The Mayor put the question and the Clerk called the roll with the following results:
Ayes: Alderman Rateike, Szabo, Wright, Prickett, Luellen, Deer, Shillington,
Carroll, Czubakowski, French, -Swanson and Martin. Nays: None. Alderman Bonaguidi
abstained. The Mayor declared the motion carried.
A letter from James Dowd regarding a request for liquor license for Miropa Corp.
was referred to the License and Inspection Committee.
A letter from Osco Drug Co. for liquor license was received and the motion was made
by Alderman Prickett and seconded by Carroll that the Mayor write a letter and
inform the company the request,is denied.
ADJOURNMENT: On motion by Alderman Shillington and seconded by Rateike, the
meeting was adjourned.

COUNCIL, DES PIAIN$S, ILL. HEIR IN THE COUNCIL
ROOM, CITY HALL, OCTOBER 5, 1964 at 8:00 P.M.
CALL TO ORDER: The meeting was called to order by`Mayor Herbert H. Behrel,
with Alderman Rateike, Szabo, Prickett, Wright, leer, Shillington, Figard,
Czubakowski, Carroll, Swanson, French, Martin and Bonaguidi responding to roll
.call.
The meeting was opened by the Mayor reading a prayer and then the pledge of
allegiance to the flag.
APPROVAL OF MINUTES: The motion was made by Alderman Prickett and seconded by
Martin to adopt the minutes of September 21, 1964. The Council approved by
acclamation vote.

OFFICIAL REPORTS: The Clerk submitted the report of the Health Department, Civil
Defense and Building Commissioner for September and nine months report of the Fire
Department.
Alderman Luellen appeared at this time.
City.Attorney Di Leonards reported on County Zoning of Mental Hospital. The
motion was made by Alderman Carroll and'seconded:by Leer to protest rezoning
to M.1 and Special Use. The motion wasloat. After long discussion the motion
was made by Alderman Carroll and seconded by Czubakowski not to oppose the
Special Use but not to increase buildings and inform that the City intends to
have them annex to the City. The motion was approved by acclamations.
Attorney Di Leonardi reported on County Zoning south of Church St. for apartments.
On motion by Alderman Martin and seconded by Prickett the Council instructed
the Attorney to approve the rezoning.
On motion by Alderman Prickett and seconded by Chubakowski the Attorney was
instructed to draft ordinance to eliminate tax on property near Rosemont.
The motion was made by Alderman Shillington and seconded by Figard to 'award
the fuel oil bid. After discussion the motion and second were withdrawn and
they are to recheck ;the bids.
AWARD BID TO REPAIR STEPS TO TOWN BROS.: The motion was made by Alderman
Shillington and seconded by Carroll to award the above bid to Tonn Brothers
for $750.00. The Mayor put the question and the Clerk called the roll with the
following results: Ayes: Alderman Rateike, Szabo, Wright, Prickett, Luellen,
Leer, Shillington, Figard, Carroll, Czubakowski, French, Swanson, Martin and
Bonaguidi. Nays: None. The Mayor declared the motion carried.
TOADVERTISEBIDS FOR TWO SNOWPLOWS AND CINDER SPREADER: On motion by Alderman
French and -seconded by Swanson the Council approved to: advertise the above bids,
with bids to be returned October 19tt.

