COUNCIL, DES PLAINES, ILLINOIS, HELD IN
THE COUNCIL ROOM, CITY HALL, APRIL 6, 1964,
AT 8100 P.M:
CALL TO ORDER: The meeting was called to order by Mayor Herbert H. Behrel with Alder-
man Czubakowski, Carroll, Swanson, French, Martin, Bonaguidi, Rateike, Szabo, Prickett,
Luellen, Leer', Shillington responding to roll call.
The meeting was opened by a prayer read by Mayor Behrel and then a pledge to the flag.
APPROVAL OF MINUTES: On motion by Alderman Prickett and seconded by Luellen, the
minutes of the March 16, 1964 meeting were approved by the Council after a request by
Alderman Rateike that his Committee report of March 16th on advertising bids on radio
equipment be included. This report was as follows: "Your Committee on Fire has in-
vestigated the above and has found that the Fire Department has 2 mobile radios that
have been ordered off the air by the F.C.C. because of their drifting from their
assigned frequency. These radios are approximately 23 years old and must be replaced.
Also, one must be purchased for the Fire Prevention Bureau and one for the new station
wagon to be purchased for Station # 3.
"We, your'Committee on Fire, therefore recommend that Specifications for the Radios
be drafted and the City advertise for bids returnable April. 20, 1964. Specifications
be drawn by the City Comptroller, Ed Bach and Fire Chief L,olze. All have been
appropriated for in the 1964 appropriation. Specifications to include equipment
for Department of Public Works and Police Department, also Chief Kennicott and
Superintendent of Public Works Warnicke to help draw specifications."
OFFICIAL REPORTS: The Clerk "submitted the reports of Fire Chief, Health Officer and
Building Commissioner for March.
The Mayor referred to the Fire and Finance Committees regarding fire contract with
Waycinden and other parts of former Elk Grove Fire District.
Attorney Di tsonardi was instructed to file protest regarding County Zoningin
East Maine.
On motion by Alderman Luellen and seconded by Carroll, Attorney Di Leonards is to
write Illinois Commerce Commission that the Council will not take any action on
Commonwealth Edison Case.
On motion by Alderman Carroll and seconded by Bonaguidi, the Zoning Board is re-
quested to delay hearing on Monarch Zoning until case is settled.
On motion by Alderman French and seconded by Shillington the Council approved the
resolution by Alderman French that all committee meetings be open to the public.
Alderman Rateike voted "no."
Alderman Carroll made the following motion which was seconded by French and after
discussion the motion and second were withdrawn. .#
ZONING REPORT CASE 64-8-A RESIDENTIAL IN COMMERCIAL: Alderman Martin made the follow-
ing report: "Your Committee on Municipal Development has investigated the above and
has found that upon request of the Plan Commission of the City of Des Plaines, the
Zoning Board of Appeals had a Public Hearing December 9, 1963 regarding Residential
used in Commercial Districts. In essence the recommendation is to prohibit Residen-
tial uses in Commercial Districts.
"We, your Committee on Municipal Development therefore recommend that the City Council
concur with these recommendations and change the Zoning Ordinance of the City of
Des Plaines to prohibit Residential uses in Commercial Districts except by variation
of the Zoning Board of Appeals. Reference for proper ordinance Sections can be
found in Zoning Board letter dated March 6, 1964 and that the City Attorney be author-
ized to draw the necessary Amending Ordinance." On motion by Alderman Martin and
seconded by Prickett the Council approved the report.
APPROVE DEDICATION PART OF HOWARD ST.: Alderman Martin made the following report:
"Your Committee on Municipal Development has investigated the above and has found
* "Be it resolved that all Committee meetings of the Des Plaines City Council are
open to the public and that any Committees which intends to hold a closed meeting
shall submit a written report of the reason why the public was excluded preferably
before the closed meeting, but at a time no later than the next Council meeting
following the closed meeting."

that the Plan Commission on 3/9/64 recommended the acceptance of the N/ 1/2 of
Howard Street from Wolf Road to the N.W. RR as a dedicated Street. The dedication
is, 40 feet making an 80 foot dedication on this 1/2 Section line, adjacent to City
Products Corp. (Butler Bros. Div.).
"We, your Committee on Municipal Development therefore recommend that the Dedication
Plat of part of Howard Street from Wolf Road to the Northwest Railroad be accepted
and the Mayor and City Clerk be authorized to sign said Dedication Plat." On •
motion by Alderman Martin and seconded by French the Council approved the report.
ZONING REPORT 6-11-A CEMETERIES: Alderman Martin made the following report:
"Your Committee on Municipal Development has investigated the above and has found
that the Zoning Board of Appeals had a Public Hearing December 9, 1963 regard-
ing Cemeteries in the City of Des Plaines. Their recommendation is that provisions
for Cemeteries be provided in the R-1 Residential Districts..
