French Rateike, Czubakowski and Leer. After some confusion on voting, Alderman Szabo and Carroll desired to change their vote. On motion by Alderman French and seconded by Rateike, the Council allowed Alderman Szabo and Carroll' to change to "no" vote, which defeated the motion to place on passage, when the Mayor voted "no." Wernicke report+4d he had contacted owner of property at 1510 and 1512 Miner regarding sidewalk repairs. One owner has paid for the work but the othet has. not. Supt. Wernicke was instructed to notify them the sidewalks would be repaired,and the one owner billed for the repairs. Alderman Wright appeared at this time. Attorney Di teonardi made reports on three County Zoning: hearings. On reports 745 and 751 the Attorney is to refer them to the Municipal Development Committee:, Attorney Di teonardi is to file objections on one zoning in Elk Grove Township on motion by Alderman Luellen and second by Leer. Mayor Behrel gave an extensive report on several meetings in several cities which he attended. Alderman Swanson reported on the meeting at Springfield regarding zoning around O'Hare Field, which the Mayor also attended and Said it would not effect the City of Des Plaines,. ZONING BOARD REPORT 64-194: Alderman Martin reported on the above and on his motion which was seconded. by Prickett the Council approved to concur with the Zoning Board that the petition be denied. REPORT OF KEN GILLETTE: The above member of the Deskainea Chamber of Commerce Industrial Comm. read a report about water shortage and suggested no more building permits be issued until the'city receives a larger supply of water. Alderman Martin requested limited parking on Northwest Highway and Wolf Road in the Cumberland area. The Mayor will contact the State Highway Dept. ELM TREE REPORT: Alderman Luellen made a report on the above and then made the motion which was seconded by Swanson to advertise bids for tree removal and trimming. The motion was made by Alderman Carroll to defer the bid until next meeting so he could study the bid specifications. There was no second. The Council approved the motion with Alderman Carroll voting "no." Alderman French made a'progress report on solicitations. A LEITER FROM JAMBS J. DOWD: The letter requesting payment of $82.00 for copies of the deposition transcripts with court reporter bill from -Lillian E.'Meyers re- garding Fred Gardner case was referred to Comptroller. Bach for payment.` EUGENIC TARBBRT: The Mayor read a letter from Mrs. Torbert. Alderman Czubakowski made the following report: "Your Committee on Civil Defense has made every effort to work with Mrs. Torbert to pranote`an active civil defense in Des Plaines, but finds the office of director of civil defense requires someone who is well -organized, who can attract and get along with people interested in civil defense, who is not highly emotional, and who has some idea,of the kind of cooperation necessary within any public body. "There have been many small incidents, none really important by itself but added one to the other enough to make the committee feel its stand on this matter a necessary one. Some have been given considerable publicity and the committee feels it would detract from the dignity of this meeting to go into them further at this time. "The city needs someone in the director's post who is well -organized. Right now Des Plaines is behind in its shelter stocking program; according to Col. Lazaar -5- 6/15/64 at the Wheaton civil defense co-ordinating center. He tells us 31,facilities are 'reportedly licensed, 24 of these posted and only one stocked. But he has received only 13 licenses from Mrs. Tarbert. The rest were reportedly sent by her to his office, but have disappeared somewhere along the line. Mrs. Tarbert promised to send duplicates of these licenses to Col. Lazaar before she went to Florida re- cently. He did not receive them. Upon her return, Mrs. Tarbert reported to the colonel that she had asked someone in her office to mail the licenses to him, but they had not done so while she was away. She told the committee last week that these licenseshave been mailed to the colonel, but at noon today Col. Iazaar called me to say Mrs. Tarbert had asked to see him at his office today and told him she had not yet sent in the licenses. "Co-operation with the committee has also been non-existant. We learned last week from a.report sent to the Mayor from Florida, that a program plan,'which according to Col. Lazaar is a declaration of intent concerning what the community hopes to accomplish during the coming year in civil defense, was compiled`by Mrs. Tarbert 'and supposedly sent to Col. tazaar without even notifying the committee of its existance. At last Thursday's meeting Mrs. Tarbert told us, several other aldermen and the press that she had mailed the plan to dol. Lazaar on Wednesday, June 10. Today, Col. Iazaar said he received a call from Mrs. Tarbert on June 10, saying she wished to meet with him at his office on Thursday, June 11, the day of the evening the caoonittee met with her. He assumed she would bring the program papers with her. He reports he waited in his office until 7:00 P.M. but she never arrived nor called. On Friday, Mrs. Tarbert left word with the colonel's secretary that she had put something in the mail. Presumably these were the program papers which she told us she -had mailed on Wednesday. Today'the colonel said Mrs. Tarbert indicated she had not yet mailed them,'but was coming out to see him to get some kind of letter frau him. He said if she again did not appear he would mail the letter containing sane of the information 'in the report to the Mayor.' "According to Col. Iazaar this program plan was due on May 28 but Mrs. Tarbert had asked for and received two week's additional time to enable her to discuss the pro- gram with her civil defense committee. Th414 committee has not seen this plan, though we asked Mrs. Tarbert for a copy of last Thursday. On Saturday, she said she would send one over during the weekend so the committee could study it before this council meeting. It did not arrive and we still don't have it. "This entire matier has indicated a lack of organization which we feel is essential to an office that could be ao vital to our citizens in time of emergency. But the fact that Mrs. Tarbert felt no need to even discuss this program with the committee, when it involves plans for which in the long run the community and city council will be responsible, and when she told us the plan had been sent in when we asked to see it (and it had not) made us realize again, as we have numerous times in the past, that Mrs. Tarbert has no conception of the necessary cooperation and teamwork involved where public funds and the public good are concerned. "We have spoken to a number of people who were active in civil defense and who have lost interest, due mostly to Mrs. Tarbert's failure to provide'anything to these people to do. `We feel she has lacked positive leadership. She has told us :she felt the city'should have a disaster truck, but although figures on this equipment were made available to her from at least one interested volunteer and although this committee has.. indicated an interest in this,equipment and asked Mrs. Tarbert to supply us with'inforination, she has not done so. Mrs. Tarbert says she didn't think it would be of any use. She also reported at a recent meeting in Mayor Behrelts office that she felt we should train firemen and policemenP• at the civil defense school in Battle Creek. Asked why she never made the recommendation if she felt it was a desireable activity, she said she didn't think it would be of any use. "The committee wishes to say right here that' we are not censoring Mrs. Tarbert as an individual. We are aware of her hard work in the ground. observer corps and the hours she has spent working for civil defense in Des: Plaines. In fact, the committee sincerely hopes that Mrs. Tarbert can be persuaded to continue offering her knowledge of civil defense to the community in some other position within the civil defense set-up, but we feel she would be more effective in a supervised rather than in a supervisory capacity." The motion vas made by Alderman Czubakowski and seconded by Shillington to approve the report. The question of a new director until a new person is appointed was answered by the Mayor. The Mayor requested approval of Chief Ray Kolze as Civil Defense 545 6/15/64 Director and Lt. Arthur as Deputy Director. Alderman Czubakowski and Shillington withdrew their motion. On motion by Alderman Czubakowski and second by Shillington that Mrs. Tarbert be removed as CivilDefense Director and to concur•in the Mayor's recommendation, was approved. On motion by Alderman Prickett and seconded by. Luellen, the Council approved the Mayor's appointment of Ray Kolze as Civil Defense Director and Lt. Arthur as Deputy Director.
