The motion was made by Alderman Luellen and seconded by Prickett to join with
the group on Special Events sign. The Mayor put the question and the Clerk
called the roll with the following results: Ayes: Alderman Rateike, Blume,
Wright, Luellen, Flauter, Figard, Prickett, French, Jackson and Bonaguidi. Nays:
None. The Mayor declared the motion carried.
ADJOURNMENT: The motion was made by Alderman Rateike and seconded by Blume
to adjourn the meeting to Monday, April 22, 1963 at 8:00 P.M. The motion was
voted upon by acclamation.

CITY COUNCIL, DES PLAINES, ILL. HELD IN
THE COUNCIL ROOM, CITY HALL, APRIL 22,
1963 AT 8:00 P.M.
CALL TO ORDER: The meeting was called to order by Mayor Herbert H. Behrel
with Alderman Prickett, Travis, French, Jackson, Bonaguidi, Rateike, Blume,
Wright, Luellen, Moehling, Flauter, and Figard responding to roll call.
The City Clerk reported he had received a resolution on State House Bill 755.
The Mayor referred same to the Judiciary Committee.
CANVAS BALLOTS ON APRIL 16th ELECTION: The Mayor appointed Alderman Rateike,
Blume and Jackson to canvas the ballots. The Mayor declared a recess and after
reconvening Alderman Rateike read the following resolution:
RESOLUTION DECLARING THE RESULTS OF
THE CITY ELECTION HELD ON APRIL 16, 1963
'SEAS a regular election was held in the City of Des Plaines on Tuesday,
April 16, 1963 for the purpose of electing one Alderman for four year term for
each of Wards 1, 3, 4, 5, 6, 7, and one two year term for Ward 5.
"WHEREAS the Mayor and City Council have canvassed the votes cast at said
election and find as follows:

"NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES,
COOK COUNTY, ILLINOIS.
"Section 1. That Joseph F. Szabo, John P. Leer, Edward C.Shillington,
William H.Carroll, Ewalt A.Swanson, and Ralph H. Martin having received the
highest number of votes cast for the office of Alderman of the first, third,
fourth, fifth, sixth and seventh Wards respectively, shall be and are declared
elected to the office of Alderman of the City of Des Plaines, Illinois, for a
full term of four (4) years and Lois Czubakowski of the fifth Ward elected for
a term of two (2) years to fill a vacancy, as provided by law.
"Section 2. That it is hereby found and determined that the question to
adopt a tax of two (2) mills on each dollar of the full, fair cash value to
levy a tax for fire protection, has been authorized by the electors of,said
city.
"Adopted by the City of Des Plaines, Illinois on the 22nd day of April, 1963.

resolution. The Mayor put'the question and the Clerk called the roll with the

Alderman Moehling informed the Council that the new Council should consider having
another election on the Storm Sewer.
APPROVAL OF BILLS: Alderman Prickett presented the following resolutions
BE IT RESOLVED BY THE CITY OF .DES PLAINES
THAT THE FOLLOWING BILLS ARE DUE AND
PAYABLE AND THAT THE MAYOR AND CITY CLERK
BE AND ARE HEREBY AUTHORIZED TO MAKE'
PAYMENT FOR SAME.
TOTAL: - $2,480.00
The motion was made by Alderman Prickett and seconded by Figard to adopt the
resolution. The Mayor put the question and the Clerk called the roll with the
following results: Ayes: Alderman Rateike, Blume, Wright, Luellen, Moehling,
Flauter, Figard, Prickett, Travis, Jackson and Bonaguidi. Nays: None. The Mayor
declared the motion carried.
APPROVE QUIT CLAIM DEED: Alderman Prickett reported on request for Quit -Claim
Deedlfrom Paul Gendel for four 25 foot lots, 1247 to,1263 Washington St. that
the fee of $150.00 for each two lots in question total $300.00. The motion was
made by Alderman Prickett and seconded by Figard to approve the report. The
Mayor put the question and the Clerk called the roll with the following results:
Ayes: Alderman Rateike,,Blume, Wright, Luellen, Moehling, Flauter, Figard, Prickett
Travis, Jackson and Bonaguidi. Nays: bone. The Mayor declared the motion carried.

APPROVE DRIVEWAYS SERVICE STATION MT. PROSPECT AND OAKTON STREETS. Alderman
Jackson made the following report: "Your Committee on Streets and Traffis has
investigated the above and has found that the above requested permits are for
four 35 foot driveways to permit ingress and egress to a service station on the
SW corner of Oakton and Mt. Prospect. That the requested driveways do not seem
to present any unusual hazards to vehicular or pedestrian traffic.
"We, your Committee on Streets and Traffic, therefore reccmend that the Super-
intendent of PublicWorks,be authorized to issue two permits.for 35 foot driveways
on Oakton and two on Mt. Prospect Road after copies of the necessary State permits
are on file." On motion by Alderman Jackson and seconded by Luellen, the Council
approved the report.
SIGN APPLICATION, 851 EIMHURST RD.: The above application was ie8erred to the
Municipal Development Committee.
Alderman Blume reported that on future hearings of the County Zoning, Attorney Dowd
is to attend the hearings.
W. H. BURFISHER RESIGNATION FROM THE LIBRARY BOARD: The Mayor read the letter of
resignation and said Gilbert Rudiger was also going to resign and that he would
have new appointments next meeting.
APPROVE PLAT OF DEDICATION BRENTWOOD UNIT NO. 4: Alderman Blume made the follow-
ing report: "Your Committee on Municipal Development has investigated the above
and has found the developers of Brentwood Unit # 4, Miller Builders, desire to
dedicate a strip of land located between lots 187 and 188 in the subject sub-
division for a sidewalk frau Norman Court to an elementary-school site. latter
from Plan Commission recommending approval is attached.
"We your Committee on.Municipal Development therefore recommend that the Council
concur with the recanmendatio# of the Plan Commission, that the Mayor and City
Clerk be authorized to affix their signatures thereon." On motion by Alderman
Blume and seconded by Bonaguidi, the Council approved the report.
ADJOURNMENT: On motion by Alderman Rateike and seconded by Blume the Council
approved to adjourn. a

CALL TO ORDER: The meeting was called to order by Mayor Herbert H. Behrel
with Alderman Prickett, Jackson, Bonaguidi, Rateike, Blume, Wright, Luellen,
Moehling, Flauter, Figard responding to roll call.
APPROVAL OF MINUTES: The motion was made by Alderman Prickett and seconded by
Rateike to approve the minutes of the regular meeting of April 15, 1963 and the
adjourned meeting of April 22nd. The motion was approved by acclamation vote.
OPEN LIME BID: On motion -by Alderman Bonaguidi and seconded by Luellen the.Clerk
was instructed to open the above bids. One bid was received from the company
who has been supplying the lime for many years. On motion by Alderman Wright
and seconded by Luellen the bid was referred to the Water and Finance C anmitteed
and Superintendent Wernicke.
OPEN BIDS ON WELL NO. 4 PUMP: On motion by Alderman Wright and seconded by Flauter
the Clerk was instructed to open the above bids. The following bids were received:
