire Department was read by Mayor Behrel to the Council. Moved by Sherwood, seconded by Hinde, to concur with Mayor Beh.rel's appointment of Rev. Donald Hallberg, 750 W. Algonquin Road, to fill vacancy of Mr. Gaston Freeman on the Youth Commission, term to expire April 30, 1973. Motion declared Carried.
