GALL TO ORDER: The meeting was called to order by Mayor Herbert H. Behrel with Alderman Luellen, Moehling, Flauter, Prickett, Tistle, Travis, Jackson, Bonaguidi, Rateike, Blume and Wright responding to roll call. APPROVAL OF MINUTES: The motion was made by Alderman Wright and seconded by Luellen to approve the minutes of August 8th and epeci 1 meeting of august 8th. Corrections ' on Little League Temps regarding underwritin tb exceed e400.00 and no vote of Figard, Prickett and Tistle on Sixth Ward Election ordinance. The motion was then approved by acclamation vote. OPEN GARAGE BOILER BIDS: The motion was made by Alderman Bonaguidi and seconded by Rateike to open the above bids. One bid was received from Toay Heating Company for $2,550.00. On motion by Alderman Flauter and seconded by Moehling, the bid vas referred to the Building and Grounds and Finance Committees. and Superintendent of Public Works. • OPE)!VARI-DRIVE BIDS: On motion by Alderman F lauter and seconded by iwellen the Clerk was instructed to open the above bids. OPER BIBS ON WELL !U EIFCTRICAL WORK AND fl STALLATION: Oh motion by Alderman Flauter and seconded by Travis the Clerk was instructed to open the above bids. The following bids were received: M. P. Schueller and Assoc., Aurora §'6477.00 • L. Cliff Neely, Batavia 7,420.00 Meager Well•& Asap Co.,Milwaukee 7,200.00 On motion by Alderman Flouter and seconded by,Wright, the bids were referred to the Water and Finance Cammitteee and Superintendent of PublicWorks and to the City Engineer. The Mayor declared a recess to check boiler bid. After reconvening the motion was made by Alderman Rateike and seconded by Blume'to award the boiler bids to the Toay Heating Company for $2,550.00. APPROVE ANNEXATION S.E. CORNER WOLF AND HOWARD AVE.: Alderman Blume made the following report: !lour Committee on Municipal Development has investigated the above and has found property is located on the SX..corner of Wolf Road and Howard and now consists of two 1/2 acre lots. Petitioner desires to annex to be able to use city water and sewers and provide for four lots. We, your Committee on Municipal Development, therefore recommend that the property be annexed as shown and that the plat be referred to the Plan Commission for study and approval and that the City Attorney draft an ordinance." On motion by Alderman Blume and seconded by Jackson the Council approved the report. APPROVE N.J. CONSTRUCTION•C0. BUILDING: Alderman B lume made the following report: "Your Committee on Municipal Development has investigated the above and has found Kirkhill, Inc. desires to construct a one-story office and warehouse on the S.W. corner of Touhy and Wolf Road. Property is properly zoned M-2. Company will not be objectionable or noisy. We, your Committee on Municipal Development, therefore recommend approval of Kirkhill, Inc. as requested. The City Clerk to notify Mr. N. J. Wagner of N.J. Construction Company of this a'pproval." On motion by Alderman Blume and seconded by Luellen the Council approved the report. ANNEXATION S;'. CORNER EIMHURST AND ALGONQUIN PROPERTY APPROVED: On motion by Alderman Blume and seconded by Luellen the above annexation was approved. 234 -2- 8/20/62 APPROVE REZONING ON DES PLAINES'AVE.AND DEVON AVE. Alderman Blume made the following reports "Your Committee on Municipal Development has investigated the above and has found this committee on June 18, 1962 recommended denial of a change of zoning from 1-2 to M-2 on the basis of spot zoning. Upon reconsideration of the evidence presented, itis felt that the litigation to follow and the possible annexation by another community to obtain the .requested M-2 zoning, makes our position unrealistic. We, your Committee on Municipal Development, therefore recommend that in order to insure the improvement of the property in question according to the standards main- tained by the building and zoning ordinances of the City of Des Plaines, the re- commendation of the Zoning Board, granting M-2 zoning, be approved as requested." On motion by Alderman Blume and seconded by Rateike the Council approved the report. Alderman mea voted "no." OOLF-WOLF ROAD TRAF'F'IC LIGHTS: Alderman Jackson made the following reports "Your Committee on Streets and Traffic has investigated the above and has found that the continuous nature of the traffic flow, as presently allowed, in the direction from under the railroad bridge makes this an extremely hazardous intersection for all pedestrians; that there are a very considerable number of both school childr'en'and. commuter pedestrians involved; that this committee has received numerous phone calla, letters, petitions from individuals and citizens groups on the above; that the Safety Council has asked for the lights to be re -phased so that there is one cycle when the pedestrians are