CALL TO ORDER: The meeting was called to order by Mayor'Herbert H. Behrel, with
Alderman Czubakowski, Carroll, Swanson, Martin, Bonaguidi, Rateike, Wright, Leer,
Shillington and Figard responding to roll call.
The meeting was opened with a prayer by Referand Fetter and a pledge to the flag.
APPROVAL OF MINUTES: On motion by Alderman Rateike and seconded by Martin,.
the Council approved the minutes of May 4th, 1964 with the' elimination of
the bid on Street pick-up truck and ladder.
OPEN BIDS ON CAR STOPS: Two bids were opened on motion by Alderrnan Wright
and Bonaguidi.

Aarecess was declared and after reconvening, the motion was made by Alderman
Wright and seconded by Martin to award the bid to the Concrete Septic Tank
and Specialties for $4.50. The Mayor put the questionandthe Clerk called
the roll with the following results: Ayes: Alderman Rateike, Wright, Leer,
Shillington, Figard, Carroll, Czubakowski, Swanson, Martin and Bonaguidi. Nays:
None.:. The Mayor declared the motion carried.
OFFICIAL REPORTS: The Clerk submitted the Treasurer's report. for January and
February. At Alderman Shillington's request, the Mayor and Building Commissioner
Regnell reported on building construction in Golden Manor. The Mayor referred
to the Building Control and Inspection to review code on Certificate of
Occupancy. Engineer Fletcher made several progress reports. 'Attorney Dileonardi
reported on the bill due Mr. Easer on a judgment. The motion'waa made by
Alderman Bonaguidi and seconded by Rateike to pay the judgment of $947.50.
The Mayor put the question and the Clerk called the roll with the following
results: Ayes: Alderman Rateike, Wright, Icer, Shillington, Figard, Carroll,
Czubakowski, Swanson, Martin and Bonaguidi. Nays: None. The Mayor declared
the motion carried.
REPORT ON ZONING BOARD RECGQMENDATION TO AMEND CODE: Alderman Martin made
the following report: "Your Committee on Municipal Development has investi-
gated,the above and has found that the Zoning Board of Appeals had a hearing
regardipg Off -Street Parking spaces in required front yard; Recommendations
were made restricting parking in front yards. We, your.Cammittee on Municipal
Development, therefore recommend that the purpose of the amendment is to pro-
hibit off-street parking in the required front yards which are listed below:
R-4 Multiple Family Residence District. 25 feet
C-1 Neighborhood Shopping District ,5 feet
C-2 Commercial District 5 feet'1
On motion by Alderman Martin and seconded by Wright, the Council approved the
report and Attorney -is to draft an ordinance.
Alderman Martin made a progress repor5 about filling Peterson Lake.

GASOLINE BID AWARDED TOM AND FERRI STATION: Alderman Rateike made the
motion whichaas seconded. by Figard'.to award the gasoline bid for Police and
Fire Department's gasoline needs to Lee and Perry Service Station. The Mayor
put the question and the Clerk called the roll with the following results:
Ayes: Alderman Rateike, Wright, Leer, Shillington, Figard, Carroll, Swanson,
Czubakowski, Martini and Bonaguidi. Nays: None. The Mayor 'dec&red the
motion carried.
AWARD RADIO EQUIPMENT BID: The motion was made by Alderman Rateike and
seconded by Figard to award the above bid to the Motorola Communications and
Electronics Inc. for $9,938.68. The Mayor put the question and the Clerk
called the roll ,with the following results: Ayes: Alderman Rateike, Wright,
Leer, Shillington, Figaad, Carroll, Czubakowski, Swanson, Martin and Bonaguidi.
Nays: None. The Mayor declared the motion carried.

