FIRST LEADING NO. A-3.62 ORDINANCE: The Clerk read for the first reading the
above ordinance, to annex land on Oakton Street west of Pennsylvania Avenue.
LETTERS OF PROTEST KUNTZE REZONING: The Clerk read two letters and one petition
regarding protesting Kuntze rezoning. The Mayor referred them to the Municipal
Development Committee and City Attorney.
LETTERS FROM PHILLIPS PETROLEUM CO.: The Clerk read the above letter requesting
permission to connect on sewer. The Mayor referred the letter to the Sewer
Committee.
JORDANEK'8 SUB. PLAT: The Mayor referred the above plat to the Plan Commission
PLAT FOR STREET VACATION: The Clerk submitted the above plat to vacate 17 feet
of Lyman Avenue. The Mayor referred the plat to the Municipal Development
Committee.
TO HOOD METERS JUNE 9th FOR W.I.N.D. The Mayor read the letter from W.I.N.D.
requesting to hood the meters on June 9th when they will broadcast to shop in
Des Plaines. On motion by Alderman Rateike and seconded by Blume the Council
approved to hood the meters for $100.00.
PETITION ANNEXATION AUGUSTA NEBEL PROPERTY: The Mayor submitted a petition from
the above to.annex land on Oakton-Street between Webster Lane and Maine West
High School. The Mayor referred the petition to.the Municipal Development
Committee.
RESIGNATION OF A.H. JAMES FROM ZONING BOARD: The Mayor informed the Council
he had accepted the resignation of A. H. James who has retired and is moving to
Florida. He was a member of the Zoning Board since 1940.
The Mayor informed the Council he had received a copy of a resolution -adopted by
Mt. Prospect Couhcil regarding the Arlington Heights approval of bond issue for
storm sewer. They will meet with Arlington Heights Council to discuss a reten-
tion basin to be installed. The Mayor referred the resolution to the Sewer
Committee regarding drafting a similar resolution for Des Plaines.
PETITION FOR STOP SIGNS AT FOURTH AND GREENVIEW AVENUE: The above petition was
referred to the Street Committee, and Traffic Commission.
ADJOURNMENT: The motion was made by Alderman Rateike and seconded by Luellen
to adjourn. TheCouncil approved the motion by acclamation vote.

APPROVAL OF MINUTES: The motion was made by Alderman Rateike and seconded by
Blume to approve the minutes of June 4, 1962. The motion was approved -by -
acclamation.

The Mayor declared a recess to allow study of bids. After recess convened the motion
was made by Alderman Jackson and seconded by Luellen to award the bid to the lowest
bidder, Peter J. Crowley, Maywood, Illinois for $163,894.08 and the checks of, the
unsuccessful bidders to be returned. The Mayor put the question and the Deputy
Clerk called the roll with the following results: Ayes: Alderman Luellen, Flauter,
Figard, Prickett, Tistle, Travis, Jackson, Bonaguidi, Rateike, and Blume. Nays:
none. The Mayor declared the motion carried.
ADVERTISE BIDS FOR PUMP IN WELL NO. 7: Engineer Fletcher requested advertising
for bids for pump and electrical equipment for Well No. 7. On a motion by Alderman
Tistle and seconded,by Figard to advertise for bids on pump for Well No. 7, re-
turnable July 16, 1962, specifications to be drawn by City Engineer. The Council
concurred.
ADVERTISE BIDS FOR ELECTRICAL EQUIPMENT FOR WELL NO. 7: On a motion by Alderman
Figard and seconded by Flauter, it was agreed to advertise for bids for electrical
equipment for Well No. 7, returnable July 16, 1962, specifications to be drawn by
City Engineer. The Council concurred.
Attorney Dowd informed the Council on a change in Huntze zoning Z-10-62.
STACHNII( SUBDIVISION APPROVAL: Alderman Blume- read the following report: "Your
Committee on Municipal Development has investigated the above and has found
iPetitioner desires to subdivide one large lot into four lots each approximately
100' X 100', which is less than the required minimum depth, exceeds the minimum
width and minimum total square footage. Petitioner has provided for an easement
to establish a private road, utilities and drainage. A sewer agreement is attached.
We, your Committee on Municipal Development, therefore recommend that the City
Council approve the attached plat and that the Mayor and City Clerk sign it upon
receipt of bonds for necessary improvements."
VACATE LYMAN AVENUE EASEMENT: Alderman Blume read the following report: "Your
Committee on Municipal Development has investigated the above and has found at
the tima of the original subdivision of the lots along Lyman Street and Church,
17 feet of the Wahle property was dedicated as a portion of Lyman besides the
normal 66 feet of dedicated street width. This was true only on this one parcel
of property and extends its -entire width (118.21). There is no apparent reason
for this dedication so it would appear as an error. We, your Committee on