"We, your Committee on Municipal Development therefore recommend that the City
Council of the City of Des Plaines concur with the Zoning Board and Plan Commission
report as provided in the Zoning Board's letter dated March 6, 1964 providing
amendment to the R-1 Single Family Residential District for Cemeteries. That City
Attorney is hereby authorized to draw the necessary amending ordinance." On motion
by Alderman Martin and seconded by Luellen, the Council approved the report.
APPROVE KUNTZEtSSHIGH RIDGE KNOLLS UNIT 8 PLAT? Alderman Martin made the following
report: "Your Committee on Municipal Development has investigated the above and
has found that this unit consists of 79 single residential lots (lots 26 to 104
inclusive) bounded on the West by Unit # 1 of subject subdivision, on the North
by the Commonwealth Edison Company right-ofway, on the East by Leahy Circle (West
of Mt. Prospect Rd.) and on'the South by Thacker Street. Tentative approval was
given entire tract January 22, 1959. Double -frontage lots 73 to 84 have restrictions
on ingress and egress from Thacker Street. '
"We, your Committee on Municipal Development therefore recommend that the Plat of
Subdivision known as Kuntze High Ridge Knolls Unit No. 8 be approved by the City
Council of the City of Des Plaines; and.that the Mayor and City Clerk be authorized
to accept and sign same." On motion by Alderman Martin and, seconded by Luellen
the Council approved the plat.
RENTAL OF LIBRARY BUILDING: The motion was made by Alderman Shillington and
seconded by Luellen that City Comptroller place aloin both local papers for rental
of the Library Building.
STREET REPAIR MOTOR. FUEL:TAX FUNDS: Alderman French made the following report:
"Your Committee on Streets has investigated the above and has found annual street
repair program is necessary on streets designated on the attached: 1) under contract
2) under Department of Public Works program.
"We, your Committee on Streets and Traffic therefore recommend: 1) Expenditure of an
estimated $52,600.00 under contract. 2) Expenditure of an estimated $12:500.00 under
Department of Public Works Program. 3) City Clerk and Mayor be authorized to
sign necessary documents to have work completed under State Motor Fuel Tax appro-
priation." On motion by Alderman French and seconded by Swanson, the Council
approved the report.
TRAFFIC LIGHTS AT THACKER AND MOUNT PROSPECT ROADS: AldermanFrench made the follow-
ing report: "Your Committee on Streets has investigated the above and has found
signalization can be completed using State Motor Fuel Tax allotment of approximate-
ly $20,000.00.
"We, your Committee on Streets and Traffic therefore recommend amount of $20,000.00
be appropriated from Motor Fuel Tax funds under resolution attached and Mayor
and City Clerk be authorized to sign necessary resolution of the City Council for
authorization of funds." On motion by Alderman French and seconded by Shillington
the Council approved the report.
PARKING AREAS: Alderman French'made the following report: "Your Committee on
Streets and Traffic has investigated the above and has found no parking areas in
downtown area in particular are violated and necessary ordinance to apprehend
violators has not been drawn.

"We, your Committee on Streets and Traffic therefore recommend City Attorney draw
up an appropriate ordinance to cover this deficiency in the City Code and submit
it to the City Council for future approval." On motion by Alderman French and
seconded by Leer the Council approved the report/
TO ADVERTISE BIDS FOR SIDEWALK REPAIRS: On motion by Alderman French and seconded
by Luellen, the Council approved to advertise bids for sidewalks repairs° with bids
returned April 20th.
AWARD BID ON WATER CONNECTION TO TOWER: Alderman Shillington made the motion which
was seconded by Leer to award the above bid to Joe B. DiVito for $2,222.50. The
Mayor put the question and the Clerk called the roll with the following results:
Ayes: Alderman Rateike, Szabo, Prickett, Luellen, Leer, Shillington, Carroll,
Czubakowski, French,Swanson, Martin and Bonaguidi. Nays: None. The Mayor de-
clared the motion carried.
AWARD BID ON CATCH BASIN CLEANING TO CITY SANITARY SERVICE: The motion was made
by Alderman Luellen and seconded by "Leer to award the above bid>to City Sanitary
Service at $4.75 per basin. The Mayor put the question and the Clerk called the
roll with the following results: Ayes: Alderman Rateike, Szabo, Prickett, Luellen,
Leer, Shillington, Carroll,Czubakowski, French, Swanson, Martin and Bonaguidi.
Nays: None. The Mayor declared the motion carried.
SIGN APPLICATION APPROVED DES PLAINES BUILDING CO.: On motion by Alderman Szabo
and seconded by Luellen, the two sign applications for Des Plaines Building Company
at east side of Elmhurst Road, 800 feet south of Thacker St. and 135 Ambleside
to be temporary were approved by Council.
SIGN APPLICATION APPROVED 250 W. WILLE ROAD: On motion by Alderman Szabo and second-
ed by Luellen a sign for Robertson Photo Mechanix Building, 250 W. Wille Road was
approved by the Council.
LIBRARY REPORT: Alderman Shillington made the following report: "Your Committee
on Libraries has investigated the above and has found that the annual Library
Report, copies of which are issuedherewith, adequately. covers the study of these
matters on pages 5• and 6 and the last paragraph reference on page 7.
"We, your Committee on Libraries, therefore recommend that the report be read
for information and recognition be taken of 'the fact that these facilities are
currently extremely expensive for values received, and that they are most validly
relegated behind.the currently active program of expanding the central library."
APPROVAL OF BILLS: Alderman Prickett presented the following resolution:
BE IT RESOLVED BY THE CITY OF DES PLAINES
THAT THE FOLLOWING BILLS ARE DUE AND PAY-
ABLE AND THAT THE MAYOR AND CITY CLERK
BE AND HEREBY ARE AUTHORIZED TO MAKE
PAYMENT FOR SAME.
The motion was made by Alderman Prickett and seconded by Swanson to adopt the
resolution. The Mayor put the question and the Clerk called. the roll with the
following results: Ayes: AldermanRateike, Szabo, Prickett, Luellen, Leer,
Shillington, Carroll,Czubakowski,.French, Swanson, Martin and Bonaguidi. Nays:
None. The Mayor declared the motion carried.
TO ADVERTISE BIDS FOR GASOLINE: On motion by Aldetman Rateike and seconded by
Luellen, the Council approved to advertise bids for gasoline with bids to be re-
turned May 4th.
TAX TITLE 1343-1347 PERRY ST. On motion by Alderman Prickett and seconded by
Swanson the Council approved to issue quit -claim deed for $150.00 for above
property.
TAX TITLE LOT 25 BLOCK 3 MECHANICS SUB.: On motion by Alderman Prickett and
seconded by Swanson the Council approved to issue quit claim deed for $63.44 on
above property.

ALDERMAN SALARY INCREASE: The motion was made by Alderman Prickett and seconded
by Swanson to increase the Alderman salary to $25.00 per meeting. After discussion
on motion by Alderman Luellen and seconded by Carroll the matter was tabled to
next meeting.
GRASZ SUB. PLAT: The above plat was referred to the MuOicipal Development
Committee.
FIRST READING ORD. T-2-64 ONE WAY STREETS: The Clerk read for the first reading
the above ordinance.
FIRST READING M-8-64 ORD. LIQUOR LICENSES: The Clerk read for the first reading
the above ordinance.
FIRST READING ORD. M-9-64 GARBAGE RECEPTICLE : The Clerk read for the first
reading the above ordinance.
FIRST READING ORD. M-10-64 INSURANCE COMM. The Clerk read for the first reading
the above ordinance.
The ,Mayor referred to the Code Committee regarding Park Ridge ordinance on fund
drives of organizations due to,letter from Craig Manor Home Owners Assn. disapproval
of various fund solicitations.
The Mayor referred a letter from Wm. C. McLennan and Company regarding permit to
file Mr. Petersen's lake to Municipal Development Committee.
Request for liquor store license by Elms Liquorland, Inc. for location at Lee and
Oakton was referred to the License and Inspection,Committee.
RESOLUTION REGARDING WELLER CREEK D ROVEKENT:ADOPTED: The Mayor presented the
above resolution. The motion was made by Alderman Prickett and seconded by
Martin to adopt the resolution. The Mayor put the question and the Clerk called
the roll with the following results: Ayes: Alderman Rateike, Szabo, Prickett,
Luellen, leer, Shillington, Carroll,Czubakowski, French,Swanson, Martin, and
Bonaguidi. Nays: None. The Mayor declared the motion carried.
APPOINT INSURANCE COMMITTEE: On motion by Alderman Luellen and seconded by
French the Council approved the Mayor's appointment of Alderman Swanson, Chairman,
Carroll and Bonaguidi to the Insurance Committee.
A gentleman from the 600 block of Debra Road was allowed to speak regarding base-
ment flooding in his block. After long discussion the Mayor referred sante to
the Sewer and Judiciary Committees, City Attorney, and Engineer to investigate
cause of flooding and who is responsible.
On motion by Alderman Prickett and seconded by Luellen, Attorney Di Leonardi is
to draft resolution to Sanitary District regarding an over flow to sewer on Rand
Road.
ADJOURNMENT: On motion by Alderman Shillington and seconded by Rateike, the
