CALL.TO ORDER: The meeting was called to order by City Clerk Henrich, due to the absence of the Mayor who went to Washington D. C. for a committee meeting, with Alderman Wright, Moehling, Flauter, T istle, Travis, Jackson, Bonaguidi, and Blume responding to roll call. The motion was made by Alderman W right and seconded by Blume to appoint Alderman Tistle Mayor pro tem. The motion was approved by acclamation. The Mayor pro tem said there were four bids to be opened. OPEN BIDS ON SALE OF CIVIL DEFENSE TRAILER: Only one bid was received from Robert E. Zeimet, 1099 Rose Avenue for $1.00. On motion by Alderman Bonaguidi and seconded by Flauter the bid was referred to the Civil Defense Committee. OPEN BIDS ON STREET MAINTENANCE: On motion by Alderman Bonaguidi and seconded by Moehling the Clerk was instructed to open the above bids. APPROVAL OF MINUTES: The motion was made by Alderman Travis and seconded by Blume to approve the minutes of July 2, 1962. The motion was approved by acclamation vote. • AWARD BID ON LEAF LOADER: The motion was made by Alderman Flauter and seconded by Travis to award the leaf loader bid to the R. H. Lyons Equipment Co. for $3,669.64. The Mayor pro tem put the question and the Clerk. called the roll with the following results: Ayes: Alderman Blume, Wright, Moehling, Flauter, Tistle, Travis, Jackson and Bonaguidi. Nays: None. The Mayor pro tem declared the' motion carried. STREET SWEEPER BIDS RETURNED: Alderman F lauter made the following report: "Your Committee on Streets and Traffic and Finance has investigated the above and has found 1) that there are not sufficient corporate funds to accomplish this purchase at the present time. 2) that there is a possibility that such equipment can be purchased in part through Motor Fuel Tax funds. We, your Committee on Streets and Traffic and Finance, therefore recommend that all bids be refused and the checks returned and further that a letter be written each bidder by the Super- intendent of Public Works, thanking the bidders for bidding and requesting them to resubmit this bid when we advertise again." On motion by Alderman Jackson and seconded by Travis the Council approved the report. Alderman Travis requested to refer to the City Engineer and the Sewer Committee regarding small sewers in the Orchard -Howard Area in case a bond revenue ordinance is adopted. Alderman Jackson called a meeting of the Street Committee for July 24th. CITIZENS WAYCI DEN CONTRACT: On motion by Alderman Flauter and seconded by Jackson the Council approved to authorize the Mayor and Clerk to sign the Citizens Waycinden Company Water Contract, 224 -3= 7/16/62 ADOPT ORDINANCE M-6-62 CITIZENS WAYCINDEN CO. The Clerk read for the first reading the• above ordinance. On motion by Alderman Flauter and seconded by Jackson, the Council approved to suspend the rules and place the ordinance on passage. The motion was made by Alderman Flauter and seconded by Blume to adopt the ordinance. The Mayor pro tem put the question and the Clerk called the roll with the following results: Ayes: Alderman Blume, Wright, Moehling, Flauter, Tistle, Travis, Jackson and Bonaguidi. Nays: None. The Mayor pro tem declared the motion carried. MARKOWITZ CASE: Alderman Flauter reported the following: "Your Committee on Judiciary has investigated the above and has found it would be to the best interests of the City to appeal this case. We, your Committee on Judiciary, therefore recommend City Attorney Dowd be authorized to file an appeal And continue to represent the City in this matter." The motion was made by Alder- man Flauter and seconded by Moehling to approve the report. The Mayor pro tem put the question and .the Clerk called the roll with the following results: Ayes: Alderman Blume, Wright, Moehling, Flauter, Tistle, Travis,.Jackson and Bonaguidi. Nays: None. The Mayor declared the motion carried: Attorney Dowd reported on C ounty rezoning at Na. corner Ballard and Potter . On motion by Alderman Jackson and seconded by Blume the Council approved to have attorney write protesting the rezoning to the County. ADOPT RESOLUTION FLOOD CONTROL WELLER CREEK: The motion was made by Alderman Jackson and seconded by Travis to adopt the above resolution. The Council approved the.mot .oby acclamation vote. WELLER CREEK POLUTION: Superintendent Warnicke reported of complaints of odor from Weller. reek.. He paid the Mayor and he investigated and found out from the Metropolitan Sanitation District some electric equipment had failed to operate and that allowed sewage to flow into Weller Creek. They said they would watch that it would not happen again. DES PLAINES ART GUILD: On motion by Alderman Travis and seconded by Jackson the Council approved to allow the Art, Guild. to show their paintings around the Prairie -Lee Paint Store on the sidewalk. They must furnisha liability bond to protect the city. WITHDRAWAL .OF PETITION TO ANNEX: The Clerk read the above petition regarding the property on the S.W. corner of Touhy and Mannheim Road. The petition was placed on file. . ADJOURNMENT: The motion was made to adjourn the meeting to Tuesday, July 24, 1962 at 8:00 P.M. by Alderman Bonaguidi and seconded by Travis.
