Council placed the ordinance on passage. The motion was made by Alderman Rateike and
seconded. by Luellen to adopt the ordinance. The Mayor put the question and the Clerk
called the roll with the following results: Ayes: Alderman Rateike, Szabo, Wright,
Luellen, Leer, Shillington, Figard, Carroll, Czubakowski, Swanson,. Martin and
Bonaguidi. Nays: None. The Mayor voted "aye" and declared the motion carried.

The Mayor referred to Engineer Fletcher about installation of street lights on N.W.
Highway at .Littelfuse and other companies. Also, about traffic light at that section.
O.D. SWANSON APPOINTED TO TRAFFIC COMMISSION: On motion by Alderman Bonaguidi
and seconded by Martin the Council approved the above appointment.

MINUTES OF THE REGULAR MEETING OF THE CITY
COUNCIL, DES PLAINES, ILL. HELD IN THE
COUNCIL ROOM, CITY HALL, DECEMBER 16, 1963
at 8:00 P.M.
CALL TO ORDER: The meeting was called to order by Mayor Herbert H. Behrel with
Alderman Shillington, Figard, Czubakowski,' Carroll, Swanson, French, Martin,
Bonaguidi', Rateike, Szabo, Prickett, Wright, Luellen and Icer responding to roll
call.
APPROVAL OF MINUTES: The motion was made by Alderman Prickett and°seconded by
Szabo to approve the minutes of December 3, 1963. The motion was approved by
acclamation.
The Council welcomed a group of students from Maryville who attended for a study
project.
OPEN BIDS ON STREET TRUCK: On motion by Alderman Martin and secondd'd by French
the Council approved to have the Clerk open the following bids:
Des Plaines Motor Sales $7,731.00
International Harvester 6,977.50
Holmes Motor Co. 7,748.00
White Motor Co. 8,370.35
On.motion by Alderman French. and seconded by Czubakowski, the bids were referred
to the Street and Finance Committees and Superintendent WarnickeA
OFFICIAL REPORTS.': The Clerk submitted the reports of Treasurer and Comptroller
for November. The Mayor introduced Mr. Regnell, the new Building Commissioner.
COHEN CASE TO BE SETTLED:' Alderman Martin made the motion which was seconded by
Prickett that the Cohen Case be settled in accordance with previous reports and
negotiations. The motion was voted upon by acclamation' with Alderman Luellen,
Leer and Carroll voting "no". Alderman.Bonaguidi abstained from voting.
APPROVE LIQUOR LICENSE FOR OAK LEAF COMMONS: Alderman Bonaguidi made the follow-
ing report: "Your Committee on License, Health and Inspection has investigated the
above and has found the petitioners plan on erecting a high class restaurant with

