This company is located at Redeker Rd. and Mary St. The Mayor referred the request
to the Water Committee.
A==?POINT KENNETH E. HOIMES TO ARCHITECTURAL COMMISSION: On motion by Alderman
Bonaguidi and seconded by Szabo, the Council approved the Mayor's appointment of
the above.
Request for stop signs at Jarvis and Cedar was referred to the Street Committee.
RESIGNATION OF D.R.'PORTER FROM;TRAFFiC COMMISSION: On motion by Alderman Luellen
and seconded by Leer the Council accepted the above resignation and the Mayor
to write a letter emending him for his service.
A letter from the Bible Church: thanking the City Council and Police Department for
assistance on Youth Day,; was placed on file.
A.letter from Convenient Food Mart expressing appreciation for Police Dept. in
stopping a break-in at their store was placed on, file.
Letter from Frank M. Hines,. regarding sidewalks for school in District No. 59 was
referred to .the Street Committee...
Letter from General Controls regarding parking on Howard St. west of Wolf Rd. was
referred to the Street Committee.
Quit Claim Deed from Toll Road Commission for dedication for street and highway
purposes was received by the Mayor. On motion by Alderman Luellen and seconded
by Rateike, the Council approved'to accept the Quit Claim Deed.
At request of Alderman Wright the Mayor referred to Superintendent Wernicke to
investigate about installing a street light on Graceland'Ave. between Prairie
Ave, and Thacker St.
The Mayor referred to the Judiciary Committee and City Attorney regarding the
promise of swimming pool which has not been installed by Krillich'Builders.

CALL TO ORDER: The meeting w as called to order by Mayor Herbert.H.Behrel with
Alderman Luellen, Leer, Shillington, Czubakowski,Swanson, French, Martin, Rateike,
Szabo and Wright responding to roll call.
APPROVAL OF MINUTES: The motion was made by Alderman Luellen and seconded by
Shillington to approve the minutes of the adjourned. meeting of October 28, 1963.
A request to include in the minutes regarding letter of Mrs. Yaccino stating that
the builder was constructing three apartments instead of two apartments on Linden
St. The Mayor informed .the Council he had a letter from the builder's attorney
that only two.apartmenta watts to be constructed and the Mayor stated if anyone
would convert to three apartments they would be prosecuted. The motion was approved
by acclamation.
MN MON GARBAGE TRUCK: On motion by Alderman Luellen and seconded by Rateike
tib abode bids were opened. Alderman Swanson voted "no".

On motion by Alderman Luellen arid; seconded by French, the bids were referred to
the Sanitation and Finance Committees and Supt. Warnicke.
OFFICIAL REPORTS: The Clerk submitted the reports of the Health Officer Branding
and Comptroller for October and Parking Meter report on revenues for 1962 and 1963
by Comptroller Bach. Chief Kolze reported on showing of news uipment for fire de-
partments at convention.
pENJ REZONING KUNTZE CORP. =HURST AND DEMPSTER: Alderman Martin made the follow-
ing report: "Your committee on Municipal Development has investigated the above
and has.found that the subject property. fronting onRoute 83, South of Dempster was
part of a planned development of commercial multi -family and single-family residen-
tial zoned by a previous City Council of the City of Des Plaines. The subject
Development is proceeding in an orderly fashion with approximately 30% of the land
developed. Any change in zoning may jeopardize the continued orderly development
of this area and change the conttactual,agreement that the City had previously
entered into with Kuntz* Corporation when this property was annexed to the City.
"We, your Committee on Municipal Development therefore reconmeni that theCity
Council of the City of Des Plaines reverse the Zoning Board's recommendation and
deny the zoning requested in Case # 6347..a." On motion by Alderman Martin and.
seconded by Luellen the Council concurred in the report.,
APPROVE KUNTZE'S HIGH RIDGE KNOLLS SUB. UNIT M. 8-A: On motion by Alderman Martin
and seconded by Shillington the Council approved the above report with Mayor and
Clerk to sign plats after receipt of bonds.
APPROVE CONTIN N AL INDUSTRIAL PARK SUB.-: Alderman Martin made. the following
report: "Your Committee on Municipal Development has investigated the above and
has found that the Plan Commission recommends a variation in the width of.Marshall
Drive, from 80 ft. right-of-way to a 66.ft. right-ofway and that the Intercontin-
ental Industrial Park Subdivision dedicate 33 ft. as their share of this right-
of-way.
"We, your Committee on Municipal Development, therefore recommend that we concur
in the Plan Commission's study and grant the variation in the width of Marshall Dr.
The Mayor- and the City Clerk are hereby'authorized to sign the plat known as
Intercontinental Industrial Park Subdivision after the proper bonds are posted for
improvements." On motion by Alderman Martin and seconded by French the Council
approved the report.
Alderman Rateike reported on cost Qf new fire station.
Letter from Attorney F. M Hinesreegarding sidewalks at Elk Grove School, was
received. Alderman Martin -made the following report: "Your Committee on: Streets
has investigated the above and has found a'similar letter fon the:Superintendent
of Dist. 59 was answered by Mayor.Behrel on June 28 indicating that sidewalks have
never in his experience been installed with corporate funds.

