09/21/1964637 MINITTES OF THE REGULAR MEETING OF THE CITY COUNCIL HELD IN THE COUNCIL ROOM, CITY HALL, SEPTEMBER .21, 1964 at 8100 P.M. CALL TO ORDER: The meeting was called to order by Mayor Herbert H. Behrel with Alderman Martin, Bonaguidi, Retake, Szabo, Prickett, Wright, Luellen, Leer, Shillington, Czubakowski, Carroll, Swanson and French responding to roll call. The meeting was opened with a prayer, from Rev. Wobbe and a pledge of allegiance to the flag. APPROVAL OF MINUTES: On notion by Alderman'Prickett and seconded by Wright, the Council approved the minutes of September 8, 1964. OPN BID TO REPAIR CITY HALL STEPS: On motion by Alderman Rateike and seconded by Martin the Clerk was instructed to open the one bid for the above. A bid from Tomi Bros for $750.00 was opened. The Mayor declared a recess so the Committee rreould check the bid. 0n reconvening the notion was tads by Alderman Shillington and seconded by Prickett to reject the bid. ,The Council approved the motion. OFFICIAL REPORTS: The Clerk submitted the reportsof Treasurer for Auguste Engineer Fletcher submitted a report on Water Wells of past and future use of water ani amounts available. The,motion was made by Alderman Shillington anal, seconded by Carroll to approve the Water Contract with Chicago and the Mnyorland Clerk authorized to sign same: The Mayor put the question and the Clerk called the roll with the following results: Ayes: Alderman Rateike, Szabo, Wright, Prickett, Luellen, leer, Shillington, Carroll, Czubakowski, French, Swanson, Martin and Bonaguidi. Nays: None. The Mayor declared the motion carried. On motion by Alderman Carroll and seconded by Swanson, Attorney]: Leonardi is to attend Zoning Board hearing on property and inform them the Council is opposed to the remoning due to the fact that the City Council desires to purchase some of the property for use for Chicago water supply. On motion by Alderman Czubakowski and seconded by Carroll the Council referred the Roo i:ing House ordinance to the Building Control ,Committee to check amount of license :fee and other items with the City Attorney. ' CASE 64-;37-R ZONING REPORT: Alderman Martin made the following report:_ "Your Committee on Municipal Development has investigated the above and has found that the above described property is zoned M-1 Manufacturing. That the petitioner's • request was denied by the Zoning Board. We, your Committee on Municipal Develop- ment therefore 'recommend that the City_ Council deny the petitioner's request for rezoning. We also recommend that the City Code` Committee look into the use of Body Shops in manufacturilig zoning." On motion by Alderman Martin and seconded by Prickett the Council concurred in the report. CASE 64-:32-R ZONING REPORT: Alderman'Martin made the following report: "Your Committee on Municipal Development has investigated the above and has found. that the above property is now in the County Zoned M-1 Manufacturing. The City Zoning Board recommended rezoning upon annexation. That the prospective purchaser is John San Fillippo and Co. We, your Committee on Municipal Development therefore recommend that the above property be zoned M-2 Manufacturing upon annexation to the C:Lty as recommended by the Des Plaines Zoning Board." On motion by Alder- man martin and seconded by Luellen, the Council concurred in the report. PARKING ON NORTF$ SIDE OF NORTHWEST HIGHWAY: "Alderman French made the following report: '"Your Committee on Streets and Traffic has investigated the above_and has found limited parking. is needed in an extended area from Broadway to State St. We, your Committee on Streets and Traffic therefore recommend redrawing of present ordinance 10-5-5`Sched. II. extend two hour parking from present limit west to State St, Authorize City Attorney to draw up proper ordinance." On motion ty Alderman French and second by Leer the Council approved the report. TRAFPID CONTROL REQUESTS: Alderman French made the following report: "Miscellaneous requests for traffic controls at: 1) Pennsylvania and'Dover, Roxbury Loa. 2) Pratt and Craig. 3) Everett and Webster Lanes. 4) Highland and Ash. 5) Ashlat1 , Lee to River. -2- 9/21,/64 "Your Committee on Streets and Traffic has investigated the above and has found areas need: 1) Public education. 2) Police eurveilancs. 3) Sams traffic control. We, your Committee on Streets and Traffic therefore recommend that Police Depart- ment and Traffic Committee study traffic in above locations." On motion by Alderman French and second by Swanson the Council approved the report. HIGGINS WATER TANK SOLD: Alderman Shillington wade the following report: "A spontaneous bid was offered to the city by Universal Tank Company of Indianapolis, Ind. Your Committee on Water has investigated the above and has found that the bid offer for the Higgins Water tank of $1,200.00 be accepted as per recommendation of Mr. &i Fletcher, City Engineer and Mr. Robert Wernicke, Supt. of Public Works - acting on their recommendation, they must also show liability and show city additional insurance." The motion waa`made by Alderman Shillington and seconded by Prickett to approve the report. The Mayor put the question and the Clerk called the roll with the following results: Ayes: Alderman Rateike, Szabo, Wright, Prickett, Luellen, leer, Shillington, Carroll, Czubakowski, French, Swanson, Martin and Bonaguidi. Nays: None. The Mayor declared the motion carried. APPROVAL OF BILLS: Alderman Prickett presented the following resolution: BE 1T RESOLVED BY THIS CITY COWEIL OF THE CITY OF DES PIAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND HEREBY ARE AUTHORIZED TO MAKE PAYMENT FOR SAME. Total: $50,391.25. The motion was made by Alderman Prickett and seconded by Swanson to adopt the resolution. The Mayor put the question and the Clerk called the roll with the following results: Ayes: Alderman Rateike, Szabo, Wright, Prickett, Luellen, Leer, Shillington, Carroll, Czubakowski, French, Swanson, Martin and Bonaguidi. Wyss None. Ths Mayor declared the motion carried. ADOPT M-22-64 ORDINANCE TAXICAB FARES: TheClerk read for the second reading the above ordinance. The motion'vas made by Alderman Luellen and seconded by Bonaguidi to adopt the ordinance. The Mayor put the question and the Clerk called the roll with the following results: Ayes: Alderman Rateike,Szabo, Wright, Prickett, Luellen, Leer, Shillington, Carroll, Czubakowski, French, Swanson, Martin and Bonaguidi. Nays: None. The Mayor declared the motion carried. ADOPT A-5-64 ORDINANCE WIETOR PROPERTY: The Clerk read for the second reading the above ordinance. The notion was made by Alderman Martin and seconded by Luellen to adopt the ordinance. The Mayor put the question and the Clerk called the roll with the following results: Ayes: Alderman Rateike, Szabo, Wright, Prickett, Luellen, Leer, Shillington, Carroll, Czubakowski, French, Swanson, Martin and Bonaguidi. Nays: None. The Mayor voted "aye" and declared the motion carried. FIRST READING Z-10-64 ORDINANCE RADIO TOWERS:. The Clerk read for the first read- ing the above ordinance. ADOPTIP-64 ORDINANCE C. & N.W. RAILWAY: The Clerk read for the first reading the afiove ordinance'. On motion by Alderman Prickett and seconded by Luellen the ordinance was placed on passage. The motion was made by Alderman Luellen and seconded by Shillington to adopt the ordinance. The Mayor put the question and the Clerk called the roll with the following results: Ayes: Alderman Rateike, Szabo, Wright, Prickett,' Luellen, Leer, Shillington, Carroll, Czubakowaki, French, Swanson, and Martin. Nays: None. Alberman Bonaguidi abstained. The Mayor voted "aye" and declared the motion carried. ADOPT A-4-64 ORDINANCE BOECK NHADER PROPERTY: The Clerk r ead for the first read- ing the above ordinance. On motion by Alderman Luellen and seconded by Shillington the ordinance was pieced on passage. Alderman Bonaguidi abstained. Tho motion was made by Alderman Shillington and seconded by Luellen to Adopt the ordinance. The Mayor put the question and the Clerk called the roll with the following results: Ayes: Alderman Rateike, Szabo, Wright, Prickett, Luellen, Leer, Shillington, Carroll, Czubakowski, French, Swanson, Martin., &ys: None. Alderman Bonaguidi abstained. The Mayor voted "aye" and declared the motion carried. • The motion was made by Alderman Carroll. and seconded by Shillington that Attorney Di Leonardi retain witness for Zoning hearing regarding property annexed.' 9/21/64 639 The Mayor put the question and the Clerk called the roll with the following results: Ayes: Alderman Rateike, Szabo, Wright, Prickett, Luellen, Deer, Shillington, Carroll, Czubakowski, French, -Swanson and Martin. Nays: None. Alderman Bonaguidi abstained. The Mayor declared the motion carried. A letter from James Dowd regarding a request for liquor license for Miropa Corp. was referred to the License and Inspection Committee. A letter from Osco Drug Co. for liquor license was received and the motion was made by Alderman Prickett and seconded by Carroll that the Mayor write a letter and inform the company the request,is denied. HEIR IN THE COUNCIL ROOM, CITY HALL, OCTOBER 5, 1964 at 8:00 P.M. CALL TO ORDER: The meeting was called to order by`Mayor Herbert H. Behrel, with Alderman Rateike, Szabo, Prickett, Wright, leer, Shillington, Figard, Czubakowski, Carroll, Swanson, French, Martin and Bonaguidi responding to roll .call. The meeting was opened by the Mayor reading a prayer and then the pledge of allegiance to the flag. APPROVAL OF MINUTES: The motion was made by Alderman Prickett and seconded by Martin to adopt the minutes of September 21, 1964. The Council approved by acclamation vote. • OFFICIAL REPORTS: The Clerk submitted the report of the Health Department, Civil Defense and Building Commissioner for September and nine months report of the Fire Department. Alderman Luellen appeared at this time. City.Attorney Di Leonards reported on County Zoning of Mental Hospital. The motion was made by Alderman Carroll and'seconded:by Leer to protest rezoning to M.1 and Special Use. The motion wasloat. After long discussion the motion was made by Alderman Carroll and seconded by Czubakowski not to oppose the Special Use but not to increase buildings and inform that the City intends to have them annex to the City. The motion was approved by acclamations. Attorney Di Leonardi reported on County Zoning south of Church St. for apartments. On motion by Alderman Martin and seconded by Prickett the Council instructed the Attorney to approve the rezoning. On motion by Alderman Prickett and seconded by Chubakowski the Attorney was instructed to draft ordinance to eliminate tax on property near Rosemont. The motion was made by Alderman Shillington and seconded by Figard to 'award the fuel oil bid. After discussion the motion and second were withdrawn and they are to recheck ;the bids. AWARD BID TO REPAIR STEPS TO TOWN BROS.: The motion was made by Alderman Shillington and seconded by Carroll to award the above bid to Tonn Brothers for $750.00. The Mayor put the question and the Clerk called the roll with the following results: Ayes: Alderman Rateike, Szabo, Wright, Prickett, Luellen, Leer, Shillington, Figard, Carroll, Czubakowski, French, Swanson, Martin and Bonaguidi. Nays: None. The Mayor declared the motion carried. TOADVERTISEBIDS FOR TWO SNOWPLOWS AND CINDER SPREADER: On motion by Alderman French and -seconded by Swanson the Council approved to: advertise the above bids, with bids to be returned October 19tt.