Municipal Development, therefore recommend that the City of Des Plaines vacate
the aforementioned 17? and that the City Attorney be directed to draw up such
an ordinance." On a motion by Alderman Blume and seconded by 'Prickett the
Couhcil concurred in the report and directed same to City Attorney for ordinance.
PF;TITION REZONING DEVON AND RIVER ROAD: Alderman Blume read the following report:
"Your Committee on Municipal Development has investigated the above and has found
Petitioner would rezone frau R-2 to M-2 approximately 1,000 feet frontage on the
- west side of Des Plaines Avenue beginning 200 feet north of•Devon and extending
northward. The depth ranges from -8181 to 600' which is the tollway on its rear
(eastern side). Four five acre tracts would be provided.. The City plan shows
no M-1 or M-2 in the area thus providing "Spot Zoning" on one of our main
thoroughfares into Des Plaines from the South. M-2 does not appear to be the
highest and best use of the property. We, your Committee on Municipal Develop-
ment therefore recommend that the recommendation of the Zoning Board which is
attached be denied." On a motion by Alderman Blume and seconded by Travis, the
Council concurred in the report.
O'HARE PARK SUBDIVISION APPROVED: Alderman Blume read the following report:
"Your Committee on Municipal Development has investigated the above and has,
found property consists of 59 single family lots located outside our city limits -
at the North side of Oakton Street, contiguous and west of Capitol Hills Sub-
division. Annexation is in progress. Lots 36,- 37, 38 and 39 are double frontage;
however a covenant is -shown restricting ingress and egress from Oakton St. Sub
divider has agreed to a contribution to the Elk Grove School District. We, your
Committee on Municipal Development therefore recommend that the Council concur
in the Plan Commission's recommendation of approval and that upon completion of
annexation proceedings and as a bond to cover the cost of the necessary improvements,
the Mayor and City Clerk be authorized to sign the attached subdivision plat."
On a motion by Alderman Blume and seconded by Travis the Council concurred in the
report.
Alderman Bonaguidi announced a meeting of the License Health and Inspection
Committee for June 26th at 7:30. P.M;
WIDENING WALNUT STREET: Alderman Jackson read the following report: "Your
Committee on Streets and Traffic has investigated the above and has found: It
is the responsibility of the City Council to protect the interests of all
citizens in,this instance both residential and commercial citizens.
"The property now developed as commercial was so zoned when much of the neighbor-
ing property was developed and sold as residential.
"At the time the commercial property was developed, parking was permitted on one
side of Walnut Street.
"Since that time, due to the narrowness of Walnut, an ordinance was passed pro-
hibiting parking on either side of Walnut from First Avenue West to the alley.
"Subsequently, at the request of R. W. Halberg, 1155 Walnut, we extended the park-
ing restriction to Jeannette Street due to the constant blocking of his driveway
by parkers. This report does not consider disturbing that ordinance.
"The proposed widening, and payment therefore. by the primary beneficiaries is
not unique and in the past it has been the City's practice to permit such altera-
tions so long as the change does not work an unreasonable hardship on others.
"The practical effect of the proposed widening is to leave as much room for
traffic as presently exists under the parking ban, and to permit the merchants
parking in front of their stores such as existed prior to the parking ban.
"The area residents, as signified by approximately 100 names gathered by Mr.
Heiberg, protest that the two trees, to be removed in the process of widening
reprOsent a visual buffer and that their removal would, in effect, be an intrusion
of the commercial development into the residential area. The two trees involved
are elms approximately 40 years old.
"The commercial section invoiged has offered to plant two substantial trees in the
remaining parkway after the proposed widening is accomplished if such widening is

