'.CALL TO ORDER: The meeting was called to order by Mayor Herbert H. Behrel with
Alderman Swanson, French, Martin,Bonaguidi, Rateike,,Szabo, Prickett, Suellen,
Leer, Shillington, Figard, Czubakowski, and Carroll responding to roll call. The
meeting was opened with a prayer by the Mayor and then a pledge of -allegiance to
the flag.
APPROVAL OF MINUTES: The motion was made by Alderman Prickett and seconded by
Luellen to approve the minutes of June 15, 1964. The motion was approved by
acclamation.
,Alderman Shillington requested that Mr. Donald Muir be allowed to speak for the
Golden Manor Civic Asan. regarding water damage by flooding. H e was allowed to
speak and then the motion. was made by Alderman Sbillington and seconded by Figard
that the Mayor and City Engineer investigate the responsibility for the flooding
and recommend improvements.
OPEN BIDS ON LiNDSCAPING AT F IRB STATION NO. 3: On motion by Alderman Rateike and
seconded by Figard the Clerk was instructed to open the bids. The following bids

ADOPT RESOLUTION LAND FILL BY HIGH SCHOOL DISTRICT 207: Alderman Martin
mead the resolution approving with certain provisions, and resolution to be filed
with Cook County Zoning Board and County Clerk. On motion by Alderman Martin and
seconded by Luellen, the Council adopted the resolution.
ADOPT RESOLUTION OBJECTING TO REZONING BALLARD AND DEE ROADS: Alderman Martin
read the above resolution and made the motion to adopt, which was seconded by
Luellen. The Council. voted and adopted the resolution.
APPROVE SHAGBARK SUB. NO. 2: Alderman Martin recommended the following: "Your
Committee on Municipal Development has investigated the above and has found the
unit known as Shagbark Sub. Unit No. 2 consists of twelve (12) lots fronting on
the extension of Berry Lane, lying between Shagbark Lake and the Des Plaines River.
This area is zoned R-1 and R-2 Single Family Rlaidence. We, your Cc mittee on
Municipal Development, therefore recommend that the subdivision known as Shagbark
Sub. Unit No. 2 be approved; provided that Berry Lane be dedicated to the City
as opposed to the Plan Commission's approval as a private Drive. We, therefore,
move that the City approve said subdivision with this change and then the Mayor
and City Clerk be authorized to sign plat." On motion by Alderman Martin and
seconded by French, the Council approved the plat.
A recess was declared for Water and Finance Committees to check bids on City offices
painting. After reconvening, the motion was made by Alderman Shillington and
seconded by Carroll to award the bid to Spanish Art Decorator for $595.00. The
Mayor.put tOe question and the Clerk called the roll with the following results:
Ayes: Alderman Rateike, Szabo, Prickett, Luellen, Leer, Shillington, Figard, '
Carroll, Czubakowski, French, Swanson, Martin and Bonaguidi. Nays: None. The
Mayor declared the motion carried.
SQ ADVERT/SE BIDS FOR FUEL OIL: On motion by Alderman Shillington and seconded by
III Szabo the Council approved to advertise bids for fuel oil for Fire Station No. 2
and Library with Supt. Warnicke to draft specifications. Bids to be returned July
20th, 1964.
TO ADVERTISE BIDS TO REMODEL COMPTROLLER'S OFFICES: Alderman.Shillington made the
following report: "Your Committee on Building and Grounds has investigated the
above and has found that specifications be drawn by Comptroller regarding new
counters and base,and,ndw Resilent Tile flooring in city business office. Also,
separate bid and specifications be drawn using existing base with only a new top
and Resilent tile flooring." On lotion by Alderman Shillington and seconded by
Carroll, tale Council approved to advertise the above bids, to be returned by
July 20th, 1964.
TO ADVERTISE BIDS TO REPAIR CITZ GARAGE: Alderman.Shillington reported the follow-
ing: "tour committee on Building and Grounds recommends: advertising of bids to
repair City Garage, specifications to be drawn.by Supt. ofPublic Works. Raise
Height of overhead, which is entrance to city garage mechanics area, approximately

