Alderman Szabo made the following report: "Mayor and Members of the Council: In the past weeks, our committee has been investigating building code violations as requested by members of this Council. In previous reports, we discussed the vio- lations and the corrections made on the buildings where they occurred. "It is the recommendation of the'cammittee that the personnel in the department con- cerned have knowledge in their field; we also recommend that they work for better departmental organization to avoid future oversights. "As is true of all suburbs, Des Plaines is rapidly growing. We feel these short- comings of the building department were due to lack of knowledge rather than lack of integrity. "We wish to thank all of you for your cooperation." On motion by Alderman French and seconded by Luellen, the discussion was tabled. APPROVE PURCHASE OF 075.000.00 WATER REVENUE BONDS: ,The motion was made by Alder- man Prickett and seconded by Rateike to purchase 075,000.00 Water Revenue Bonds from Braun, Bosworth and Company. The Mayor put the question and the Clerk called the roll with the following results: Ayes: Alderman Rateike, Szabo, Wright, Prickett, Luellen, ie er, Shillington, Figard, Carroll,Czubakowski, French, Swanson, Martin and Bonaguidi. Henr;ch, City Clerk MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL, DES PLAINES, ILLINOIS HELD IN THE COUNCIL ROOM, CITY HALL, SEPTEMBER 16, 1963 AT 8:00 P.M. CALL TO ORDER: The meeting was called to order by City Clerk Otto W. J. Henrich, due to the Mayor's absence with Alderman Luellen, Shillington, Czubakowski, Carroll., Swanson, French, Irtin, Bonaguidi, Rateike, Prickett and Wright responding to roll call. The Clerk informed the Council the Mayor would be at the meeting later and a Mayor pro tem'would have to be appointed. On motion by Alderman Shillington and seconded by Carroll, Alderman Prickett was appointed. APPROVAL OF MINUTES: The motion was made by°Alderman Martin and seconded by Rateike to approve the minutes of September 3rd and September 9th. The motion was approved by acclamation. Alderman Szabo appeared at this time. OFFICIAL REPORTS: The Clerk submitted the reports of the Treasurer, and Comptroller for August. Engineer Fletcher made several progress reports. Attorney Dowd made several reports and recommended that action should be taken against Monarch Con- struction Company for violations on two buildings. On motion by Alderman Szabo and seconded by Swanson, this action was approved. PLAT FROM VILLAGE MANAGER, NILES, ILL. Alderman Martin made the following report: "Your Committee on Municipal Development has investigated the above and has found that the Communities of Des Plaines, Glenview,' Niles and Park Ridge.have been asked to consider the development of certain vacant lands in the Maine East School Area. The meeting and following recommendations are an effort to curtail multi- family rezonings (i.e. R-5 and R-6)in Cook County, which would continue to burden a 43 9/16/63 the school district and existing water and sewer facilities. "We, your Committee on Municipal Development, therefore recommend the R-3 area, bounded by Golf Road on the south, River Road on the vest, Central Road on the north and.Ridgewood Cemetery and Green Lake Golf Course on the east, be considered for future Industrial Park Development provided the present single family character now established in a few scattered areas be protested." On motion by Alderman Martin and seconded by French, the Council approved the report. $4.000.00 FOREIGN FIRE INS, FOR EQUIPMENT FOR NEW FIRE STATION: Alderman Rateike made the following report: "Your Committee on Fire has investigated the above and has found Des Plaines Fire Dept. Treasurer has been authorized by its members to release $4,000.00 of above fund for the purchase sof necessary equipment to equip Station No. 3. "We, your'Ccmmittee on Fire, therefore recommend that the Chief and Executive Board of the Fire Dept. be authorized to purchase equipment, all bids and invoices to be approved by the fire committee." On motion by Alderman Rateike and seconded by Carroll, the Council approved the report. TO ADVERTISE BIDS FOR BOILER AT WATER PLANT: Alderman Shillington made the following report: "Your Canmittee,on Buildings and Grounds has investigated the above and has found that the old builder which is original equipment installed when the plant was built is cracked, in several places and should be repaired or replaced. We re- commend replacement because the old' boilArris oil fired and actually has been too small since the addition to the water plant was built in 1956. "We, your Committee on Buildings and Grounds therefore recommend the City. Clerk advertise for bids to be returnable October 7th and that the Superintendent of Public Works draw specifications for same. Advertise for both gas and oil." On motion by Alderman Shillington and seconded by Carroll the Council approved the report. Alderman Bonaguidi made the following report for request for package liquor license for Osco -Jewel Company: "Your Committee on license, Health and Inspection has investigated the above and has found the lack of a license at the proposed location at Lee and Oakton Streets will present no hardship or inconvenience for the proprietors of the abovementioned establishment. Your committee feels that the need for this additional service at this time is not great as,there are other facilities in this area offering this service. Therefore, we your Committee on License, Health and Inspection, recommend that this request be denied." On motion by Alderman Bonaguidi and seconded by Martin the report was approved. The Mayor arrived at this time. He reported he attended a