approved by the City Council.
"We, your Committee on Streets and Traffic, therefore recommend: that the pro-
posed St widening of Walnut Street from First Avenue west to the Alley between
First Avenue and Jeannette Street be permitted subject to the following conditions:
1. The work will be done by the City and the entire cost born by the commercial
interests involved.
2. Parallel parking only will be allowed at this location.
3. Sufficient parkway shall remain to accomodate the planting and healthy growth
of trees.
4. That the commercial interests involved will bear the cost and responsibility
for purchasing and planting two four year old trees following the completion of
pavement widening." On a motion by Alderman Jackson and seconded by Travis, the
Council concurred in the report.
LOAD LIMIT FOR PENNSYLVANIA AVENUE:
Alderman Jackson read the following report:
"Your Committee on Streets and Traffic has investigated the above and has found
that the above street in its construction and the residential development along
it is not suited to heavy truck traffic. We, your Committee onStreets and Traffic
therefore recommend that the City Attorney be instructed to draw the necessary
ordinance to restrict traffic over 3 tons from using Pennsylvania Avenue from
Oakton to Algonquin. And further that the Superintendent of Public Works post
25 M.P.H. along this area." On a motion by Alderman Jackson and seconded by
Luellen the Council concurred in the report.

LOAD LIMIT ON WHITE, ILLINOIS. ORCHARD AND MAPLE STREETS: Alderman Jackson
read the following report: "Your Committee on Streets and Traffic has in-
vestigated the above and has found that the above streets are residential in
natiire and further that their construction will not support constant heavy
truck traffic. We, your Committee on Streets and Traffic, therefore recommend
that the City Attorney draw the necessary ordinance placing a 3 ton load limit
in the areas described below:
White Street from Howard to Oakton
Illinois Street from Howard to Oakton
Orchard Street from Howard to Oakton
Maple Street from Howard to Oakton"
On a motion by Alderman Jackson and seconded by Travis, the Council concurred in
the report.
Alderman Jackson reported on State agreement on one way streets, upon approval
by Streets and Traffic Committee, the Mayor and City Clerk to be authorized to
sign.agreement. The Council approved the above by acclamation.
Alderman Jackson reported on Princeton between Eighth Avenue and Wolf Road paving,
directing City Attorney to contact owner and proceed with paving.
Alderman Jackson reported Streets and Traffic Committee meeting for June 19, 1962
at 8:00 P.M.
On a motion by Alderman Tistle and seconded by -Luellen the Council concurred in
having City Engineer draw up specifications for water connection to Rosemont mains.
WATER FLOOD CONTROL OF WELLER CREEK AGREEMENT: Alderman Welke readthe follow-
ing report: "Your Committee on Sewer has investigated the above and has found
Arlington Heights has a storm sewer system in its future planning, and has
engineering plans of same. We, your Committee on.Sewer, therefore recommend
that the Mayor and City Attorney draw a similar resolution as Mt. Prospect's
and our engineering department and flood control committee be given an opportunity
to study the Arlington Heights plans, in relation with the Weller Creek flooding.
Council to adopt above resolution."

