THE COUNCIL ROOM, CITY HALL, NOVEMBER 18
1963 AT 8:00 P.M.
CALL TO ORDER: The meeting was called to order by Mayor Herbert H. Behrel, with
Alderman Luellen, Shillington, Czubakowski, Carroll, Swanson, French, Martin,
Rateike, Szabo and Wright responding to roll call.
APPROVAL OF MINUTES OF NOVEMBER 4. 1963: The motion was made by Alderman Rateike
and seconded by Swanson to approve the minutes of November 4, 19634 The motion
was approved by acclamation.
OPEN BIDS ON CINDER SPREADER: On motion by Alderman Luellen and seconded by
Martin the Clerk was instructed to. pen the above bids. The following bids were
received:

On motion by Alderman Luellen and seconded by French the bids were referred to
the.Street and Finance Committees and Superintendent of Public Works.
OFFICIAL REPORTS: Engineer Fletcher made a progress report on the Cumberland
Parking Lot and Traffic Lights. The Junior Officials made reports for some of
the regular officials.
APPROVE 500 OAKTON ANNEXATION: Alderman Martin made the following report: "Your
Committee on Municipal Development has investigated the above and has found that
the above described property commonly known as 500 Oakton Street, Des Plaines,
Illinois and legally described at Lot 9 in Homeland Acres Subdivision, Section 19,
Township 41, Range 12 is a single family residence adjacent to the City of Des Plaines,
Illinois.
"We your Committee on Municipal Development therefore recommend that the above
described property be annexed to the City of Des Plaines and that the City Attorney
draw the necessary ordinance for annexation. Further your Committee recommends
that the street numbers between Wolf Rd. west to Oxford be assigned by the Building
Department to straighten out present mis-numbering." On motion by Alderman Martin
and seconded by French the Council approved the report.
APPROVE REZONING CASE 63-23-R CHURCH PROPERTY: Alderman Martin made the following
report: "Your Committee on Municipal Development has investigated the above and
has found that the subject property was recommended by the Des Plaines Zoning
Board for rezoning. Ws, your Committee, have found that -the titles to the sub-
ject property ate owned by Northwest Assembly of God and the Northwest Christian
Youth Foundation, Inc.
"Hie, your Committee on Municipal Development, therefore recommend that the property
which is contiguous to the existing Church and recently developed Commercial
property be rezoned from R-2 and C-2 to R-,4 for development in connection with
Church activities, that the City Attorney be authorized to draw the necessary
ordinance of zoning." On motion by Alderman Martin and seconded by Carroll the
Council approved the report.
COHEN CASE: Alderman Martin made a report regarding Cohen Case to have Attorney
Ditsonardi agree to settle case. The motion was made by Alderman Martin and
seconded by French to approve the report but Alderman Luellen requested a copy of
the report be given each Alderman and the three Aldermen who may be opposed
being absent. On motion by Alderman Luellen and seconded by Rateike to table until
next meeting was approved.
TO CERTIFY ONE ADDITIONAL FIREMAN: Alderman Rateike made the following report:
"We your Committee on Fire Department recommend that the Civil Service Commission be
authorized to certify one additional fireman to the Fire Department. A man will
be added to assist in the work of the Fire Prevention Bureau. ,This was a recommenda-
tion of the Illinois Inspection and Rating Bureau and this fireman has been
appropriated for in the 1963 appropriation ordinance." On motion by Alderman Rateike

and seconded by Luellen, the Council approved the report.
CITY PROPERTY AT ILLINOIS AND EVEMIT STS.: The Aldermen had received a copy
of report by Alderman Carroll regarding leasing the property to School District
62 which is being used as a parking lot. On motion by Alderman Carroll and
seconded by Shillington, the Council approved to have the City Attorney prepare
legal papers for the lease.
Alderman French made a progress report on Mt. Prospect Rd. and Thacker Sts.
TO ADVERTISE BIDS FOR STREET TRUCK: On motion by AldermanFrench and seconded
by Swanson, the Council approved to advertise bids for dump'truck to replace
1948 truck, with bids returned December 16, 1963.
TO DISCONTINUE CROSSING GUARD AT HOWARD AND MAPLE: 'As requestedtiy Police
Department and on motion byAlderman French and seconded by Rateike, the 'Council
approved the above.
REQUEST FOR STOP SIGNS ON CEDAR AND JARVIS: On motion by Alderman:Fronch"and
seconded;byRateike the above was referred to the Traffic Commission to investigate.
AWARD C5 57 BID TO THE CORMAN PAVING COMPANY: Alderman French made the following
report: "Your Committee on Streets and Traffic has investigated the above and
has found State Division of highways has indicated that low bidder, Corman
Paving Company, Division of;.Best Built Company, is qualified for the contract.
. "We, your Committee on Streets and . Traffic, therefore recommend that the Mayor
and City'Clerk be authorized to sign the contract with Corman Paving for
$44,056.50 and notify the Allied Paving Company that their bid of $44,403.35,
previously accepted by the City Council is now rejected in favor of the lower
bid by Corman Paving Company." The motion was made by Alderman French and
seconded by Szabo to reconsider the awarding of the bid to the Allied Asphalt"
Paving Company. The Council approved the motion by acclamation. The motion was
then made to award the bid to the Corman Paving Company. The Mayor put `the -
question and the Clerk called the roll with the following results: Ayes:
Alderman Rateike,,Szabo, Wright, Luellen, Shillington, Carroll,Czubakovski,
French, Swanson, and Martin. Nays: None. The Mayordeclared the motion carried.
Alderman Shillington made a progress report regarding need of uniform for Water
Department personnel.
APPROVAL OF BILLS: Alderman Swanson presented the following resolution:
BE IT RESOLVED BY THE CITY OF DES PLAINES
THAT THE FOLLOWING BILLS ARE DUE AND
PAYABLE AND THAT THE MAYOR AND CITY CLERK
BE AND ARE HEREBY AUTHORIZED TO MAKE
PAYMENT FOR SAME.
Amount: - $107,811.91. The motion was made by Alderman'Swanson and seconded by
Carroll to adopt the resolution. The Mayor putthe question and the Clerk called
the roll with the following results: Ayes: Alderman Rateike, Szabo,Wright,
Luellen, Shillington, Carroll,Czubakowski,French, Swanson, Martin. Nays: None.
The Mayor declared the motion carried.
At this time the Mayor introduced all the Junior City Officials. The Junior Mayor
gave a nice talk.
CANVASS STORM SEWER REFERENDUM: On motion by Alderman Carroll and seconded by'
Luellen, the Council approved to canvass the election. The Mayor appointed
Alderman French, Martin and Rateike to make the canvass. After reconvening,

