The Mayor referred a letter from J. C. Snyder of Northern Illinois Gas Company
regarding temporary headquarters to the Fire and Building and Grounds Committee.
ADJOURNMENT: On.motion by Alderman Bonaguidi and seconded by Rateike, the Council

ROOM, CITY HALL, OCTOBER 19, 1964 at 8:00 P.M.
CALL TO ORDER: The meeting was called to order by Mayor Herbert H. Behrel with
.Alderman Rateike, Szabo, Prickett, Wright, Luellen,Shillington, Czubakoweki, Swanson
Carroll, Martin and Bonaguidi responding to roll call.
The meeting was opened with a prayer by the Mayor and the pledge of.allegiance
to the flag.
APPROVAL OF MINUTES: The motion was made by Alderman Prickett and seconded by
Luellen to approve the,minutes of October 5', 1964. .The Council approved the
motion by acclamation.
OPEN BIDS ON CINDER SPREADER: On motion by Alderman Luellen and second by
Rateike, the Clerk was instructed to open the above bids. The following bids
were received:
Schuster, Inc. Chicago $1,795.00
Bruce Municipal ]quip. Inc. Glenview 2,500.00
Hillman Equip. Co.,Melrose Park ,2,067.00
General Body Sales Corp. Chicago 2,241.12
On motion by Alderman Luellen and seconded by Swanson the bids were referred
to the Street and Finance Committees and Superintendent of Public Works.
OPEN BIDS ON SNOW PLOWS: On motion by Alderman Rateike and seconded by Shillington
the Clerk was instructed to open the above bids. The following bids were re-
ceived:

On motion by Alderman Luellen and seconded by Martin the Bids:were.referred to

OFFICIAL REPORTS: The; Clerk submitted the reports for September by the
.Treasurer and.Conptrollerts office and. third quarter report of the Police Dept.
APPROVE KING AND BROMAN'S RESUB PLAT: On motion by Alderman Martin and second
by Luellen, the Council approved the above plat.
TO CERTIFY A FIREMAN: Alderman Rateike made the following report: "Your
Committee on Fire Department has investigated the above mad has found that a
fireman has been on the disable list since June 29th, 1964 and has asked for
a leave of absence for one (1» year due to a cardiac condition. .This request
has been granted as of October 6th, 1964. His return to the active list subject
to all rules of Fire and Police Commission., We, your Committee on Fire•De_
partment therefore recommend that the,Fire and Police Commission be instructed.
to certify a fireman from the eligible list, to replace the fireman who was
granted the leave of absence." On motion by Alderman Rateike and second by
Swanson the Council approved the above report.
AWARD FUEL OIL BID TO SCHDIING OIL CO.: The motion was made by Alderman Shillington
and seconded by Wright to award the fuel oil bid to Schinniing 011 Co. The Mayor
put the question and the Clerk called the roll with the following results: Ayes:
Alderman Rateike, Szabo, Wright, Prickett, Luellen, Shillington, Czubakowski,
Swanson, Martin and Bonaguidj., and Carroll. Nays: None. The Mayor declared the
motion carried.

Alderman Rateike made the following report: 4'1) Speed restriction oniCraig Dr.
from David Dr. to Scott. 2) Traffic control at intersection of Stillwell and
Craig. Your Committee on Streets and Traffic has investigated the above and
has found present 30 mile restriction should be studied. We, your Committee'on
Streets and Traffic, therefore recommend referral of this matter to the Police
-Department and Traffic Commission." On motion by Alderman Rateike and second
by Luellen the report was concurred in.
Alderman Wright made,a verbal report regarding,parking lots.
Alderman Carroll was excused at this time.

