RESOLUTION REGARDING WELLER CREEK D ROVEKENT:ADOPTED: The Mayor presented the above resolution. The motion was made by Alderman Prickett and seconded by Martin to adopt the resolution. APPOINT INSURANCE COMMITTEE: On motion by Alderman Luellen and seconded by French the Council approved the Mayor's appointment of Alderman Swanson, Chairman, Carroll and Bonaguidi to the Insurance Committee. A gentleman from the 600 block of Debra Road was allowed to speak regarding base- ment flooding in his block. After long discussion the Mayor referred sante to the Sewer and Judiciary Committees, City Attorney, and Engineer to investigate cause of flooding and who is responsible. On motion by Alderman Prickett and seconded by Luellen, Attorney Di Leonardi is to draft resolution to Sanitary District regarding an over flow to sewer on Rand Road. CALL TO ORDER: The meeting was called to order by Mayor Herbert H.Behrel with Alderman Czubakowski, Carroll, Swanson, French, Martin, Bonaguidi, Rateike, Szabo, Prickett, Luellen, Leer, Shillington, and Figard responding to roll' call. The meeting was opened by a prayer by Rev. J. Glenn and then the pledge to the .flag. --2- 4/20/64 APPROVAL OF MINUTE'S: The motion was made by Alderman Prickett and seconded by . Shillington to approve the minutes of April 6,= 1964. The Council approved by acclamation vote. OPEN BIDS FOR FIRE DEPT. WAGON: On motion by Alderman Tigard and seconded by Leer the Clerk was instructed to open the above bids. The following bids were received: Des Plaines Motor Sales, Inc. $2,658.00 Ladendorf Motors, Inc. 3,473.60 Northwest Plymouth Valiant, Inc. 2,781.49 On motion by Alderman Figard and seconded by Swanson the bids were referred to the Fire and Finance Committees and Fire Chief. OFFICIAL REPORTS: The Clerk submitted the report of Police Chief for first quarter and Inspection report by Superintendent Warnicke. Superintendent Warnicke made a plea to the Committee Chairman to act on several requests to purchase equipment for the Public Works Department. On motion by Alderman Figard and seconded by Shillington the Council extended the return of bids on radio equipment and sidewalks to Key 4th. On motion by Alderman Shillington and seconded by Luellen, the Council referred to the Pollee Committee to investigate need of more policemen. Chief Kennicott re- ported on extra time policemen at the new court cases. APPROVE GRASZ SUB. PLAT: On motion by Alderman Martin and seconded by Prickett the Council approved the above plat. APPROVE ADDITIONAL^STREET IMPROVEMENT: On motion by Alderman French and seconded by Martin the Council approved the resolution to improve for $2,000.00, Pratt Avenue, Mannheim Rd. to Soo Line tracks. APPROVE DRIVEWAY APPLICATION LITTON INDUSTRIES. SHERWIN AND MAPLE STS.: On motion by Alderman French and seconded by Martin the Council approved a 20 foot driveway on Maple and a 20 and 60 foot driveway on Sherwin. TO ADVERTISE BIDS FOR LD4E: ,On motion by Alderman Figard and seconded by Shillington the Council approved to advertise the above bids, to be returned May 4th. TO ADVERTISE BIDS FOR CATALYZER: On motion by Alderman Figard and seconded by Shillington the Council approved to advertise the above bids to be returned May 4th. APPROVE ZONING REPORT S.W. CORNER LEE TOUHY: The.Clerk read the following report: "Your Zoning Board of Appeals has had referred to it the matter of considering re- zoning from Cook County "R-4" zoning to 1M-2" General Mfg. District (Upon annexation to the City of Des Plaines) on property at the Southwest corner of Lee St. and Touhy Avenue consisting offlapproximately ten acres, with frontage of 679.92 feet on the south side of Touhy and an irregular frontage of 885.10 feet on the west side of Lee. "Complete legal description in office of Building Commissioner; also, Plat of Survey. "Your Zoning Board of Appeals, acting as a Commission, submits its findings as follows: "1) Due notice to the parties and to the public of this proceeding and of the public hearing held 4/7/64 was given as required by law and that the Board has jurisdiction of the subject matter and of the parties; 2) To the north across Touhy Avenue is the Des Plaines Park District "Orchard Lake" recretional area; 3) To the northeast across Touhy Avenue and.Lee Street is St. Patrick's Academy: 4) To the east across Lee Street is the property Middle States Telephone Company which is zoned "C-2" Commercial District and appears to be a zoning violation. The use of the land is presently to be used as,a warehouse and material yard, and as such, should properly come under the 9M-2" GeneraieMfg. It would be un- wise to create,a residential district in this area because of the nearness to O'Hare Field air traffic with the frontage on heavily trafficl1ed, streets. We feel that the industrial use would give us more advantages and prohibit an un- desirable use which might be permitted under commercial zoning.' 8) The property is considered unsuitable for residential use because of the nearby traffic on Touhy Avenue, Lee Street and the,Northwest T'oliway. 9) One objector was present representing the Touhy- Douglas Civic Association which is north of Touhy Avenue and west of the "Orchard Lake" Park District property. 10) That the evidence and testimony submitted at the public hearing was convincing of the public need and general desirability of granting this rezoning upon annexation to Des Plaines. PARKING: Under the present Section 6H "Specifica- tions for Parking Areas" (Page 49) or under Section 11-6-8, add paragraph (F) to read "Location in Yards: Off -Street parking spaces may be located in any yards except front yards."
