04/26/1965 Adjourned MeetingM•INtTTES OF THE ADJOURNED COUNCIL MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLA INES, ILL. HELD IN THE COUNCIL ROOM APRIL 26, 1965 at 8:00 P.M. CALL TO ORDER: The meeting was called to order by Mayor Herbert H. Behrel with Alderman Leer, Shillington, Figard, Czubakowski, Swanson, French, Martin, Bonaguidi, Rateike, Szabo, Prickett, Wright responding to roll call. The meeting was opened with a prayer by Mayor Behrel and the pledge of allegiance to the flag. OFFICIAL REPORTS: The Treasurer submitted her report for the month ofMarch. Alderman Bonaguidi:read a letter franW . G. Lundmark, thanking the city for trees planted to replace the trees destroyed by the wind storm. The Mayor referred a report about draining ditch in C . & N.W. Railway property end of Orchard Ct. being filled with rubbish and overflowing to homes nearby. APPROVAL OF BILLS: Alderman Prickett presented the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK ARE HEREBY AUTHOR1 IZED TO MAKE PAYMENT FOR SAME. Total: $2,974.00. The motion was made by Alderman Prickett and seconded by Swanson to adopt the resolution. The Mayor put the question and the Clerk called the roll with the following results: Ayes: Alderman Rateike, Szabo, Wright, Prickett, Leer, Shillington, Figard, Czubakowski, French, Swanson, Martin and Bonaguidi. Nays: None. The Mayor declared the motion carried. TO ADVERTISE BIDS FOR:TRUCK CHASSIS: On motion by Alderman Swanson and second by Rateike, the Council. approved to advertise the above bid; to be returned May 17th. TO PURCHASE LEACH PACKER, BODY: Alderman Swanson made the following report: "Your Committee on Sanitation has investigated the above and has found we have received a proposal from Bruce Municipal Equipment Co. to furnish a new 17 cubic yard leach Packer Body at the same price as they sold units to us in 1963 and 1964: $5,850.00.; This item is included in the 1965 appropriation. We, your Committee on Sanitation, therefore recommend purchase of new 17 yard 'Leach Packer body at a price of $5,850.00 as per Bruce Municipal Equipment Co. proposal of April 21, 1965, attached hereto. City Attorney has approved this procedure." The motion was made by Alderman Swanson and seconded 'by Rateike to approve the report. The Mayor put the question and the Clerk called the roll with the follow- ing results: Ayes: Alderman Rateike, Wright, Prickett, Leer, Czubakowski, French, Swanson. Nays: Alderman Szabo, Shillington, Figard, Martin and Bonaguidi. The Mayor voted "aye" and declared the motion carried. TO PURCHASE AERIAL MAPS: Alderman Prickett reported on aerial maps requested by the Plan Commission. The motion was made by Alderman Prickettand seconded by Figard to purchase map at a cost of $137.50. The Mayor put the question and the Clerk called the roll with the following results: Ayes: Alderman Rateike, Szabo, Wright, Prickett, Leer, Shillington, Figard, Czubakowski, French, Swanson, Martin and Bonaguidi. Nays: None. The Mayor declared the motion carried. CANVAS OF ELECTION RETURNS: On motion by Alderman Figard'and second by Prickett the Council approved the Mayor's appointment of Alderman Martin, Swanson and Bonaguidi to check the returns. The Mayor declared a recess and after reconvening, Alderman Martin presented the following°resolution. RESOLUTION DECLARING THE RESULTS OF THE ' CITY ELECTION HEIR ON APRIL 20, 1965 WHEREAS a regular election was held in the City of Des Plaines on Tuesday, April 20, 1965 for the purpose of electing a Mayor, a City Clerk, a City Treasurer and one Alderman from each of Wards 1, 2, 3, 4, 5, 6, and 7 and 2 two year term for the 2nd and 5th Ward. -2- 4/26/65 WHEREAS the Mayor and City Council have canvassed the rotes cast at said election and find as follows: For Election of City Officers TOTAL ballots cast 6795 , 21 Spoiled ballots For Mayor: Herbert H. Behrel, having received the highest number of:votes cast for the•office of Mayor, shall be and he is hereby declared elected to the office of Mayor of the City of Des Plaines, Illinois for a full term of four (4) years as_provided by law. _ -3- 4/26/65 Section 2. That Bertha E. Rohrbach, having received the highest number of votes cast for the office of City Clerk, shall be and she is hereby declared elected to the office of the City Clerk of the City of Des Plaines, Illinois for a full term of four (4) years as provided by law. Eichner, having received the highest number of votes cast for the office of City Treasurer, shall be and she is hereby declared elected. to .the office of City Treasurer of the City of Des Plaines, Illinois, for a full term of four (4) years ab_provided by law. Wagner, having received the highest number of votes cast for the office of Alderman of the second and fifth wards for a term of two (2) years to__fill a vacancy, as provided by law. , Adopted by the City of Des Plaines, Illinois on the 26th day of April, 1965. Martin_and Bonaguidi. Nays: None. The Mayor voted "aye" and declared the motion carried. RESOLUTION REGARDING 2 PERCENT FOREIGN INSURANCE TAX MONIES: The Clerk presented the above resolution. On motion by Alderman Rateike and second by Prickett the Council approved the resolution. ADOPT T-14-65CORDINANCE ;SPRUQE ST. ONE-WAY -St NDAYS: The Clerk read for the first reading the above ordinance. On motion by Alderman French and second by Czubakowski the ordinance was placed on passage.__The motion was made by Alderman French and seconded by Wright to adopt the ordinance. The Mayor put the question and the Clerk called the roll with the following results: Ayes: Alderman Rateike, Szabo, Wright, Prickett, Leer, Shillington, Figard, Czubakowski, French, Swanson, Martin and Bonaguidi. __ Nays: None. The Mayor declared the motion carried. ADOPT T-15-65 ORDINANCE -WEIGHT LIKIT MASON LANE: The Clerk read for the first reading the above ordinance., On motion by Alderman Wright and second by Szabo the ordinance was placed on passage. The motion was made by Alderman Rateike and seconded by Martin to adopt the ordinance. The Mayor put the question and the Clerk called the roll with the following results: Ayes: Alderman Rateike, Szabo, Wright, Prickett, Leer, Shillington, Figard, Czubakowski, French, Swanson, Martin, and Bonaguidi. The Mayor declared the motion carried.__ ADOPT X7-65 ORDINANCE VACATING ALLEY SCOTT'S RESUB.: The Clerk read for the first reading the above ordinance. On motion by Alderman Martin and second by Prickett the ordinance was placed 6n passage. The motion was made by Alderman Prickett and seconded by Martin to adopt the ordinance. The Mayor put the question and the Clerk called the roll with the following results: Ayes: Alderman Rateike, Szabo, Wright, Prickett, Leer, Shillington, Figard, Czubakowski, French, Swanson, Martin and Bonaguidi. Nays: The Mayor declared the motion carried. ADOPT A-3-65 ORDINANCE BUTENSCHOEN PROPERTY: On motion by Alderman Czubakowski and second by Shillington the above ordinance was taken off the table. The motion was made by Alderman Czubakowski and seconded by Shillington to adoptthe ordinance. The Mayor put the question and the Clerk called the roll with the following results: Ayes: Alderman Rateike, Szabo, Wright, Prickett, Leer, Shillington, Figard, Czubakowski, French, Swanson, Martin, and Bonaguidi. After discussion, on motion by Alderman • Rateike and second by Prickett it was tabled. The Mayor then referred the matter to the Finance Committee and City Attorney.
