Luellen and seconded by Flauter to adopt the ordinance. The Mayor put the question

Nays: None. Alderman Travis abstained. The Mayor declared the motion carried.
FIRST READING A-4-63 ORDINANCE: The Clerk read for the first reading the above
ordinance, for annexing Forest Preserve p roperty.
ADOPT M-10-63 ORDINANCE.: The Clerk read "for the first reading the above ordinance,
vacating public cross -walk, Brentwood No. 4. On motion by Alderman Blume' and
seconded by -Prickett the Council placed the ordinance on passage. The motion was
made. by Alderman Luellen and seconded by Bonaguidi to adopt the ordinance. The
Mayor put the question and the Clerk called the roll with the following results:
Ayes: Alderman Rateike, Blume, Wright, Luellen, Moehling, F lauter, Prickett, Tistle,
Travis, French and Bonaguidi. Nays: None. The Mayor declared the motion carried.

REQUEST FOR WATER -RIVER & REDEKER ROAD: The above request was referred to the
Water Committee.
LETTER OF COMMENDATION TO THE DEPT. OF PUBLIC WORKS AND DUTCH ELM DISEASE. COMMITTEE:
The Mayor read the above letter frau the.Safety Council and ordered it placed on
file.
MAYOR'S ANNUAL REPORT FOR 1962: The Aldermen all received a copy of the report
so the Mayor did not lead;the report.
Alderman Blume reported on County Zoning' Dockett 563 and 564 but said the City
Council was not interested in the zoning.
ADJOURNMENT: The motion was made by Alderman Rateike and seconded by Luellen
to adjourn. The motion was voted upon by' acclamation.

APRIL 15, 1963 AT 8:00 P.M.
CALL TO ORDER: The meeting was called to order by Mayor Herbert H. Behrel with
Alderman Prickett, French, Jackson, Bonaguidi, Rateike, Blume, Wright, Luellen,
Flauter and Figard responding to roll call.
APPROVAL OF MINUTES: The motion was made by Alderman Prickett and seconded by
Wright to approve the minutes of April 1, 1963. The motion was approved by
acclamation vote.
OPEN BIDS.FOR TRUCK FOR WATER DEPT.: On motion by Alderman Luellen and seconded
by Bonaguidi the Clerk was instructed to open the above bids. The following bids
were received:
Des Plaines Motor Sales 3,624.40
Holmes Motor Sales 3,299.90
Oakton Motor Sales 3,182.00
On motion by Alderman Figard and seconded by Flauter the bids were referred to
the Water and Finance Committees and Superintendent Wernicke.
OFFICIAL REPORTS: The Clerk submitted the reports for the first quarter of'1962
by Police and Fire, Departments, the Treasurer's March report and report on the
tax rate for 1962 by Comptroller Bach.

motion made by Alderman Blume and seconded by Prickett.
APPROVE PLAT OF BRENTWOOD UNIT NO. 5: On motion by Alderman Blume and seconded
by Prickett the Council approved the plat.
APPROVE RIVERWOOD IN DES PLAINES SUB.: On motion by Alderman Blume and seconded
by Prickett the Council approved the plat.
Municipal Development Committee meeting' Tuesday, April 23rd at 8:00 P.M.
TO CERTIFY ONE POLICEMAN: On motion by Alderman Figard and seconded by Flauter
the Council approved to certify one policeman for June 12th, by the Fire and
Police Commission.
ADOPT RESOLUTION FOR TRAFFIC LIGHTS: The motion was made by Alderman Jackson
and seconded by French to adopt the resolution for new traffic lights and re-
conditioning some existing lights for $70,000.00 Motor Fuel Tax funds. The
Mayor put the question and the. Clerk called the roll with the following results:
Ayes: Alderman Rateike, Blume, Wright, Luellen, Flouter, Figard, Prickett, French,
Jackson and Bonaguidi. Nays; None. The Mayor declared the motion carried.
PETITION OF PROPERTY OWNERS PARKING ON PINE ST.: Alderman Jackson madeIthe
following report: "Your Committee on EtrBetsA TraffiaT'nt has investigated
the above and has found i '..The''*bst^side' of Pine Street between Everett Avenue"
and Prospect is single family residential with side drives and two fire plugs.
2) The east side of Pine Street is developed as multi -family without any side
drives or fire plugs to disturb parking.
"We, your Committee on Streets and Traffic therefore, recommend that in the
interests of providing an amount of parking in keeping with the character of
the neighborhood that the City Attorney be requested to draw the necessary
ordinance removing Pine Street between Everett and Prospect from the alternate
year ordinance and designating the East side of the above described street as
the side for parking. "No Parking This Side of Street" signs should be posted
along the Vest side of the above described portion of Pine Street." On motion
by Alderman Jackson and seconded by French the Council approved the report.
ROBERT RUSSELL AWARDED BID ON SIDEWALK REPAIR: The motion was made by Alderman
Jackson and seconded by Blume to award the bid for sidewalk repair to Robert
Russell for 0.65 per square foot. The Mayor put the question and the Clerk
called the roll with the following results: Ayes: Alderman Rateike, Blume,
Wright, Luellen, Flauter, Figard, Prickett, French, Jackson and Bonaguidi. Nays:
None. The Mayor declared the motion carried.
APPROVE DRIVEWAY PEEe+irr S.E. CORNER LEE AND WALNUT: Alderman Jackson made the
following report: "Your Committee on Streets and Traffic has investigated the
above and has found that the State Department of Public Works has issued the
two attached driveway permits for the above described location. That in con-
versation between this Committee, the Mayor and the agent of the.owner it was
agreed that in the interests of safer ingress and egress, that the northermost
of the two driveways would be onto Walnut Street rather than Lee Street.
"We, your Committee on Streets and Traffic, therefore recommend that the Super-
intendent of Public Works be authorized to issue a permit for one 23 foot drive-
way on Lee Street in accordance with the attached sketch and State permit. Further
that he be authorized to issue a permit for one 24 foot driveway on Walnut St.,
as far east on the property as possible. These permits should be issued with the
firm understanding that as long as the present one-way street system is in
effect that the Lee Street drive will be conspicuously posted "entrance"only
facing Ise Street traffic and posted "No Exit" facing the commercial estab-
lishment. Parking bumpers should also be lined up in such a manner as to
give maximum encouragement to this traffic pattern." On motion by Alderman
Jackson and seconded by French the Council approved the report.

TRAFFIC CONTROL AT LEE AND WALNUT: Alderman Jackson made the following report:
"Your Committee on Streets and Traffic. has investigated the above and has found
that in. view of the proposed commercial development on the S.E. corner of Lee
and Walnut Streets that additional controls are necessary to control traffic
at this ,point.
"We, your Committee on Streets and Traffic, therefore recommend that the City
Attorney be requested to draw the ordinance necessary to permit the posting
and enforcement of the following signs. 1) A "Stop Sign" on the S.'W4 corner
of Lee and Walnut Streets causing Walnut traffic headed west to stop at Lae
Street. 2)"No Parking" signs on both sides of Walnut Street from Ise Street
East to where the Walnut dead ends. There should also be a sign indicating "No
Left Turn" posted on the same post as the stop sign." On motion by Alderman
Jackson and seconded by Blume the Council approved the report.
PETITION TO VACATE ALLEY: A petition to vacate alley between Everett and
Rive*view running north and south between Maple and Sycamore was referred to
the Street Committee.
TO ADVERTISE BIDS FOR LIME: On motion by Alderman Flauter and seconded by
Prickett the Council approved to advertise bids for lime. Bids to be returned
May 1, 1963.
REQUEST FOR WATER BY HOMER SOD FARM: On motion by Alderman Flauter and seconded
by Figard the Council approved to allow the above to tap the w atermain east side
of River Road.
REJECT BIDS WELL NO. 4 REPAIRS: On motion by Alderman Flauter and seconded by
Prickett the Council approved to reject the above bids.
TO ADVERTISE BIDS FOR TURBINE AND MOTOR: Alderman Flauter made the following
report. "We, your Committee on Water, in view,of the fact that bids for re-
pair to Well # 4 have proven unsatisfactory request Council's concurrence to
advertise for a suitable turbine and motor to fit the 16" casing in Well # 4.
Specifications to be drawn,by the City Engineer and returnable May 6th." On

the report.
TO ADVERTISE BIDS FOR 12 INCH WATER MAIN ON DEMPSTER AND ELMHURST RDS.:
Alderman Flauter made the following report: "Your Committee ori Water has
investigated the above and has found the proposed 12" main will connect that
portion across the Public Service rightaway and the Park property. This will
complete the main extension and provide additional service to the area.
We, your Committee on Water, therefore recommend that we advertise for bids
on the proposed extension and specifications to be drawn by the City Engineers
returnable at the May 6th meeting." On motion by Alderman Flauter and seconded
by Wright the Council approved the report.
TO ADVERTISE BIDS FOR 1,000,000 GALWN WATER TANK: Alderman Flauter made the
following report: "At a meeting of the Water and Finance Committee on April
8th the matter of one one million -gallon water tank was d iscuased., It was
genuinely felt that a tank of the capacity located in the Western area of the
City,would be desirable and beneficial to all residents of the City. -
"4Je, your Committee, therefore recommend that we advertise for bids fort he
installation ofa one million gallon water tank. Technical specifications
are to be drawn and agreed upon by the City Engineer and Superintendent of
Public Works while the 'financial aspects of the bid, such as manner of payment,
be drawn by the City Comptroller. Bids returnable at the May 20th meeting."
On motion by Alderman Flauter and seconded by Luellen the Council approved the
report.
APPROVE SIGN APPLICATION S.E. CORNER IEE AND WALNUT STS.: On motion by Alder-
man Blume and seconded by Luellen, the Council approved the above sign.

AQARD BID ON PARKING METERS TO PARKIT-LOCKIT CO.: The motion was made by Alder-
man Wright and seconded by Figard to award the above bid for eighty meters for
$2,893.60 and eighty standards for $320.00. The awarding date to be delayed
until we determinewhen needed and Parkit-I cket Company to be so advised. The
Mayor put the question and the Clerk called the roll with the following results:
Ayes: Alderman Rateike, Blume, Wright, Luellen, Flauter, Figard, Prickett, French,
Jackson and Bonaguidi. Nays: None. The Mayor declared the motion carried.

ZONING BOARD REPORT 63 -9 -R -FOREST AND OAKTON STREETS: The Zoning Board d -:hied
the rezoning and the Mayor referred same to the Municipal Development Cee.
ZONING BOARD REPORT 1054 FIRST AVE.: The Zoning Board denied the rezoning from
R-2 to R-4 and the Mayor referred same to the Municipal Development -Committee.
FIRST READING M-12-63 ORDINANCE - CHRISTMAS TREES: The Clerk read for the first
reading the above ordinance.
ADOPT T-5-63 ORDINANCE - STOP SIGNS ON HOWARD STREET: TheClerk read for the
first reading the above ordinance. The motion was made by Alderman Jackson and
seconded by Bonaguidi'to place the ordinance on passage. The Council approved
the motion with Alderman Prickett voting "no." The motion was made by Alder-
man Jackson and seconded by French to adopt the motion. The Mayor put the
question and the Clerk called the roll with the following results: Ayes:

by Alderman Prickett and seconded by Luellen, the Council approved the resolution.
CONTRACT FOR WELLER CREEK IMPROVEMENT: The motion was made by Alderman Prickett
and seconded by Wright to approve the contract. The Mayor put the question and
the Clerk called the roll with the following results: Ayes: Alderman Rateike
Blume, Wright, Luellen, Flauter, Figard, Prickett, French, Jackson and Bonaguidi.
Nays: None. The Mayor declared the motion carried.
BEN MINER LETTER ON CHICAGO AVENUE: The above letter was referred to the Street
and Municipal Development Committee.
The motion was made by Alderman Prickett and seconded by Luellen to pay $250.00
for expense of Weller Creek Commission for trip to Springfield. The Mayor put
the question and the Clerk called the roll with the following results: Ayes:
Alderman Rateike, Blume, Wright, Luellen, Flauter, Figard, Prickett French, Jackson
and Bonaguidi. Nays: None. The Mayor declared the motion carried.

The City Clerk reported he had received a resolution on State House Bill 755.
The Mayor referred same to the Judiciary Committee.
CANVAS BALLOTS ON APRIL 16th ELECTION: The Mayor appointed Alderman Rateike,
Blume and Jackson to canvas the ballots. The Mayor declared a recess and after
reconvening Alderman Rateike read the following resolution:

'SEAS a regular election was held in the City of Des Plaines on Tuesday,
April 16, 1963 for the purpose of electing one Alderman for four year term for