On motion by A1dentn French and seconded by Rateike the Council approved the
report.
ZONING REPORT 63 -29 -BV - 591 DES PLAINES AVE: The Clerk read the above-report.to
rezone from R-2 Single Family to R-4 Multiple Family which the Zoning Board.granted.
On motion by Alderman Martin aid seconded by Luellen the Council concurred in the
report and City Attorney to draft ordinance.
The -Clerk reported he received letter from the Illinois Commerce Commission for
proposed increase in public telegraph message service and commercial news service.
The letter was placed on file.
The Clerk read for the first reading the following six ordinances:
C-7-63 - toad Limit on Center St.
C-8-63 - Parking south side Prairie Ave. east of Pearson St.
C-9-63 - Unlawful to park south side of Howard St. from Wolf Rd. to Mt. Prospect.
Road
C-10-63 - Yield Right -of -Way on Washington St. for Laurel Ave..
C-11=63 - Increase Electrical Canmission to six members.
' Z-11-63 - Rezoning 541 Des Plaines Ave.
The Mayor referred to the Street Committee regarding no curb pn verett Street
at the end of Cora St.
At request of Alderman Carroll the City Code regarding hospitals was referred to
the Judiciary and Municipal Development Committees.
Alderman Carroll presented the following letter: "To the Mayor and Aldermen of
the City Council: - I request that the following matter be referred to the
Judiciary Committee'for study and report.
"There has been some'discussion of Section 11-4-2,Paragraph,20 of the City Code
with respect to the meaning of the words 'hospital' relating to the C-2 Commercial
zoning classification; Since the City Attorney has also agreed that there is an
ambiguity in our laws, I. suggest that this -Committee give consideration to the
following classifications of hospitals in our city codes and provide a separate
code for each category:
1. HOSPITALS FOR PEOPLE AND CLINICS FOR PEOPLE (excluding Psychiatric Hospitals
and those for'the Criminally Insane)
2. HOSPITALS. FOR ANIMALS AND PETS AND CLINICS FOR ANIMALS AND PETS.
3. MENTAL AND PSYCHIATRIC HOSPITAIS AND MENTAL AND PSYCHIATRIC CLINICS.
"It is further suggested that Psychiatric Hospitals are not propertoour C-2
Commercial Zoning classification and that. they should be given a special class- .
ification. Other communities might be contacted to determine their codes with
respect to this kind of institution.
"I request that this letter be made a part of the minutes of this Council Meeting."

Letter from Comptroller Bach on garbage service was referred to the Sanitation
Committee.
The Mayor referred to the City Attorney County Zoning hearing to be held. in
city Hall, December 3rd at 3:00 P.M.
REQUEST FOR CLASS B LIQUOR LICENSE: The Mayor referred a letter from Jewel Tea
Company for Class B Liquor License at their store which is to be built at the
S.E. corner of Dempster and Elmhurst Road.
Letter from W. and G. Construction Company regarding completing improvement
repairs was placed on file.
TO ADVERTISE BIDS'FOR SEWER AND WATER ON WESTGATE ROAD FROM THACKER TO MILLER RD.:
On motion by Alderman Martin and seconded by Czubakowski, the Council approved
to advertise the above bids to be returned by December 2, 1963.
ADJOURNMENT: The motion was made by Alderman Shillington and seconded by Rateike'

OFFICIAL REPORTS: The Clerk submitted the report of the Health Officer for November.
Attorneys Dowd and Dileonardi made verbal reports on cases.
TO CERTIFY ONE POLICEMAN: On motion by Alderman Figard and seconded by Rateike
the Fire and Police Commission are to certify onepoliceman to fill vacancy of
resignation of Officer Hammond.
REFUSE LIQUOR LICENSE TO LA CANTINA RESTAURANT: Alderman Bonaguidi made the
following report: "Your Committee on License, Health and Inspection have investi-
gated the above and have found that thereappears to be no need for this service
at this location inasmuch as this operation has been in existence without serving
alcoholic beverages for the past several years. The type of operation and the size
of the operation does not lend itself to a conducive situation for selling alcoholic
beverages. TWe, your Committee on License, Health and Inspection, recommend that
the request be denied.
