The Mayor referred the zoning at Cedar and Touhy to the Building Control and
Inspection Committee. The'motion was made by Alderman Prickett and seconded by
Shillington that a letter from Benjamin and Lang be referred to the City
Treasurer and Comptroller to make Journal Entry regarding transferrer the money
in the Water Account for sales of Water Revenue Bonds. The Mayor put the question
and the Clerk called the roll with the following results: Ayes: Alderman Rateike,
Szabo, Wright, Prickett, Luellen, Shillington,-Czubakowski, Swanson, Martin.
Nays: Alderman Bonaguidi. The Mayor declared the motion carried.

Treasurer advertise the sale of $45,000.00 Water Revenue bonds in the Wall
Street Journal. The Mayor put the question and the Clerk called the roll w ith

HALL, NOVEMBER 2, 1964 at 8:00 P.M.
CALL TO ORDER: The meeting was called to order by Mayor Herbert H. Behrel
with Alderman Rateike, Szabo, Prickett, Wright, Leer, Shillington, Figard,
Czubakowski, Carroll, Swanson, French, Martin responding to roll call.
The meeting was opened with a prayer by the Mayor and a pledge of allegiance to
the flag.
APPROVAL OF MINUTES: On motion by Alderman Prickett and second -by Rateike, the
Council approved the minutes of October 19, 1964.
The City Attorney, Di Leonardi, having a broken ELM and desiring to leave, the
Mayor allowed him to make his reports, which were verbal.
OPEN BID ON SNOW PLOWS AND CINDER SPREADER: The above bids were not referred to
the City Clerk on time for the last Council meeting but were in the City Hall. On
motion by Alderman Wright and second by Prickett, the Clerk was instructed to.
open the bids which were as follows:

OFFICIAL REPORTS: The Clerk submitted the reports of •R. Kolze for Civil Defense,
Building Commissioner, Health Department for October and,a nine month report of
the Comptroller's office.
DEDICATION OF PART OF LYMAN AVE:: Alderman Martin made the following report:
"Your Committee on Municipal Development has investigated the above and has found
that this is a 50 ft. dedication on a section line and that the 50 ft to the east
has previously been dedicated. - Plow, Inc. W.J.J.D. We, your Committee on
Municipal Development, therefore recommend that the Mayor and City Clerk be
authorized to sign the Plat of Dedication for Public Street, said street being
Lyman Ave. from Prairie Ave. north to Ballard Rd." On motion by Alderman Martin
and second by French the Council concurred in the report.
SORT ON 64-30.4R REZONING: Alderman Martin made the following report: "Your
Committee on Municipal Development has investigated the above and has found the
request of the petitioner was a rezoning from R-2 Single Family Residence District
to R-4 Multiple Family Residence District. The property is near the S.W. Cor. of
Rand and Wolf Roads and at the N.W. Cor. of Princeton St. and Wolf Rd. in the City
of Des Plaines, Illinois. We, your Committee on Municipal Development, therefore
recommend that the entire tract consisting,of 11.8 acres which does not include
the immediate corner of Rand and Wolf Rd. (S.W.) remain R-2 Single Family Residence
and concur with the Zoning Board of Appeals and deny the rezoning request." On
motion by Alderman Martin and second by French the Council concurred in the report.
ASB MINARDI'S EISENHOWER CT. SUB.: Alderman Martin made the following report:
"Your Committee on Municipal Development has investigated. the above and has found
that Minardi's Eisenhower Ct. Sub. consists of 10- Single Family Lots, north of
aura Ave. We, your Committee on Municipal Development, therefore recommend that
the Subdivision will improve the area and that the 10 lots: 1) Eisenhower Dr. -
rename from Ct. 2) Parkway and Dedication be graded and seeded as part of En-
gineering." On motion by Alderman Martin and second by French, the Council
approved the report. t • - TO ADVERTISE BIDS ON RECORDING DEVICE: On. motion by Alderman Figard and .second
by Czubakowski the Council approved to advertise the above bids, to be returned
November 16th.
AWARD ;BID ON SNOW PLOWS: The motion was made by Alderman French and seconded by
Swanson to award the above bid to General Body Sales Corp. for $1,213.50. The
Mayor put the question and the Clerk called the roll w ith'the following results:
Ayes: Alderman Szabo, Wright, Prickett, Shillington, Carroll, Czubakowski, French,
Swanson, Martin. Nays: Alderman Rateike,t Leer and Figard. The Mayor declared
the motion carried.
AWERD BID ON CINDER SPREADER: The motion was made by Alderman French and
seconded by Swanson to award the bid to Schuster Inc. for $1,795.00. -The Mayor
put the question and the Clerk called the roll w ith the following results: Ayes:

• Alderman French and second by Shillington the Council approved to advertise the
above bide, with bids to be returned November 16th.

second by Martin, the Council approved sign application of, Chicago Faucet Co..
APPROVE SIGN APPLICATION - 1437 LEI: ST.: On motion by Alderman Szabo and second
by Prickett the Council approved sign application of Dodge. in D es, Plaines.
PARKING IAT. MINER ST. WEST OF GRACELAND AVE.: The motion was made by Alderman
Wright and seconded by Martin to spend up to $1,000.00 for the above parking lot.

Alderman ?leer reported there will be a meeting of the Youth Commission Saturday,
November 7th at 9:30 A.M. to select the Junior City Officials and all Officials
are invitnd to attend.
TO HAVE REZONING HEARING REGARDING HOSPITALS: Alderman French made the following
report: "Present Ordinance 11-3-4 designating 'Hospitals except animal, criminal
or mental hospitals' in R-4 Multiple Family Residence District Classification of
the Zoning Ordinance. Your Committee on City Code has investigated the above and
has found it may be to the public.betterment to -reclassify hospitals to permit
them to be built in residential areas. We, your_Cammittee on C ity Code, therefore
recommend Zoning Board of Appeals, be requested to hold a public hearing to
determine feasibility of transferring the clause on,hospital zoning to R-2
Single Family Residence District." On motion by Alderman French and second by
Shillington the Council concurred in the report'
APPROVAL OF BILLS: Alderman Prickett presented the following resolution:

Edward, R. Carlton, 652 Sixth Ave. was appointed to Zoning Board to fill vacancy

Figard and second by Prickett the Council approved the appointment.

CALL TO ORDER: The meeting was called to order by Mayor Herbert H. behrel with
Alderman Rateike, Prickett, Luellen, Leer, Shillington, Figard, Czubakowski, Carroll,
Swanson, Martin and Bonaguidi responding to roll call. .
The meeting was opened with a prayer given by Rev. F. H.'Krohne and a pledge to
the flag.
The Mayor informed the Council the meeting had been adjourned to this evening to
open bids on Water Revenue Bonds. The Mayor asked if everyone submitted a bid
who is gong to do so. If there were no more bids he said he would entertain a
motion that the bids be closed. On motion by Alderman Swanson and second by
Luellen, the bids were closed.
OPEN BIDS: The motion was made by Alderman Prickett and seconded by Shillington
that the Clerk be directed to open the bids and have Mr. Benjamin read and tabulate
same. The Mayor put the question and the Clerk called the roll with the following
results: Ayes: Alderman Rateike, Prickett, Luellen, Leer, Shillington, Figard,
Carroll, Czubakowski,Swanson, Martin and Bonaguidi. Nays: None. The Mayor de-
claredthe motion carried.

The motion was made by Alderman Prickett and seconded by Figard that Mr. Benjamin
be excused to tabulate the bids while the City Council continue with its regular
business and that when Mr. Benjamin has finished tabulating the bids he return
and report to the City Council. The motion was approved by acclamation.
ST. STEPHENS SCHOOL STREET BARRICADE: The motion was madepy Aldelrman Carroll
and seconded by Bonaguidi to have Spruce St. barricades. The motion was made
by Alderman Swanson and seconded by Martin to table the matter. The Mayor put
the question and the Clerk called the roll with the following results: Ayes:
