06/17/1963WATER REPORT: The Council discussed the Superintendent's Water report. Superintendent Wernicke said he would stop all sprinkling effective June 4th. Where new lawns and shrubbery have been installed, he would issue a written permit for some sprinkling. He requested Polide and Fire Departments to assist in stopping sprinkling. ADJOURNMENT: The motion was made by Alderman Bonaguidi to adjourn and this was seconded by Shillington. The motion was approved by acclamation. Otto W. J. CALL TO ORDER: The meeting was called to order by Mayor Herbert H.Behrel, with AldermanRateike,Szabo, Prickett, Wright, Luellen, Shillington, Figard, Czubakowski, Carroll, Swanson and Martin responding t9 roll call. APPROVAL OF MINUTES: The motion was made by Alderman Wright and seconded by Rateike to approve the minutes of June,6, 1963. The motion was approved by acclamation. OPEN BIDS ON CHLORINATOR: On motion by Alderman Figard and seconded by Alder- man Shillington the Clerk was instructed to open the above bids. The following bids were,received: Wallace and Tiernan $1,248.00 Fischer and Porter 1,175.00 On motion by Alderman Figard and seconded by Shillington the bids were referred to the Water and Finance Committees and Engineer Fletcher. OPEN BIDS ON ARTERIAL AND NON -ARTERIAL STREETS MAINTENANCE: On motion by Alderman Luellen and seconded by Szabo the Clerk was instructed to open the above bids. The following bids were received: Skokie Valley Asphalt Co. Allied Asphalt Paving Co. Arrow Road Const. Co. 29,203.50 31,397.55 31,606.72 On motion by Alderman Szabo and seconded by Luellen, the bids were referred to the,Street and Finance Committees and Engineer. Chief Kolze reported that the fire loss was not due to water shortage because it had a good start before they arrived. Supt. Wernicke reported Well No. 7 was operat- ing a good amount of water and that Well No. 6 was not operating due to failure of motor. They had to wait for a new motor to be shipped by air from Los Angeles. 0 ( I� I -2- 6/17/63 APPROVE PLAT OF TRECINSKI'S SUB.: On motion by Alderman Martin and seconded by Prickett the Council approved the above plat.. Alderman Rateike and Szabo voted "no." POLICE RESERVES: At request of Alderman Figard, the City Attorney is to draft resolution on rules and regulations of Police Reserve. REVIEW FIRE CONTRACTS: Alderman Rateike reported the following: "Your Committee on Fire recommend that for the year 1964, the following rates be charged. South Maine: That we continue to do all in our power to help the disolution of this Fire District. Part of it is now in court. Park Ridge Manor: That the same rate of 1963 be charged, $3,300.00. 1965 will probably see an increase -because of their own efforts in getting a greater percentage of collections. Hawthorne Rand: On mutual agreement an increase of $200.00, making it $2,500.00. North Maine: One -trustee and their attorney agreed to an increase of $4,000.00 making it $15,000.00. Having heard nothing to the contrary, we accept this con- tract." On motion by Alderman Rateike and seconded by Figard the City Attorney is to draft the new fire' contracts. CITY GARAGE DOOR REMODELING: Alderman Shillington reported the following: "Your Committee on Building and Grounds has investigated and found necessary the widening of the City Garage Door to provide easier ingress and egress for the city vehicles using same. We, your Committee on Building and Grounds, therefore recommend that specifications and bid forms be drawn up by proper administrative heads for such widening, and same to be opened by this Council at it's second meeting in July, which is July 15, 1963." On motion by Alderman Shillington and seconded by Szabo, the Council approved. CITY HALL AIR CONDITIONING: Alderman Shillington made the following report: "Your Committee on Building and Grounds has investigated the possibility of air conditioning the City Hall Offices including the council chamber. It is our understanding that the building is partially ducted for air conditioning. lie, your Committee on Building and Grounds, therefore recommend that specifica- tions, and bid forms be drawn -up by the proper administrative heads for com- pletion of such air conditioning and such bids be 'submitted to the city council not later than the first meeting in August, which is August 5, 1963 and job completed by May 1st, 1964." The Mayor informed the Alderman that there was no appropriation for this year but to keep the matter in Committee and see some architects without charge regarding the air conditioning. TO VACATE ST. STEPHEN'S ALLEY: Alderman Rateike reported the following: -"Your Committee on Streets and Traffic has investigated the above and has found it appears that St.Stephens Churoh owns all property butting this alley. When they show such proof of ownership, the city vacate this alley, AliingLill.iights, except all existing easements to utility companies shall remain, there shall be no charge for St. Stephens to the city, but they will pay necessary attornies fees to make this vacation possible. We, your Committee on Streets and Traffic therefore recommend that the -City Attorney draw the necessary ordinance." On motion by Alderman Rateike and seconded by Martin the Council approved the report. TRAFFIC AT MANNHE]A1 AND PROSPECT, FOOT AND BICYCLE: On motion byAlderman Rateike and seconded by Prickett, the Council approved to have Supt. Wernicke request the State Highway Department investigate for safety measures. YIELD" SIGNS AT CEDAR AND WELWYN AVENUES: On motion by AldermanRateike and seconded by Szabo, Superintendent Wernicke to have "Yield" Signs installed on Welwyn to yield to Cedar, was approved by the Council. APPROVAL OF BILLS: Alderman Prickett presented the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. -3- 6/17/63 The motion was made by Alderman Prickett and seconded by Swanson to adopt the resolution. SAFETY COUNCIL ATTER: The Clerk read a letter from the president of the Safety Council. That group voted in favor of continuing the one-way system. The letter is to be sent to Mr. Jim Reilly. ADOPT RESOLUTION ON PREVAILING WAGE RATES: On motion by Alderman Prickett and seconded by Luellen, the Council adopted the above resolution for prevailing wage rates for PublicWorks within Cook County. FIRST READING ORD.'M-15-63-ADOPTION OF OFFICIAL CODE: The Clerk read for the first reading the above ordinance. ACCIDENT CLAIM-ANNABELLE GILLESPIE: The above claim was referred to the Judiciary. Committee. COFFMAN AND ESSF% SUB -PLAT: The above plat was referred to the Plan Commission. SINCLAIR REFINING CO. LETTER ON MEMORIAL PARK: The above letter was referred to Public Building and Grounds Committee. A letter from the Department of Public Health, Springfield on trailer parks to be placed on file. On motion by Alderman Luellen and seconded by Czubakowski, the Council approved the Mayor's appointment of Alderman Swanson as delegate to the Northshore Council Refuse Disposal. On motion by Alderman Luellen and seconded by Shillington the Cottincil approved the Mayor's appointment ofMelvin J. Mertes, 1524 Sixth Avenue and Melvin Vincent, 109. Cranbrook Road to the Library Board to June 30, 1966. On motion by Alderman Figard and seconded by Luellen the Council approved the appointment of Gaston Freeman, 915 E. Grant Drive to.the Youth Commission to April 34 1966. On motion by Alderman Czubakowski and seconded by.Luellen to have the City Attorney ,amend the ordinance to increase from 5 to 7 the members of ,the Youth .Commission. A resolution fresh Mt. Prospect which is up for their Council approval. regarding interconnection of water lines of Arlington Heights, Mt. Prospect and Des Plaines was referred to the Water Committee. The Mayor reported on future hearings of County Zonings. On.motion by Alderman Pickett and seconded by Luellen the Council approved to have Attorney Dowd retain Real Estate Broker for zoning around Elmhurst and Algonquin Road. The Mayor put the question and the Clerk called the roll with the following results: Ayes: Alderman Rateike, Szabo, Wright, Prickett, Luellen,•Shillington,Figard, Carroll Czubakowski, Swanson and Martin.