On a motion by Alderman Rateike and seconded by Bonaguidi, the Council concurred
in the report.
SEWER CONATION PHILLIPS PEZROLEUM: Alderman Rateike made the following report:
"Your Committee on Sewer has investigated the above and has found .Phillips
Petroleum Company has the approval of Elk Grove School District 59 on payment
of $250.00. They need the City of Des Plaines approval, so they may obtain a
permit from the Metropolitan Sanitary District. They do not have a written
approval of the Citizenp Waycinden Company. We, your Committee on Sewer,
therefore recommend seeing that we are still in discussion with Citizens
Waycinden Company on the said sewer line and the connection with our system,
that the Mayor write Phillips Petroleum Company, informing them all legals
must be had from Citizens Waycinden Company and to be available for our city
attorney to review before this committee can make a recommendation to the
Council." On a motion by Alderman Rateike and seconded by Bonaguidi, the Council
concurred in report.
W.S. SCHALL-CH1tAGO AVENUE: Alderman Flauter read the following report: "Your
Committee on Judiciary has investigated the above and has found the plaintiff in
the case has provided the proper egress and ingress to the property. They also
will abide by the 2,800 square foot ruling. We, your Committee on Judiciary,
therefore recommend it would be to the best interests of the city to have the
City Attorney enter a consent decree in this matter." The motion was made by
Alderman Flauter and seconded by Blume to have City Attorneyolq,a consent
decree in the Scholl case. The Mayor put the question and thFTIefic called
the roll with the following results: Ayes: Alderman Luellen, Flauter, Figard,
Prickett, Tistle, Travis, Jackson, Bonaguidi, itateike and Blume. Nays: None.
The Mayor declared the motion carried.
MAYOR TO WASHINGTON D.C. ON CONGRESSIONAL HEARING OF AIRPLANE NOISES: On a
motion by Alderman Prickett and seconded by Figard it was agreed for the Mayor,
to represent the City in Congressional hearing in Washington D.C. on July 17
and 18 on the airplane noises.
Alderman Wright appeared at this time.
APPROVAL OF BILLS: Alderman Prickett presented the following resolution:

FIRST READING ILLINOIS BELL TELEPHONE FRANCHISE: Alderman Prickett requested
llinois Bell Telephone franchise be put on first reading and for City Attorney
to review franchise.
RECONSIDER REZONING TOUHY AND MANNHEIM: The motion was made by Alderman Tistle
and seconded by Luellen to reconsider Touhy and Mannheim rezoning. The Mayor
put the question and the Deputy Clerk called the roll with the following results:
Ayes: Alderman Wright, Luellen, Flauter, Figard, Tistle, Jackson, and Rateike.
Nays: Alderman ]Prickett, Travis, Bonaguidi and Blume. The Mayor voted "aye"
and declared the motion carried and referred it to the Municipal Development

Appeals' report granting rezoning to the Municipal Development Committee for
study and report.
GRANT VARIATION AT GOOD AND BALLARD ROAD: The Mayor placed on file Zoning Board
of Appeals' report granting variation.
VARIATION KUNTZL EIMHURST AND ASTER STREET: The. Mayor placed on file Zoning
Board of Appeals' report denying variation. '
ADOPT Z-8262 KUNPZE MULTIFAMILY REZONING : The Deputy Clerk read for the second
reading the above ordinance. The motion was made by Alderman Blume and seconded
by Prickett to adopt rezoning ordinance Z-8-62, for Kuntze Multi -family. The •
Mayor put the question and the Deputy Clerk called the roll with the following
results: Ayes: Alderman Wright, Flauter, Figard,' Prickett, Tistle, Travis, Jackson,

27th at 8:00 P.M.
The Mayor referred Alderman Blune's request for study of traffic at Busse and
Miner Streets to the Streets and Traffic Committee and the Traffic Commission,
for study and report.
The Mayor referred Alderman'Rateike's, request for study of 3 ton load limits
for BelAire streets to the Streets and Traffic Committee -and Traffic Commission
for study and report.
The Mayor ,referred Alderman Rateike's request for study of traffic at Ballard and
Potter Roads to the Streets and Traffic Committee for study and report. Also
referred to the Traffic Commission.
The Mayor referred Alderman Jackson's request on widening Perry Street from
Graceland to Lee Street or River Road to the City Engineer for study and report.
ACC 'T UNCONDISIONAL RELEASE OF N. AND N. CONSTRUCTION FROM SIDEWALK BID: On
a motion by Alderman Rateike and seconded by Blume to accept unconditional
