MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL, HELD MAY 21, 1962 IN THE ,
COUNCIL ROOM, CITY HALL AT 8:00 P.M.
CALL TO ORDER: The meeting was called to order by Mayor Herbert H. Behrel with
Alderman Wright, Luellen, Moehling Flauter, Figard, Prickett, Tistle, Travis, Bell,
Jackson : Bonaguidi and Blume responding to roll call.
APPROVAL OF MINUTES: The motion was -made by Alderman Prickett and seconded by
Tistle to approve the minutes of the adjourned meeting of April 24th and the
regular meeting of May 7th. The motion was approved by acclamation vote.
OPEN BIDS ON GARBAGE DISPOSAL: On motion by Alderman F igard and seconded by •
Bonaguidi the Clerk was instructed to open the above bids. The following bids

Leyden Disposal Co., Schiller Park $1.10 per month
Barrington Trucking Co., Barrington 1.10 per month
Van Der Molen Disposal Co.,Melrose Park 1.11 per month
Arc Disposal Co., Des Plaines • 1.25 per month
A contract from Garden City Disposal Company, the city to pay 35 dents per cubic
yard of sanitation refuse disposed at the dumpsites the company has within five
miles of the city. On motion .by Alderman Figard and seconded by Alderman Wright,
the bids were referred to the Sanitation and Finance Committees and Superintendent
of Public Works.
OFEN BIDS ON SLUDGE REMOVAL: On motion b Alderman Blume and seconded by Jackson
the above bids were opened. The following bids were received&

On motion by Alderman Blume and seconded by Travis, the bids were referred to
the' Water and Finance Committees and. Superintendent of Public Works.
OPEN BIDS ON VARI-DRIVE MOTOR UNIT: On motion by Alderman Flauter and seconded by
Luellen the above bid was opened. Only one bid was received from the Transmission
Supply Company of .Peoria, Ill, net price of $1,128.60. On motion by Alderman
Flauter and seconded by Nbehling the bid was referred to the Water and Finance
Committees and Superintendent of Public Works.
OFFICIAL S: The Clerk submitted the reports of the City Treasurer 'and
the Nurse and Welfare Association. Superintendent Wernicke reported of turning
on water at Well No. 6 which caused the discoloring of the water.
Engineer Fletcher reported on -work on Thacker Street and on motion by Alderman
Luellen and seconded by Moehling, bids were to be advertised for paving the street.
SEWER IN WESTFIELD GARDENS: Superintendent Wernicke reported of a storm sewer
through the property in Westfield Gardens where home is being constructed and owner
desires to cover sewer with cement. Attorney Dowd was instructed to prepare con-
tract to eliminate the City of any liability. The above,was approved on motion
by,Alderman Luellen and seconded by Blume with Mayor and Clerk authorized to
sign contract.

APPROVE REZONING AND ANNEXATION N.W. CORNER IEE AND OAHTON STREETS: Alderman Bell
made the following report: "Your Committee on•Muyicipal Development has investi-
gated the above and has found property is surrounded on two sides by the City of
Des Plaines. Petitioner has agreed to accept C-2 Zoning on Lee Street for a depth
of 150 feet lying west of Lee. Zoning Board has recommended mezoning. We, your

Committee on Munictal Development therefore recommend annexation of property as
requested. Rezoning to C-2 as above described. City Attorney be authorized to
prepare the proper ordinances. That the ordinances now on firdt reading be placed.
on passage tonight." On motion by Alderman Bell and seconded by Bonaguidi, the
Council approved the report.
APPROVE ZEMON'S CAPITAL HILL SUB. UNIT. NO. 7: The above plat vas approved on
motion by Alderman Bell and seconded. by, Blume.
PETITION TO ANNEX LAND WEST OF PENNSYLVANIA AVE. APPROVED: Alderman Bell made the
following report: "Your Committee on Municipal Development has investigated the
above and has found.property consists of approximately 15 acres fronting on
Oakton Street. Single family residential zoning is planned for the entire
area. Propetty is surrounded on three sides by the city of Des Plaines. We,
your Committee on Municipal Development, therefore recommend annexation of the
property as requested. City Attorney be authorized to prepare the proper ordinance."
On motion by Alderman Bell and seconded by Blume the Council approved the report.
TO APPOINT ONE PATROLMAN: On motion by Alderman Figard and seconded by Luellen
the Fire and Police Commissioners are to appoint one patrolman. •
IMPROVEMENTS FOR PROPOSED FIRE STATION ON THACKER STREET: Alderman Tistbreported
a cost of $12,988.76 for the above. The motion was made by Alderman Tistle and
seconded by Figard to approve the report. The Mayor put the question and the Clerk
called the roll with the following results: Ayes: Alderman Blume, Wright, Luellen,
Moehling, Flauter Figard, Prickett, Tistle, Bell, Jackson and Bonaguidi. Nays:
None.. The Mayor declardd the motion carried.
License and Inspection meeting May 25th in Police Department.
WIDENING WALNUT STREET AT FIRST AVE.: The motion was made by Alderman Jackson and
seconded by Tistle to widen Walnut Street but on motion by Alderman Prickett and
seconded by Bonaguidi, the matter was tabled.
Bids are to be advertised for street sweeper and vacumn leaf loader. On motion
by Alderman Jackson and seconded by Tistle, the Council approved to advertise
the above bids.
Street Committee meeting on May 31st at 8:00 P.M.
AWARD BID ON STORM SEWER: The motion was made by Alderman Moehling and seconded
by Figard to award the storm sewer bid for Birch, Locust and Riverview to
Brantigan Company for $16,603:85. The Mayor put the question and the Clerk called
the roll with the following results: Ayes: Alderman Blume, Wright, Luellen,
Moehling, Flauter, Figard, Prickett, Tistle, Travis, Bell, Jackson and Bonaguidi.
Nays: None. The Mayor declared the motion carried.
MASON LANE STORM SEWER: Alderman Moehling made the following report: "Your
Committee on Sewer•has investigated the above and has found that this sewer is
one of the worst sewers remaining in Des Plaines with respect to flooding base-
ments of residences along the street because of the use of the sewer for both
sanitary and storm purposes. It has been estimated that a 12 to 18 inch sewer
for storm water purposes can be placed in Mason Lane for about $12,000.00. We
your Committee =Sewers, therefore recommend that Engineer Fletcher be authorized
to draw up plans and specifications for the Mason Lane storm sewer." The motion
was made by Alderman Moehling and seconded by Bonaguidi to approve the report.
Alderman Prickett objected. The Mayor.put the question and the Clerk called the
roll with the following results: Ayes: AidermanBlume, Wright, Luellen, Moehling,
Flauter, Figard, Tistle, Travis, Bell, Jackson and Bonaguidi. Nays: Alderman
Prickett. The Mayor declared the motion carried.
Judiciary Committee meeting May 29th.
APPROVAL OF BILLS: Alderman Prickett made the following report:

The motion was made by Alderman Prickett and seconded by Figard to adopt the
resolution. The Mayor put the question and the Clerk called the roll with the
following results: Ayes: Alderman Blume, Wright, Juellen,.Moehling, Flauter,
Figard, Prickett, Tistle, Travis, Bell, Jackson and Bonaguidi. Nays: None. The
Mayor declared the motion carried.
ILLINOIS BELL TELEPHONE COMPANY FRANCHISE: The motion was made by Alderman
Prickett and seconded by Bell to approve the franchise. After discussion on
vote by Alderman Moehling and seconded by Luellen, it was tabled, so some of
the Aldermen can study the franchise.
ZONING BOARD REPORT ON PROPERTY NORTH OF DEVON ON DES PLAID'S AVE.: The Clerk
read the above report and the Mayor referred same to the Municipal Development
Committee.
ADOPT NO. Zi -4-62 ORDINANCE N.W. CORNER IEE AND OAKTON STREETS: The Clerk read
for the second reading the above ordinance. The motion was made by Alderman
Bell and seconded by Prickett to adopt the ordinance. The Mayor put the
question and the Clerk called -the roll with the following results: .Ayes:
Alderman Blume, Wright, Luellen, Moehling, Flauter, Figard, Prickett, Tistle,
Travis, Bell, Jackson and Bonaguidi. Nays: None. The Mayor declared the motion
carried.
ADOPT No. A-1-62 ORDINANCE N.W. CORNER IBE AND OAKTON STREETS: The Clerk read
for the second reading the above ordinance. The motion was made by Alderman
Bell and seconded by Prickett to adopt the ordinance. The Mayor put the
question and the Clerk called the roll with the following resultsi Ayes:
Alderman Blume, Wright, Luellen, Thehling, Flauter, Figard, Prickett, Tistle,
Travis, Bell, Jackson and Bonaguidi. Nays: None. The Mayor declared the motion
carried.
ADOPT No. T-1-62 ORDINANCE PARKING ON PEARSON STREET: The Clerk read for the
second reading the above ordinance. The motion was made by Alderman Wright
and seconded by Luellen to adopt the ordinance. The Mayor put the question and
the Clerk called the roll with the following results: Ayes: Alderman Blume,
Wright, Luellen, Moehling, Flauter, Figard, Prickett, Tistle, Travis, Bell,
Jackson and Bonaguidi. Nays: None. The Mayor declared the motion carried.
ADOPT NO. Z-7-62 ORDINANCE "BULK REGULATIONS" The Clerk read for the second
reading the above ordinance.` The motion was made by Alderman Flauter and
seconded by Jackson to adopt the ordinance. The Mayor put the question and the
Clerk called the roll with the following results: Ayes: Alderman Rateike, Blume,
Wright, Luellen, Moehling, Flauter, Figard, Prickett, Tistle, Travis, Bell,
Jackson and Bonaguidi. Nayw: None, The Mayor declared the motion carried.
APPLICATION FOR SPECIAL USE BY COMMONWEALTH EDISON COMPANY: The Clerk read the
above report from the Zoning Board. The Mayor ordered it placed on file.
STACHNIK'S SUB. PLAT: The Mayor referred the above plat to the Municipal Develop-
ment Committee.

ILLINOIS COMMERCE COMMISSION PETITION RAILROAD CROSSING; AT MANNHEIM NORTH OF TOUHY:
The above petition was received from J. Emil Anderson and Son. On motion by Alder-
man Luellen and seconded by Figard the Council authorized the Mayor to sign the
petition.
The Mayor referred to the License Committee to amend ordinance on $1.00 penalty
for vehicle licenses.

AWARD PAVING BID ALGONQUIN ROAD AND.WHITE STREETS: The motion was made by Alder-
man Jackson and seconded by Travis to award the Algonquin White paving bid to
the Rock Road Construction Company for $13,870.40. The Mayor put the question
and the Clerk called the roll with the following results: Ayes: Alderman Blume,
Wright, Luellen, Moehling, Flauter, Figard, Prickett, Tistle, Travis, Bell,
Jackson and Bonaguidi. Nays: None. The Mayor declared the motion carried.
At Alderman Tistle's request parking in'1700 block of Illinois Street. was referred
to the Street Committee.
At Alderman Tistle's request, City Attorney to draft ordinance no parking west
side of 1800 and 1900 block of Illinois Street.
At Alderman Luellen's request speed and load limits on Pennsylvania Avenue was
referred to the Street Committee.
ERECTION IN SMITH WARD: On motion by Alderman Bell and seconded by Travis the
Council approved to hold an election for Alderman in the Sixth Ward to fill
vacancy on Bell's retirement.
At Alderman Travis' request load limit on Everett, Prospect and Maple Streets
was referred to the Street Committee.
Paving of Maple Street south of Everett was referred to the Street Committee.
TRANSFER OF SALES TAX FOR. EXPENSE OF CENSUS: On motion by Alderman :Prickett and
seconded by Wright the Council approved to transfer above funds.
RESIGNATION CF ALDERMAN HELL: A letter of resignation was received from Alder-
man Bell to take effect May 21, 1962. Alderman Blume and Travis commended him
for his excellent service to the City. On motion by Alderman Blume and seconded
by Prickett the Council approved the resignation.
ADJOURNMENT: The motion was made by Alderman Bonaguidi and seconded by Luellen
to adjourn the meeting to May 28th, 1962. The Council approved biacclamation.
