TRACKS AT NORIA: The Clerk read the above and on motion by Alderman Prickett and seconded by tuellen, the Council adopted the resolution. ADOPT RESOLUTION 10 FOOT CONCRETE BOX UNDER C & N.W. RR ON RAND ROAD: The Clerk read the above end on motion by'Alderman Wright and seconded by Luellen the Council adopted the resolution. ADOPT RESOLUTION FOR LEASE AGREII.= PARKING IAT WITH C. & N.W. RR. • The Clerk read the above and on motion by Alderman Wright and seconded by•Luellen, theCouncil adopted the resolution. ADOPT RESOLUTION ACCESS LICENSE .AGREEMENT BANTAM BOOKS : The Clerk read the above and on motion by Alderman Wright and seconded by Figard, the Council adopted the resolution. ADVERTISE BIDS FOR IMPROVING BANTAM BOOKS ROAD: On motion by Alderman Wright and seconded by Shillington the Council approved to advertise bids to be returned October 7th for improving the road. • A report of traffic on Washington St. between Westgate Road and Cumberland Parkway frau Chief Kennicott was referred to the Street Committee and Traffic Commission. Gene L. Matonts resignation from the Board of Health was accepted. Henry P. Stone's resignation from the Traffic Commission was accepted. A letter from Kenneth G. Meyer that the School District 62 would contribute $1,100:00 for sidewalks on Maple Street vas placed on file. PERMIT SIGN POR EIGHT MONTHS - REALTY COMPANY OF AMERICA: On motion by Alderman Szabo and seconded by Shillington the Council approved the above temporary sign. PETITION TO ANNEX S.W. CORNER GOLF ROAD AND RIVER ROAD: The Mayor presented the above petition which was referred to the Municipal Development. Committee. The Mayor has contacted the party to make application for rezoning. A letter and plat from James F. Pryde, Village Manager of Niles was referred to the Municipal Development Committee. He ‘Zetva , City Clerk SPRZ IAL MEETING OF THE CITY COUNCIL, DES PLAINES, ILLINOIS, HELD IN THE COUNCIL ROOM CITY HALL, SEPTEMBER 9, 1963 AT 8:00 P.M. CALL TO ORDER: The meeting was called to order by Mayor Herbert H. Behrel with Alderman Luellen, 1 er,.Shillingion, Figard, Czubakowski, Carroll, Swanson, French, Martin, Bonaguidi, Rateike, Szabo, Prickett and Wright responding to roll call. The Mayor informed the Council the meeting was called to discuss the Building violations and that'he had received the resignation of Merritt Weideman, effective September 14th, at the ,end of hie vacation. On motion by A;.d. Carroll and .second. by Shillington the council excepted the resignation. There was a discussion on buildings of Town Builders and regarding a street which the Plan Commission had approved as private,for parking. The.Council, on re- commendation e-conmendation of the Municipal league had the street dedicated as a public street. co, There was a discussion regarding the installation of gas tanks on River Road at school roadway to North'School. Attorney Hofeit , representing the -owner of the property spoke regarding these tanks. 1 345 '-2. 9/9/63 Fred 'Wilkins, construction manager of Mille* Builders spoke regarding his buildings. Alderman Szabo made the following report: "Mayor and Members of the Council: In the past weeks, our committee has been investigating building code violations as requested by members of this Council. In previous reports, we discussed the vio- lations and the corrections made on the buildings where they occurred. "It is the recommendation of the'cammittee that the personnel in the department con- cerned have knowledge in their field; we also recommend that they work for better departmental organization to avoid future oversights. "As is true of all suburbs, Des Plaines is rapidly growing. We feel these short- comings of the building department were due to lack of knowledge rather than lack of integrity. "We wish to thank all of you for your cooperation." On motion by Alderman French and seconded by Luellen, the discussion was tabled. APPROVE PURCHASE OF 075.000.00 WATER REVENUE BONDS: ,The motion was made by Alder- man Prickett and seconded by Rateike to purchase 075,000.00 Water Revenue Bonds from Braun, Bosworth and Company. The Mayor put the question and the Clerk called the roll with the following results: Ayes: Alderman Rateike, Szabo, Wright, Prickett, Luellen, ie er, Shillington, Figard, Carroll,Czubakowski, French, Swanson, Martin and Bonaguidi. Henr;ch, City Clerk MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL, DES PLAINES, ILLINOIS HELD IN THE COUNCIL ROOM, CITY HALL, SEPTEMBER 16, 1963 AT 8:00 P.M. CALL TO ORDER: The meeting was called to order by City Clerk Otto W. J. Henrich, due to the Mayor's absence with Alderman Luellen, Shillington, Czubakowski, Carroll., Swanson, French, Irtin, Bonaguidi, Rateike, Prickett and Wright responding to roll call. The Clerk informed the Council the Mayor would be at the meeting later and a Mayor pro tem'would have to be appointed. On motion by Alderman Shillington and seconded by Carroll, Alderman Prickett was appointed. APPROVAL OF MINUTES: The motion was made by°Alderman Martin and seconded by Rateike to approve the minutes of September 3rd and September 9th. The motion was approved by acclamation. Alderman Szabo appeared at this time. OFFICIAL REPORTS: The Clerk submitted the reports of the Treasurer, and Comptroller for August. Engineer Fletcher made several progress reports. Attorney Dowd made several reports and recommended that action should be taken against Monarch Con- struction Company for violations on two buildings. On motion by Alderman Szabo and seconded by Swanson, this action was approved. PLAT FROM VILLAGE MANAGER, NILES, ILL. Alderman Martin made the following report: "Your Committee on Municipal Development has investigated the above and has found that the Communities of Des Plaines, Glenview,' Niles and Park Ridge.have been asked to consider the development of certain vacant lands in the Maine East School Area. The meeting and following recommendations are an effort to curtail multi- family rezonings (i.e. R-5 and R-6)in Cook County, which would continue to burden