banquet facilities to accomodate 1,500 people, and in conjunction with this, a
legitimate theater operation which would add greatly to serving the needs of the
people of Des Plaines and the surrounding areas.
"We, your Committee on License, Health and Inspection therefore recommend that the
City,Attorney be authorized to draw the necessary ordinance to increase the Class A
liquor licenses by 1 and that when the petitioners meet the following requirements,
they be granted a liquor license: 1) The proposed building be completed -_as. -out-
lined in their original proposal at the Lee and Oakton St. location. 2) That a.
formal application be completed and on file in the mayor's office so that the
usual complete investigation as to moral character and background of the license
holders can be checked and approved." The motion was made by Alderman Carroll
and seconded by Leer that if the license is not picked up within one year of
reasonable construction of building it is not to be issued. The Mayor put the
question and the Clerk called the roll with the following results: Ayes: Alderman
Rateike, Szabo, Luellen, Leer, Carroll, French. Nays: Alderman Wright, Prickett,
Shillington, Figard, Czubakowski, Swanson, Martin and Bonaguidi. The Mayor de-
clared the motion lost. The previous motion was approved by acclamation with
Alderman Carroll, Leer and Rateike voting "no."
The Mayor referred a petition from people in the Jarvis and Cedar Streets area
about stop signs to the Street Committee.
STOP SIGNS AT MILLER AND DARA JAMES ROADS: Alderman French made the following
report: "Your Committee on Streets and Traffic has investigated the above and
has found Traffic Committee has recommended: 1) Speed on Miller Road should be
reduced to 25 M.P.H. 2) Miller Road traffic be stopped for Dara James Road
traffic to permit students, to, cross on way to and from school.
"tWe, your Committee on Streets and Traffic therefore recommend City Attorney draw
the necessary ordinances to effect the proposed changes." On motion by Alderman
French and seconded by Shillington the Council approved the report.
AWARD WATER MAIN AND SEWER BID'TO ROSSETTI CONSTRUCTION CO.: The motion was made
by Alderman Figard and seconded by Shillington t� award the above bid to the ..
Rossetti Construction Co. for $12,533.50. The Mayor put the question and the
Clerk called the roll Jith the following results: Ayes: Alderman Rateike, Szabo,
Wright, Prickett, Luellen, Leer, Shillington, F"igard, Carroll, Czubakowski,
French, Swanson, Martin and Bonaguidi. Nays: None. The Mayor declared the '
motion carried.
fi0 PURCHASE TURBINE FOR $5,198.00:: The motion was made by Alderman Figard and
seconded by Shillington to purchase the above. The Mayor pdtt the question and
the Clerk called the roll with the following results: Ayes: Alderman Rateike,
Szabo, Wright, Prickett, Luellen, Leer, Shillington, Figard, Carroll, Czubakowski,
French, Swanson, Martin and Bonaguidi. Nays: None. Tho Mayor declared the
motion carried.
Sewer Committee meeting December 23rd, all Aldermen invited to attend.
RECONSIDER LIBRARY RESOLUTION OF DECEMBER 7, 1963: After a long discussion on the
above the motion was made by Alderman Carroll and seconded by Wright to reconsider
the item. The motion was approved by acclamation. The motion was made by Alder-
man Wright and seconded by Carroll to withdraw the motion and second, of December
2, 1963. The motion was approved by acclamation. The motion was made by Alder-
man Wright and seconded by Carroll, that the Council approve that as part of
the 1964 budget of,the library, there be established a fund to be used for future
building purposes, including the procurement and purchase of sites, therefore said
fund to be supplied with unexpended balances of proceeds received 'from taxes not in
excess of iatatyttary limits. The Mayor put the question and the Clerk called the
roll with the following results: Ayes: Alderman Rateike, Szabo, Wright, Prickett,
Luellen, Leer, Shillington, Figard, Carroll, Czubakowski, French, Swanson, Martin
and Bonaguidi. Nays: None. The Mayor declared the motion carried.
APPROVAL OF BILLS: Alderman Prickett presented the following resolution:

BE IT RESOLVED BY THE CITY OF DES PLAINES .
THAT THE FOLLOWING BILLS ARE DUE AND PAY-

the above ordinance. The motion was made by Alderman Luellen and seconded by
Leer to adopt the ordinance. The Mayor put the question and the Clerk called the

Luellen, Iffier, Shillington, Figard, Carroll, Czubakowski, French, Swanson, Martin
and Bonaguidi. Nays: None. The Mayor voted "aye" and declared the motion carried.
RESOLUTION EASEMENT AGREEMENT COMMONWEALTH EDISON CO.: The Clerk presented the
above resolution. On motion by Alderman Figard and seconded by Luellen, the
Council approved the resolution.
The Mayor appointed Alderman Prickett and himself to serve on the Special
Aeronautic Committee with Alderman Swanson as Chairman.
The Mayor referred regarding stop, signs at White and Riverview Avenues to the
Traffic Commission.
ADJOURNMENT: The motion was made by Alderman Rateike and seconded by Wright

1964 AT 8:00 P.M.
CALL TO ORDER: The meeting was called to order by Mayor Herbert H. Behrel, with
Alderman Swanson, French, Martin, Bonaguidi,`Rateike, Prickett, Wright, Shillington
and Figard responding to roll call.
APPROVAL OF MINUTES: The motion was made by Alderman Prickett and seconded by
Wright to approve the minutes of December 16, 1963. The motion was approved
by acclamation.
OFFICIAL REPORTS: The Clerk submitted the annual report of Health Officer Jean
Branding.
There was a discussion'on one-way streets and the Clerk read a letter from Mr.
Franzen of the Les -Plaines Lumber and Coal Company opposing the'oneway streets.
A public hearing on one-way streets will be held on January 30th.

COMPLAINT AT LAW ANN MARIE UNF'RR for injury near parking lot on Graceland Ave. rear
of Maria Schaeffer Music Store. It was referred to the Judiciary Committee and
Engineer Fletcher to investigate the property and report to that Committee.
A report on County Zoning by Attorney Di Leonardi was read and on motion by Alder-
man Prickett and seconded by French an objection should be filed on the rezoning
of 504 acres located at 2000 feet west of.the City Limits at Highway 83, North of
Algonquin Road.
There will be a meeting of the Municipal Development Committee January 13th at
7:30 P.M.
TRAFFIC PROBLEMS NORTH OF OAKTON ON WHITE ST.: On motion by Alderman French and
seconded by Rateike it wap_ referred to the Traffic Commission for study.
