MINUTES OF THE REGULAR MEETING OF
THE CITY COUNCIL OF THE CITY OF
DES PLAINES, ILLINOIS, HELD IN THE
COUNCIL CHAMBERS, CITY HALL, MONDAY,
NOVEMBER 16, 1970.
Mayor Behrel welcomed the Junior City Officials, introducing Jr.
Mayor Suzanne Bednarz, Junior at Maine West High School, who
called the meeting to order at 8:05 P.M., opening with the roll call.
ROLL CALL: Roll call indicated the following aldermen present:
Koplos, Szabo, Prickett, Sherwood, Bolek, Leer,
O'Brien, Hinde, Czubakowski, Wagner, Swanson, Thomas,
Bonaguidi, Seitz, Shillington, Michaels.
Also present were: Police Chief Hintz, Fire Chief Haag, Capt.
Mensching, Lt. Roel, Treasurer Rateike, Comptroller Blietz,
City Engineer Bowen, Commissioner Public Works Schwab, Asst.
Commissioner Public Works Schaefer, Supt. of Sewers Tiernan,
Building Commissioner Schuepfer, Building Inspector Trost, Civil
Defense Director Arthur, Health Director Branding, City Attorney
DiLeonardi and all Junior City Officials.
There being a quorum present, the meeting was in order.
The Reverend James Jackson, Pastor of the Christ E and R Church
of Des Plaines opened with prayer, followed by Pledge of
Allegiance to the Flag.
MINUTES: Moved by Alderman Prickett, seconded by Alderman
Sherwood that the Minutes of the regular meeting of
November 2, 1970, be approved as published. Alderman
Szabo offered correction on Page 5 in Ordinance M-20-70,
indicating that roll call should have been nine
affirmative votes instead of fourteen. After correction,
Motion to approve declared Carried.
PRESENTATION Certificates of Official Commission were presented to
OFFICIAL all Junior City Officials by Mayor Behrel and Alderman
COMMISSIONS: Sherwood.
The Junior City Officials participated throughout the meeting giving
reports for their offices.
REPORTS OF Placed on file were reports for the month of October
CITY for Engineering Department and Appropriation
OFFICIALS: Expenditures from January 1, 1970 to October 31, 1970
by the Comptroller's Office.
Police Chief Report was made that during the first nine months
this year, 76 narcotic and dangerous drug cases were
investigated making average of 8.4 cases per month.
In October alone, 27 such cases were investigated
resulting in 17 adult arrests and 11 juvenile arrests.
Through drug information service provided by our
Police Department, it is hopeful that the youth will
assist us in combating this deadly offense.
Fire Chief Report was made that Des Plaines will host the City
in the fourth annual Illinois Fire Department
Leadership Institute. Seminar to be held in Des Plaines
Theatre Guild Auditorium November 20, 21 and 22, 1970.
This is with interest in improving fire protection
for citizens of Illinois.
City Engineer Progress report re Big Bend sanitary sewer lift
station that two new pumps should be in operation
this week; Reportwas also made that a one -inch
final surface coarse was placed on Ida Street from
Perry to Jefferson Streets.

Progress report as to Metropolitan Sanitary
District that decision would be reached by
January 1, 1971.
Motion was made by Alderman Bonaguidi, seconded
by Alderman Sherwood, to retain City Attorney
DiLeonardi to represent City of Des Plaines in
law suit brought by Foster & Kleiser against
our Billboard ordinance. Upon roll call, the
vote was:

City Attorney DiLeonardi also reported that
court favored City in granting injunction against
Mr. Hoyer of Acres Lane, preventing his tampering
with sewer. Motion was made by Alderman Szabo,
seconded by Alderman Koplos, to retain City
Attorney DiLeonardi to determine legality of
utility easements on Hoyer property. Upon roll
call, the vote was:

City Attorney DiLeonardi attended the hearing on
Zoning Dockets 1875 and 1876, property consisting
of 54.87 acres of vacant land located along the
north side of Algonquin Rd., approximately 270 -ft.
west of Elmhurst Road, requesting the rezoning of
B-5 Special Use classification for apartment
buildings. Motion was made by Alderman Shillington,
seconded by Alderman Bolek to adopt Resolution
R-18-70, objecting to development of land with
the Cook County Clerk, Cook County Board of
Commissioners and the Cook County Zoning Board of
Appeals. Upon roll call, the vote was:

Sherwood, Bolek, Leer, O'Brien, Hinde,

Letter from Attorney Thomas C. Bradley of Chicago
with reference to O'Hare Prospect Industrial
Park Venture (Rock Road Construction Company), con-
sisting of redevelopment of approximately 18 acres
of land located in the City of Des Plaines requesting
water recapture agreement, was referred to City
Engineer Bowen and Water Committee for study and
report.

City Treasurer: Treasurer's office preparing special assessment
invoices to be mailed shortly, payments due
January 2, 1971.

Public Works;
Progress report was made with reference to
flowering crab trees being planted along
Wolf Road and State Street which should be com-
pleted within a week. Also the collection of
leaves is reaching final stage. Tower Tree
Experts have removed 555 Dutch elm diseased trees
to date and Henrikson Tree Experts are now in the
process of trimming trees and removing stumps in
the third ward. The Street Department is preparing
equipment for snow and ice abatement and erecting
snow fences in various locations throughout the
City.

Motion was made by Alderman Prickett, seconded by
Alderman Swanson, to concur with Municipal
Development Committee's recommendation to deny
petition for annexation and Planned Unit Development
of property commonly known as Kiwanis Property,
located at Woodland and Grove Avenues. Following
considerable discussion, Motion declared Carried.
Aldermen Hinde, Michaels and O'Brien voted No.
MAYFIELD ESTATES Trustees of the Mayfield Estates Fire Protection
FIRE PROTECTION District met with officials of Park Ridge to
CONTRACT: discuss plans for fire protection contract with
Park Ridge for 1971.

Motion was made by Alderman Hinde, seconded by

recommendation that Council ratify action for
purchase of one Micor Mobile Radio from Motorola
Communications & Electronics, Inc. in the amount
of $966.00. Upon roll call, the vote was:

SALT SPREADER: Motion was made by Alderman Leer, seconded by
Alderman Koplos to concur with Streets and Traffic
Committee's recommendation to award the bid for
one new 1970 Salt Spreader to Illinois FWD Truck
and Equipment Company, Rosemont, Illinois meeting
all specifications in the amount of $1,267.55, and
return checks and/or bid bonds of the unsuccessful
bidders. Upon roll call, the vote was:

Motion was made by Alderman Leer, seconded by
Alderman Bonaguidi to concur with Streets and
Traffic Committee's recommendation for a three-
way stop sign at the intersection of Village Ct.
and Drake Lane, and Yield signs to be erected
on Pinehurst entering onto Drake Lane; 25 mph
speed limit be posted on Drake Lane between
Village Court and Wolf Road, and authorize City
Attorney to draft necessary amendment to ordinance.
Motion declared Carried.
Motion was made by Alderman Bonaguidi, seconded
by Alderman Shillington to post "No Parking Here
to Corner" sign in front of Foundryman's Association
on State Street, west of the alley. Motion declared
Carried.
Upon recommendation of the Streets and Traffic
Committee, the study of parking on the east side
of Graceland Avenue by apartment buildings from
the Soo Line Railroad tracks to Walnut Avenue was
referred to the Traffic Commission for study and
report. Motion declared Carried.
At Alderman Bolek's request, a traffic study
of Thacker Street from Mt. Prospect Road to
River Road to possibly reduce all speed limits
to 25 mph was referred to Police Chief Hintz
for study and report. Motion declared Carried.
Alderman Wagner read and presented Petition signed
by residents bordering Fargo Avenue from Lee,
Spruce and Ash Streets requesting Council action
for additional storm sewer relief, which was
referred to City Engineer Bowen and Sewer Committee
for study and report.
Progress report was given that Cumberland Parking
Lot 7S has been completed except for coin -collection
equipment which should be installed shortly.
Mayor Behrel suggested warning signs be posted at
every four or five parking spaces requesting
drivers use emergency brakes or "Park" gear
because of steep incline in Cumberland Parking Lot 7N.
Motion was made by Alderman Seitz, seconded by
Alderman Shillington to accept resignation of
Mr. Melvin T. Vincent from the Des Plaines Library
Board, Mayor Behrel to write letter of commendation.

YOUTH Alderman Sherwood, Chairman of the Youth Committee
APPRECIATION gave resume as to Youth Appreciation Week, including
WEEK: tour on Wednesday, November llth to Forest Hospital,
United Air Lines, Cook County Jail, and Chicago
Filtration Plant and trip to Springfield on Friday,
November 13th, which was hosted by officials of
Springfield. They toured City Hall and various other
points of interest. Alderman Sherwood expressed thanks
to all Junior City Officials for their participation
in making this trip successful. Essays were requested
by Junior officials as to their impressions of Springfield
due in two weeks, mailed to attention of Lt. Roel, Police
Department, to be awarded December 1st meeting (first and
second prizes). Ten students volunteered to serve on
Youth Advisory Committee for one year. Mayor Behrel
was requested to write Mayor Howarth, Springfield,
letter of thanks and appreciation.
At this time Junior Mayor Suzanne Bednarz, student at Maine West
High School spoke on behalf of the Junior City Officials, thanking
the City of Des Plaines for the interest they have shown them and
feel that all the young people participating have better understanding
and knowledge of their working government.
CIVIL DEFENSE: Announcement was made that the Illinois Civil Defense
Agency will conduct an Emergency Operations Simulated
Training exercise on Friday, July 22, 1971. Six
special radiological monitoring kits have been
received and delivered to our six monitoring stations.
Meeting was held with Navy Mars Communications on the
possibility of extending their capabilities into our
communications network.
Alderman Czubakowski reported that check for $3,202.50
has been received from the Illinois Civil Defense
Agency for federal share of new Civil Defense warning
siren at Maine Township High School West and relocation
of siren from Buchhorn Trailer Park to Park property
on Patton Drive.
Permission has been granted for heliport license at
Holy Family Hospital from the Illinois Aeronautical
Authority.
RESOLUTION Motion was made by Alderman Czubakowski, seconded by
EMERGENCY Alderman Shillington to adopt Resolution having to

CIVIL The letter from Civil Defense Director re Code revisions
EMERGENCIES: having to do with Civil Emergencies was referred to
City Attorney DiLeonardi for study and recommendations.
HANDI-TALKI Motion was made by Alderman Czubakowski, seconded by
RADIOS: Alderman Shillington to concur with Civil Defense
Committee's recommendation to purchase two handi-talki
portable radios from the Motorola Radio Corporation
for use in Des Plaines Civil Defense Communications
Division, cost not to exceed $850.00. Upon roll call,
the vote was:

Housing Appropriation Bill was passed in the Senate.

BOARD OF FIRE Alderman Koplos, to concur with Mayor Behrel's
& POLICE recommendation to appoint Mr. Robert F. Bruhn to
fill vacancy on Board of Police and Fire Commissions,
term to expire April 30, 1972. Motion declared Carried.
REAPPOINTMENT Motion was made by Alderman Sherwood, seconded by
PUBLIC EMPLOYEES Alderman Thomas to concur with Mayor Behrel's
LABOR RELATIONS recommendation to reappoint Mr. Raymond Fiddelke,
Chairman of the Public Employees Labor Relations
Board, term to expire November 19, 1973. Motion
declared Carried.

RESOLUTION Motion was made by Alderman Swanson, seconded
R-17-70 by Alderman Bolek to adopt Resolution R-17-70 requesting
that all nonpassenger air traffic at O'Hare International
Airport close flights from 11:00 P.M. to 7:00 A.M. to cut
down on noise and air pollution. Motion declared Carried.
FIRE ALARM, Referred to the Finance Committee, Fire Committee and
SCHOOLS Fire Chief Haag for study and report, was Alderman
Shillington's request for feasibility of installation
of fire alarm boxes in the downtown area and in front
of schools.
STOP SIGNS Alderman Shillington's request for a two-way stop
DOVER DR. & sign at the intersection of Dover Drive and Marshall Lane
MARSHALL LANE was referred to Streets and Traffic Committee for study
and report.
