Alderman Blume announced a Municipal Development Committee meeting for June
27th at 8:00 P.M.
The Mayor referred Alderman Blune's request for study of traffic at Busse and
Miner Streets to the Streets and Traffic Committee and the Traffic Commission,
for study and report.
The Mayor referred Alderman'Rateike's, request for study of 3 ton load limits
for BelAire streets to the Streets and Traffic Committee -and Traffic Commission
for study and report.
The Mayor ,referred Alderman Rateike's request for study of traffic at Ballard and
Potter Roads to the Streets and Traffic Committee for study and report. Also
referred to the Traffic Commission.
The Mayor referred Alderman Jackson's request on widening Perry Street from
Graceland to Lee Street or River Road to the City Engineer for study and report.
ACC 'T UNCONDISIONAL RELEASE OF N. AND N. CONSTRUCTION FROM SIDEWALK BID: On
a motion by Alderman Rateike and seconded by Blume to accept unconditional
release from N. and N. Construction Company and accept agreement from E. Russell
and Son to perform sidewalk bid at $ .63, N. and N. Construction bid price.
ADJOURNMENT: On a motion by Alderman Rateike and seconded by Bonaguidi,'the
Council concurred in adjournment.

CW. TO ORDER: The meeting was called to order by Mayor Herbert H. Behrel, the
City Clerk being absent, the Deputy Clerk called the roll with Alderman Wright,
Luellen, Moehling, Flauter, Figard, Prickett, Tistle, Travis, Jackson, Bonaguidi,
Rateike and Blume responding to roll call.
APPROVAL OF MINUTES: The motion was made by Alderman Rateike and seconded by
Wright to approve the minutes of June 16, 1962. The motion was approved by
acclamation.
OPEN BIDS FOR FUEL OIL: On a motion by Alderman Bonaguidi and seconded by.
Tistle, the Deputy Clerk was instructed to open the following bids:

On a motion by Alderman Figard and seconded by Travis, the Council concurred in
referring the above bids to the Building and Grounds and Finance Committees for
study and report at next meeting.
OFFICIAL REPORTS: The Deputy Clerk presented the Building Commissioner's report
for June, City Comptroller's report for June and Des Plaines Nurse and Welfare
Association report for May.
MARKOWITZ CASE: On a motion by Alderman Prickett and seconded by Tistle, the
Council concurred in referral to Judiciary Committee for decision to appeal and
report.
Alderman Blume announced Municipal Development Committee meeting for July 9, 1962

SCHOOL BOARD RESOLUTION ON WEST FIRE STATION PROPERTY: The motion was made by
Alderman Tistle and seconded by Figard to approve the School Board Resolution
for acquisition of West Fire Station property and Mayor and City Clerk to sign
resolution. The Mayor put the question and the De.ty Clerk called the roll
with the following results: Ayes: Alderman Wright, Luellen, Moehling, Flauter,
Figard, Prickett, Tistle, Travis, Jackson, Bonaguidi, Rateike and Blume. Nays:
None. The Mayor declared the motion carried.
J. GEIGER SUPERVISION ARCHITECT FOR WEST FIRE STATION: The motion was made by
Alderman Tistle and seconded by Figard to hire John Geiger as supervising
architect for #3 Fire Station at a fee of 6%. The Mayor put the question and the
Deputy Clerk called the roll with the following results: Ayes: Alderman Wright,
Luellen, Moehling, Flauter, Figard,,Prickett, Tistle, Travis, Jackson Bonaguidi,
Rateike and Blume. Nays: None. The Mayor declared the motion carried.
ADVERTISE BIDS FOR HEATING UNIT FOR CITY GARAGE: On a motion by Alderman Rateike
and seconded by Blume, the Council concurred in advertising bids for heating unit
for City Garage. There will be three bids: 1) gas fired cast iron boiler. 2)
Required Unit heaters and 3) Repair existing boiler, Bids are returnable August
6, 1962:
Alderman Bonaguidi announced a meeting of the Health, License and Inspection
Committee for July 3, 1962 with Board of Health and Des Plaines Nurse and Welfare,
Mayor and City Attorney.
APPROVE DRIVEWAY NORTHWEST CORNER IEE AND OAKTON STREETS: Alderman Jackson made
the following report: "Your Committee on Streets and Traffic has investigated
the above and has found 1) That the Committee report on the above restricted the
two driveways nearest the intersection to 25' each to keep the traffic inter-
ferences seperated. 2) That the developer is anxious to keep traffic flowing
freely on the Oakton side and is willing to move the 35' driveway nearest the
corner 10' further west. We, your Committee on Streets and Traffic therefore
recommend that the Superintendent of Public Works be authorized to issue permits
on the above as indicated in the June 18th report and further that he may issue
a 35! permit for the Easterly of the Oakton driveways providing it be located 10'
further West of the indicated location on the plat." On motion by Alderman
Jackson and seconded by Travis the Council concurred in the report.
APPROVE TWO DRIVEWAYS RIVER AND DEVON AVENUE: Alderman Jackson read the following
report: "Your Committee on Streets and Traffic has investigated the above and
has found that the requested driveways do not constitute an unusual hazard to
pedestrians when located as indicated below. We, your Committee on Streets and
Traffic, therefore recommend 1X That the authorized driveway between the buildings
be increased from 24' to 30' and centered between the buildings (North side of
street). 2) That a permit be issued for a 24' driveway west of the second building,
(approximately 450' west of River Road) on the north side of Devon, providing that
the driveway be located 5' or more west of the building." On a motion by Alder-
man Jackson and seconded by Tistle, the Council concurred in the report.
ADVERTISE BIDS FOR STREET MAINTENANCE: On a motion by Alderman Jackson and
seconded by Travis, the Council concurred in advertising for bids returnable July
16, 1962, for street maintenance for 1962, approved by the State.