"We your Committee on Streets and Traffic therefore recommend that Mayor Behrel°
write to Attorney Hines outlining the procedure under which homeowners can be
required to install.sidewalks and pointing out that Dist. 62 has utilized a recent law
to assist homeowners financially in providing sidewalks." On motion by Alderman
Hdffin nd seconded by Swanson the Council concurred in the report.
LETTER FROM GENERAL CONTROLS PARKING ON HOWARD ST.: Alderman French made the follow-
ing report: "Your Committee on Streets and Traffic has investigated the abmweand
and has found limitation of parking is necessary to facilitate traffic flow on
this half street.

"We, your Committee on Streets and Traffic, therefore recommend an appropriate
ordinance be drawn to permit the Supt. of Public Works. to erect "no parking"
signs on the south side of Howard St. west of Wolf Rd." On motion by Alderman
French and seconded by Rateike the Council concurred in the report.
TO REWRITE ORDINANCE C-7-63 LOAD LIMIT CENTER ST.: Alderman French made the
following report: "Your Committee on Streets and Traffic has investigated the
above and has found Load Limit of 6,000 pounds for each vehicle entering Center
Street at !hacker is appropriate. Limit should be applied between Thacker and Oakton
St.
"We, your Committee on Streets, therefore recommend ordinance be drawnas in-
dicated on attached revision of C-7=63 and be entered for first reading on
November 18." On motion by Alderman French and seconded by leer • the Council
concurred in the report.
AWARD BID ON 57C.S. WIDENING HARDING AVE.: Alderman French made the following
report: "Your Committee'on Streets and Traffic and Finance has investigated the
above and has found low bidder was reported by State Highway Div. as not pre-
qualified to handle'work. The next low bidder's bid was $346.85 larger but does
meet the state requirements.
"We, your Committee on Streets and Traffic, therefore recommend that Allied
Asphalt Co. be awarded the contract in the amount of $44,403.35. Mayor and City
Clerk be authorized to sign contract and return bonds or checks to unsuccessful
bidders." The motion was made by Alderman French and seconded by Szabo to
approve the report. The Mayor put the question and the Clerk called the roll
with the following results: Ayes: Alderman Rateike, Szabo, Wright, Luellen,
Leer, Shillington, Czubakowski, French, Swanson, Martin. Nays: None. The Mayor
declared the motion carried.
AWARD BID ON 58CC.S. DIPROVING RAIRIB AVE.: • The motion was made by 'Alderman
French and seconded by Czubakowski to award the above bid to the Rock Road
Construction Co. for $14,883.26 and the other bidders' checks or bonds be re-
turned. The Mayor put the question and the Clerk called the roll with the follow-
ing results: Ayes: Alderman Rateike, Szabo, Wright, Luellen, Leer, Shillington,
Czubakowski, French, Swanson, Martin. Nays: None. The Mayor declared the •
motion' carried.
Alderman French referred to Superintendent Wernicke regarding street light on
Maple,St.
AWARD B3D ON BOIiR=FOR WATER PLANT: The motion was made by Alderman Shillington
and seconded by Luellen to award the above bid to the Heatnaster Heating Company
of Chicago for $1,279.00 and checks and bonds on other bidders to be returned.
The Mayor put the question and the Clerk called the roll with the following
results: byes: Alderman Rateike, Szabo, Wright, Luellen, Icer, Shillington,
Czubakowski, French, Swanson, Martin. Nays: NO* The Mayor declared the motion
carried.