APPROVAL OF BILLS: Alderman Prickett presented the following resolution:
BE IT RESOLVED BY THE CITY COUNCIL O' THE C1TY
OF,DES PLAINES THAT THE FOLLOWING BILLS ARE DUE
AND PAYABLE AND THAT THE MAYOR AND CITY CLERK
BE AND HEREBY ARE AUTHORIZED TO MAKE PAYMENT
FOR SAME.
Total: $ 84,985.93. The motion was made by A lderman Prickett and seconded by
Czubakowski to adopt the resolution. The Mayor put the question and the Clerk
called the roll with.the following results: Ayes: Alderman Rateike, Szabo, Wright,
Prickett, Luellen, Shillington, Czubakowski, Swanson, Martin and Bonaguidi. Nays:
None. The Mayor declared the motion carried.
ZONAS REPORT 64-30-R The Clerk submitted the above report, S.W. corner Rand
and Wolf Road which was denied by the Zoning Board. The. Mayor referred the re-
port to the Municipal Development Committee.
ZONING REPORT 64-31-R: The Zoning Board recommended to grant the rezoning to
Commercial the Rand and Miner St. corner, from R-2 Single Family to C-2 Commercial.
On motion by Alderman Rateike and second by Szabo the Council concurred in the
report and Attorney to draft ordinance.
ZONING REPORT 64-38-R: The Zoning Board recommended to grant the resoning from
M-2 Manufacturing to C-2 Commercial at 3158 Des Plaines Ave. 'On motion by
Alderman Luellen and second by Martin the Council concurred in the report and
Attorney to draft ordinance.
NINARDPS EISENHOWER COURT SUBD. PLAT: The above plat was approved by the Plan
Commission and the Mayor referred the plat to the Municipal Development Committee.
D ATION OF PORTION OF BALLAD RD.: The Plan Commission approved the above
and the Mayor referred same to the Municipal Development Committee.
ADOPT Z-11-64 ORDINANCE REZONING AT LEE AND FOREST AVE.: , The Clerk read for the
second reading the, above ordinance. The motion was made by Alderman Rateike
and seconded by Bonaguidi to adopt the ordinance. The Mayor put the question
and the Clerk called the roll with the following results: Ayes: Alderman Rateike,
Szabo, Wright, Prickett, Luellen, Shillington, Czubakowski, Swanson, Martin and
Bonaguidi. Nays: None. The Mayor declared the motion carried.
ADOPT A-6-64 ORDINANCE IAT 11 BLACK 3 DOUGLAS MANOR: The Clerk read for the
second reading the above ordinance. The motion vas made by Alderman Czubakowski
and seconded by luellen to adopt the ordinance. The Mayor put the question and
the Clerk called the roll with the following results: Ayes: Alderman Rateike,
Szabo,, Wright, Prickett, Luellen, Shillington, Czubakowski, Swanson, Martin and
Bonaguidi. Nays: None. The Mayor voted "aye" and declared the motion carried.
Z-12-64 ORDINANCE CORNER RAND AND MINER STS: The Clerk read for the first reading
the a above ordinance. On motion by Alderman Rateike and second by'Szabo the
ordinance was placed on passage. The motion was made by Alderman Rateike and
seconded by Szabo to adopt the ordinance. The Mayor put the question and the
Clerk called the roll with the following results: Ayesi Alderman Rateike, Szabo,
Wright, Prickett, Luellen, Shillington, Czubakowski, Swanson, Martin and
Bonaguidi. Nays: None. The Mayor declared the motion carried.

The Mayor referred the zoning at Cedar and Touhy to the Building Control and
Inspection Committee. The'motion was made by Alderman Prickett and seconded by
Shillington that a letter from Benjamin and Lang be referred to the City
Treasurer and Comptroller to make Journal Entry regarding transferrer the money
in the Water Account for sales of Water Revenue Bonds. The Mayor put the question
and the Clerk called the roll with the following results: Ayes: Alderman Rateike,
Szabo, Wright, Prickett, Luellen, Shillington,-Czubakowski, Swanson, Martin.
Nays: Alderman Bonaguidi. The Mayor declared the motion carried.

Treasurer advertise the sale of $45,000.00 Water Revenue bonds in the Wall
Street Journal. The Mayor put the question and the Clerk called the roll w ith

Shillington, Czubakowski, Swanson, Martin. Nays: Bonaguidi. The -Mayor declared
the motion carried.

Council approved the minutes of October 19, 1964.
The City Attorney, Di Leonardi, having a broken ELM and desiring to leave, the
Mayor allowed him to make his reports, which were verbal.
OPEN BID ON SNOW PLOWS AND CINDER SPREADER: The above bids were not referred to
the City Clerk on time for the last Council meeting but were in the City Hall. On
motion by Alderman Wright and second by Prickett, the Clerk was instructed to.
open the bids which were as follows:
