MINUTES OF THE REGULAR MEETING OF THE CITY
COUNCIL OF DES PLAINFS HEIR IN THE COUNCIL
ROOM, CITY HALL, AUGUST 17,-1964 at 8:00 P.M.
CALL TO ORDER: The meeting was called to order by Herbert H. Behrel, the City Clerk
being absent, the Deputy City Clerk called the roll with Alderman Maran, Bonaguidi,
Szabo, Prickett, Luellen, Leer, Shillington, Figard, QTzubakowski, Swanson and. French
responding to roll call. The meeting was opened with a prayer by the Mayor and then
the pledge of allegiance to the flag._ _
APPROVAL OF MINUTES: On a motion by Alderman Prickett and seconded by Martin the
Council approved the minutes of August 3, 1964.
OFFICIAL DEPORTS: The .Deputy City Clerk submitted the report of Comptroller for
K1717 7174. 4. Co issioner Regnell made a progress report on Krilich Builders.
A bid frau George Knight Construction, Des Plaines was returned unopened, for City •
Garage repairs, as the bid was not reaevertised.
FIRE STATION NO. 2 ROOF REPAIR: On a motion by Alderman Bonaguidi and second by
Swanson, the Council concurred in opening the following bids:

Hans Rosenow Roofing, Chicago
Base Bid Alternate

3,344.00 480.00
On a motion by Alderman Figard and second by Czubakowski, the Council concurred in
referring the above bid to the Fire. and Finance Committees and Fire Chief for study
and report.
ADVERTISE BIDS FOR 62 -CS: On a motion by Alderman French and second by Luellen
the Council concurred in advertising bids -for Section 62 -CS returnable September
8, 1964.
Engineer Fletcher made a progress report on Thacker and Mt. Prospect traffic signals
and Terrace School sidewalk.
PROTEST RESOLUTION ON COUNTY DOCKET 767: On a motion by Alderman Luellen and
second by Leer the Council, concurred in City Attorney preparing resolution for
legal protest to County Clerk and Zoning Board of Appeals on County Docket 767.
Attorney Di Leonardi made several progress reports. After a lengthy discussion of
building permit'for northwest corner of Oakton and Wolf, it was referred to the
Building Control and Inspection. Committee for study and -report.
Alderman Shillington was granted a five minute recess.'
AWARD FLOOR T ILE,BID: After reconvening, the motion was made by Alderman Shillington
and seconded by Figard to award the Floor Tile Bid to the Lutz Floor Tile Company
at $594.00. The Mayor put, the question and the Deputy City Clerk called the roll
with the following results: Ayes: Alderman Martin,.Bonaguidi,Szabo,.Prickett,
Luellen, Leer, Shillington, Figard, Czubakowski, Swanson and French. Nays:: None.
The Mayor declared the motion carried.
AWARD REMODELING COMPTROLLER'S OFFICE BID: The motion was made by Alderman
Shillington and seconded,by Figard to award the bid for remodeling the'Comptrollerts
office to Peter A. Johnson and Son, at $1,451.00. The Mayor put the question and the
Deputy City Clerk called the roll with the following results: Ayes: Alderman Martin,
Bonaguidi, Szabo, Prickett, Luellen, Leer, Shillington, Figard, Czubakowski, Swanson,
and French. Nays: None. The Mayor declared the motion carried,
Superintendent Wernicke was instructed to secure an estimate on repair to front
steps of City Hall.
Alderman Bonaguidi announced a meeting of the License, Health and Inspection Committee
for Friday,August 2lst at 7:00 P.M.
Alderman Shillington announced a meeting of the Building and Grounds Committee
for Monday,August 24th at 7:00 P.M.

Monday, August 24th at 7:30 P.M.
Alderman French announced a meeting of the Street Committee for Monday August 24th
at 8:00 P.M.
ADOPT M-23-64 WATER REVENUE BOND PLANS AND SPECIFICATIONS: The Deputy CityClerk
read for the first reading the above ordinance. The motion vas made by Alderman
Prickett and seconded by Figard to place M-23-64, Approving Plans and Specifications,
on passage. The Mayor put the question and the Deputy City Clerk called the roll
with the following results: Ayes: Alderman Martin, Bonaguidi, Szabo, Prickett,
Luellen, Leer, Shillington, Figard, Csubakowaki, Swanson, and French. Nays:
None. The Mayor declared the motion carried. The motion vas made by Alderman
Figard and seconded by Shillington to adopt M-23-64 Ordinance, Approving Plans.
and Specifications. The Mayor put the question and the Deputy City Clerk
called the roll with the following results: Ayes: Alderman Martin, Bonaguidi,

