MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL, CITY OF DES PLAINES, HELD IN THE COUNCIL ROOM, CITY HALL, FEBRUARY 4, 1963 AT 8:00 P.M. CALL TO ORDER: The meeting weds called to order by Mayor Herbert H. Behrel with Alder- man Prickett, French, Bonaguidi,Rateike, Blume, Wright, Luellen, Moehling, Flauter and Figard responding to roll call. APPROVAL OF MINUTES OF JAN. 21t191221 The motion•was made by Alderman Prickett and seconded by Bonaguidi to approve the minutes. The motion was approved by acclamation. OPEN BIDS ON SQUAD CARS: On motion by Alderman Figard and seconded by Blume, the Clerk was instructed to open the following bids: Holmes Motor Co. $229.00 Maine leasing 234.00 Ladendorf Leasing Co. 252.00 On motion by Alderman Prickett and seconded by Figard the bids Caere referred to the Police and Finance Committees OFFICIAL REPORTS: The Clerk submitted the reports of the Building Commissioner for January, the Treasurer's report for November and December and the annual Police Report. TO ADVERTISE BIDS TO PAINT WATER TANK: On motion by Alderman Prickett and seconded by Luellen the Council approved to advertise bids on painting water tank with bids to be returned March 4th. , Meeting of the Sewer Committee February llth at 8:30 P.M. on sewer referendum. All Alderman are invited to attend. DI LEONARDI REPORTED ON TWO COUNTY ZONINGS: On motion by Alderman Blume and seconded by Bonaguidi the attorney is to file protest on Ballard Road Multi -family rezoning. On motion by Alderman Blume and seconded by Luellen, the attorney is to file protest on Multi -family rezoning at Dempster and Elmhurst Road. DEMPSTER AND MT. PROSPECT ROAD ANNEXATION: Alderman Blume reported the following: We, your Committee on Municipal Development recommend that the aforementioned property as indicated on the plat attached be annexed as requested, and that the City Attorney be instructed to prepare the proper ordinance for Council approval." On motion by Alderman Blume and seconded by Prickett the Council approved the report. Municipal Development Committee meeting February 12th at 7:30 P.M. ' AGREEMENT JOHN SEXTON SAND AND GRAVEL CORP. FOR REFUSE DISPOSAL: Alderman Figard made the following report: "Your Committee on Sanitation and Finance has investi- gated the above and has found the contract as submitted by the John Sexton Sand and Gravel Corp. will provide Des Plaines with a satisfactory sanitation land fill site for a period of five years at $ .40 per yard for three years and $ .44 for the remaining two years. We, your Committee on Sanitation, therefore recommend that the City Attorney review the contract submitted and if approved by him, the Mayor and the City Clerk sign the contract." The motion was made by Alderman Figard and seconded by Prickett to approve the report. The Mayor put the question and the Clerk called the roll with ;the following results: Ayes: Alderman Rateike, Blume, Wright, Luellen, M oehling, Flauter, Figard, Prickett, French and Bonaguidi. Nays: None. The Mayor declared the motion carried. DRIVEWAYS FOR HUMBLE OIL COMPANY, MANNHEIM ROAD: On motion by Alderman French and seconded by Luellen, the above driveways were approved. BID FOR REPAIR OF WATER TANK TO CONTINENTAL STEEL TANK CO.: The motion was made by Alderman Flauter and seconded by Prickett to award the tank repair to Continental Steel Tank Co. for $1,575.00 The Mayor put the question and the Clerk called the -2- 2/4/63 roll with the following results: Ayes: Alderman Rateike, Blume, Wright, Luellen, Moehling, Flauter, Figard, Prickett, French and Bonaguidi. Nays: None. The Mayor then declared the motion carried. SLUDGE REMOVAL BIDS: The motion was made by Alderman Flauter and seconded by Figard to award the above bid to Trumbull Excavating Company not to exceed $6,152.00 at the rate of 2500 yards of sludge removal and disposal at $2.00 per yard and 48 hours of machine time at $24.00 per hour. The Mayor put. the question and the Clerk called the roll with the following results: Ayes: Alderman Rateike, Blume, Wright, Luellen, Moehling, Flauter, Figard, Prickett, French and Bonaguidi. Nays: None. The Mayor declared the motion carried. BIDS ON ALARM SYSTEM FOR WELLS: Alderman Flauter made the following report: "We, your Committee onWater recommend that it would be to the best interests of efficient water service that the Johnson Electric Company be awarded the contract in the amount of $1,950.00." The motion was made by Alderman Flauter and seconded by Luellen to approve the report. The Mayor put the question and the Clerk called the roll with the following results: Ayes: Alderman Rateike, Blume, Wright, Luellen, Moehling, Flauter, Figard, Prickett, French and Bonaguidi. Nays: None. The Mayor declared the motion carried. WATER AND SEWER CONTRACT. OAKTON AND ALGONQUIN CORP.: Alderman Flauter made the following report: "Your Committee on Water has investigated the above and has found the proposed mains are to run from Pennsylvania Avenue west on Algonquin Road and then south to the Corporation's property. The estimated cost