03/15/1965• MINUTES OF THE REGULAR MERT ING.OF THE CITY_ _ COUNCIL OF THE CITY OF DES PLAINES, ILL. HELD IN THE COUNCIL ROOM, CITY HALL, MARCH 15, 1965 AT 8400 P.M. CALL TO ORDER: The meeting was called to 'order by Mayor Herbert H'. Behrel with Alderman Luellen, Leer, Shillington Czubakowski, Swanson, French, Martin, Bonaguidi, Rateike, Szabo, Prickett a°'.! it responding to roll call. The meeting was opened with a prayer by Eev. E. Wappler and the pledge of allegiance to the flag. APPROVAL OF MINUTES: • On motion by Alderman Prickett and second by Luellen, the Council approved the minutes of March 1, 1965. OPEN AUTO BIDS: The Clerk informed the Council he had bids for auto. The advertising of bids had not been approved by the Council and on motion by Alderman Leer and second by Bonaguidi, the advertising was approved. On motion by Alderman Bonaguidi and second by Leer, the Clerk was instructed to open the bids. The following bids were received: Des Plaines Motor Sales (Power steering & automatic trans. Jim Aikey Ford (Power steering & automatic trans. $1,981.92 2,190.92 1,875.00 2,090.00 On motion by Alderman Luellen and second by Bonaguidi_the bids were referred to. the Finance Committee. Plat in regard to building partly on alley in rear of 573 Des Plaines Ave was re- ferred'to the Building Control and Municipal Development Committees.. CAR -WASH PERMITS: A letter from Building Commissioner Regnell regarding car wash plan was referred to the Building Control and Inspection Committee. • PROPERTY AT 1991 WELWYN: The following is a letter presented by the -City Attorney: "In reply to your letter of March 8th, please be advised that the property at 1991 Welwyn, Des Plaines,' Illinois, which I own is now occupied by one tenant only as of March 1, 1965. "As I have pointed out to you in our previous conversation,. I do not. necessarily agree with the City in this matter, but because of my position as a Realtor, I prefer to comply with the City"s request." /s/ Leroy NGinnich. Letter to be placed on file. The•Mayor put the the question and the Clerk called the roll with the following results: Ayes: Alder- man Rateike, Szabo, Prickett, .Luellen., --.Leer, Shillington, Czubakowskir .Fr-ench, Swanson, Martin gnd Bonaguidi. Nays: None. The Mayor declared the motion carried. APPROVE DES PLAINES MANOR SUB. PLAT: On motion by Alderman Martin and second by Shillington, the Council approved the plat. C. & N.W. RY. ANNEXATION:, Alderman Martin made the following report: "Your Committee on Municipal Development has investigated the above and has found that the Chicago and Northwestern Railroad is willing to annex the 60 acres.of land south of Northwest Highway and East of Wolf Road, that they are willing to have ingress and egress to said property at Wolf Rd. south of the Hannifin Corporation property and on'N.W. Highway near the Littelfuse Corp. We, your Committee on Municipal Development, therefore recommend that the Des Plaines Zoning Board conduct another hearing oh "-" said property after the Plan•Comtnission approves a tentative subdivision and street layout per attached plot plan. The Chicago and Northwestern R.R. is to receive a letter to meet with the Plan Commission." On motion -by Alderman Martin and second by French, the Council approved the report. -2- 3/15/65 REQ FOR minrinulum COMMONWEALTH EDISON CO.: Alderman Martin made the follow- ing report: "Your Committee on Municipal Development has investigated the above and has found that the Commonwealth Edison Co. owns all of the lots south of Pratt Ave. East of Railroad Ave. West 'of Sycamore St., North of Central Rd. That there present- ly exists a sub -station for said power company and that in order to expand facilities the N. & S. alley needs to be vacated. We, your Committee on Municipal Development therefore recommend that the, alley adjacent to said lots 1-7 and 11 through 17 be vacated at a cost to the Commonwealth Edison Co. of $500.00 plus cost of Plat of Vacation to be drawn by City Engineer and legal fees of City Attorney to draw said vacation ordinance." The motion was made, by Alderman Martin and seconded by Luellen to approve the report. The Mayor put the q}}e stion and the Clerk called the roll with the following results: Ayes: Alderman-Rateike, Szabo, Prickett, Luellen, Deer, Shillington, Czubakowski, French, Swanson, Martin and Bonaguidi.