NORTH SUBURBAN COUNCIL OF REFUSE DISPOSAL: Alderman Figard made the following
report: "Council concurrence is requested for our contribution of $700.00, made
payable to the North Suburban Council for Refuse Disposal. This monies to be
used along with the contributions of other member cities. The monies shall be
used in the employment of consultant experts in sanitation disposal, the expense
of legal counsel for the drafting and follow through of legislation to permit
the formation of sanitation districts." The motion was made by Alderman Figard
and seconded by Flauter to approve the report. The Mayor put the question and
the Clerk called the roll with the following results: Ayes: Alderman Rateike,
Blume, Wright, Luellen, Moehling, Flauter, Figard, Prickett, French, and
Bonaguidi. Nays: None. The Mayor declared the motion carried.

COUNCIL ROOM, CITY HALL, FEBRUARY 18, 1963
AT 8:00 P.M.
CALL TO ORDER: The meeting was called to order by Mayor Herbert H. Behrel with
Alderman French, Jackson, Bonaguidi, Rgteike, Blume :Wright, Moehling, Flauter
and Figard responding to roll call.
APPROVAL OF MINUTES: The motion was made by Alderman Wright and seconded by
Rateike to approve the minutes of the February 4, 1963 meeting. The motion was
voted upon by acclamation.
OFFICIAL REPORTS: The Clerk submitted the report of the Comptroller for January.
On motion by Alderman Blume and seconded by Moehling the Mayor is to write to
States Attorney Ward for help in Attorneys case.
ALLEY VARIATION ORDINANCE: Alderman Blume reported the following: "Your Committee
on Municipal Development has investigated the above and has found that as a result
of court litigation, Lots # 21 through 26 have been zoned "R-4, Multiple Family
Residence District" facing the alley adjacent to Des Plaines Ave., and backing up
to Chicago Ave. This postion of the alley serves no public benefit. In return
for this vacation, the owner of the aforementioned lots agree'to dedicate a strip
of•land 101 wide by 1431 long to the width of the present alley parallel with

Des Plaines Ave. bringing its width to 261 which shall be improved at the owner's
expense with either concrete or blacktop as thecourts' letter of direction expresses.
"Ne your Committee on Municipal Development, therefore recommend that the Ordinance,
M-16, Vacating Public Alleys is good and proper and as a result of the Court's
action, the City should vacate the public alley as directed." On motion by Alder-
man Blume and seconded by'Bonaguidi, the Council approved the report.
Alderman Blume called a meeting of the Municipal Development Committee for
February 25th at 7:30 P.M.
AWARD POLICE SQUAB CAR BIDS TO HOLMES MOTOR COMPANY: Alderman Figard made the
following report: "Your Committee on Finance and Police has investigated the
above and has found that Holmes Motor Company Ford dealers in the City of Des
Plaines meet all specifications and are the low bidder. $229.00 monthly rental,
excess mileage .03 per mile over the maximum mileage of 30,000 miles per year.

TO CERTIFY TWO LIEUTENANTS AND ONE ADDITIONAL FIREMAN: On motion by Alderman
Figard and seconded by Rateike, the Fire and Police Commission to certify the
above was approved.
TO INCREASE SANITATION FEE TO $1.25 PER MONTH: Alderman Figard made the following
report: "Tour Committee on Finance, Sanitation, City Comptroller and Superintendent
of Public Works has investigated the above and has found Publle Works have re-
viewed the cost of operation of the Sanitation Department. Mr. Back submitted
a detailed report of expenditures against revenue for 1962. The department had
an operating deficit of $25,749.93. In order to make a fair and reasonable
evaluation of our cost per home, our total revenue was divided by the number of
family units as established by the Department of Public Works (10,559) units and
find the cost per unit to be $1.23.
We, your Committee, therefore recommend we increase the sanitation fee to $1.25
per home per month and City Attornny,to draft ordinance." The motion was made by
Alderman Figard and seconded by Flauter to concur in the report. The Mayor put
the question and the Clerk called the roll with the following results: Ayes:

NURSE AND WELFARE FUND: Alderman Bonaguidi reported of meeting with the Nurse
and Welfare and due to the Nurse not having been appointed to date, the Welfare
is doing the wort they had done in the past. Alderman Bonaguidi made the motion
which was seconded by Moehling to allow the same monthly amount as last year
to the Nurse and Mlelfare until a nurse is appointed. The Mayor put the question
and' the Clerk called the roll with the following results: Ayes: Alderman Rateike,
Blume, Wright, Moehling,,Flauter, Figard, French, Jackson and Bonaguidi. Nays:
None. The Mayor declared the motion carried.
Street Committee meeting February 21st at 8:00 P.M.
A report on street parking north side from Alderman Rateike was referred to the
Street Committee. '
STORM SEWER REFERENDUM: Alderman Moehling made the following report: "Your
Committee on Sewer has investigated the above and has found the plans and'specifi-
cations prepared by the City Engineer for a major improvement to the system of
sewers in Des Plaines were discussed by and between the members of the Sewer

Committee, the Mayor and the City Engineer. These plana and specifications are in
the hands of every alderman, accompanied by a map of .the city showing existing
sewer mains and the improvement contemplated in the sewer extension proposed under
the plans. Council has in the past (by unaminous vote on July 16, 1962) authorized
the City Engineer to prepare said plans and specifications for sewer improvements,
the project to be financed by bonds issued under the authority of a public
referendum. Although additions to or deletions from the projected improvemectB may
hereafter be made upon recommendation of,the aldermen, the cost of the project
set out in the plans before the Council at this meeting is estimated to be
approximately $2,280,216.00.
"Also discussed by the Sewer Committee, the Mayor and City Engineer was the date
for presentation of the bond referendum. It was,the consensus of this group that
the most advantageous time for presentation of the issue before the residents of
Des Plaines was the April general election, the fire bond referendum on the same
ballot to the contrary notwithstanding. It was agreed that intensive Public -
relations by all members of the City Council -and all city officials will be re-
quired to bring out a favorable vote in April.
"The project, if consumated, will provide.extensive, city-wide improvements to a
storm water sewer situation which otherwise will continue to worsen with time. The
attention of the aldermen is called to certain inescapable facts, predented in Mr.
Fletcher's report that more and more open land which formerly absorbed and held
surface water is being built upon by non-absorptive surfaces such as roof tops;
pavements, sidewalks, etc., without a sufficient increase in sewer capacity to
handle the resulting continual increase in storm water run-off. The diversion
of storm water into large sewer mains which will be provided by the proposed sewer
extension should relieve our present combination storm and sanitary sewers 'to the
point that flooding of residential basements should be substantially eliminated,
except for extreme conditions. Even though the residents in some sections of the
city may be somewhat remote from one or more of the storm sewer mains to -be in-
stalled under the proposed extension, all residents of the city nevertheless bene-
fit from the installation of sewers in other parts of the city since the sewage
handled. by new sowers will relieve the sewage load formerly carried by the old
sewers.
"We, your Committee on Sewer, therefore recommend that this Council approve the
proposed Plans and Specifications, and that the issue be placed on the ballot
of the April General Election, and.that-the City Attorney prepare the necessary
ordinance authorizing the referendum. It is further recommended that'the re-
ferendum also approve the inclusion of two - one million gallon water storage
tanks and.a bridge over Weller Creek on Washington St. These additional improve-
ments will raise the total cost of the improvements to about $2,660,000.00."
The motion was made by Alderman Moehling and seconded by Rateike to approve the
report. The Mayor put.the question and the Clerk called the roll with the'follow-
ing results: Ayes: Alderman Rateike, Blume, Wright, Moehling, Flauter, Figard,
French, Jackson and Bonaguidi. Nays: None. The Mayor declared the motion carried.
Alderman Bonaguidi presented a letter signed by thirteen High School students
regarding poor service at the Library. The letter was referred to the Library
Committee.
APPROVAL OF BILLS: Alderman Figard presented the following resolutions

Prickett, the Council authorized the Mayor and City Clerk to execute, the agreement.
The Mayor referred the Kerr Chemical Fire Contract to the Fire Committee.
ARTHUR MASON ION FROM CIVIL SERVICE COMMISSION: Mr. Mason served seven
years on the Commission and tendered his resignation. On -motion by Alderman
Prickett and seconded by Figard, the Council accepted his resignation and the
Mayor is to write a letter.