ADOPT RESOLUTION REHABILITATION TRAFFIC LIGHTS. 25 -CS: On a motion by Alderman
Jackson and seconded by Travis, the Council concurred in a resolution to rehabilitate
traffic lights at Miner and Lee and Pearson for additional funds and Mayor and City
Clerk to sign resolution.
ADOPT RESOLUTION FOR ARTERIAL STREETS: On a motion by Alderman Jackson and seconded
by Travis to make parts of Locust, Birch, Kennicott. and Bennett Place arterial
streets which the Council concurred in, having the Mayor and City Clerk sign resolu-
tion.
ADOPT RESOLUTION RESURFACING STREETS: On a motion by Alderman Jackson and seconded
by Travis the Council concurred in the above and Mayor and City Clerk to sign
resolution for resurfacing parts of Locust, Birch, Kennicott,'Bennett, Riverview
and Center Streets. Alderman Flauter, Figard, Prickett and Tistle voted "no."
ADOPT RESOLUTION FOR MAINTENANCE OF TRAFFIC LIGHTS GOIF AND WOLF, 28 -CS: On a
motion by Alderman Jackson and seconded by Figard, the Council concurred in the
resolution for maintenance of traffic lights at Golf and Wolf Roads and for Mayor
and City Clerk to sign resolution.
' AND WIDENING PERRY ST'RTT :. On the request of Alderman .Jackson . the Mayor
re erred request for new storm sewer and, widening of Perry Street to the Streets.
and Traffic, Finance and Sewer Committees for study and report at next meeting.
Alderman Jackson announced meeting of Streets and Traffic Committee for July 9,
1962 at 8:00 P.M. with Sewer and Finance,Caninittees invited.
Alderman Wright made a progress report on Library.
JULIUS COHEN CASE: On a motion by Alderman Flauter and seconded by Rateike the
Council concurred in having Attorney Dowd appear for the City on Summons in
Mandamus in Julius Cohen Case.
APPROVAL OF BIBS: Alderman Prickett presented the following resolution:

THAT THE FOLIAWING BILLS ARE DUE AND PAYABLE
AND THAT TIE MAYOR AND CITY CIERK BE AND ARE

The motion was made by Alderman Prickett and seconded by Figard to adopt the
resolution. The Mayor put the question and the Deputy Clerk called the roll with
the following results: Ayes: AldermanWright, Luellen, Moehling, Flauter, Figard,
Prickett, Tistle, Travis, Jackson, Bonaguidi, Rateike and Blume. Nays: None.
The Mayor declared the motion carried.
Alderman Prickett reported to cut deficit spending of city.
TRAFFIC COMMISSION REPORT: On motion .by Alderman Rateike and seconded by Jackson
the Council concurred in the following report referred to the Streets and Traffic
Committee for study and report. "The Traffic Commission met to give consideration
and make recommendations on a directive from the Streets and Traffic Committee
dated August 7, 1961 concern a study of the area bounded by Oakton Street, Everett
Street, Route # 45 and River Road, indicating certain items for particular attention.
"Immediate -action on this directive was postponed due to the extensive paving,
widening and curbing of streets in this area under way or planned at that time.'
Since such changes might have a material effect on traffic flow, it was decided
that a study should be delayed until the summer of 1962 when construction was
completed.-

"The following recommendations result from our study: 1) Alone -way street system
for this area would be inadvisable due to the disconnected street patterns and
lack of natural through -flow patterns. 2) Eliminate the 4 -way stop at the inter-
section of Orchard and Everett Streets. Replace with 'Yield Right of Way' signs
on Orchard Street.

"3) Post 'Yield Right of Way' signs on Riverview Street where it intersects w ith
White Street. 4) Post 'No Parking at any Time! signs on the west side of Linden
Street from Oakton to Everett Street. The signs should not alternate, 5) Re-
position 'the stop sign on the northwest corner of Everett and Illinois Streets
by moving it 5 to,10 feet north so that its meaning is clear to drivers on Illinois
Street. 6) An additional recommendation, not associated with the above study,
suggests the removal of obstructing wild shrubbery and two small home builders
signs from the southwest corner of Berry Lane and River Road. These obstructions
to vision constitute a serious safety hazard. "
JORDANEK SUBDIVISION, CRAB TREE WE: The Mayor referred the Jordanek Subdivision
plat to the Municipal Development Committee for study and report.
REZONING COMMONWEALTH EDISCN?i CC%PAVY: On a motion by Alderman Travis and seconded
by .Prickett the Council referred the Zoning Board of Appeals report to the City
Attorney to draw the necessary ordinance.
ADOPT C-3-62 WATER METER SCHEDULE: The motion was made by Alderman Prickett and
seconded by Flauter to adopt ordinance C-3-62 Water Meter Schedule. The Mayor
put the question and the Deputy Clerk called the roll with the following results:
Ayes: Alderman Wright,,Luellen, Moehling, Flauter, Figard, Prickett, Tistle,
Travis, Jackson, Bonaguidi, Rateike and Blume. Nays: None. The Mayor declared
the motion carried.
ADOPT T-6-62 TWO WAY PERRY STREET: The motion was made by Alderman Jackson and
seconded by Blume to adopt ordinance T-6-62 making Perry Street two-way. The
Mayor put the question and -the Deputy Clerk called the roll with the following
results: Ayes: Alderman Wright, Luellen, Moehling, Flauter, Figard, Prickett,
Tistle, Travis, Jackson, Bonaguidi, Rateike and Blume. Nays: None. The Mayor
.declared the motion carried.
ADOPT SPECIAL ASSESSMENT 175 RESOLUTION: On a motion by Alderman Prickett and
seconded by Wright, the Council concurred in adopting resolution and having Deputy
Clerk sign resolution.
FIRST READING ORDINANCE M-5-62 DOMESTIC mums Sr xv ICE WATER AGREEMENT: The
#Mayor read for the first reading the above ordinance.
DOMESTIC UTILITIES EMERGENCY WATER AGREEMENT: The Mayor referred the Domestic
Utilities Emergency,Water Agreement to the Water Committee for study and report.
The Mayor placed on file the Christmas parade letter from State Street Council.
The Mayor placed on file Illinois Commerce Commission letter regarding Chicago
and Northwestern Railway rate increases.
STATE OF ILLINOIS DEPARTMENT OF PUBLIC HEALTH EXEMPTION CERTIFICATE ON TRAILER
COACH PARKS:, The Mayor placed on public file with the City Clerk the exemption
certificate on licensing and regulation trailer coach parks.
RULES OF REGULATIONS TRAILER COACH PARKS BY STATE: The Mayor referred the booklet
on rules of regulations of trailer coach parks to the Health Department for guidance.
COUNTY -ZONING NEAR BELLAIRE SECTION: On a motion. by Alderman Prickett and seconded
by Rateike, the Coancil concurred in instructing Attorney Dowd to file protest on
multi -family housing and commercial rezoning near Bellaire Section.
The Mayor placed on file Busse and Higgins and Euclid and Wolf Road rezonings.
The Mayor placed onJile William McLennan and,Company letter regarding :Peterson
property on Devon Avenue.
KUNTZE MARYKNOLL SUBDIVISION: The Mayor referred to the Plan Commission the

JULY 16, 1962 at 8:00 P.M.
CALL.TO ORDER: The meeting was called to order by City Clerk Henrich, due to
the absence of the Mayor who went to Washington D. C. for a committee meeting,
with Alderman Wright, Moehling, Flauter, T istle, Travis, Jackson, Bonaguidi,
and Blume responding to roll call.
The motion was made by Alderman W right and seconded by Blume to appoint
Alderman Tistle Mayor pro tem. The motion was approved by acclamation.
The Mayor pro tem said there were four bids to be opened.
OPEN BIDS ON SALE OF CIVIL DEFENSE TRAILER: Only one bid was received from
Robert E. Zeimet, 1099 Rose Avenue for $1.00. On motion by Alderman Bonaguidi
and seconded by Flauter the bid was referred to the Civil Defense Committee.
OPEN BIDS ON STREET MAINTENANCE: On motion by Alderman Bonaguidi and seconded
by Moehling the Clerk was instructed to open the above bids. The following bids
