Alderman Martin and seconded by Figard to approve the above plat. The Council
approved by acclamation. •

COUNCIL, OF DES PLAINES, HELD INTIM COUNCIL
ROOM, CITY HALL, AUGUST 3, 1964 at 8:00 P.M.
CALL TO ORDER:
The meeting was called to order by Mayor Herbert H. Behrel with Alderman Martib,
Bonaguidi, Rateike, Szabo, Prickett, Wright, Luellen, Shillington, Czubakowski,
Swanson and French responding to roll call. The meeting was opened with a prayer
by the Mayor and then the pledge of allegiance -to the flag.
APPROVAL OF MINUTES: The motion was made by Alderman Prickett and seconded by
Martin to approve the minutes of July 20, 1964. The motion was approved by
acclamation.
OFFICI'AL REPORTS: The Clerk submitted the reports of Ray Kolze, Director of Civil
Defense, Health Officer for six months and Des Plaines Nurse and Welfare for the
past year. Building Commissioner Regnell and Attorney Di Leonardi made verbal
reports.
A report by Alderman Czubakowski on complaints from people in town houses Howard
and Chestnut was referred to the Building Control and Inspection Committee.

ZONING REPORT 64-21-R WIETOR PROPERTY: -Alderman--Martin made -the following report:
"Your Committee on Municipal Development has investigated the above and has found
that the Zoning Board of Appeals held a hearing on June 2, 1964. The,property
is surrounded by the City of Des Plaines and is comprised of 5-3/4 acres located
on the east side of Lee Street and South of Forest Ave. extended. We, your Committee
on Municipal Development therefore recommend that upon annexation to the City of
Des Plaines subject property be zoned M-1 Restricted Manufacturing district as
recommended by the Zoning Board and that the City Attorney draw the necessary
ordinance." The motion was Made by Alderman Martin and seconded by French to
approve the report. The Mayor put the question and the Clerk called the roll
with the following results: Ayes: Alderman Szabo, Wright, 'Luellen, Czubakowski,
French, Swanson, Martin and Bonaguidi. Nays: Alderman Rateike, Prickett and
Shillington. The Mayor declared the motion carried..
ZONING REPORT 64-13-A, R-5 MULTI FAMILY: Alderman Martin made the following report:
"Your Committee on Municipal Development has investigated the above and has found
whereas the Zoning Board recommended an ordinance for the periphery of Downtown
Shopping Area of Des Plaines; and whereas the Plan Commission has made certain
other recommendations for the classification. We, your Committee on Municipal
Development therefore recommend that our committee be authorized to engage for
Professional Purposes a Qualified City Planner to study this area and make certain
redammendations as to the area nature and requirements for such R-5 ordinance
appropriation have been made for such planning not to exceed $1,000.00" The motion
was made by Alderman Martin and seconded by,Luellen to approve the report. The
Mayor put the question and the Clerk called the roll with the following results:
Ayes: Alderman Szabo, Wright, Prickett, Luellen,ehillington, Czubakowski, French,
Martin and Bonaguidi. Nays: Alderman Rateike and Swanson. The Mayor declared the
motion carried.
ADOPT RRESOLUTION TO CONSTRUCT SIDEWALK ON WOLF RD. AT CUMBERLAND STATION: Alder-
manFrench reported the following: "Your Committee on Streets and Traffic has
investigated the above and has found improvement is needed to prole access to
Cumberland Parking Lot and station. We, your Committee on Streets and Traffic
therefore recommend that attached resolution authorizing use of $3,000 motor fuel
tax be passed. This will authorize Mayor and City Clerk to sign necessary docu-
ments." The motion was made by Alderman French and seconded by Martin to adopt
the resolution. The Mayor put the question and the Clerk called the roll w ith
the following results: Ayes: Alderman Rateike, Szabo, Wright, Prickett, Luellen,
Shillington, Czubakowski, French, Swanson, Martin and Bonaguidi. Nays: None.

TRAFFIC IN GOLDEN MANOR: On motion by Alderman French and seconded by Swanson,
the above traffic condition was referred to the Traffic Commission to investigate
re port.
8m ON LIFT TRUCK' Alderman Swanson reported that the Street Committee recommended
further study of matter by entire City Council through arrangement with Superintend-
ent of Public Works.
APPROVE DRIVEWAYS MT. PROSPECT AND BRADROCK: On motion by Alderman French and
seconded by Luellen the above driveways were approved.
APPROVE DRIVEWAYS AID. .DC .: On motion by Alderman French and seconded by Swanson
the above driveways were approved.
GOLDEN MANOR SEWERS: Alderman Luellen reported Joe DiVito and Company were employed
to make sewer construction in Golden Manor to avoid flooding.
APPROVE SION OF BUTLER PAPER CO. WOIF AND TOUHY AVE.: On motion by Alderman Szabo.
and seconded by Luellen two signs,for the above company were approved.
APPROVE SIGNS FOR GENERAL TELEPHONE CO., 1865 MINER: On motion by Alderman Szabo
and seconded by Luellen, the Council approved two signs for the above company.
APPROVE OSLO SIGN EIMHURST AND DEMPSTER: On motion by Alderman Szabo and seconded
by Luellen the Council approved the above sign.

BISHOP'S TREE.AND 'LANDSCAPE SERVICE AWARDED BID ON TREE REMOVAL AND TRIMMING:
Alderman,Luellen made the following report: "Your Committee on Elm Tree Disease
has investigated the above and has found the Bishop Tree service with a bid.
of $3.50 per man per hour and no charge for forestry inspection is the low bidder
for our Tree Trimming progran - 1964-1965. We, your Committee on Elm Tree
Disease therefore recommend that the Bishop Tree Service .be awarded the Tree
Program Contract for 1964-65 as outlined and the,present program be continued
and Mayor and City Clerk be authorized,to sign same. This report signed by all
three members of the Committee and Immo approval." The motion was made by
Alderman Luellen and seconded,by Swanson to approve the report.; The Mayor put
the question and the Clerk called the roll with the following results:. Ayes:
Alderman Rateike, Szabo, Wright, Prickett, Luellen, Shillington, Cbuzakowski,

HIEN RELATIONS COMMITTEE: Alderman Bonaguidi made the following report: "Your
Committee on Judiciary has investigated the above and has found having reviewed
the request for an official City of Des Plaines Human Relations Commission, the
Judiciary Committee recommends that the City Attorney be authorized to draw
the ordinance using the attached as a model, and that the Mayor be authorized
to make the necessary appointments as prescribed by the proposed ordinance."
On motion by Alderman Bonaguidi and seconded by Alderman LuaeRen, the Council