meeting of th* Des Plaines, ParkRidge Chapter of the Daughters of the American Revolution and that they pre- sented a framed Constitution of the United States to both Park Ridge and Des Plaines Mayors. This being Constitution Week. SCOTT AND MORSE TRAFFIC:. Alderman French made the following report: "Your Committee on Streets and Traffic has investigated the above and has"found Chairman, Traffic Omission confirms heavy use of entry to Scott frau Morse both east and west. We, your Camnittee on Streets and Traffic, therefore recommend appropriate ordinance be drawn to provide. for "Yield" signs on Morse for all traffic entering Scott from east or west." On motion by Alderman French and seconded by Swanson the Council approved the report. TRAFFIC CONTROL STUDENT PARKING 'LOT ENTRANCE OAKTON NEAR WOLF: Alderman French made the following report: "Your Committee on Streets and Traffic has investigated the above and has found TrafficCommission suggests referral to State Highway Division. "We, your Committee onStreets and Traffic, therefore recommend that the Chief Engineer, Division of Highways be written suggesting study and revised system of controls at Wolf and Oakton." SIDEWALKS FOR STREETS TO MAPLE SCHOOL: Alderman Frendh read a letter from Orchard Place Parent Teacher Assn. regarding the above. The letter was referred to the City Attorney. The Mayor reported receiving a letter regarding autos stopping at street curve on Lee St. near First Ave. and people crossing the street. The Mayor referred this to the Police and Street Committee. TO ADVERTISE BIDS FOR REMOVAL OF SLUDGE: On motion byAlderman Shillington and seconded by Prickett the Council approved to advertise bids for removal of•sludge at Water Plant, bids to be returned October 7th. CIVIL DEFENSE REPORT: Alderman Czubakowski made the following report: "Your Committee on Civil Defense has investigated the above and has found 'the Chicago Chapter of the American Red Cross has offered to assist our local Civil Defense organization by extending assistance to individuals and families in time of natural disaster in the following ways: 1) They will supply food, clothing, shelter, medical and nursing or hospital care to both residents who need these facilities and food to civil defense and rescue workers in the disaster area when other facilities are not available. 2) The Red Cross will maintain a register of families who have sought aid and an information service to handle incoming communica- tions relative to the well being of persons in the disaster area. The plan will be at no cost to the City of Des Plaines and your committee feels it is a valuable addition to civil defense disaster plans. "We, your Committee on Civil Defense therefore recommend that the Mayor andCivil Defense Director be instructed to sign a disaster agreement between the city and the American Red Cross and that two signed copies be forwarded to the Chicago Chapter of the American Red Cross c/o Richard Cortright, 1940 Glenview Avenue, Park Ridge. Mr.Cortright will return one copy signed by the Chapter Director for the city files." 'On motion by Alderman Czubakowski and seconded by Shillington, the Council approved the report. The Mayor referred to the Street Committee regarding taxicab stands. APPROVAL OF BILLS: Alderman Prickett presented the following resolution: BE IT RESOLVED BY THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. Total: $62,599.31. The motion was made by Alderman Prickett and seconded by Swanson to adopt the resolution. The Mayor put the question and the Clerk called the roll with the following results: Ayes: Alderman Rateike, Szabo, Wright, Prickett, Luellen, Shilling#on, Carroll, Czubakowski, French, Swanson, Martin and Bonaguidi. Nays: None. The Mayor declared the motion carried. Alderman Czubakowski presented a statement from Chief Kennicott for expense of five police delegates to convention - total $125.00 and Identi-Kit - $139.20. The motion was made by Alderman Czubakowski and seconded by Shillington to include the items on resolution of bills. Nays; None. The Mayor declared the motion carried. The Clerk informed the Council he received a letter from the County Zoning Board of Appeals granting application for Special Use for land fill at Toll Road south of Golf Road. ADOPT ORD. M-20-63 VACATING ALLEY: The Clerk read for the second reading the above ordinance. The motion was made by Alderman Prickett and seconded by Swanson to adopt the ordinance. The Mayor referred a County Zoning at Algonquin and Linneweh Roads to City Attorney to attend: The Mayor received a letter from Bible Church on Thacker Street regarding use of floats and distribution of literature regarding Awana Youth Program, October 5th. On motion by Alderman Shillington and seconded by Luellen the Council granted permission. The Mayor referred to the License and Inspection Committee regarding a license for "promotional ideas at shopping centers. Alderman Martin called a Municipal Development meeting for September 26th at 8:00 P.M. The Mayor referred to the Superintendent to check condition of Graceland Avenue south of Prairie Avenue. Behrel, with Alderman Luellen, Leer, Shillington, Figard, Czubakowski, Carroll,Swanson, French, Szabo, Pr po ng and i ett responding to roll call• . , lr- The Mayor informed the Council that Police Magistrate Sengstock was to receive an award frau the American Bar Association and invited Mr. Lowell D. Snorf, Jr. to the platform. Mr. Snorf, as a member of the Traffic Court Program of American Bar Association, then told of the work of Magistrate Sengstock and presented him with the plaque. Mr. Sengstock then gave a talk commending all other people for their good work in the Court proceedings.