not in casnpetiton with motor vehicles. We, your Committee on Streets and Traffic, therefore recommend that the right turn arrow be removed from the traffic light.standard on the N.W. corner." On motion by Alderman Jackson and seconded.by Travis the Council approved the report. DESIGNATING ARTERIAL STREETS RESOLUTION: On motion by Alderman Jackson and seconded by Travis the Council approved to designate Margret, Jeannette and Second from Algonquin to Thacker Streets and Oakwood and Walnut frau First Ave. to Third Ave. as arterial streets and adopted the resolution. RESOLUTION USE OF MOTOR FUEL TAX FUNDS: Alderman Jackson reported the following: We, your Committee on Streets and Traffic, recommend that the Resolution covering the following work be adopted; Second Ave. frau Thacker to Algonquin, widen, replace curb and gutter, storm sever. Jeannette from Thacker tollgenquin, widen, replace. curb_ and gutter, storm sewer. Margret frau Thacker to Algonquin,' widen, replace curb and gutter, storm sewer. Oakwood from First to Second, resurface. Walnut from First to Second, - resurface. "` Algonquin from Mannheim to Wolf, resurface. " On motion by Alderman Jackson and seconded by Tistle, the Council approved the report and adopted the resolution. ORA/0 MANOR HKIE OWNERS ASSN. RE GARDING.TRAYF1C: Alderman Jackson reported the following: "Your Committee on Streets. and Traffi .has investigated the above and has found that the requested 15 MPH speed limit sfgns are illegal. That the Central Road entrance to this subdivision does present a small target and require the making of a slow, sharp turn. We, your Committee on Streets and Traffic, therefore recommend that the Police Department check conditions within the subdivision and report to this committee so that we may further consider this part of the complaint. That the City Engineer and Superintendent of PublicWorks survey the Central Road entrance to the subdivision and make recommendations to this Committee prior to the first meeting in September as'to how the approach and/or flare of this entrance can be altered so as to provide easier entrance to the area." On motion by Alder- man Jackson and seconded by Bonaguidi the Council approved the, report. • STOP SIGN ON ALGONQUIN AND THIRD AVE.: Alderman Jackson made the following report: 'lour Committee on Streets and Traffic has investigated the above and has found that the above intersection forms a T. That the traffic from all three directions is presently required to stop. That it is not necessary, in the interest of safety, for the traffic on Algonquin to stop. We, your Committee on Streets -and Traffic, therefore recommend that the City Attorney be directed to prepare an ordinance causing the stop signs stopping traffic on Algonquin at Third to stop to be removed. It is the intention of the Committee that the stop signvetopping, Third Ave. traffic at Algonquin be retained." 235 8/20/62 The motion was made by Alderman Jackson and seconded by Travis to approve the report. The Mayor put the question and the Clerk called the roll with the following results: Ayes: Alderman Blume, Wright, Flauter, Prickett, Tistle, Travis, Jackson. Superintendent Wernicke was instructed to contact the State Highway Department to place 20 M.P.H. signs on Algonquin Road between Wolf Road and Third Ave. DRIVEWAY PP M1T GRANTED WARNECKE TUBN I! .: On motion by Alderman Jackson and seconded by Travis, the Council approved a 24 foot driveway on the south side of Oakton near Pennsylvania Ave. HIGHKNOLLS SCHOOL BUS LOADING ZOIC': Alderman Jackson made the following report: "Your Committee on Streets and. Traffic has investigated the above and has found that in general it is desireable to have school bus loading zones and passenger car pick-up areas separated from the regular flow of traffic. That the City Council has urged that the school boards give thorough consideration to the safety of their children and traffic in general by planning such areas when building new schools or revamping existing ones. We, your Committee on Streets and Traffic, therefore recommend that the requested bus loading area be approved for the present parkway area'in front of the school building on Dara Lane, the entire cost of the improve- ment to be at the expense of the school and under the supervision of the Superintend- ent of Public Works." On motion by Alderman Jackson and seconded\by Blume the Council approved the report. TRAFF10 AT CRAIG DR.. DAVID DR.i3AND RUSTY DR. Alderman Jackson made the following report:. "Your Committee on Streets and Traffic has investigated the above and has found that traffic coming frau Rusty Drive proceeds onto David Drive and turns into Craig Drive with a burst of acceleration that violates the safety of those who live in and pass through the above described area. That because