12'0" X 12' X 0". Also roof in front on Southeast corner needs repair desperately."
On motion by Alderman Shillington and seconded by Carroll, the Council approved bids
to be returned July 20th.
Poop SEW/ICE: MANUAL: Alderman Bonaguidi made the following report: "Your Coamittee
on License, Health and Inspection has investigated the above and has found that the
Food Service Sanitation Manual dated 1962 as prepared by the U.S. Department of
Health, Education and Welfare will best serve the needs of the health and welfare
of the citizens of Des Plaines. We, therefore, recommend that the City Council
adopt this manual as an ordinance by reference." On motion by Alderman Bonaguidi
and seconded by Luellen the City Attorney is to draft ordinance to adopt the manual.
TAIE9RATE CHAR= :Alderman Bonaguidi made the following report: "Your Committee
on License,and Inspection has investigated the above and has found on many occasions
there have been complaints filed with ourpolice department and our Mayor pertaining
to alledged overcharging by the Des Plaines taxicab operators. It has been the
practice in the past to,pull the meter when a fare enters the cab and upon reaching
his destination was charged a fare in excess of that registered on the meter. In
discussing this with the cab owners it was panted out that this additional charge
vas made in, situations where the driver ,was deadheading, or in other words, driving
an excessive distance to pick up the fare. We, your committee, recommend that in
order to prevent this and still not work a hardship on the cab owners, the original
rate of .35 be increased to .40 and that the cab owners be allowed to charge only
the fare as indicated on the meter." On motion by Alderman Bonaguidi and seconded
by Luellen the report was referred to the City Attorney
REQUEST FOR PACKAGE LIQUOR LICENSE:. Alderman Bonaguidi reported on above applica-
tion by Nick C. Barkulis of Arlington Heights to locate at Oakton and Lee Sts. The
motion was made by Alderman Bonaguidi and seconded by Luellen to grant the license.
After considerable discussion the Mayor put the question and the Clerk called the
roll with the following results: Ayes: Alderman Luellen, Figard, Martin and
Bonaguidi. Nays: Alderman Rateike, Szabo, Prickett, leer, Shillington, Carroll,
Czubakowski, French and Swanson. The Mayor declared the motion lost.
REQUEST FOR PACKAGE LIQUOR MENSE: Alderman Bonaguidi reported on above
application by Osco Drug Store at Thacker St. and Elmhurst Rd. The motion was made
by Alderman Bonaguidi and seconded by Luellen to grant the license. The Mayor put
the question and the Clerk called the roll with the following results: Ayes:
Alderman Szabo, Luellen, Shillington, Carroll,Czubakowski, French and Bonaguidi.
Nays: Alderman Rateike, Prickett, Icer, Figard, Swanson, and Martin. The Mayor
voted "aye" and declared the motion carried.
REQUEST TO CHANGE POOL ROAM BOERS: Alderman Bonaguidi made the following report:
"Your Committee on License, Health and Inspection has investigated the above and,
has found that our present ordinance appears to bediscriminatory. We therefore
recanmend that the ordinance pertaining to billiard parlors, or pool halls be
amended to show no differentiation between.this type of operation and that of
bowling alleys, etc." On motion by Alderman Bonaguidi and seconded by 'Inellen the
Council approved the report. Alderman Carroll voted "no."
AWARD BID ON PACKER BODY: The motion was made by Alderman Swanson and seconded by
Luellen to,award the packer body bid to Bruce Municipal Equipment for $4,800.00.
The Mayor put the question and the Clerk called the roll with the following results:
Ayes: Alderman Rateike, Szabo,.Prickett, Luellen, Iaer, Shillington, Figard,
Czubakowski, French, Swanson, 1artin and Bonaguidi. Nays:. none. Alderman Carroll