• Nays: None. The Mayor declared the motion carried. Alderman Shillington reported the following: "Your Committee on Buildings and Grounds has investigated the above and has found it possible for City'Attorney to draw up lease between School District 62 and City of Des Plaines regarding property at Illinois and Everett whichwe at present lease to them, and the, property behind Central School which we, the City use for parking." On motion by Alderman Shillington and second by Swanson, the Council approved the report. TO ADVERTISE BIDE FOR BRUSH CHIPPER: 'On motion by Alderman French and second by Rateike the Council approved to advertise bids for a brush chipper for the Street and Sanitation Departments with bids returned April 15th. FOUR-WAY STOP ROXBURY AND DOVER DR. AT PENNSYLVANIA AVE.: On motion by Alderman French and second by Luellen the Council approved to have the City Attorney draft an ordinance for the above. LEE ST. METERS TO BE HOODED: Alderman French made the following report: "Your Committee on Streets and; Traffic has investigated the above and has found: 1) A limited number of parked cars reduce the total number of lanes available to north- bound traffic. 2)p Hooding meters and prohibiting parking during the hours of 6-9 on Friday evenings and 8:30 to 12:00 on Saturday mornings should be attempted on a trial basis. We, your Committee on Streets and Traffic therefore recommend 1) 60 day trial basis of indicated change. 2) Police order to effect necessary change.!' On motion by Alderman French and s$cond by Czubakowski, the Council approved the report. DRIVEWAY PERMITS APPROVED: On motion by Alderman French and second by Luellen the Council approved the following driveway permits. One 20 ft. driveway north side of Elk Blvd., 147.77 feet east of Des Plaines Ave. Two 20 ft. driveways into Bradrock Dr. from Northern Builders project. RESOLUTION ON PAVING LEE, ST. AND HOWARD : On motion by Alderman French and second by Luellen, the -Council adopted the resolution for $65,000.00 of Motor Fuel Tax Funds for the above; J. EMIL ANDERSON RE UEBT FOR TEMPORARY WATER CONNECTION FOR FIRE PROTECTION: Alderman Shillington made the following report. "Your committee on Water' has investigated the above and has found this temporary connection will be paid for and removed at no expense to the City after the Rosemont pumping station and elevated tank are completed approximately September 1, X965. We, yeur Committee. on Water therefore request Council concurrence to grant this request and for the agreed charge of $10,000.00" The motion was made by Alderman Shillington and seconded by Prickett to approve the report. The Mayor put the question and the Clerk called the roll with the following results: Ayes: Alderman Rateike, Szabo, Prickett, Luellen, Deer,, Shillington, Czubakowski, French, Swanson, Martin, and Bonaguidi. Nays: None. The Mayor declared the motion carried. R.C.A.'SIGN APPROVED ON HOWARD ST.: On motion by Alderman Szabo and second by Prickett the above sign was approved by the City Council. MOBIL SIGN FOR TOUHY'Af1D DES PLAINES AVE.: On motion bg Alderman Szabo and second by Swanson the above application was denied. -3- -- 3/15/65 NATIONAL INSTITUTE OF MUNICIPAL LAW OFFICERS: At request of Attorney Di Leonardi to have the City of Des Plaines become a member with dues at $160.00, the motion was made by Alderman Bonaguidi and second by Swanson to approve the request. The Mayor put the question and the Clerk called the roll with the following results: Ayes: Alderman Rateike, Szabo, Prickett, Luellen, Leer) Shillington, Czubakowski, French, Swanson, Martin and Bonaguidi. Nays: None. The Mayor declared the motion carried. APPROVAL OF BILLS: Alderman Prickett presented the following resolution: BE 1T RESOLVED BY THE CITY OF DES PLAINES CITY COUNCIL THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND HEREBY ARE AUTHORIZED TO MAKE PAYMENT FOR SAME. Total: $48,701.23. The motion was made by Alderman Prickett and seconded by French to adopt the resolution. The Mayor put the question and the Clerk called the roll with the following results:. Ayes: Alderman Rateike, Sza1D, Prickett, Luellen, Leer, Shillington, Czubakowski, French, Swanson, Martin and Bonaguidi. Nays: None. The Mayor declared the motion carried. WEST GOLF RD. RESUB PLAT: The above plat was referred to the Plan Commission. ZONING REPORT 65-10-R, 1717 RAND RD.: The Clerk present4d the above report re- commending the petition be granted. The Mayor referred the report to the Municipal Development Committee. ADOPT C-1-65 ORDINANCE WATER METER PRICES: The Clerk read for the first reading the above -report; On motion by Alderman.Rateike and'second by Shillington the Council placed the ordinance, on passage. The motion was made by Alderman Rateike and second by Luellen to adopt the -ordinance. The payor put the question and the Clerk called' the roll with the following results: Ayes: Alderman Rateike, Szabo, Wright, Prickett, Luellen, 'leer, Shillington, Figard, Czubakowski, French, Swanson, Martin and Bonaguidi. Nays: None. The Mayor declared the motion carried. III RESOLUTION NOTICE OF MUNICIPAL ELEvTIbN: The Clerk presented the above resolution. On motion by Alderman Prickett and second by Shillington the Council adopted the resolution. - APPLICATION FOR STREET DEDICATION ENJAY CONST. CO.: The Clerk received the above plat for street dedication.- The plat was referred to the Plan Commission. TFC -SEARCH INC. CONTRACT: ` After a discussion on the above contract, the motion was made by Alderman Martin and seconded by Bonaguidi to approve the plat with Mayor to be authorized to sign after the -Mayor and Alderman Martin have discussed certain. items in the contract with the Company. BENJAMIN ELECTRIC FIRE CONTRACT: On motion by Alderman Rateike and second by Swanson, the Council approved to accept the a"ssignment of the above fire contract to the Frederick Post Co. A letter from Commissioner Regnell regarding sign ordinance was referred to the Building Control and Inspection Committee. MINER STREET PARKING: 'plans and letter regarding resolution and ordinance from the State Highway Department on Miner St. parking was referred to the City Attorney and Engineer. CORRECTION OF FEBRUARY 15, 1965 MINUTES: The motion was made by Alderman Shillington and seconded by Czubakowski to correct the minutes of February 15, 1965 by adding the following letter with roll call approved:... "To the Honorable Aldermen of the City of Des Plaines, Ill. Gentlemen: The term of Arnold Ruud as Commissioner for this City on the Board of Commissions of Des Plaines, Mt. Prospect, Arlington Heights, and Palatine Water Commission expires on February 16, 1965. I take pleasure' in' appointing as the Commissioner for this City on said Commission, for the six year term camimencing February 16, 1965, Mr. Arthur Marow, Mr. Art1ur Marow being an. elector of this City duly qualified for said appointment." /s/ Herbert H. On motion by Alderman Czubakowski and second by Luellen, the Council approved to have City Attorney draft ordinance to annex Butenschoen property on north side of_ Oakton St. and west side of Lee St. The Mayor referred the Housing Code to the City Code Committee. Behrel with Alderman Luellen, Leer, Shillington, Figard, Czubakowski, Swanson, French, Martin, Bonaguidi, Szabo, Prickett and Wright responding to roll call. The meeting was opened with a prayer by the Mayor and the pledge of allegiance to. the flag. APPROVAL OF MINUTES: On motion by Alderman Prickett and second by Swanson, the Council approved the minutes of March 15, 1965. OPEN BIDS NON -ARTERIAL STREET REPAIR: On motion by Alderman Wright and second by French the Clerk was instructed to open the above bids. The following bids were received: Skokie Valley Asphalt Co. - = - - - $13,678.85 Arrow Road Construction Co. 14,288.40 Seneca Petroleum Co. 14,858.50 'Rock Road Construction Co. 13,982.70 On motion by Alderman Swanson and second by French the bids were referred to the Street and Finance Committees and Engineer. ° Alderman Rateike appeared at this time. -- OPEN BIDS ON BRUSH CHIPPER MACHINE: On motion by Alderman Bonaguidi and second by Prickett the Clerk was instructed to open the above bids. The following bids were receive&: 'Lehigh Equipment Sales $3,750.00 Schuster Equipment Co. 3,585.00 Illinois FWD Truck & Equipment Co. 3,831.75 On motion by Alderman Rateike and second by Prickett the bids were referred to the Street and Finance Committees and Superintendent of Public Works. At -request of --- Alderman French, the Mayor declared,a recess so they could check the bids. After reconvening, the motion was made by Alderman French and seconded by Prickett to award the bid for non -arterial maintenance to the Skokie Valley Asphalt Co. for $13,678.85 and checks or bonds to be returned to the unsuccessful bidders. The Mayor put the question and the Clerk called the roll with the following results: Ayes: Alderman Rateike, Szabo, Wright, Prickett, Iuellen,.Leer, Shillington, Figard, Czubakowski, French, Swanson, Martin and Bonaguidi.
