The Mayor informed the Council he received a petition from James McGovern re-
questing an election for alderman in the Fifth Ward but according to the
City Attorney's opinion there will not be an election until 196t/
On motion by Alderman Figard and seconded by Prickett, the Mayor is to send a
letter to Sergeant Strempel commending him for his service on the Police
Department,
ADJOURNKE T: The motion was made by Alderman Bonaguidi and seconded by Rateike
to adjourn. The motion was voted upon by acclamation.

CITY COUNCIL, DES STAINES', HELD IN
THE COUNCIL ROOM, CITY HALL, APRIL 2,
1962.
CALL TO ORDER: The meeting was called to order -by Mayor Herbert H.-Behrel, with
Alderman Rateike, Blume, Luellen, Moehling, Flauter, Figard, Tistle, Travis, Bell,
and.Bonaguidi responding to roll call.
APPROVAL OF MINUTES: The motion vas,made by Alderman Blume and seconded by Travis
to approve the minutes of March 19, 1962. ,The motion was voted upon by acclama-
tion. •
OPEN BIDS FOR TRAFFIC LIGHTS: On motion by Alderman'.Figarrd and seconded by Travis,
the Clerk was instructed to open the above bids. The following bids were received.
L. & S. Construction, Chicago 44,900.19
Knott & Mielly Co., Chicago 42,306.13
H. -H. Electric Co.,River Grove 42,105.18
On motion by Alderman Travis and seconded by Figard the bids were referred to the
Street and Finance Committees and City Engineer. The motion was voted upon by
acclamation.
Mr. Harley presented to the Mayor a certificate to acknowledge and to give recog-
nition for the active support to the Courtesy Car Club. The Mayor accepted the
certificate for the city with thanks.'
OPEN BID FOR MOTORCYCLE: On motion by Alderman Tistle and seconded by Moehling'
the Clerk was instructed to open above bid. The following bid was received:
Illinois Harley-Davidson Sales, River Forest 1,528.80
On motion by. Alderman Blume and seconded by Flauter, the bid was referred to the
Police and Parking Meter and Finance Committees. t
OFFICIAL REPORTS: The Clerk submitted the report of, Comptroller Bach and the
Building Commissioner for March. Engineer Fletcher reported Well No. 7 was down
340 feet.
TO ADVERTISE BIDS FOR REPAIRING ALGONQUIN ROAD AND PORTION OF WHITE ST.:At request
of Engineer Fletcher and on motion by Alderman Tistle and seconded by Moehling,
the Council approved to advertise bids repairing Algonquin Road and portion of
White Street with bids to be returned May 7th.
TO ADVERTISE BIDS FOR STORM SEWER BIRCH ST. AND IS NNICOTT CT.: On motion by
Alderman Travis and seconded by Moepling, the Council approved to advertise bids
for the above storm sewer with bids to be returned May 7th.

City Attorney Dowd reported the County Court approved the rolls of S.A. 173 and 174.
TO APPOINT ONE LIEUTENANT AND ONE SERGEANT: On and

Fire and Police Commissioners are to appoint one Lieutenant and one Sergeant to
fill vanencies.

TO ADVERTISE BIDS FOR HEATING EIEMENT: On motion by Alderman Rateike•and seconded
by Blume the Clerk is to readvertise for bids for heating elements for roof over
Police Station.'
TAXICAB INSURANCE: On motion by Alderman Bonaguidi and seconded by Blum), the
City Attorney is to amend the taxicab ordinance for liability insurance $100,000/
200,000 and property damage $5,000.00. Alderman Bonaguidi called a meeting for
April 5 at 7:30 P.M. of the License and Inspection Committee regarding taxicabs.
TO ADVERTISE BIDS FOR LIME: On motion by Alderman Flauter and seconded by Figard
the Council approved...to advertise bids for lime to be returned April 16th.
AWARD BID ON THACKER ST. WATER MAIN: The motion was made by Alderman Flauter and
seconded by Figard.to award the Water Main bid to the Rossetti Contracting Co.
for $15,849.00. The Mayor put the question and the Clerk called the roll with the
following results: Ayes: Alderman Rateike, Bluie, Luellen, Moehling, Flauter,
Figard, Tistle, Travis, Bell and Bonaguidi. Nays: None. The Mayor declared
the motion carried.
AWARD BID ON WATER VALVES: The motion was made by Alderman Flauter and seconded
by Travis to award the bid for water valves to the Advance Construction Company
for $6,99000. The Mayor put the question and the Clerk called the roll with the
following results:- Ayes: Alderman Rateike, Blume, Luellen, Moehling, Flauter,
Figard, Tistle, Travis, Bell and Bonaguidi. Nays: None. The Mayor declared the
motion carried.
WATER CONTRACT WITH ROSEMONT: The motion was made by Flauter`and seconded by
Figard to authorize the Mayor and Clerk to sign the Rosemont water contract.
Alderman Jackson appeared at this time. After considerable discussion, the
motion and second were withdrawn to have more time for investigation.
TO READVERTISE BIDS FOR CLEANING CATCH BASINS: Alderman,Moehling made the follow-
ing report: "Your Committee on Sewer has investigated the above and has found
that several cities in the suburban area are having catch -basins cleaned on a
per diem basis ate substantially lower cost than the lowest of those bids sub-
mitted to this Council, under its prior advertisement for bids. If the city of
Des Plaines receives corresponding lower bids on re -advertising, the savings to
the City would greatly exceed the -cost of such re -advertising. -
"Since the original proposal was advertised for bids it has been called to the
attention of this committee that the street surface surrounding the catch basin
has on some occasions been left in rather sloveiy condition; it is therefore re-
commended that a further specification be added to the proposal on which the bids
are to be advertised to require the contractor to clean up the area surrounding the
catch basin by washing the debris into the sewer. The City employee working with
the contractor should be instructed by the Superintendent of Public Works to
check the completion of each job before going to the next catch basin.
"We, your Committee on Sewer,' therefore recommend that this Council reject all
of -the bids received under its prior advertising and re -advertise for cleaning
1,000 catch basins in the city of Des Plaines, at a per diem rate,.bids re-
turnable April 16, 1962. A further requirement be added to the specifications
requesting that the contractor -bidder submit a list of cities in which it
previously performed -catch basin cleaning." On motion by Alderman Moehling and
seconded by Tistle the Council approved the•report.

TO ADVERTISE BIDS ON TWO TWO-WAY TRANSISTOR RADIOS: Alderman Moehling made the
following report: "Your Committee on Civil Defense and Police has investigated
the above and has found that at least one other type of two-way transistor radio .
is available on the market (that is other than the Motorola Model 1133) which also
has sufficient resistance to shock to be used for motorcycle mounting. At least
one of such alternative types is available at considerably lower coat than the
Motorola T33. We, your Committee on Civil Defense, therefore recommend, that
this Council advertise for bids for two.two-way transistor, shock resistant
radios for mounting on motorcycles, bids returnable April 16, 1962." On motion
by Alderman Moehling and seconded by Flauter, the Council approved to advertise
bids, to be.returned April 16th.
APPROVAL -OF BILLS: Alderman Bell presented the following resolution:

Tistle, Travis, Bell, Jackson and Bonaguidi. Nays: None. The Mayor -declared
the motion carried.
AWARD MOTORCYCLE BID: The Council had a recess in order to check the bid on
motorcycle. After reconvening the motion was made by Alderman Rateike and
seconded by Bell to award the bid on motorcycle to the Illinois-Harley-bavidson
Sales, 7577 W. Lake St., R.ver Forest, 111. for $1,528.80. The Mayor put the
question and the Clerk called the roll with the following results: 'Ayes: Alder-
man Rateike, Blume, Luellen, Moehling, Flauter, Figard, Tistle, Travis, Bell,
Jackson and Bonaguidi. Nays: None. The Mayor declared the motion carried.
REZONING REPORT N.W. CORNER IEE AND OAKTON: The Clerk read the above report
regarding rezpning to Commercial C-2 upon annexation. The Mayor referred the
report to the Municipal Development Committee.
REZONWG REPORT S.W. CORNER TOUR! AND MANNHEIM: The Clerk read the above report
regarding rezoning to M-2 General Manufacturing District upon annexation. The
Mayor referred the report to the Municipal Development Committee.
REZONING REPORT S.E. CORNER CENTRAL-WOIP ROADS: The Clerkread the above report
to rezone to C-2 Commercial for _gasoline station. The Mayor referred the report
to the Municipal Development Committee.
ZONING BOARD REPORT TO AMEND ZONING ORDINANCE. The Clerk read the above report
and at request of Commissioner Wiedeman, it was referred to the Building Control
and Inspection Committee.
AGREEMENT ON RETENTION BASIN: The Clerk informed the Council he had the agree-
ment from the Algonquin Residential Corp. and Beta Development Corp. for retention
basin. The Mayor referred same to the Sewer Committee.
KUNTZE DISANNEXATION PETITION: The Clerk informed the Council he received the
above. The Mayor referred.the petition to the Judiciary and Municipal Develop-
ment Committee.
NOTICE OF INJURY OF C. J. CZERNIAK: The Clerk reported he had received the
above notice,of injury in an accident at Miner and Rand Road. The Mayor referred
the notice to the Judiciary Committee.

to the Finance Committee•for a report.
TO ADVERTISE BIDS FOR REPAIR OF SWALKS: On motion by Alderman Jackson and
seconded by Tistle the Council approved to advertise bids for repair of side-
walks. Bids to be returned April 16th.
At request of Alderman Jackson the Mayor referred the construction of sidewalks
on Fourth Ave. and Rand Road to the, Board of Local Improvements.

PETITION FOR SEWER ON EVERETT LANE: The Mayor referred the petition to the
Board of Local Improvements.
The Council approved the motion by Alderman Jackson and second by Bonaguidi
to allow the use of .438 wall instead of .500 wall casing for Well No. 7.
ADJOURNMENT: The motion was made by Alderman Jackson and seconded by Bonaguidi
to adjourn. The motion was voted upon by acclamation.
