"A Special Meeting of the City Council of the City of Des Plaines, Illinois is
hereby called, pursuant to a request of Mayor Herbert H.•Behrel, to be held on
Monday, March 25, 1963 at 8:00 P.M. in the Council Chambers, Municipal Building
Des Plaines, Illinois for the following purpose;
THE PURPOSE OF AMENDING THE ORDINANCE CALLING FOR AN ELECTION . ON THE
SEWER BOND ISSUE AND CORRECTION OF POLLING PLACE OF PRECINCT 2 OF THE THIRD
WARD.

ADOPT M-8-63 ORDINANCE REPEALING M-7-63. The motion was made by Alderman Blume
and seconded by Luellen to place the ordinance on passage. The Mayor put the
question and the Clerk called the roll with the following results: Ayes: Alder-
man Rateike, Blume, Wright, Luellen, Moehling, Flauter, Figard,Prickett, Travis,
French, Jackson and Bonaguidi. Nays: None. The Mayor declared the motion carried.
The motion was made by Alderman Luellen and seconded by Figard to adopt the ordinance.
The Mayor put the question and the Clerk called the roll with the following results:
Ayes: Alderman Rateike, Blume, Wright, Luellen, Moehling, Flauter, Figard, Prickett,
Travis, French, Jackson and Bonaguidi. Nays: None. The Mayor declared the motion
carried.
ADOPT M-9-63 ORDINANCE STORM SEWER BONDS: The Clerk read' for the first reading
the above ordinance. The motion was made by Alderman Prickett and seconded by
Moehling to place the ordinance on passage. The Mayor put the question and the
Clerk called the roll with the following results: Ayes: Alderman Rateike, Blume,
Wright, Luellen, Moehling, Flauter, Figard, Pri&kett, Travis, French, Jackson and
Bonaguidi. Nays: None. The Mayor declared the motion carried.

MINUTES OF THE REGULAR MEETING OF THE CITY
COUNCIL, DES PLAINES, ILLINOIS HELD IN THE
COUNCIL ROOM, CITY HALL, APRIL 1, 1963 AT
8:00 P.M.
CALL TO ORDER: The meeting was called to order by Payor Herbert H. Behrel with
Alderman Prickett, Tistle, Travis, French, Bonaguidi, Rateike, Blume, Wright,
Luellen, Moehling, Flauter responding to roll call.
APPROVAL OF MINUTRS: The motion was made by Alderman Wright and seconded by
Prickett to approve the Minutes of March 18th and Special Meeting of March 25th,
1963. The motion vas approved by acc1anation vote.
OPEN SIDEWALK REPAIR BIDS: On motion by Alderman Bonaguidi and seconded by
Luellen, the Clerk was instructed to open the above bids. The following bids
were received:

On motion by Alderman Blume and seconded by Luellen the bids were referred to the
Street and Finance Committees.
OPEN BIDS ON WELL NO. 4 REPAIRS: On motion by Alderman Flauter and seconded by
Tistle, the Clerk was instructed to open the above bids. The following bids were
received:
J. P. Miller Artesian Well Co. $8,370.00
L. Cliff Neely 5,147.00
Wehling Well Works 8,142.50
Milaeger Well and Pump Co. 7,000.00
The above bids do not include some hourly rates and are confusing%
On motion by Alderman Flauter and seconded by Tistle the bids were referred to the
Water and Finance Committees and Engineer.
One bid was received for truck for the Water Department and on motion by Alderman
Prickett and seconded by French new bids are to be advertised and the one bid was
rejected.
OPEN PARKING METER BID: On motion by Alderman Rateike and seconded by Wright
the Clerk was instructed to open the one bid.
.Parkit-Lockit Co.,3609 Church St., Cincinnati 44, Ohio
$36.77 each and $4.00 for five ft. standards.
On motion by Alderman Rateike and seconded by Blume the bid was referred to the
Parking Lot and Finance Committees and Superintendent Wernicke.
The Mayor referred to the Water Committee to hold a meeting regarding construction
of water tank. This to include the Finance C amittee, City Engineer, Superintendent
and Comptroller. Alderman Flouter called for a meeting of the Water Committee for
April 8th at 8:00 P.M..
Attorney Dowd reported on hearing of Special Assessment for streets south of
Touby and informed the Council the meeting was continued for three weeks.
OFFICIAL REPORTS: The Clerk submitted the Comptroller's and Building Commissioner's
reports for March. Also the quarterly report of the Health Department.
ZONING N.W. CORNER DEMPSTER AND MT. PROSPECT : Alderman Blume made the following
report: "Tour Committee on Municipal Development has investigated the above and
has found the Zoning Board of Appeals in a letter dated February 21, 1963 denied
the request for a Commercial Zoning of the corner 1501 on both Dempster and Mt.
Prospect Road on the basis that the need for Commercial facilities in the neighbor-
hood was not shown and that it might be considered "Spot Zoning" in view of, the
surrounding single family zoning and uses.
"We your Committee on Municipal Development therefore recommend that the Council
concur with the report of the Zoning denying the petition to classify the pro-
perty C-2 upon. annexation to the City, and that the ordinance "A-14-63" be placed
on second reading subsequent to the sewer bond referendum."
On motion by Alderman Blume and seconded by Moehling the Council concurred in the
report.
CHRISTMAS TREE SALE ORDINANCE REPORT: Alderman Bonaguidi made the following,: re port:
"Your Committee on License, Health and Inspection has investigated the abov , nd
has found that frcoi time to time the vacated Christmas tree sales lots do present
a safety hazard.