AND REPAIR OF STREET LIGHTS: On motion by Alderman French and seconded by Icer,
the Council approved to advertise the above bids with bids to be returned July
20th and specifications by Superintendent of Public Works.
AWARD FOR WESTGATE PAVING: Alderman French made the following report:. "Your
Committee on Streets and Traffic has investigated the above and has found the low
bidder at $25,845.80 is Monarch Paving Company. Assessment for payment to be
roughly divided as follows: School District # 62 - 1229.55 ft.; Mr. Tnedeking -
1019.55 ft.; City 210.00 ft. Your Committee on Streets and Traffic therefore recommend
award of bid to Monarch Paving and authorization to Mayor. and City Clerk to sign
necessary contracts to effect project as indicated." The motion was made by Alderman
French and seconded by Swanson to approve the report. The Mayor put the question and

Bonaguidi,,the above was referred to the Traffic Commission and Police Department.
3MPROVEKENT INTERSECTION THACKER AND MT. PROSPECT RD.: Alderman French made the
following report:. "Your Committee on Streets and Traffic has investigated the above ,.
and has found Mayor has determined that a deceleration strip end other improvements
necessary can be obtained on a basis of a ratio of $71,000 county expenditure and •
$22,000 expenditure of MFT funds. We, your Committee on Streets and Traffic therefore
recommend that Mayor and City Clerk be authorized to negotiate further in this matter
and complete required state resolution from the use of MFT funds in the amount of
$22,000 but not to exceed $25,000 on this one authorization." On motion by Alderman
French and seconded by Shillington the Council approved the report.
PARKING ON THACKER ST. BETWEEN CERTBR AND IAURBL AVE.: Alderman French reported
a.o the following: "Your Committee on Streets has investigated the above and has found
0 between lee and Thacker Streets, parkin between 6 and 9 A.M. and 4 and 6 P.M.
restricts the four lane flow of traffic. We, your Committee on Streets and Traffic,
19-4 therefore recommend that the City Attorney be authorized to draw an ordinance'pro-
hibiting parking on Thacker St. between Center and Laurel, both sides at the
designated hours of 6 to 9 A.M. and 4 to 6 P.M." On motion by Alderman French and
seconded by Luellen the Council approved the.report.

SEWER AND WAT:m: MAINS CONIRACT WITH OAK LEAF COMMONS CORP.: Alderman Figard made
the following report: "Your Committee on Sewer, Water and Finance and City Attorney
has investigated the above and has found that the contract as submitted allocating
the cost of sewer as detailed on parcels,A-B-C-D is fair and just. We, your
Committee on Water and Finance, therefore recommend that the Mayor and City Clerk
sign the revised contract dated 6/29/64." On motion by Alderman Figard and seconded
by Shillington the Council approved the report.
AUTOMATDl RECORDING DEVICE FOR NEW WATER TOWER: Alderman Figard reported the
following: "Your Committee on Water has investigated the Bristol Company Recording
Device. We, your Committee on Water request Council concurrence to purchase the
Bristol Automatic Recorder for the sum -of $647.00." The motion was made by Alder
man Figard and seconded by Shillington to approve the report. The Mayor put the
question and the Clerk called the roll with the following results: Ayes,: Alderman
Rateike, Szabo, Prickett, Luellen, Leer, Shillington, Figard, Carroll,Czubakowski,
French, Swanson, Martin and Bonaguidi. Nays: None. .The Mayor declared the motion

REPAIR WELL NO. 5: Alderman Figard made the following report:. "At the stated Council
meeting held on June 15th, Mr. Shillington requested Council concurrence to have
Milaeger Well and Pump Company move their rig from Well No. 2 to Well No. 5 to
pull the pump and make necessary repairs to bring Well No. 5 back to its normal
pumping capacity. I was informed by Mr. Warnicke that the rig used at Well No 2 is
inadequate and it will be necessary to move in a derrick to pull this pump. This
will cost 15%, approximately, more than , th$ not to exceed $3,000.00 the revised
cost would not exceed $3,450.00 and the work would start this week. Your Water
Committee request Council concurrence to approve the revised amount of not to exceed
$3,450.00." The motion was made by Alde pian Figard and seconded by Shillington to
approve the report. The Mayor put the question and the Clerk called the roll with
the following results:: Ayes: Alderman Rateike, Szabo, Prickett, Luellen, Icer,

and City Engineer contact the property owners for payment of the main.
TO AMEND FENCE ORDINANCE TO SIX FEET: On motion by Alderman Szabo and seconded by
Prickett the Council approved to have City Attorney to draft ordinance to change
from . five feet to six feet the fence ordinance.

AGREEMENT WITH C. le N.W..RAILWAY ON LIGHTS IN CUMBERLAND PARKING IAT: The agreement
was referred to the City Attorney.
EQUIPIN FIRE AND POLICK DEPT. TO TRANSFER TO CIVIL Dom: Alderman
Czubakowski reported the following: "The following equipment is in the fire and
police departments and is no longer in use. Fire Dept.: 2 - Motorola 2 -way units.
1 - G.B. Receiver, police band. Police Dept.: 1 - G.T. 2 -way unit, 1 - G.E. Console,
1 - G.E. Transmitter and Receiver. We, yot'r Committee on Civil Defense, therefore
recommend that the above equipment be transferred to the Civil Defense Department
for use by its new communications division. This is on recommendation of Civil
Defense Director Ray Kolze and Deputy Director Dick Arthur." On motion by Alder-
man Czubakowski and seconded by Luellen the Council approved the report.
REPORT OF CIVIL DEFENSE DIRECTOR KOLZE: The following is The Civil Defense Report:
"The following is a report of the activities of the Civil Defense Organization since
June 15, 1964.
"FILES: - The files and office of the Civil Defense Organization have been removed
Prom the second floor of the City Hall to the general offices of the Fire Department.
These files and materials have been sorted and jacketed for proper reference, some
of this material is dated. back as far as 1954.
"CITY PLAN: - This plan (program paper and progress report) has been filed with the
proper authorities along with annex A (warning system) and W (shelter program). With
the filing of these documents this will, give the City•its reacreditation for the
year July 1, 1964 through June 30, 1965.
"Col. Lazar,who is in charge of the Northeastern Illinois Civil Defense gave us con-
siderable help with this plan and spent about six hours with us on Friday, June 26th,
including your Mayor in explaining what procedures were necessary to implement the
plan and what activities were to be started.
"SHELTER PROGRAM:- Authorization has been received and fifty two tons of shelter
materials are to be issued to the City for stocking of six shelters, the remaining
11 shelter licenses somehow went astray or were lost and it was necessary to again
visit these locations and have the licenses reissued, in so doing we lost four
locations, so other locations will have to be found.
v"QQ4NUN CATION AND RADIOLt1GICAL ORGANIZATION:a On June 30th a meeting was held with the
Communication and Radiological group in attendance were Alderman Lois Czubakowski
and Edward Shillington. Under the shelter program it is necessary to establish
radio communications with other shelter areas throughout the City and a plan has
been devised whereby this can be done with very little cost to the City.
"WARNING SYSTEM:- It has been called to our attention that the siren located on
the Algonquin School is doing considerable damage to the roof of this building,
therefore, we recommend that this siren be relocated on the drill tower at fire
station three. The coverage would not be affected too much by this new location.
"Ws would like to call your attention to7the tact that this has been no easy task
and that more than one hundred hours have been spent in attempting to update the
Civil Defense Program, for the Ciify of Des Plaines, since June 15, 1964, when this
was turned over to the Fire Department.
"We sincerely hope that with your cooperation our task can be made much simpler to
establish a comprehensive Civil d efense program." -/s/ Raymond Kolze & Richard Arthur

CALL TO ORDER: The meeting was called to order by Mayor Herbert H. Behre'1 with
Alderman Swanson, Martin, Bonaguidi, Rateike, Leer, Shillington, Figard,
Czubakowski, and Carroll responding to roll call. The meeting was opened with.
a prayer with Rev. Weidlich and pledge of allegiance to the flag.