French. Nays: None. The Mayor declared the motion carried.
ADOPT M-24-64. $2,750.00 WATER REVENUE BOND ORDINANCE: The Deputy City Clerk read
for the first reading the above ordinance. The motion was made by Alderman Figard
and seconded by Luellen to place M-24-64 en passage. The Mayor put the question
and the Deputy City Clerk called the roll with the following results: Ayes: Alder-
man Martin,.Bonaguidi, Szabo, Prickett, Luellen, Leer, Shillington, Figard,
Czubakowski, Swanson and French. Nays: None.. The Mayor declared the motion
carried. The motion vas made by Alderman Figard and seconded by Shillington to
adopt M-24.64 Ordinance. The Mayor put the question and the Deputy City Clerk
called the roll with the following results: Ayes:Alderman Martin, Bonaguidi,
Szabo, Prickett, Luellen, Leer, Shillington, Figard, Czubakowski,Swanson and
French. Nays: None. The Mayor declared the motion carried.
RETIRE 1954 REFUNDING, , WATER REVENUE BONDS: Alderman Figard read the following:
"In the preparation of the new Water Revenue Bond Issue, Benjamin and tang have
informed us that there are $14,000 of 4-1/2% Refunding Water Revenue Bonds from
an old issue that should be retired. Presently, these bonds are duo:
$7,000 on January 1, 1965
$7,000 on January 1, 1966
"Authority from our City Council is necessary to retire these bonds with accrued
interest is maturity (January 1, 1966), total value $14,630.00. Sufficient
funds are available in the City's Water Revenue Bonds' Redemption Account.
"Your Water Committee therefore recommends that the City Comptroller's office
be authorized to'issus a chock in the amount prescribed when the bonds are
offered for delivery."
The motion vas made by Alderman Figard and seconded by Shillington to authorize
payment of $14,630.00 on 1954 4-3/2 % Refunding Water Revenue Bond. The Mayer put
the queotion and the Deputy City Clerk called the roll with the following results:
Ayes: Alderman Martin, Bonaguidi, Szabo, Prickett, Luellen, Leer, Shillington,
Figard,:Czubakowski, Swanson and Dench. Nays' None. The Mayor declared the
notion carried.
Alderman Luellen made a progress report en Golden Manor Sewers.
APPROVAL OF BANS: Alderman Prickett, presented the following resolution:
BE PT RESOLVED BY THE CITY COUNCIL OF THE c rn OF
DES PLAINES THAT =FOLLOWING BILLS ARE DUE AND
PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND
ARE HEREBY AUTHORIZED TO MARE PAYMENT FOR SAME.
Total: $57,631.58. The motion was made by Alderman Prickett and seconded by
Swanson to adopt the resolution. The Mayor put the question and the Deputy City
Clerk called the roll with the following results: Ayes: Alderman Martin, Bonaguidi,
Szabo, Prickett, Luellen, leer, Shillingten, Figard,Czubakowski, Swanson, and
French. Nays: Nene. The Mayor declared the motion carried.
Th.Mayer read the Illinois Commerce Commission letter regarding rate increase for
United Motor Coach and authorized Attorney Di Leonardi to observe hearing.

the above ordinance. The motion was made by Alderman Luellen and seconded by Szabo
to adopt ;M-16-64 Ordinance. The Mayor put the question and the Deputy City Clerk
called the roll with the following results: Ayes: Alderman Bonaguidi, Szabo,
Prickett, Luellen, Leer, Shillington, Figard, Czubakowski, Swanson, and French.
Nays: Alderman Martin. The. Mayor declared the motion carried.
ADOPT M-18-64 FENCE HEIGHT: The Deputy Clerk read for the first reading the above
ordinance. On a motion by Alderman Leer and second by Luellen the Council concurred
in placing M-18-64 ordinance en passage. The Mayor put the question and the Deputy
City Clerk called the roll with the following results:. Ayes: Alderman Martin,
Bonaguidi, Szabo, Prickett, Luellen, Leer, Shillington, Figard,Czubakowski, Swanson,
and French. Nays:: None. .The Mayor declared the notion carried.
ADOPT 14.12-64 I11✓REASE LIQUOR LICENSE: The Deputy City Clerk read for the second
reading the above ordinance. The motion was made by -Alderman Martin and seconded
by Luellen to adopt M-12+64 ordinance., Toe Mayor put the question and the Deputy
City Clerk called the roll with the following results: Ayes: Alderman Martin,
Bonaguidi, Szabo, Luellen, Shillington, Czubakowski, Swanson and French. Nays:.
Alderman Prickett, Leer and Figard. The Mayor declared the motion carried.