APPROVE DRIVEUAYS: On motion by Alderman French and seconded by Luellen, the
Council approved 35 foot driveway at 1639.0akwood:and two driveways at Chemical
Plant on Sherwin Aye.
ADOPT RESOLUTION FOR STREET REPAIRS MOTOR FUEL TAX: On motion by Alderman F rench
and seconded by Luellen the Council adopted the resolution for repair of non -
arterial streets.
TO ADVERTISE BIDS FOR TWO WATER TOWERS: On motion by.Alderman Figard and seconded
by Luellen the Council approved to advertise for two 500,000 gallon elevated
water tanks, bids to be returned November 2, 1964.
TO ADVERTISE BIDS FOR 24 INCH WATER MAIN: On motion by Alderman Figard and
second by Luellen the Council approved -to advertise'bids for 24 inch water
main from North Ave. south to Greenleaf Ave., bids to be returned November 2,
1964.
TO ADVERTISE BIDS FOR 12 and 8 INCH WATER MAINS: On motion by Alderman Figard
and seconded by Luellen, the Council approved to advertise bids for approximate-
ly 10,000 feet of 12 inch water main and 5,000 feet of 8 inch water main, in-
cluding hydrants, valves and fittings, bids to be returned November 2, 1964.
GOND 1NAT I0N SUIT: At request of Attorney Di Leonardi, the motion was made
by Alderman Figard and seconded by Luellen to allow him to retain Mr. Frank
Righiemer for the condemnation suit on property the City desires to purchase
for water tower. The Mayor put the question and the Clerk called the roll with
the following results: Ayes: Alderman Rateike, Szabo, Wright, Prickett, Luellen,
Leer, Shillington, Figard, Carroll, Czubakowski, French, Swanson, Martin,
and Bonaguidi. Nays: None. The Mayor declared the motion carried.
YOUTH WEEK: On notion by Alderman Leer and seconded by Carroll the City Attorney
was instructed to draft a resolution proclaiming the weak of November 9th to
15th as Youth Appreciation Week in the City of Des Plaines.
On motion by Alderman Leer and seconded by Luellen, the Council approved that
the City Clerk be authorized to purchase badges for the young people chosen .
to represent the City Officials.
TO AMEND ZONING CODE: Alderman French made the following report: "Zoning report
64-37 R 1865 Busse Hwy. on request for rezoning from M2 to C2 to permit use
of property for an auto body shop. Your Committee on C ity Code has investigated
• the above and has found no provision is made for body shop use in M2 zoning.
We, your Committee on City Code, therefore recommend that Zoning Board of Appeals
hold a public hearing to determine feasibility of including body shop use in
manufacturing classifications (41 or M2)." On motion, by Alderman F rench and
seconded by Luellen the Council concurred in the report.
APPROVAL Or BILLS: Alderman presented the following resolution:

second reading the above ordinance. The notion was made by Alderman Prickett
and seconded by iuellen to adopt the ordinance. The Mayor put the question and

Szabo, Wright, Prickett, Luellen, Leer, Shillington, Figard, Carroll, Czubakowski,

Mr. Benjamin was present and gave the Council'forms regarding Official Statement
relating to sale of water revenue bonds and spoke on items.:. At request of Mr.
Benjamin the motion was made by Alderman Prickett and seconded by Czubakowaki'
to approve to allow expense of the Mayor and Mr. Benjamin for a trip to New York
regarding the bonds and allow expense not to exceed $1,200.00 for printing.
The Mayor put the question and the Clerk called the roll with the following

above ordinance. On motion by Alderman Figard and seconded by Shillington
the ordinance was placed on passage. The motion was made by Alderman Figard
and seconded by Shillington to adopt the ordinance. The motion was made by
Alderman Carroll and seconded by Icer to change penalty date to 15 days but the
motion, was lost. .The Mayor put the question on the motion to adopt and the Clerk
called the roll with the following results: Ayes: Alderman Rateike, Szabo, Wright,
Prickett, Luellen, icer, Shillington,.Figard, Carroll, Czubakowski, French,
Swansan, Martin and Bonaguidi. Nays: None. The Mayor declared the motion carried.
The Mayor referred some information on Motorola maintenance of radio equipment
to the Finance Committee.
The Mayor referred a letter from Attorney Di Leonardi regarding a permit denied
for gas station on the S.W. corner of Railroad and Potter Road, to the Building
Control and Inspection Committee.

regarding temporary headquarters to the Fire and Building and Grounds Committee.

Committee on Fire Department has investigated the above mad has found that a
fireman has been on the disable list since June 29th, 1964 and has asked for
a leave of absence for one (1» year due to a cardiac condition. .This request
has been granted as of October 6th, 1964. His return to the active list subject
to all rules of Fire and Police Commission., We, your Committee on Fire•De_
partment therefore recommend that the,Fire and Police Commission be instructed.
to certify a fireman from the eligible list, to replace the fireman who was
granted the leave of absence." On motion by Alderman Rateike and second by
Swanson the Council approved the above report.