"We, your Committee on License, Health and Inspection therefore recommend that
the City Attorney be authorized to.write or rewrite the ordinance similar to
that mentioned in the attached letter from Fire Chief Ray Kolze."
On motion by Alderman Bonaguidi and seconded by Tistle the Council concurred in
the report.
A petition presented by Alderman Tistle regarding parking on Pine Street was re-
ferred to the Street Committee.
EVELYN THORSEN CASE: Alderman Flauter made the following report: "Your Committee
on Judiciary has investigated.the above and has found Mrs. Thorsen has spent
$6,316.69 as medical expenses.in this injury. The original amount asked for was
$20,000.
"We, your Committee on Judiciary therefore recommend this case be settled in the
amount of $7,500.00.
The motion was made by Alderman Flauter and seconded by Moehling to approve the
report. The Mayor put the question and the.Clerk called the roll with the following
results: Ayes: Alderman Rateike, Blume, Wright, Luellen, Moehling, Flauter,
Prickett, Tistle, Travis, French and Bonaguidi. Nays: None. The Mayor declared
the motion carried.
APPROVAL OF BILLS: Alderman Prickett presented the following resolution:

resolution. The Mayor put the question and the Clerk called the roll with the

declared the motion carried.

Committee.
TWO PLATS. BRENTWOOD IN DES PLAINES UNIT 5 and UNIT 6: The above plats were re-
ferred to the Municipal Development Committee.
PLAT OF DEDlCATION.LOT 10 IN LEE'S SUB.: The above plat was referred to the
Municipal Development Com►ittee.
PLAT OF TOUHY-MANNHED4 INDUSTRIAL SUB.: The above plat was referred to the Plan
Commission.

EMPLOYEES PETITION - FIVE DAY WEEK: The Clerk submitted a petition from City
Employees for a five day week which the Mayor referred to the Finance Committee.
RESOLUTION FOR TRAFFIC LIGHTS ON THACKER STREET: The Clerk submitted the above
resolution and the Mayor referred same to the Street Committee.
RESOLUTION FOR ADDITIONAL FUNDS FOR COMPLETION OF REHABILITATION OF TRAFFIC LIGHTS
TOTAL $706.83. The Clerk submitted.the above resolution and on motion by Alder-
;ian Blume and seconded by'Tistle the Council adopted the resolution.
ADOPT M-11-63 SPECIAL ASSESSMENT NO. 184 ORDINAECE: The Clerk read the above
ordinance for the first reading. On motion by Alderman Travis and seconded by

Luellen, the ordinance was placed on passage.. The motion was made by Alderman
Luellen and seconded by Flauter to adopt the ordinance. The Mayor put the question
and the Clerk called the roll with the following results: Ayes: Alderman Rateike,

Nays: None. Alderman Travis abstained. The Mayor declared the motion carried.
FIRST READING A-4-63 ORDINANCE: The Clerk read for the first reading the above
ordinance, for annexing Forest Preserve p roperty.
ADOPT M-10-63 ORDINANCE.: The Clerk read "for the first reading the above ordinance,
vacating public cross -walk, Brentwood No. 4. On motion by Alderman Blume' and
seconded by -Prickett the Council placed the ordinance on passage. The motion was
made. by Alderman Luellen and seconded by Bonaguidi to adopt the ordinance. The
Mayor put the question and the Clerk called the roll with the following results:
Ayes: Alderman Rateike, Blume, Wright, Luellen, Moehling, F lauter, Prickett, Tistle,
Travis, French and Bonaguidi. Nays: None. The Mayor declared the motion carried.
DRIVEWAY APPLICATION MT. PROSPECT RD. AND OAKTON ST.: The above application was re-
ferred to the Street Commmittee,
REQUEST FOR WATER -RIVER & REDEKER ROAD: The above request was referred to the
Water Committee.
LETTER OF COMMENDATION TO THE DEPT. OF PUBLIC WORKS AND DUTCH ELM DISEASE. COMMITTEE:
The Mayor read the above letter frau the.Safety Council and ordered it placed on
file.
MAYOR'S ANNUAL REPORT FOR 1962: The Aldermen all received a copy of the report
so the Mayor did not lead;the report.
Alderman Blume reported on County Zoning' Dockett 563 and 564 but said the City
Council was not interested in the zoning.
ADJOURNMENT: The motion was made by Alderman Rateike and seconded by Luellen
to adjourn. The motion was voted upon by' acclamation.

APPROVAL OF MINUTES: The motion was made by Alderman Prickett and seconded by
Wright to approve the minutes of April 1, 1963. The motion was approved by
acclamation vote.
OPEN BIDS.FOR TRUCK FOR WATER DEPT.: On motion by Alderman Luellen and seconded
by Bonaguidi the Clerk was instructed to open the above bids. The following bids