first reading the above ordinance.
ADOPT M-10-64 AMEND ROOMING HOUSE ORDINANCE: The Deputy City Clerk read for the
first reading the above ordinance. On a motion by Alderman Luellen and second by
Czubakowski, the Council concurred. in ,placing M-19-64 ordinance on passage. The
motion was made by Alderman Luellen and seconded by Czubakowski to adopt M-19-64
ordinance„ The Mayor put the question and the Deputy City Clerk called the roll
with the following results: Ayes: Alderman Martin, Benaguidi, Szabo, Prickett,
Luellen, Leer, Shillington, Figard, Czubakewaki, Swanson and French. Nays:None.
The Mayor declared the motion carried. ,
ADOPT M-20-64 FOOD SERVICE SANITATION ORDINANCE: The Deputy City Clerk read for
the first reading the above ordinance. On a motion by Alderman Leer and second
by Luellen, the Council concurred in plaiing M-29-64 on passage. The motion vas
made by Alderman Leer and second by Benaguidi to:adopt M-20-64. The Mayer put the
question and the Deputy City Clerk.oalled the roll with the following results:
Ayes: Alderman Martin, Bonaguidi, Szabo,, Prickett, Iseller, Leer, Shillington,
Figard, Czubakowski, Swanson and French. Nays: None. The Mayor declared the
motion. carried.
FIRST READING M-21-64- HI1+IAN RELATIONS COMMISSION: The Deputy City Clerk read for
the first reading M-21-64 ordinance.
Tho Mayer announced^the 51st Conference of the Illinois Municipal League would
be held September 27, 28 and 29, 1164.
County Docket 796 aid 797 on Golf Road near Potter was referred to the Municipal
Development Committee.

made by Alderman Prickett and seconded by Luellen instructing City Attorney to

CALL TO ORDER The meeting was called to order. by, Mayor Herbert H. Behrel with
Alderman Martin, Bonaguidi, Rateike, Szabo, Prickett, Wright, Leer, Figard,
Czubakowski, Carroll, Swanson, and French responding to roll call.
The meeting was opened with a prayer by Rev. E. Grant and a pledge of allegiance to
the flag.
APPROVAL OF MINUTES: On motion by Alderman Prickett and seconded by Szabo, the
Council approved the minutes of August 17,1964.
OPEN BIDS ON STREETS PAVEMENT:' On motion by Alderman Wright and seconded by Szabo
the Clerk was instructed. to open the abovebids..The bide were referred to Engineer
and a State official to check so Council could take action on awarding the bid.
OFFICIAL REPORTS: The Clerk submitted the reports of R. Koine, Director of Civil
Defense, Health Department, and Comptroller. for July and August. Also a six month
report of receipts and disbursmente of the Comptroller's office was sutmitted.
Attorney Di Leonardi made several verbal reports. Alderman Shillington appeared at
this time. Superintendent.Warnicke reported he had a caller who offered to purchase
the Higgins Water Tank. The Mayor referred this to the Water Committee.
APPROVE GRANT OF EASEMENT OAK LEE. CORP.: Attorney Di Ieonardi presented the above
easement and the motion was made by Alderman`Bonaguidi and seconded btMartin to
authorize the Mayor and Clerk to sign same. The Mayor put the question and the Clerk
called the roll with the following results: Ayes: Alderman Rateike, Szabo, Wright,
Prickett, Leer, Shillington, Figard,.Carroll,Czubakowsk3, French, Swanson, Martin
and Bonaguidi. Nays: None. The Mayor declared the motion carried.
TO PURCHASE RADIO FOR POLIDE AUTO: The motion vas made by Alderman Figard and
seconded by Shillington to purchase a radio Prem Motorola for $649.00 for police auto.
The Mayor put the question and the Clerk called the roll with the following results:
Ayes: AldermanRateike, Szabo, Wright, Prickett, Iver, Shillington, Figard, Carroll,
Czubakowski, French, Swanson, Martin and Bonaguidi. Nays: None. The Mayor declared
the motion carried.
POLICE TO ATTEND MEETING IN PEORIA: The motion vas made by Alderman Figard and
seconded by Bonaguidi to allow $30.00 per man, a total of $150.00 for policemen to
attend meeting. The Mayor put the question and the Clerk called the roll with the
following results: Ayes: Alderman Rateike, Szabo, Wright, Prickett, Leer, Shillington,
Figard, Carroll,Czubakowski, French, Swanson, Martin and Bonaguidi. Nays: None.
The Mayor declared the motion carried.
ORORGB KNIGHT CONSTRUCTION CO. AWARDED BID TO REPAIR ROOF ON FIRE STATION NO. 2:
The motion was made by Alderman Rateike and seconded by Swanson to award the above
bid to George Knight for $5,257.00. The Mayor put the question and the Clerk called
the roll with the following results:. Ayes: Alderman Rateike, Szabo, Wright, Prickett,'
Leer, Shillington, Figard, Carroll,Czubakowski,French,'Swanson, Martin and Bonaguidi.