REQUEST FOR WATER. ROBERT JOHNSON._ 500 OAKTON ST.: The motion by Alderman
Shillington and second by Martin that the applicant file a petition for annexation
at which time their request for water will be considered, was approved by the
Council.
TO PURCHASE 600 FEET OF PIPE FOR WATER DEPT.: Alderman Shillington reported the
following: "Your committee onWater has investigated and has found that Thomas
Industries has 600 feet of 8" iron wrought pipe which they Will sell for $800.00.
Pipe must be. cleaned and painted. This will probably coat $400.00 with city
forces, making a total cost of $1,200.00. The contract price is $4.91 per foot
or $2,946.00.,
"We, your Committee on Water, therefore recommend purchasing this wrought iron
and saving the taxpayers $1,746.00:" The motion was made by Alderman Shillington
and seconded by.Szabo to. approve the report. The Mayor put the question and the
Clerk called the roll with the following results: Ayes: Alderman Rateike, Szabo,
Wright, Luellen, Icer, Shillington, Czubakowski, French, Swanson, Martin. Nays:
None. The'Mayor declared the motion carried.

TRAFFIC OMISSION REPORT SPEND UNIT WOLF ROADi The following report was re-
ceived: "Your Committee on Traffic Commission has°investigated the above and has.
found Wolf Road, Oakton.Street to Algonquin Road is under State jurisdiction.
35 MPH is dssirablcfor this section of Wolf Road. Speed signs should -be installed
north bound north of Oakton Street, south bond south of Algonquin Road.
"We, your Committee on Traffic Commission, therefore recommend State Highway De-
partment be asked to post WolfRoad as indicated above." On motion by Alderman
Luellen and seconded by Prickett, the Council accepted the report.
TRAFFIC COMMISSION REPORT REGARDING "YIELD" SION WASHINGTON ST,: The following'
regort was received: "Your.Coem►ittee on Traffic Commission has investigated the
above and has found "Yield" signs at this. location desirable. We, your Committee
on Traffic Commission therefore recommend "Yield" signs be installed on
Washington St. Washington St. to yield at Laurel Ave." On motion by Alderman
Rateike and seconded by Martin, the City Attorney is to draft an ordinance.
The Clerk informed the Council the Plan Commission reported that Esser Sub. had
been withdrawn by owner's attorney.
FIRST READING 11-23-63 ORDINANCE CURFEW: The Clerk read for the first reading the
above ordinance.
ANNEXATION PETITION 500 OAKTON ST.: The Mayor presented the above petition and
referred same to Municipal Development Committee.
County Zoning notice Busse Rd. and Landmier Rd.,placed on file.
Letter from Marathon Oil Co. about gasolin. tanks was referred to the Finance
Committee.
Rev. Ernest C. Grant, 794 Graceland Ave. was appointed to the Youth Commission with
term expiring April 30, 1966, by the Mayor and approved bythe City Council, on a
notion by Alderman Luellen and seconded by, Leer.
ADOPT C-3-63 ORDINANCE INCREASE OF TAXICABS TO 21: The motion was made by Alder-
man Czubakowski and seconded by Shillington to adopt the above ordinance. The Mayor
put the question and the Clerk called the roll with the following results: Ayes:
Alderman Rateike, Wright, Prickett, Luellen, Shillington, Czubakowski, French,
Swanson, Martin. Nays: Alderman 'Leer and Szabo. The Mayor declared the motion
carried.
The Mayor referred a letter of opinion on taxicabs to the License and Inspection
Committee regarding amending the Taxicab ordinance.
Alderman Shillington reported that all the building violations he had reported have'"
been corrected.
Alderman Swanson suggested that the'city property of old Riverview Hall could perhape
be sold to the School Board as the teachers are using it for parking. The Mayor is
to write to the Board.

Council approved to adjourn.
