OFFICIAL REPORTS: The Clerk submitted the reports of Comptroller Bach, Building
Commissioner Weideman and Nurse and Welfare Assoc. for October. Supt. Warnicke
reported of flooding Water Plant due to carelessness of an employee and that
investigation of placing warning signals to prevent future flooding.
DEVONSHIRE WEST PIAT APPROVED: Alderman Blume made the following report : "Your
Committee on Municipal Development has investigated the above and has found
property consists of 119 "R-2 Single Family" lots (29.49 acres) bounded by
Elmhurst Road on the West, 727 ft. south of Algonquin Road recently annexed to
the City of Des Plaines. Letter from the Plan Commission certifies that the Plat
meets all the requirements of the Subdivision Ordinance. Double Frontage lots
exist on lots 1 and 36 in Bik. 2, Lots 1 and 2 in Bik. 4 and Lot 1 in Blk. 1;
however a restrictive covenant is shown indicating no access to Elmhurst Road. '
Attached hereto is an Agreement between the subdivider, Miller Builders, and the
Elk Grove School District No. 59. There is no public sidewalk provided for on
the Elmhurst Road double frontage lots, the rear of which faces to the West on
Elmhurst Road. We, your Committee on Municipal Development, therefore recommend
that the City Council approve this Plat and that the Mayor and the City Clerk
affix their signatures thereon subject to the addition of a covenant, seperate
escrow agreement or seperate bond to provide public walks on the aforementioned
western boundries of the double -frontage lots, and receipt of the proper bonds
or escrow agreement for all other public improvements." On motion by Alderman
Blume and seconded by Bonaguidi the Council approved the plat.
REPORT ON MILLINGS IN COMMERCIAL BUILDINGS: Alderman Blume made the following
report: ."Your Committee on Municipal Development has investigated the above
and has found under zoning restrictions now in effect for C-1 and 0-2 Commercial
areas (Sections 4-A and 4-B as amended October 2, 1961) residential uses are pro-
hibited except that one residential use shall be permitted behind a commercial
establishlme�nt for occupancy by the proprieter of said establisrmlent so ong
as the commercial use and the residential use are contained in one building
structure. Under certain conditions it is more desireable tat a residential
use be established above, rather than behind a commercial establishment. Your
Municipal Development Committee feels that the wording of the ordinance should
be changed to permit a residential use, either above or behind a commercial use
in the amended sections. We, your Committee on Municipal Development, therefore
recommend that the matter of the change in the wording of Paragraph 25 of,
Section 4-A of Article 4 and Paragraph 41 of Section 4B.2 of Article 4 of the
Zoning Ordinance of 1960 be referred to the Zoning Board of Appeals so that the
corrections can be sondidered according to these recommendations." On motion
by Alderman Blume and seconded by Luellen, the Council concurred in the report.
TO ADVERTISE BIDS FOR FIRE STATION NO. 3: On motion by Alderman Tistle and
seconded by Luellen the Council approved to advertise for fire station bids to
be returned December 3, 1962.
On motjon by Alderman istle and seconded by Luellen, the Council appointed
Alderman Figard delegate and Mayor Be hre l alternate delegate to the North Shore
Comm. regarding creating, a garbage disposal district.
DRIVEWAY REQUEST 540 ALGONQUIN RD.: , On motion by Alderman Tistle and seconded
by Travis, a permit for two driveways at 540 Algonquin Road after the permit
from the State Highway Department is received, was granted.

at 333 E. Touiy Ave., State Highway Dept. approved.
AWARD BID FOR WEIL NO. 7 PUMP HOUSE: The motion was made by Alderman Flauter and
seconded by Tistle to award the pump house bid to John K. Stoltzner and Associates
458 Northwest Highway, Des Plaines for ,.,015.00 and other bidders' checks re-
turned. The Mayor put the question and the Clerk called the roll with the follow-

Alderman Bonaguidi reported the following: "Your Committee on License, Health,
and Inspection has investigated the above and has found that to increase the
hours to 4:00• A.M. would present definite moral and policing problems thereby
placing additional burden upon the community. We, your Committee on License,
Health and Inspection therefore recommend that this request be denied." On
motion by Alderman Bonaguidi and seconded by Luellen the Council approved the
report.
GRANT CLASS E LIQUOR LICENSE TO CAESAR'S RESTAURANT: Alderman Bonaguidi made
the following report: "Your Committee on License, Health and Inspection, has
investigated the above and has found the matter of a liquor license at this
location has been before your Committee on many occasions. A g'eat deal of con-
sideration has been given to the pros and cons of this request. Your committee
feels that of all the liquor license classifications, this type is the most
desireable. Your committee is aware that issuance of this license would serve
a certain segment of our population who desire alcoholic beverages with their
meals. We, your Committee on License, Health and Inspection, therefore recommend
this license be granted. This report is signed by two members of the Committee:
Alderman Blume and Alderman Tistle. Alderman Bonaguidi r8camnending against
issuance." The Council concurred in the report with Alderman Bonaguidi voting "no."
ZONING BOARD REPORT ON HEIGHT REGULATION: The report recommended a change in
Zoning Ordinance to allow four or five story apartment buildings not 45 feet in
height. On motion by Alderman Blume and seconded by Luellen, the Council

ZONING BOARD REPORT TO REZONE TO RESIDENTIAL PORTION OF DEAN AND ILLINOIS STREETS:
The Clerk -read the report to change from Commercial to R-2 Single Family Residence
1977 - 1997 Dean St. and 1974 - 1996 Illinois St. On motion by Alderman Tistle
and seconded by Blume, the Council approved the report, and the City Attorney to
draft ordinance.
ADOPT Z-13-62 ORDINANCE 815 E. OAKTON ST.: The Clerk read for the second reading
the above ordinance. The motion was made by Alderman Tistle and seconded by
Blume to adopt the ordinance. The Mayor put the question and the Clerk called

ZONING BOARD' REPORT 1625-1645 LINDEN ST.: A variation petition on the above for
two apartments was considered by Zoning Board. Their opinion was that the .
Zoning Ordinance would allow the building and directed the Building Commissioner
to issue building permit. After discussion the Mayor referred the report to
the Municipal Development Committee and City Attorney to study the report.
ZONING REPORT 1034 ES PLAINES AVE.: The Clerk read the above report to rezone
lot for R-4 Multiple Family Residence. The vote was 3 to 3 and denied the
rezoning. The Mayor referred the report to the Municipal Development Committee.
LITTELFUSE REZONING ON NORTHWEST HIGHWAY: The Clerk read the report granting to
rezone to M-2 General Manufacturing District upon annexation property of
Benjamin Electric Company on Northwest Highwez. On motion by Alderman Rateike
and seconded by Luellen, the Council concurred in the report.