TO ADVERTISE BIDS TO WASH AND PAINT CITY OFFICES: Alderman. Shillington made the
following reports "Your Committee on Building and Grounds has investigated the
above and has found that the City Council Chambers, Building Department, City Clerk
and Comptroller's offices'are in dire need of a good wash and painting, particularly
the. first, floor. We, your Committee on Buildings and Grounds therefore recommend -
that separate bids be. taken to wash and paint and specifications to be drawn up by
the. administrative body of our government." On motion by Alderman Shillington and:
seconded by Czubakowski, the Council approved the report.
REQUEST Fog TAXICABS BI NICK XAPP'ATOS DENIED: Alderman Bonaguidi. made the follow-
ing'report: "Your Committee on License Health and Inspection has investigated the
above and has found for the past several years the present taxicab owners have re-
quested additional taxicab licenses, and the City Council has seen fit on occasion
to grant an increase in the number of taxicab licenses, but never to the extent that
the various companies have had sufficient to meet their requests. We, therefore,
recommend that, this request be denied at this time." On motion by Alderman Bonaguidi
and seconded by Leer, the Council concurred in the report.
LYLE MARTIN AND 8. GEISEN TO RECEIVE TWO ADDITIONAL LICENSES: Alderman Bonaguidi
made the following report: "Your Committee on License, Health and Inspection has
investigated the above and has found both of the above cab companies have requested
additional cab licenses. Dus'to the fact there are now four licenses not being used,
your camtittee recommends that each of the abovementioned be given two additional
licenses." On motion by Alderman Bonaguidi and seconded by Czubakowski, the Council
approved the report.
AWARD.BID ON SIDEWALKS: The motion was made by Alderman Iser and seconded by
Reteike to award the sidewalk bid to Paolo Saloe and Campany for 68 cents per square
;foot. The Mayor put the question and the Clerk called the roll with the following
results: Ayes: Alderman Rateike, Wright, Leer, Shillington,Figard, Carroll,
Czubakowski, Swanson, Martin and Bonaguidi. Nays: Nome. The Mayor declared the
motion carried.
RESOLUTION FOR PAVING PART OF HOWARD ST. AND SIGNAL PROTECTION AT•TRACKS: Alderman
Leer made the following report:. "The following matter was referred to your Committee
on Streets and Traffic: N.W.Railroad right of ways, Howard. Street west of Wolf
Road. To complete crossing pavement and signal protection. Your:Committee on
Streets and Traffic has investigated the,above and has found'an estimate of
$30,000.00 M.F.T. funds will be needed to complete the vork satisfactorily. A state
,crossing protection fund may be utilized to reduce this figure of $30,000.00: We
your Committee on Streets and Traffic, therefore recommend:'1) Approval of the
attached resolution for use of $30,000.00 motor fuel tax funds for the indicated
project. 2) That Mayor and City Clerk be authorized to sign necessary papers for
this project. 3) That Mayor and City Engineer investigate further.the possibility
of obtaining crossing protection fund appropriation." The motion was made by
Alderman Leer and seconded by Carroll to adopt the resolution. The Mayor put the
question and the Clerk called the roll with the following. results: Ayes: Alderman
Rateike, Wright, Leer, Shillington, Figard, Carroll,,Czubakowski, Swanson, Martin
and Bonaguidi. Nays: None. The Mayor declared the motion carried.
EVERB'1'T STREET SCHOOL PARKING: Alderman Leer made the following report: "We your
Committee on Streets recommend: Extend existing bay of parking to within 10 feet
of the east limits of the school property on Everett St. with signs '15 minute
parking, loading and unloading only.'" On motion by Alderman Icer and seconded.
by Carroll, the Council approved the report and Attorney to draft ordinance.
A letter from High Ridge Knolls Civic Assn. vas referred to the Street Committee.
AWARD PHOSPHATE BID: On motion by Alderman Figard and seconded by Shillington, the
above bid was awarded to Warren Chemical Company for $360.00 per ton. The Mayor
.put the question and the Clerk called the roll with the following results: Ayes:
.Alderman Rateike, Wright, Leer, ikt,Shillington, Figard, Carroll, Czubakowski,
Swanson, Martin and Bonaguidi. Nays: None. The Mayor declared the motion carried.
AWARD LIME BID. TO MARBLEHEAD LME COMPANY:. On motion, by Alderman Figard .and
seconded by Shillington the above company was awarded the lime bid. The Mayor put
the question and the Clerk called the roll with the following results: Ayes:

DAMP WATER COMMISSION: Alderman Figard made the motion which was seconded by
Shillington to pay $1,000.00 to the above Commission. After discussion, the motion
and second were withdrawn so that the Commission be contact4d regarding the fee.
TO ADVERTISE BIDS FOR REMOVAL 0? SLUDGE: On motion by Alderman Figard and seconded
by Shillington, the Council approved to advertise bids for removal of sludge, to
be returned June 1, 1964.
HOME RULE BOOKS: Alderman Bonaguidi reported the following: "We, your Judiciary
Committee, having reviewed the books on Municipal.Home Rule for Illinois, A
Statement of Position, recommend that the Mayor be authorized to state our position
Of being in favor of. the recoommendations as pointed out." On motion by Alderman
Bonaguidi and seconded by Swanson,. the Council concurred in the report.
CIVIL DEFENSE DIRECTOR: The motion was made by Alderman Shillington and seconded
by Rateike to displace the Civil Defense DirOctor and $50.00 fee.. After discussion
the motion vas made by Alderman Swanson and seconded. by Figard to table. The Mayor
put the question and the Clerk called the roll with the following results: Ayes:
Leer,- Figard, Swanson, Martin and Bonaguidi. Nays: Alderman Czubakowski,
Carroll, Rateike, Wright and Shillington. The Mayor voted "Aye" and declared the
motion carried.