of the offset nature of the streets; ordinary traffic controls would not be effective. We, your Committee on Streets and Traffic, therefore recommend that the police department survey the above location and make recommendations regarding suitable control measures. One measure.that we would like checked out is the possibility of controlling the sit- uation through the placement of a single stop sign stopping north bound David Drive traffic at Craig Drive." On motion by Alderman Jackson and seconded by Tistle the Council approved the report. PARKING ON OAKWOOD AVE. EAST OF LUST.' Alderman Jackson made the following report: "Your Committee on Streets and Traffic has investigated the above and has found that a one hour parking restriction exists on the north side of Oakwood in the area described above. That the east half of the South side of the above area is posted 'No Parking This Side of Street'. That although the, above des- cribed area is designated as part of the alternate year parking ordinance, the foregoing conditions seem to have prevailed for some time. That the merchants in the area would like to see the parking restriction.on the south side of the street removed frau the alternate year ordinance. We your Committee on Streets and Traffic therefore recommend that the portion of Oakwood Avenue between Lee Street and Center Street be removed from the Alternate Year Ordinance and that the following parking conditions prevail: North side - one hour parking restriction as at present." CIVIL DEFENSE TRAILER SOLD: On motion by Alderman Moehling and seconded by Luellen the Civil Defense Trailer bid was awarded to Robert Zeimet for one dollar. -. APPROVAL OF BILLS: Alderman Prickett predented the following resolution: BE if RESOLVED BY THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HERBY AUTHORIZED TO MAKE PAS FOR SAME. 236 -4- - - 8/20/62 The motion was made by Alderman Prickett and seconded by Blume to adopt the resolution. Nays: None.' The Mayor declared the motion carried. REZONING DENIED AT N.W. CORNER IEE AND HOWARD ST. The Clerk read the report of Zoning Board denying the rezoning from R-2 to C-1, Shopping District for Medical Offices. On motion by Alderman Tistle and seconded by Moehling the Council approved the report. Alderman Luellen voted "no". SIXTH WARD EJECTION OCTOBER 16. 1962. The City Clerk informed the Council the Sixth Ward election was changed to October 16th due to County Registration on October 9th. 800 LINE GATES ON THACK R ST. The Clerk reported he received a resolution from the Illinois Commerce Commission that the Soo Line made a requestto change gates due to widening Thacker Street. ADOPT T-8-62 ORDINANCEL The Clerk read for the second reading the above ordinance, regarding traffic on Linden, Fargo, Welwyn Dr. and Greenview Ave. The motion was made by Alderman Blume and seconded by Travis to adopt the ordinance. The Mayor put the question and the Clerk called the roll with the following results: Ayes: Alderman Rateike, Blume, Wright, Luellen, Moehling, Flauteri Prickett, Tistle, Travis, Jackson and Bonaguidi: Nays: None. At Alderman Moehling's request for school stop light at Third and Algonquin was referred to the Street Canmittee. PETITION FOR ORCHARD PLACE AREA FOR STREET PAVING:AND DRAINAGE: The above petition was referred to the Board of Local Improvements. , Alderman Luellen's request for load limit on Oakwood and Walnut was referred to the Street and Traffic Commission. Also his request for one-way on Walnut and Oakwood was referred to the above. ADJOURNMENT: The motion was made by Alderman .Prickett and seconded by Bonaguidi to adjourn. CALL TO ORDER: The meeting was called to order.by Mayor Herbert H. Behrel, the City Clerk being absent the Deputy Clerk called the roll with Alderman Luellen, Moehling, Flauter, Prickett, Tistle, Travis, Jackson, Bonaguidi, Blume and Wright responding to roll call. APPROVAL OF MINUTES: The motion was made by Alderman F lauter and seconded by Travis to approve the minutes of August 20, 1962. Correction: Alderman Moehling voted "no" for rezoning of Des Plaines and Devon Avenue, Walnut and Oakwood Avenue one-way was open discussion public hearing, and Vari-drive omitted'bid from Foote Brothers Gear and Machinery for +•96.00, drive unit only. The Council con- curred in corrections and approved the minutes as corrected, by acclamation vote. OFFICIAL REPORTS: The Mayor placed on file the Building Commissioner's report for August. Fire Chief Kolze reported new fire equipment is due within a week. Engineer Fletcher gave a progress report on paving of Thacker Street, and testing on Well No. 7. Attorney Dowd gave a progress report on Rosemont annexation and Esser cases. Alderman Tistle reported preliminary plans for new fire station be discussed at a meeting at 8:00 P.M. September 10, 1962.
