Clerk MINUTES OF T:' REGULAR MEETLNG OF THE CITY COUNCIL HELD IN THE COUICIL ROC(, CITY HALL SEPT. 8, .1964 AT 8:00 P.M. CALL TO ORDER The meeting was called to order. by, Mayor Herbert H. Behrel with Alderman Martin, Bonaguidi, Rateike, Szabo, Prickett, Wright, Leer, Figard, Czubakowski, Carroll, Swanson, and French responding to roll call. The meeting was opened with a prayer by Rev. E. Grant and a pledge of allegiance to the flag. APPROVAL OF MINUTES: On motion by Alderman Prickett and seconded by Szabo, the Council approved the minutes of August 17,1964. OPEN BIDS ON STREETS PAVEMENT:' On motion by Alderman Wright and seconded by Szabo the Clerk was instructed. to open the abovebids..The bide were referred to Engineer and a State official to check so Council could take action on awarding the bid. OFFICIAL REPORTS: The Clerk submitted the reports of R. Koine, Director of Civil Defense, Health Department, and Comptroller. for July and August. Also a six month report of receipts and disbursmente of the Comptroller's office was sutmitted. Attorney Di Leonardi made several verbal reports. Alderman Shillington appeared at this time. Superintendent.Warnicke reported he had a caller who offered to purchase the Higgins Water Tank. The Mayor referred this to the Water Committee. APPROVE GRANT OF EASEMENT OAK LEE. CORP.: Attorney Di Ieonardi presented the above easement and the motion was made by Alderman`Bonaguidi and seconded btMartin to authorize the Mayor and Clerk to sign same. The Mayor put the question and the Clerk called the roll with the following results: Ayes: Alderman Rateike, Szabo, Wright, Prickett, Leer, Shillington, Figard,.Carroll,Czubakowsk3, French, Swanson, Martin and Bonaguidi. TO PURCHASE RADIO FOR POLIDE AUTO: The motion vas made by Alderman Figard and seconded by Shillington to purchase a radio Prem Motorola for $649.00 for police auto. POLICE TO ATTEND MEETING IN PEORIA: The motion vas made by Alderman Figard and seconded by Bonaguidi to allow $30.00 per man, a total of $150.00 for policemen to attend meeting. The Mayor put the question and the Clerk called the roll with the following results: Ayes: Alderman Rateike, Szabo, Wright, Prickett, Leer, Shillington, Figard, Carroll,Czubakowski, French, Swanson, Martin and Bonaguidi. AWARDED BID TO REPAIR ROOF ON FIRE STATION NO. 2: The motion was made by Alderman Rateike and seconded by Swanson to award the above bid to George Knight for $5,257.00. The Mayor put the question and the Clerk called the roll with the following results:. Ayes: Alderman Rateike, Szabo, Wright, Prickett,' Leer, Shillington, Figard, Carroll,Czubakowski,French,'Swanson, Martin and Bonaguidi. Nays: None.. The Mayor declared the motion carried. 635 -2- 9/8/64 AWARD BID AERIAL LWWTTRUCK: Alderman French made the following report: "Your Committee on Streets and Traffic has investigated the above and has found'three com- peting bids of $9,373.00, $9,719.19 and $10,295.00 were submitted to meet specification of truck and aerial lift in a unit bid. We, your Committee on Streets and Traffic, therefore recommend purchase of Hi -Arm Aerial Lift with tvo man cab, total cost of *10,588.05 from Illinois FWD Truck and Equipment Company. This amount includes *400.00 additional for two-man cab less 1% - 30 day terms for payment in full. Mayor and City Comptroller authorized to negotiate purchase. Unsuccessful bidders are to have bonds or checks returned." The motion was made by Alderman French and seconded by Rateike to approve the report. STOP SIGNS ON tBS ST= AND HOWARD INTE TION: Alderman French made the following report: "Your Committee on Streets and Traffic has investigated the above and has found Traffic Comm. has recommended, after study of reduced speed in area, that a four way stop should be utilized to protect pedestrians and motorists. We, your Committee on Streets and Traffic therefore recommend additional stop signs be pro- vided for through an ordinance to be drawn by City Attorney. (At predsnt Howard St. traffic is stopped at Ise St.) Lee St. Traffic should be stopped at Howard St." On motion by Alderman French and seconded by Czubakowski, the Council approved the report. STOP SIGN MILLER RD. AND YIELD AT MARSHALL: Alderman French made the following report: "Your Committee.on Streets and Traffic has' investigated the above and has found Traffic Comm. recommends. 1) Four-way stop sign - Millers Rd. and Kathleen Dr. 2) Yield of Lance, Ambleside, and Dulles Rd.' to Marshall Dr. We, your Committee on Streets and Traffic, therefore recommend appropriate ordinances be drawn, by City Attorney for these intersection traffic. controls." On motion by Alderman French and seconded by Shillington the Council approved the report. The Mayor declared a recess so the Street' and Finance Committees cold check -bids on street paving. After reconvening Alderman French made the following, report: "Your Committee on Streets and Traffic has investigated the above and has found low bidder. is, Allied Asphalt, an organization which meets requirements of State of Illinois Department of Highways. Amount of bid is $61,206.40. We, your Committee on Streets therefore recommend low bid. of $61,20640 be accepted. Mayor and City Comptroller be authorized to sign necessary resolution and other documents. Bids of other bidders to be returned-to.them." The motion was then made by Alderman,Fre-nch. and seconded by Swanson to approve the report. TO ADVERTISE BIDS FOR REPAIR OF CITY HAIL STEPS: The motion was made by Alderman Shillington and seconded by Figard to advertise the above bids with Superintendent Warnicke to prepare specifications, bids to be, returned by Sept. 21st. ,DENY LIQUOR LICENSE MIROPA, IN:.: Alderman Bonaguidi made the motion which was seconded by French to deny the above license which was for beer only and the City has no such license. The Council approved the motion. At request of the Mayor to. approve action of North Suburban Council on refuse disposal the motion was made by Alderman Swanson and seconded by Carroll, and the Council voted to approve. APPLICATION GASOLINE TANK N.W. CORNER OAKTON AND WOLF RD.: Alderman Szabo made the following report: "Your Committee on Building Control and Inspection has investigated the above and has found that the proposed location for a gasoline tank is nearer than 3001 to the Good Samaritan Evangelical United Brethern Church property which violated our building code. We, your Committee on Building Control and Inspection therefore recommend that a gasoline. storage tank not be allowed on the above property." Alderman Rateike was excused at this time. APPROVAL OF BILLS: Alderman Prickett presented the following -resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLIAWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLBRB BE AND HEREBY ARE AUTHORIZED TO MARE PAYMENT FOR SAME. Total: - $55,096.80. The motion vas made by Alderman Prickett and seconded by , Swanson to adopt the resolution.