APPROVAL OF B/L S: Alderman Swanson presented the following resolution:

Martin to adopt the resolution. The Mayor put the question and the Clerk called

None. The Mayor declared the motion carried.

above ordinance. The motion was made by Alderman Martin and seconded by -Swanson

with the following results: Ayes: Alderman Rateike, Wright, Leer, Shillington,
Figard, Carroll, Czubakowski, Swanson, Martin and Bonaguidi. Nays: None. The
Mayor declared the motion carried.
ADOPTZ-7-64 ORDINANCE -'AMEND CODE: The Clerk read for the second reading the
above ordinance. The motion was made by Alderman Figard and seconded by Swanson
to adopt the ordinance. The Mayor put the question and the Clerk called the roll
with the following results: Ayes: Alderman Rateike, Wright, Leer, Shillington,
Figard, Carroll, Czubakowski, Swanson, Martin and Bonaguidi. Nays: None. The
Mayor declared the motion carried.
PIAT SIF J -T BUILDERS: The Clerk submitted the above plat with a letter from the
Plan Commission to waive an interest in this subdivision which is 1-1/2 miles west
of city limits. On motion by Alderman Martin and seconded by Carroll the Council
concurred in the Commission's report.
SUBI PLAT N.W. CORNER OABTON AND LEE STS.: The above plat was referred to the Plan
Commission.

first reading the above ordinance. On motion by Alderman Rateike and seconded by
Figard the ordinance was placed on passage. The motion was made by Alderman Figard
and seconded by Rateike to adopt the ordinance. The Mayor put the question and the
Clerk ,called the roll with the following results:. Ayes: Alderman Rateike, Wright,

REQUEST FOR WATER BY MR. BEN TAMELING: The above letter was referred to the Water
Committee.
On motion by Alderman Wright and seconded by /per, an investigation is to be made
regarding holding a new census.
On motion by Alderman Carroll and seconded by Leer, the Council approved to refer
to the Judiciary Committee regarding Krillych receiving building permits. ,

HELD IN THE COUNCIL ROOM, CITY HALL, JUNE
1, 1964 at 8:00 P.M.
CALL; TO ORDER: The meeting was called to order b Mayor Herbert H. Behrel with
Alderman Swanson, French, Martin, Bonaguidij Rateike, Szabo, Luellen, Leer,
Shillington, Figard, Czubakowski, and Carroll responding to roll call.
The meeting was opened with a prayer.by Rev. Cerniglia and a pledge of allegiance
to the flag.
Alderman Martin read the following resolution: "Whereas the City Council of the
City of Des Plaines, Illinois admires, acknowledges and attempts to foster in the
citizens of this city a sense of civic pride and civic duty and whereas the city
council realizes that many or most of the meaningful and important contributions
made by our citizens go unnoticed and unheralded.
"Therefore, the City Council of the City of Des Plaines should whenever possible,
acknowledge the worthwhile contributions an individual has made for the public
betterment of the city of Des Plaines.
"So be it resolved - that the City Council of the City of Des Plaines, Illinois
join with the,city.s citizens and tht Des Plaines Suburban Times in publicly
acknowledging the outstanding civic minded contributions which Albert L. Sengstock
has made over the years. His high ideals, ineahaustive ambition and burning desire
to make Des Plaines a better place in which to live could truly be a model for us
all. To him goes our moat hearty appreciation and an official thank you for a job
well done." On motion by Alderman Martin and seconded by French the Council adopted
the resolution. Mr. Herman Herzog then presented the Fred Fulls award to Police
Magistrate A.L..Sengstock.
APPROVAL OF MINUTES: On motion by Alderman Luellen and seconded by Figard, the
Council approved the minutes of May 18, 1964 with a correction of Rev. Fedderis
mane and Alderman Carroll's request to refer to Building Control and Inspection re-
garding review of Certificate of Occupancy in City Code.
