Alderman Shillington's request for stop -lights at (Thacker) Dempster and Mt. Prospect
Roads and speed limits west of Mt. Prospect Road on Algonquin to Rt. 83 or Elmhurst
Road, due to new school opening in September was referred to the Street Committee.
"Thank -you" card was received and read from Herbert H. Behrel family acknowledging
kindness and sympathy of Council.
Letter from Bel -Aire Acres Civic Assn. regarding dumping operations in near future for
trucks speed signs was referred to Street Committee.
At request of Alderman -Leer, several families living in home at 1315 Margret St.
was referred to the City.
ADJOURNMENT: The motion was made by Alderman Bonaguidi and seconded by Figard

1963
ROLL CALL: The meeting was called to order by Mayor Herbert H.Behrel, the City
Clerk being absent, the DeputyClerk called.the roll with the following responding:
Alderman Prickett, Wright, Luellen, Leer, Shillington, Figard, Czubakowski, Carroll,
Swanson,.French, Martin, Bonaguidi Rateike and Szabo.
APPROVAL OF.MINUTES: On motion by Alderman Prickett and seconded by Bonaguidi,
the Council concurred in approval of the minutes of August 5, 1963 with the follow-
ing corrections: Bids were for Well No. 3 and Well No. 2, Alderman Wright.voted
"nay' for six month extenAion of one-way streets and Forest Hospital rezoning
have Plan Commission also make a study.
OFFICIAL REPORTS: The Deputy Clerk presented the treasurer's report for July,
1963.
OPEN ELECTRICAL BIDS FOR WELL NO. 3:. On a motion by Alderman Figard and seconded
by Shillington the Deputy Clerk was instructed to open the following bids:

Scott Electric, Des Plaines 12,698.00
Johnson Electric, Des Plaines 11,970.00
On a motion by, Alderman Figard and seconded by Luellen, the bids were referred to
the Water and Finance Conmiittees, City Engineer and Superintendent of Public Works
for study and report.
OPEN BIDS FOR LOWERING TURBINE WELL NO. 2 AND RF24OVAL OF EXISTING MOTOR AND TURBINE
WELL NO.3: On,a motion by Alderman Figard and seconded by Shillington the
Deputy Clerk was instructed to open the following bids:

On a motion by AldermanIigard and seconded by Shillington, the bids were referred
to the Water and Finance Canmittees,.City Engineer and Superintendent of Public
Works for study and report.
REZONING NORTHWEST CORNER CENTRAL AND WOLF ROADS: . On a motion by Alderman Martin
and seconded by French, the Council concurred in a report of the Municipal Develop-
ment -Committee for rezoning of northwest corner Wolf and Central Roads, with City
Attorney being directed to draft necessary ordinances.

ANNEXATION OF NORTHWEST CORNER CENTRAL AND WOLF ROADS: On a motion by A1de:Qman .
Martin and seconded by Figard the Council concurred in report for.City Attorney to -
draft necessary annexation ordinance.
Alderman Rateike will report on bids on Fire Department Auto at next council meeting.
AWARD GARAGE DOOR BID: The motion was made by Alderman Shillington and seconded
by Carroll to award the bid for garage door to Kinnear Manufacturing Company for
$1,178.00. The Mayor put the question and the DeputyClerk called the roll with the
following results: Ayes: Alderman Prickett, Wright, Luellen, Icer, Shillington,
Figard, Czubakowski, Carroll, Swanson, French, Martin, Bonaguidi, Rateike and Szabo.
Nays: None. The Mayor declared the motion carried.
Alderman Bonaguidi announced a meeting`of the License, Health and Inspection
Committee for august 20, 1963 at 7:30 P.M. to discuss taxi license.
POLICE SURVEY TRUCK TRAFFIC ON CHURCH STREET: On a motion by Alderman French and
seconded_ by Rateike, the Council concurred in report of Streets abd Traffic
Committee for Police Department to make survey and report on truck traffic and
speed on Church Street.
On motion by Alderman French and'seconded by Shillington, the Council concurred
in progress report on Howard Street paving.
The Mayor announced the next Council meeting will be Tuesday, September 3, 1963,
due to Labor Day.
TRAFFIC SIGNALS AT MT. PROSPECT AND THACKER,AND SPEED LIMIT ON ALGONQUIN ROAD:
On a motion by Alderman French and seconded by Swanson, the Council concurred in
report of Streets and Traffic Committee on securing traffic signals at Mt. Prospect
Road and Thacker Street and lowering speed limit of'algongUin Road west of Mt. •
Prospect Road.
CLOSING MAPLE STREET AT SPECIFIED HOURS FOR SCHOOL: Alderman French made the
following report: "Your Ctimmittee on Streets and Traffic has investigated the
above and has found until the sidewalks are installed on the East side of Maple
Street and if the closing of the street is supervised by a crossing guard and
closed only at the specified hours of 8-9 A.M.; 11:30-1:00 P.M. and 3-4 P.M.
on school days, this procedure is appropriate. The Fire Department is to in-
struct guards in case of emergency. We, your Committee on Streets and Traffic
therefore recommend that the Superintendent of Public Works and Police Chief
be directed to effect the necessary street closing only until the sidewalks are
installed and in use." On a motion by Alderman French and seconded by Rateike,
the Council' concurred in the report until sidewalks are installed.
ONE-WAY STREET SYSTEM: Alderman French read the following report: "Your Committee
on Streets and Traffic has investigated the above and has found that a joint under-
taking between City Officials and State Highway Engineers is necessary. Officials
of both have been notified of the necessity of a conference to consider:
1) Signals at Prairie and Graceland and Thacker and Graceland.
"2) Bosse of downtown area by tracks.
3) Signs and lane markups.
4)Police handling of traffic entering from principal parking lots.
We, your Committee on Streets and Traffic, therefore recommend:
1) That Des Plaines City Officials who have been notified, participate
in the conference and urge State Officials to expedite studies and
needed changes.
2) That Police Chief investigate handling of traffic from principal parking
lots particularly on Lee St. to prevent excessive stopping of vehicles
in more than one lane."
On a motion by Alderman French and seconded by Prickett, the Council concurred
in report.
CHANGE NAMES OF TWO STATE STREETS AND CENTRAL AVENUES: Alderman French made the
following report: "Your Committee on Streets and Traffic has investigated the
above and has found:

1) State Street north of Rand Road is unmarked and if existing, would
intersect a parking lot.
2) Cumberland State Street is well marked and has numerous residences.
3) Both Central Road and Central Street have residences on them and
confusion is creating problems for postmen, delivery men and others.
We, your Committee on Streets and Traffic, therefore recommend:
1) That the City Attorney investigate the vacation of the dedication of
State Street near Rand Road to see if this has not already been
accomplished.
2) Further investigation be conducted by the Committee to notify residents
and others affected,"of the change needed in the name of Central Avenue
on the south section of the City."
On motion by Alderman French and seconded by Shillington, the Council concurred
.in the report.
INCREASE CONTRACT FOR 1 000 000 GALLON WATER TANK: The motion was made by Alder-
man Figard and seconded by Shillington to increase contract 8-8478 for 1,000,000
gallon water tank for the required piling, for $17,750.00 and $2,240.00 for three
cascade type aerator, a total increase of $19,990.00. The Mayor put the question
and the Deputy Clerk called the roll with the following results: Ayes: Alderman
Prickett, Wright, Luellen, Leer, Shillington, Figard, Czubakowski, Carroll, Swanson,
French, Martin, Bonaguidi, Rateike and Szabo. Nays: None. The Mayor declared
the motion carried.
Alderman Luellen announced a Sewer Committee meeting for August 20, 1963, at
8:30 P.M.
BUILDING'VIOLATION OF F. AND L. CONSTRUCTION: Alderman Szabo made the following
report: "Your Building Control and Inspection Committee has investigated and
visited the site of construction of multi -family units known as the F. and L.
Construction, located north of Route 12. The Committee concurs with the action
taken by the City in ordering work stopped in this project. Widespread violations
of the building code are evident, that in the Committee's opinion, could r esult
in jeoparty to the welfare of future tenants.
"It is'the Comnittea's recommendation that construction remain stopped until
such time as changes be made to existing structures to bring them, into compliance
with the bu$lding codes."
On motion by Alderman Szabo and seconded by Prickett, the Council concurred in
-the report after considerable discussion, including an itemized report.
PARKING WT AT MINER AND GRACELAND AVENUE: Alderman Wright made the following
report: "Your Committee on Parking Meters has investigated the above and has
found according to City Engineer, this lot will provide 40 spaces. Based,on
the experience of Des Plaines National Bank developing the area'across the tracks,
a cost of approximately $1,000.00 per space could be anticipated. If there
were 50.% usage of this lot @ 40 X (30 hr. X .05) : $60.00 per week X 52 .
$3,120.00 per year meter take. Eighteen area merchants have petitioned their
desire to have this lot developed and promise aid.
"We, your Committee on Parking Meters therefore recommend that the acquisition and
development of the R.R. lot across Miner. Street from City Hall be favorablg con-
sidered, and that its purchase price be determined so that the 1964 appropriation
can contain the proper figure. Purchase, rather than rental, establishes once
and for all the future nature of this property and influences making the above
recommendation. I move concurrence and subsequent action by the Mayor to in-'
vestigate as above." The motion was seconded by Alderman Rateike which the
Council concurred in.'
Alderman Wright presented a' comparison report of parking meter revenues, but was
asked for comparable months report. .
APPROVAL OF BILLS: Alderman Prickett presented the following resolution:

BE IT RESOLVED BY THE CITY OF DES PLAINES
THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE
AND THAT THE MAYOR AND CITY CLERK BE AND ARE
HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME.
Total: $39,700.24. The motion was made by Alderman Prickett and seconded by Swanson
to adopt the resolution. The -Mayor put the question and the Deputy Clerk called
the roll with the following results: Ayes: Alderman Prickett, Wright, Luellen,
leer, Shillington, Figard, Czubakowski, Carroll, Swanson, French, Martin, Bonaguidi,
Rateike and Szabo. Nays: None. The Mayor declared the motion carried.
Alderman Prickett announced gasoline bids would be held in Committee.
BRENTWOOD SOUTH SUBDIVISION: The above plat was approved by the Plan Commission
and was referred to the Municipal Development Committee by the Mayor.
BALLARD GARDEN SECOND ADDITION: The above plat approved by, the Plan Commission
was referred to the Municipal Development Committee, after a five minute recess,
on a motion by Alderman Martin and seconded by French, the Council concurred in
approval of subdivision with Mayor and Clerk directed to sign plat.
ESSER RE -SUBDIVISION: The Mayor. referred the above plat to the Plan Commission for
study and report.
BRENTWOOD UNIT 7 SUBDIVISION: The Mayor referred the above plat to the Plan
Commission for study and report.
APPROVE MEMBERSHIP IN SUBURBAN MUNICIPAL COUNCIL ON MARE FIELD ZONING: On a
motion by Alderman Swanson and seconded by Martin the Council concurred in
membership in the Suburban Municipal Council on O'Hare Field Zoning.
ADOPT RESOLUTION PROTESTING O'HARE FIELD ZONING REGULATIONS: On a motion by
Alderman Martin and seconded by Swanson, the Council concurred'in adoption of
above resolution. The Council concurred in -appointing Mayor Behrel as representa-
tive and Alderman Swanson and Martin as alternates on protesting O'Hare,zoning
regulations.
ADOPT M-19-63 ORDINCE SIDEWALKS ON MAPLE STREET: The motion was made by Alder-
man French and seconded by Prickett to place the above ordinance on passage. After
considerable discussion, the motion vas made by Alderman Swanson and seconded by
Seabo to table ordinance. The Mayor put the question and the Deputy Clerk called
the roll with the following results: Ayes: Alderman Luellen, Shillington, Figard,.
Czubakowski, Swanson, and Szabo. Nays: Alderman Prickett, Wright, Leer, Carroll,
French, Martin, Bonaguidi and Rateike. The Mayor declared the motion lost. The
Council concurred en the motion for passage with Alderman Swanson, Szabo and Luellen
voting "nay". The motion was made by Alderman French and seconded by Carroll for
adoption of above ordinance. The Mayor put the question and the Deputy Clerk called
the roll with the following results: Ayes: Alderman Prickett, Wright, Luellen,
Leer, Shillington, Figard, Carroll, French, Martin, Bonaguidi and Rateike. Nays:
Alderman Czubakowski, Swanson and Szabo,. The Mayor declared the motion carried.
ADOPT T-7-63 ORDINANCE: On a motion by Alderman Luellen and seconded by Figard,
the Council concurred in placing ordinance on passage. The motion was made by
Alderman Luellenandseconded by Icer to adopt T-7-63 Ordinance. The Mayor put
the question and Deputy Clerk called the roll with the following results: Ayes:
Alderman Prickett, Wright, Iuellen, icer, Shillington, Figard,-Czubakowski, Carroll,
Swanson, French, Martin, Bonaguidi, Rateike and Szabo. Nays: None. The Mayor de-
clared the motion carried.
CORRECTION SPHCIFICATIONS 52 -CS: Engineer Fletcher explained the change from I-11
asphalt to B-4 asphalt as suggested by State Department, on a motion by Alderman
Luellen and 'seconded by Wright, the Council concurred in correcting resolution.
ADVERTISE BIDS 52 -CS On a motion by Alderman Luellen and seconded by Shillington
the Council concurred in advertising bids for paving Algonquin, Margret, and
Jeannette. 52 -CS returnable September 3, 1963.
FIRST READING A-8-66'ORDXNANCE ANNEXATION 7331 PLAINVIEW DRIVE:. The Deputy Clerk
placed the above ordinance on first reading.

ROSEMONTT WATER SUPPLY CONTRACT: The motion was made by Alderman Figard and seconded
by Shillington to adopt the Rosemont Water Supply Contract. The Mayor put the
question and the Deputy Clerk called the roll with the following results: Ayes:
Alderman Prickett, Wright, Luellen, Isar, Shillington, Figard, Czubakovski, Carroll,
Swanson, French, Martin, Bonaguidi, Rateike and Szabo. Nays: None. The Mayor de-
clared the motion carried.
Letter of General Outdoor Advertising for erecting posterboards was referred to the
Building Control and Inspection Committee for study and report.
APPOINT L. JEAN BRANDING HEALTH CRFICER: On a motion by Alderman Bonaguidi and
seconded by Carroll, the Council concurred in appointment of Mrs. L. Jean Branding
as Health Officer.
WATER TANK VANDALISM: The Mayor referred the letter on water tank vandalism to the
Water Camnittee for study and report.
LIQUOR LICENSE FOR OSCO DRUG COMPANY: The Mayor referred the request of Class B
Liquor License from Jewel Tea Company for Osco Drugs to the License, Health and
Inspection Ccimnittee for study and report.
ADVERTISE BIDS FOR SANITARY SEWER IN WESTGATE ROAD: On a motion by Alderman Rateike
and seconded by Figard the Council concurred in advertising bids for Sanitary Sewer
at Westfield and Thacker Streets, bids returnable September 3, 1963.
Alderman Figard announced Watbr Committee meeting for August 20, 1963 at 8:30 P.M.
AldermanCzubakowski questioned Engineer Fletcher on storm water at Oakton and Lee
which he stated did not apply in this case.
Alderman Czubakowski's query of dumping.between 1652 and 1678 Cora Street was referred
to Superintendent for study and report.
Alderman Swanson inquired of air traffic pattern over Des Plaines.
Alderman Prickett requested the Police Department to survey truck traffic on
River Road.
Alderman Swanson requested survey of speed. limit on Maple Street south of sidewalk.
ADJOURNMENT: On. a motion by Alderman Rateike and seconded by, Swanson,. the Council
concurred in adjournment.
