The Mayor put the question and the Clerk called the roll --with the following results:
Ayes: Alderman Rateike, Wright, Prickett, Luellen, Leer, Shillington, Figard,
Czubakowski, French, Swanson, Martin and-Bonaguidi.' The Mayor declared the motion
carried and the appointment approved.
On motion by Alderman Czubakowski and second by Luellen, the Council approved to
have City Attorney draft ordinance to annex Butenschoen property on north side of_
Oakton St. and west side of Lee St.
The Mayor referred the Housing Code to the City Code Committee.
Parking on Dover Dr. was referred to the Street Committee.

CALL TO ORDER: The meeting was called to order by Mayor Herbert H. Behrel with
Alderman Luellen, Leer, Shillington, Figard, Czubakowski, Swanson, French, Martin,
Bonaguidi, Szabo, Prickett and Wright responding to roll call. The meeting was
opened with a prayer by the Mayor and the pledge of allegiance to. the flag.
APPROVAL OF MINUTES: On motion by Alderman Prickett and second by Swanson, the
Council approved the minutes of March 15, 1965.
OPEN BIDS NON -ARTERIAL STREET REPAIR: On motion by Alderman Wright and second
by French the Clerk was instructed to open the above bids. The following bids
were received:
Skokie Valley Asphalt Co. - = - - - $13,678.85
Arrow Road Construction Co. 14,288.40
Seneca Petroleum Co. 14,858.50
'Rock Road Construction Co. 13,982.70
On motion by Alderman Swanson and second by French the bids were referred to the
Street and Finance Committees and Engineer. °

OPEN BIDS ON BRUSH CHIPPER MACHINE: On motion by Alderman Bonaguidi and second
by Prickett the Clerk was instructed to open the above bids. The following bids
were receive&:

On motion by Alderman Rateike and second by Prickett the bids were referred to the
Street and Finance Committees and Superintendent of Public Works. At -request of ---
Alderman French, the Mayor declared,a recess so they could check the bids. After
reconvening, the motion was made by Alderman French and seconded by Prickett to
award the bid for non -arterial maintenance to the Skokie Valley Asphalt Co. for
$13,678.85 and checks or bonds to be returned to the unsuccessful bidders. The
Mayor put the question and the Clerk called the roll with the following results:

AWARD CHIPPER MACHINE BID: On motion by Alderman French and second by Swanson, the
brush chipper machine bid was awarded to the Illinois FWD Truck and Equipment Co.
for $3,831.75, and the bonds or checks returned to the unsuccessful: bidders. The
Mayor put the question and'the Clerk called the roll with the following results:
Ayes: Alderman Rateike, Szabo, Wright, Prickett, Luellen, Leer, Shillington,
C zubakowski, French, Swanson, Martin and Bonaguidi. Nays: Alderman Figard. The
Mayor declared the motion carried.
OFFICIAL REPORTS: The Clerk submitted the reports of City Treasurer for January and
February. Chief Kolze reported for .the Civil Defense,,Health Officer Jean Branding,
Building Commissioner Regnell reported and the 1964 report of Motor Fuad Tax Funds
by Comptroller Blietz was submitted. Engineer Fletcher reported he had plans for
watermains and at his request they were referred to the Water Committee. City
Attorney Di Leonardi reported the Clerk had a Court Order for the annexation of
River Rand Area and the Mayor referred the Order to the Municipal Development
Committee for study and report.
DEDICATION OF PART OF ALLEY REAR OF 573 DES PLAINES AVE: Alderman Martin reported
that this is a legal matter to be resolved by Attorneys for the purchasers and
sellers of the property. On motion by Alderman Martin and second by Prickett, the
Council approved the report and the plat is to be referred to the Building
Commissioner. .,
SCHUTTNER SUB. PLAT NOT APPROVED:Alderman Martin reported the following: "Your
Committee on Municipal Development has investigated the above and has found that we
cannot rfsolve this subdivision plat, without sacrifices of our Subdivision Ordinance.
The Plan Commission refused to approve said plat. We, your Committee on Municipal
Development therefore recommend that we concur with the Plan Commission and refuse
approval of the Schuttner's Plat." On motion by Alderman Martin and second by
Prickett, the Council approved the report.
DEDICATION WEST HALF PLAINFIELD DR: Alderman Martin made the ,following report:
"Your Committee on Municipal Development has investigated the above and has found
that Plainfield Dr. is 33 ft. Dedication frau Nebel Dane and Howard - Superior Sub.
to Everett Ave., that the east 33 ft. is an easement now to be dedicated. Acess
to Plainfield Grade School # 62. We, your Committee on Municipal Development there-
fore recommend that the Mayor and City Clerk sign said dedication plat and that the
City Engineer and City Attorney complete the full street dedication." On motion by
Alderman Martin and second by French, the Council approved the report.
ZONING REPORT 65-10-R APPROVED: Alderman Martin made the following report: "Your
Committee on Municipal Development has investigated the above and has found that
the property is located on the South Side of Rand Road approvimately 100 ft. east of
Elk Blvd. The Zoning Board of Appeals voted 4-3 to rezone the property to C -1
Commercial upon annexation. 1We, your Committee on Municipal Development therefore
recommend that the property be rezoned C-1 Commercial upon annexation and that
City Attorney be authorized to draw the necessary ordinances, to annex and zone the
Property at 1717 Rand Rd. Des Plaines, Ill." On motion by Alderman Martin and
second by Prickett the Council approved the report.
TO CERTIFY THREE MORE POLICEMEN: On motion by Alderman Figard and,second by
Luellen, the Council approved to have the Fire and Police Commission certify three
more policemen.
TO ADVERTISE FOR GASOLINE FOR FIRE AND POLICE DEPTS.: Alderman Rateike made
the following report: "Your Committee on Fire and Police has investigated the
above and has found present station going out of business. Wei your Committee on
Fire and Police therefore recommend we advertise for bids and Comptroller be
authorized to purchase gasoline at another station until new contrace is signed,
specifications by Fire and Police Chiefs." On motion by Alderman Rateike and second
by Figard, the Council approved the report.
DENY LIQUOR LICENSE FOR HOWARD JOHNSON: Alderman Bonaguidi made the following report:
"Your Committee on License and Inspection has investigated the -above and has found
that this same operation has been in existence at this location for many years with-
out the benefit of the sale of liquor, and there appears to be no immediate hard-
ship as a result. There are several liquor serving establishments in the immediate
area. We, your Committee on License and Inspection therefore recommend this re-
quest be denied." On motion by Alderman Bonaguidi and second by Luellen, the Council
approved the report with Alderman Icer voting "no."