of the pro- ject is $70,000.00 (recover $42,000.00) of which it felt that $28,000.00 is the cost to be absorbed by the Corporation as a direct benefit. The contract is similar to those entered into by the City under similar circumstances. The proposed tap on fee for other property owners is to be $650.00 per acre. We, your Committee on Water and Sewers, therefore recommend that it would be to the best interests of the City to extend its mains into the area and the Mayor and City Clerk be authorized to sign the contract." The motion was made by Alderman Flauter and seconded by Figard to approve the report. The Mayor put the question and the Clerk called the roll with the following results: Ayes: Alderman•Rateike, Blume, Wright, Luellen, Moehling, Flauter, Figard, Prickett, French and Bonaguidi. Nays: None. The Mayor declared the motion carried. SIGN PERMIT FOR WALGREEN DRUG CO. GOLF ROAD AND ROUTE 83: On motion by Alderman Blume and seconded by Luellen the Council approved the sign permit. PARKING LOT AT CUMBERLAND STATION: Alderman Wright made the following report: "Your Committee on Parking Lots has investigated the above and has found: (a) That C. and,N.W. will tender a ten year lease, collecting 20% of meter take for•the first three years and 33-1/3% for the remaining seven years. (b) The City would agree to meter the area leased at an estimate of cost of $4,200.00 for 150 meters, posts and car stops. (c) City Engineer estimates a cost of $16,500 for paving ingress_ road and the area for 150 cars. In conference with Bantam Books, it may be possible to shorten ingress road, cutting across said property. (d) If we can rent to 100 cars a day X 5 days a week © .25 each, said $125.00 par week for 52 weeks willbring in $6,500.00 per year. If the 20% ($1,300.00) for C. & N.W. is paid, $5,200.00 net balance is left. (e) If a limit is put onto area and Northwest Highway parking, there should be gained safety in the Cumberland area. All cars would move on Golf Road but this should be compensated by clarifying other sections of traffic problems. We, your Committee on Parking Lots, therefore recommend approval of leasing and developing this lot at an expenditure of approximately $20,000.00." APPROVAL OF BILLS: Alderman Prickett. presented the following resolution: BE IT RESOLVED BY THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND HEREBY ARE AUTHORIZED TO MAKE PAYMENT FOR SAME. -3- 2/4/63 The motion was made by Alderman Prickett and sec9nded by Rateike to adopt the resolution. The Clerk submitted the Zoning Board report that the -petition of Niles Terrace Management for. rezoning property at the Northeast corner Rand and Fourth was withdrawn due to objections. ,ADOPT 1963 APPROPRIATION ORDINANCE: The Clerk read for the second reading the above ordinance. The motion was made by Alderman Prickett and seconded by Luellen to adopt the ordinance. The ordinance was referred to the Municipal Development Committee. NORTH SUBURBAN COUNCIL OF REFUSE DISPOSAL: Alderman Figard made the following report: "Council concurrence is requested for our contribution of $700.00, made payable to the North Suburban Council for Refuse Disposal. This monies to be used along with the contributions of other member cities. The monies shall be used in the employment of consultant experts in sanitation disposal, the expense of legal counsel for the drafting and follow through of legislation to permit the formation of sanitation districts." The motion was made by Alderman Figard and seconded by Flauter to approve the report. The Mayor put the question and the Clerk called the roll with the following results: Ayes: Alderman Rateike, Blume, Wright, Luellen, Moehling, Flauter, Figard, Prickett, French, and Bonaguidi. RESIGNATION OF NANCY STONEBURNER AS MEMBER OF DES PLAINES YOUTH COMMISSION: On motion by Alderman Prickett and seconded by Luellen, the Council accepted the above resignation. CALL TO ORDER: The meeting was called to order by Mayor Herbert H. Behrel with Alderman French, Jackson, Bonaguidi, Rgteike, Blume :Wright, Moehling, Flauter and Figard responding to roll call. APPROVAL OF MINUTES: The motion was made by Alderman Wright and seconded by Rateike to approve the minutes of the February 4, 1963 meeting. The motion was voted upon by acclamation. OFFICIAL REPORTS: The Clerk submitted the report of the Comptroller for January. On motion by Alderman Blume and seconded by Moehling the Mayor is to write to States Attorney Ward for help in Attorneys case. ALLEY VARIATION ORDINANCE: Alderman Blume reported the following: "Your Committee on Municipal Development has investigated the above and has found that as a result of court litigation, Lots # 21 through 26 have been zoned "R-4, Multiple Family Residence District" facing the alley adjacent to Des Plaines Ave., and backing up to Chicago Ave. This postion of the alley serves no public benefit. In return for this vacation, the owner of the aforementioned lots agree'to dedicate a strip of•land 101 wide by 1431 long to the width of the present alley parallel with 0gF
