The Mayor put the question and the Clerk called the -roll with the following results:
Ayes: Alderman Rateike, Szabo, Wright, Prickett,' Luellen, Leer, Shillington, Figard,
Uzubakowski, French, Swanson, Martin and Bonaguidi. Nays: None. The Mayor voted
"aye" and declared the motion carried.
ADOPT A-5-65 ORDINANCE: TheClerk read for the first reading the above ordinance.
On motion by Alderman Luellen and second by Leer, the ordinance was placed on
passage. The motion was made by Alderman Martin and seconded by Luellen to adopt
the ordinance. The Mayor put the question and the Clerk called the roll with the
following results: Ayes: Alderman Rateike, Szabo, Wright, Prickett, Luellen, Leer,
Shillington, Figard, CzubakoQski, French, Swanson, Martin and Bonaguidi. Nays: None.
The Mayor voted "aye" and declared the motion carried.
ADOPT RESOLUTION REGARDING APPEAL BOND: The Clerk presented the above resolution.
The motion was made by Alderman Prickett and seconded by Luellen to adopt the
resolution. The Mayor put the question and the Clerk called the roll with the
following results: Ayes: Alderman Rateike,Szabo, Wright, Prickett, Luellen, Leer,
Shillington, Figard,Czubakowski, French, Swanson, Martin and Bonaguidi. Nays: None.
The Mayor declared the motion carried.
On motion by Alderman Shillington and second by Czubakowski, the Attorney is to
prepare bond;and Mayor and City;Clerk authorized to execute same.,
C. & N.W. R.R. ANNEXATION PETITION:The above was referred to the Municipal.Develop-
ment Committee.
The Clerk informed the Council he had received a resolution in regard to petition from
C. & N.W. to change Touhy Ave. crossing signals.
LEASE WITH SCHOOL DISTRICT 62 FOR PRAIRIE AVE. PARKING LOT: The above lease was
referred to the Public Building andGrounds Committee.
AMERICAN LEGION PARADE: On motion by Alderman Luellen and second by Prickett the
Council approved to allow parade to be held May 30, 1965.

ADOPT RESOLUTION FOR WATERMAIN ON SO0 LINE R.R. PROPERTY: The motion was made by
Alderman Prickett and seconded by Figard to adopt the resolution. The Mayor put the
question and the Clerk called the roll with the following results: Ayes:'Alderman
Rateike,Szabo, Wright, Prickett, Luellen, Leer, Shillir}gton, Figard, Czubakowski,
French,Swanson, Martin and, Bonaguidi. Npys: None. The Mayor declared the motion
carried.
WESTGATE TO BE MADE ONE-WAY: At Alderman's Shillington request the above was re-
ferred to the Street Committee. ,

MINUTES OF THE REGULAR MEETING OF THE CITY
COUNCIL OF THE CITY OF DES PLAINES, ILL.
HELD IN THE COUNCIL, ROOM, CITY HALL, APRIL
19, 1965 AT 8:00 P:M.
CALL TO ORDER: The meeting was called to order by Mayor Herbert H. Behrel with
Alderman Luellen, Leer, Shillington,' Czubakowski, Swanson, French, Martin,'
Bonaguidi, Rateike, Szabo, Prickett and Wright,responding to roll call. The
meeting was opened with a, prayer by Rev. Earl Brehm and the pledge of allegiance to
the flag.
.APPROVAL OR MINUTES: The motion was made by Alderman Prickett and seconded by
Bonaguidi to approve the minutes of April 5, 1965. The motion was approved by
acclamation.
OPEN BIDS ON SIDEWALK REPAIRS: On motion, by Alderman Prickett and seconded by
Luellen, the Clerk was instructed to open the above bids. The following bids were
received:

On motion by Alderman Swanson and seconded by French, the bids were referred to
the Street and Finance Committees and Superintendent of Public Works.
OFFICIAL REPORTS: The Clerk submitted the reports of Comptroller for March receipts
and the quarterly reports of the (Fire and Police Chiefs.
COUNTY ZONING PROTESTS: On motion by Alderman Bonaguidi and second by Luellen the
attorney is to draft protests on A-65 and A-74 County Zoning was approved.
Tho Mayor referred to the City Engineer, Building Commissioner and Supdrintendent
of Public Works, storm sewers and sump pumps.
At Superintendent Warnicke's request, the City Attorney is to draft resolution'to
State Highway Departanent,regarding repair of,electric light cable. The motion was
made by Alderman Luellen and seconded by French to approve the above. The Mayor
put the question and the Clerk called the roll with the following results: Ayes:
Alderman Rateike,.Szabo, Wright, Prickett, Luellen, Leer, Shillington, Czubakowski,
French, Swanson, Martin and Bonaguidi. Nays: None. The Mayor declared the motion
-carried.
APPROVE 0. & A.W. RAILWAY ANNEXATION PETITION: Alderman Martin made the following
report: "Your Committee on Municipal Development has investigated the above and
has found that the Chicago and Northwestern Railroad desires to annex the property
located south of the R.R. and N.W. Highway, north of the Belt line and East of the
Parker Hannifin Corporation and Wolf Rd. ',We, your Committee on Municipal Develop-
ment, therefore recommend that the property be annexed to the City of Des Plaines
after the Des Plaines Zoning Board completes the zoning case and refer the attached
plat showing proposed street layout to Tea -Search City Planners for the City of
Des Plaines." On motion by Alderman Martin and second by Bonaguidi, the Council
approved the report.
LETTER FROM KENNETH YOST ON 25 FT. BUILDING PERMIT: Alderman Martin made the
following report: "Your Committee. on Municipal Development has investigated the
above and has found that Mr. Arthur Lundquist of 1694 Cora Ave. Des Plaines, I11.
owns two (2) 25 ft. subdivided lots, sotihh of Oakton St. Both lots are isolated
and remain undeveloped. The courts have held repeatedly permits for building
cannot be denied if lots are subdivided legally in the City of Des Plaines. We,
your Committee on Municipal Development,'therefore recommend that. the Building
Commissioner issue building permits on the 25 ft. lots located on Maple St. and
Orchard St. per Mr. Lundquist's request." Alderman Martin made the motion which
was seconded by Prickett to approve the report. After discussion the motion was
made by Alderman Shillington and seconded by Swanson to table the report. The Mayor
put the question and the Clerk called the roll with the following results: Ayes:
Alderman Rateike, Szabo, Millington, French, Swanson. Nays: Alderman Luellen,
beer, Czubakowski, Martin, Bonaguidi, Prickett and Wright. The Mayor voted "no"
and declared the motion lost. The Mayor put the question on the previous motion
and the motion was lost.
On motion by Alderman Rateike and second by Szabo, the Zoning Report 65-10-R was
referred to the Municipal. Development Committee and Zoning ordinance was held over.
TO ADVERTISE BIDS FOR AMBULANCE AND AIR CONDITIONER: On motion by Alderman Rateike
and second by Prickett, the Council approved to advertise for ambulance and also
air conditioner for Fire Station No. 3, bids to be returned May 3rd. Chief Kolze
to prepare specifications with expenditures not over $t ,5 OO 00, $,too.co
On motion by Alderman Rateike and second by Swanson, the Fire and Police
Commissioners are to certify three more firemen. This teas approved by the Council.
TO ADVERTISE BIDS FOR SIDEWALK AND STAIRWAY TO C. & N.W. RAILWAY CUMBERLAND STATION:
On motion by Alderman French and second by Bonaguidi, the Council approved the
above for Comptroller to advertise bids.
TO ADVERTISE FOR PEBBLE LIME, HYDRATED LIME, POLYPHOSPHATES AND COAGULANT AID: On
motion by Alderman Shillington and second by Luellen, the Council approved the
above bids to be returned May 3rd.

TO ADVERTISE BIDS FOR WATER MAIN ON TOUHY TO CONNECT TO MAIN ON LEE ST.: On motion
by Alderman Shillington and second by Luellen, the Council approved the above with
bids to be returned May 17th.
Alderman Shillington reported that the City Attorney amend City Code to increase
the collection of water bills from $2.00 to $5.00 and the water turn -on fee from
$1.00 to $5.00. On motion by Alderman Shillington and second by Prickett, the
Council approved the report.
Alderman Figard appeared at this time.
TO ADVERTISE BIDS ON WATER MAIN ON RAND RD.- COST $24,514.88: The connection of the
water tanks at Holy Family Hospital and the water tanks on City Garage property to
the Rand Road main, estimated $14,199.15 and the Nuclear Dr. to Jarvis Ave. main,
estimated cost $8,809.50. Projects in Water Revenue Bond plans,'City Engineer to
prepare specifications with bids to be returned May 17th.
APPROVE JEWEL TEA SIGN: On motion by Alderman Szabo and second by Martin the
Council approved the above sign.
TO ADVERTISE BIDS FOR AUTO FOR BUILDING DEPT. On motion by Alderman Szabo and
second by Martin, the Council approved to advertise bids for auto, bids to be re-
turned May 3rd.
APPROVAL OF BILLS: Alderman Prickett presented the following resolution:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DES PLAINES THAT THE FOLLOWING BILLS ARE
DUE AND PAYABLE AND THAT TEE MAYOR AND CITY
CLERK BE AND HEREBY,ARE AUTHORIZED. TO MAKE
PAYMENT FOR SAME.
Total: $33,459.19. The motion was made by Alderman Prickett and seconded by
Swanson to adopt the resolution. The Mayor put the question and the Clerk called
the roll with the following results: Ayes: Alderman Rateike, Szabo, Wright,
Prickett, Luellen, Leer, Shillington, Figard, Czubakowski, French,Swansgn, Martin
add Bonaguidi. Nays: None.The Mayor declared the motion carried.
AUTO BID FOR ASSISTANT SUPERINTENDENT OF PUBLIC WORKS AWARDED TO JIM AIKEY FORD:
The motion was made by Alderman Prickett and seconded by Szabo to -award the above
auto bid to Jim Aikey Ford for $2,090.00. The Mayor put the question and the Clerk
called the roll with the following results: Ayes: Alderman Rateike, Szabo, Wright,
Prickett, Luellen, Leer, Shillington, Figard, Czubakowski, French,Swanson, Martin
and Bonaguidi. Nays: None. The Mayor declared the motion carried.
Alderman Czubakowski presented a copy of the minutes of the Human Relations
Committee meeting of March 11.
BAUSKE PROPERTY STREETS DEDICATION: The above was referred to the Municipal
Development Committee.
ECKERT SUB.APLAT: The above was"referred to the Plan Commission.
SEMROW BUILDING CORP. ANNEXATION PETITION: The above petition was referred to the
Municipal Development Committee.
RANKIN LEAKFINDER letter referred to the Water Committee.
Request for liquor license at 3166 Des Plaines Ave was referred to the License
and Inspection Committee.