NORTH AVE. PARKING: Alderman French made the following report: "Your Committee on
Streets and Traffic has investigated the above and has found: "Traffic Committee
recommends: 1) Change of ''no parking' from present north side of street to south
side on North Ave. 2) Adding alternate year 'no parking' ordinance to cover Second
Ave.-Woodlawn to North Ave. We, your Committee on Streets and Traffic therefore
recommend City Attorney be authorized to draw up necessary ordinance to cover pro-
posed recommendations of Traffic Commission." On„motion by Alderman French and
second by Shillington, the Council approved the report.
:PARKING AND TRAFFIC DOVER.DR JNITWEEN LAIMASTER A,► PE YLVANIA: Alderman French
made the following report: "Your Committee on Streets and Traffic has investigated
the above and has found that there is a definite traffic and parking problem on
Dover Drive; We, your Committee on Streets and Traffic therefore recommend that
Dover Drive probably should be made a one-way street and that the Traffic
Commission make a complete study of this area to determine which direction would
be most desirable.” On motion by Alderman French and second by Prickett, the
Council concurred in the report.
SUNDAY TRAFFIC SPRUCE, PROSPECT OND EVERETT: Alderman French made the following
report: "Your Committee on Streets and Traffic has investigated the above and
has found this situation'involves heavy concentration of traffic at Spruce and
Prospect Aves. following church services and other functions on Sundays. We,
your Committee on Streets and Traffic, therefore recommend Spruce St. be designated
one-way north (Sunday only) from Prospect Ave. to Everett Ave. City Attorney is
authorized to draw necessary ordinance." On motion by Alderman French and second
by Czubakowski the Council approved the report.
MASON LANE TRAFFIC: Alderman French made the following report: "Your Committee
on Streets and Traffic has investigated the above and has found load limit and
speed regulation is necessary to prevent bypass traffic. We, your Committee on
Streets and Traffic, therefore recommend: 1) Area be posted at standard 30 m.p.h.
(Busse to Dempster). 2) 6,000 pound load limit be posted. 3) Police Dept.
authorized to enforce this regulation pending ordinance to be drawn by City Attorney."
On motion by -Alderman French and second by Rateike the Council Approved the report.
TO ADVERTISE BIDS FOR SIDEWALK REPAIR: On motiontyr Alderman French and second
by Prickett, bids are to be advertised for sidewalk repair which was approved
by the Council.

BRIDGE OVER CREEK ON WILLE ROAD:. On motion by Alderman French and second by
Czubakowski, the Council approved to have City Engineet Fletcher draw up specifi-
cations and cost estimate for the bridge project.
BMW -SERVICE STATION SIGN APPROVED: On motion by Alderman Szabo and second by
Prickett, the Council approved the above to be located at 1677 Oakton St.
SPA LIQUOR SIGN APPROVED: Alderman Szabo reported the following: "Your Committee
on Building Controls and Inspection has.inveetigated the Above and has found the
proposed sign is to be 40 feet in length and five feet in height. It is to be
mounted from the face of the building. We, your Committee on Building Controls
and Inspection, therefore recommend approval of sign. Sign specifications must
meet all requirements of the Building Department." On motion by Alderman Szabo
and second by Martin the Council approved the sign.
SPA LIQUOR SIGN NOT APPROVED: .Alderman Szabo made the following report: "Your
Committee on Building Controls and Inspection has investigated the above and has
found the proposed sign is to be hinged from a pole located at the sidewalk at the
east end of property at; Lee St., Oak Leaf Commons. Sign to be approximat4ly 25
feet in height. We, your Committee on Building Controls and Inspection therefore
recommend not approved." On motion by Alderman Szabo and second by Rateike, the
Council approved the report.
VARIATION IN OAK LEAF COMMONS: Six months have passed since variation was granted.
A new application for variation must be requested and granted by the Zoning
Commission.
On motion by Alderman Szabo and second by Rateike a code requiring forty car waiting
area in or on the premises of each car wash was referred to the Zoning Commission
for a hearing.
