ADOPT T-4-64 ORDINANCE - HARDING AVE. PNOHIBITING PARKING: The Clerk read for the
first reading the above ordinance. On motion by Alderman Rateike and seconded by
Figard the ordinance was placed on passage. The motion was made by Alderman Figard
and seconded by Rateike to adopt the ordinance. The Mayor put the question and the
Clerk ,called the roll with the following results:. Ayes: Alderman Rateike, Wright,
Leer, Shillington, Figard, Carroll, Czubakowski, Swanson, Martin and Bonaguidi.
Nays: None. The Mayor declared the motion carried. ,

On motion by Alderman Wright and seconded by /per, an investigation is to be made
regarding holding a new census.
On motion by Alderman Carroll and seconded by Leer, the Council approved to refer
to the Judiciary Committee regarding Krillych receiving building permits. ,
ADJOURNMENT: On motion by Alderman Rateike and seconded by Martin, the Council

MINUTES OF THE REGULAR MEETING OF THE CITY
COUNCIL OF THE C1TY OF DES PLAINES, ILLINOIS
HELD IN THE COUNCIL ROOM, CITY HALL, JUNE
1, 1964 at 8:00 P.M.
CALL; TO ORDER: The meeting was called to order b Mayor Herbert H. Behrel with
Alderman Swanson, French, Martin, Bonaguidij Rateike, Szabo, Luellen, Leer,
Shillington, Figard, Czubakowski, and Carroll responding to roll call.
The meeting was opened with a prayer.by Rev. Cerniglia and a pledge of allegiance
to the flag.
Alderman Martin read the following resolution: "Whereas the City Council of the
City of Des Plaines, Illinois admires, acknowledges and attempts to foster in the
citizens of this city a sense of civic pride and civic duty and whereas the city
council realizes that many or most of the meaningful and important contributions
made by our citizens go unnoticed and unheralded.
"Therefore, the City Council of the City of Des Plaines should whenever possible,
acknowledge the worthwhile contributions an individual has made for the public
betterment of the city of Des Plaines.
"So be it resolved - that the City Council of the City of Des Plaines, Illinois
join with the,city.s citizens and tht Des Plaines Suburban Times in publicly
acknowledging the outstanding civic minded contributions which Albert L. Sengstock
has made over the years. His high ideals, ineahaustive ambition and burning desire
to make Des Plaines a better place in which to live could truly be a model for us
all. To him goes our moat hearty appreciation and an official thank you for a job
well done." On motion by Alderman Martin and seconded by French the Council adopted
the resolution. Mr. Herman Herzog then presented the Fred Fulls award to Police
Magistrate A.L..Sengstock.
APPROVAL OF MINUTES: On motion by Alderman Luellen and seconded by Figard, the
Council approved the minutes of May 18, 1964 with a correction of Rev. Fedderis
mane and Alderman Carroll's request to refer to Building Control and Inspection re-
garding review of Certificate of Occupancy in City Code.

On motion by Alderman Bonaguidi and seconded by Martin the Mayor is to write a letter
to James Burgett.
OPEN BIDS ON SLUDGE REMOVAL: On motion by Alderman Figard and seconded by Shillington
the Clerk was instructed toopen the bid on the above. One bid was received from
Trumbull &cavating f3ampany for $2.00 per yard, $23.00 per hour for equipment. On
motion by Alderman Figard and seconded by Swanson the bid was referred to the Water
and Finance Committees and Supt., of Public Works.
OPEN BIDS ON MAINTENANCE MN -ARTERIAL STREETS: On motion by Alderman Bonaguidi
and seconded by Luellen the Clerk was instructed to open the above bids. The follow-
ing bids were received:

70 ADVERTISE BIDS ON WESTGATE PAVING: At request of Engineer Fletcher, the motion
was made by Alderman Shillington and seconded by Figard to advertise bide for,
Westgate St. paving to be returned Juane 15th.
The Mayor referred to the Building Control and Inspection Committee to investigate
about revising the SwimMing Pool Ordinance.
APPROVE A ZCZESNY SUB. PLAT: On motion by Alderman Martin and seconded by F rench
the Council approved the above plat for Mayor and Clerk to sign after receipt of
bonds for improvement.
ZONING REPOT ON HOSPITALS: Alderman Martin made the following report:

"Your Committee on Municipal Developed has investigated the above and has found
that the Plan Commission of the City of Des Plaines recommended the following
ordinance amendment. That the Zoning Board of Appeals of the City of Des Plaines,
after a Public Hearing recommended the attached ordinance changes. We, your
Ccmmittee on Municipal Development therefore recommend that the attached Hospital
Ordinance be adopted and that the City Attorney draw the necessary ordinance to
execute the changes." On motion by Alderman Martin and seconded by French, the
Council approved the report but Attorney not to draft the ordinance until notice is
received if changes are made.
TO ADVERTISE BMS POR LANDSCAPING AT FIRE STATION NO. 3: On motion by Alderman
Rateike and seconded by Bonaguidi, the Council approved to advertise the above.
Alderman Swanson made a report of the Northwest Suburban Conference meeting which
he attended.
The motion by Alderman Luellen and secondEw by French to draft ordinance for 6,000
pound load limit and no parking on EMerson St. was approved. The Superintendent is
to install the signs and to hold up the ordinance.
APPROVE SIGN REQUEST ON OAKTON AND SYCAMORE: • On motion by Alderman Szabo and
seconded by Martin the sign application.was.approved by the Council for the Clark

APPLICATION FOR THREE 35 FT. DRIVEWAYS BY CLARK OIL CO.: The above was referred to

Alderman Luellen called a meeting of the Elm Tree Disease Committee for June 8th
at 7:30 P.M.
Alderman Czubakowski called a meeting of the Civil Defense Committee for June 11th
at 8:30 P.M

Alderman Swanson called & meeting of Insurance Committee for June 8th at 8:00 P.M.
The Mayor referred a Traffic Commission report on traffic at Third Ave. and Rand
Road to the Street Committee.
ZONING BOARD REPORT 64-13-A: On motion by Alderman Martin and seconded by
Bonaguidi, the Council concurred in the ppeport on proposed R-5 Multiple Family
Residence District and the Clerk to notify the Zoning Board to hold a public hearing.
ZONING REPORT 64-17-A: The Mayor read the above report to amend code and referred
the report to the Building Control and Inspection Committee .
ZONING REPORT 64-19-A: The Mayor read the above report regarding rezoning to R-4
Multi -Family N.W. corner Touhy and Des Plaines Ave, which the Zoning Board denied.
The Mayor referred the report to the Municipal Development Committee.
ADOPT A-2-64 ORDINANCE ANNEX N. SIDE OF OAKTON ST. BETWEEN MT. PROSPFCT AND ELMHURST:
The Clerk read for the second reading the above ordinance. 'The motion was made by
Alderman Martin and seconded by Luellen to adopt the ordinance. The Mayor put the
question and the Clerk called the roll with the following results: Ayes: Alderman
Swanson, French, Martin, Bonaguidi, Rateike, Szabo, Luellen, Leer, Shillington,
Figard and Czubakowski. Nays: Alderman Carroll. The Mayor voted "aye" and de-
clared the motion carried.

first reading the above ordinance.
DEPT. OF PUB= WORKS AND BUILDINGS LETTER: The Meyor read the above letter
regarding changing back to two-way streets.. They will not oppose the change but
will not participate in cost.
FIRST.,,ASADI } T-2-64 TWO-WAY STREETS: The Clerk read for. the first reading the
above ordinance. The motion was made by Alderman Shillington and seconded by
Martin to place the ordinance on passage. The Mayor put the question and the Clerk
called the roll with the following results: Ayes: Alderman Martin, Bonaguidi,
Szabo, Luellen, Shillington, Figard, and Carroll. Nays: Alderman Swanson,. French
Rateike, Czubakowski and Leer. After some confusion on voting, Alderman Szabo and
Carroll desired to change their vote. On motion by Alderman French and seconded
by Rateike, the Council allowed Alderman Szabo and Carroll' to change to "no" vote,
which defeated the motion to place on passage, when the Mayor voted "no." The roll
call on the motion was: Ayes:. Alderman Swanson, French, Rateike, Szabo, Luellen,
Leer, Figard and Carroll. Nays: Alderman Martin, Bonaguidi, Shillington and
Czubakowski.
Alderman Martin requested to refer to the Street Committee regarding removing
parking meters on east side of Lee St. from Thacker to Prairies when a change is
made back to two-way streets.

Letter from L N. Fletcher to the Mayor regarding water service east sidekof
Mannheim 150 feet north of Pratt Ave, was referred to the Water Committee. -
Letter from iPhillipe Enterprises regarding antenna structure was referred to the
Zoning Board.
At request of Alderman Martin making Princeton St. one-way east was referred to
the Street Committee.
At request of Alderman Shillington regarding several types of signs on Beau Drive,
and other streets, vas referred to the Street Committee.

approved by acclamation. , •
