REGULAR MEETING OF THE CITY COUNCIL
DES PLAINES, ILLINOIS, HELD IN THE
COUNCIL ROOM, CITY HALL, MARCH, 5, 1962,
AT 8:00 P.M.
CALL TO ORDER: The meeting was called to order by Mayor Herbert H. Behrel with
Alderman Rateike, Blume, Wright, -Luellen, Moehling, Flauter, Figard, Prickett,
Tistle, Bonaguidi and Travis, responding to roll call.
APPROVAL OF MINUTES: The motion was made by Alderman Prickett and seconded by
Blume to approve the minutes of February 19, 1962. The motion was approved by
acclamation vote.
OPEN BIDS ON GARBAGE TRUCKS: On motion by Alderman Bonaguidi and seconded by
Figard, the Clerk was instructed to open the garbage truck bids. The following
bids were received:

On motion by Alderman Figard and seconded by Rateike the bids were referred to
the Sanitation and Finance Committees and Superintendent of Public,Works.
OPEN BIDS ON GARBAGE BODY: On motion by Alderman Wright and seconded by Figard
the Clerk was instructed to open the bids. The following bids•were received:

On motion by Alderman Figard and seconded by Travis. the bids were referred to the

OPEN POLICE CAR BIDS: On motion by Alderman Figard and seconded'by Blume the
Clerk was instructed to open the. police car bids. The following bids were

On motion by Alderman Flauter and seconded by Figard the bids were referred to
the Police and Finance Committees.and Chief of Police.
OFFICIAL REPORTS: The Clerk submitted the annual report of the7 Superintendent
of Public Works and Engineer, -also annual report of the Library and monthly
report of the Building Commissioner.
TO ADVERTISE BIDS TRAFFIC LIGHTS'"MOTOR FUEL TAX FUNDS:" At suggestion of
Engineer Fletcher the motion was made by. Alderman Luellen and seconded by Tistle
to advertise bids for reconstruction of traffic lights on Ellinwood and Miner
Streets, bids to be returned April 2,.1962. The motion was approved. by acclama-
tion vote.
Engineer Fletcher made a progress report on.underpass at railroad station. At
Alderman Rateike's request Engineer Fletcher made a progress report regarding
Belaire surer and water construction..
AWARD'BIDS ON FIRE TRDCK: On motion by Alderman Tistle and seconded by Rateike,
the bids on the fire truck was awarded to the Seagrave Corporation of Columbus,
Ohio for the sum of $25,496.00, the Mayor and Clerk to be authorized to sign
contract and checks to be returned to unsuccessful bidders. The Mayor put the
question and the Clerk called the roll with the following results:Ayes: Alder-
man Rateike, Blume, Wright, Luellen, Moehling, Flauter, Figard, ,Prickett, Tistle

Nays: None
Travis, and Bonaguidi. The Mayor declared the motion carried.
AWARD THE BID FOR THREE TRUCKS TO INTERNATIONAL HARVESTER: The motion was made
by Alderman Tistle.and seconded_by-Luellen.to.award the bid for three trucks
to the International Harvester Company for the price of $16,419.50, and return
the other bidders' checks. The Mayor put.the question and the Clerk called
the roll with the.following results: Ayes: Alderman Rateike, Blume, Wright,
Luellen, Moehling, Flauter, Figard, Prickett, Tistle, Travis, and Bonaguidi.
Nays: None. The Mayor declared the motion carried.
TRAFFIC 'LIGHTS GO1F WOLF ROADS: Alderman Tistle made the following report:
"Your Conmittee.on.Street and:Traffic has investigated the above and foond:
1) That,traffic coming from the Cumberland circle"frequently"comes two";.;
abreast making a right turn on Golf Road. This:makes it practically im-
possible for, north bound Wolf Road traffic to turn West. It`also. makes it
extremely difficult for Seegers Road traffic to passthrough the Seegers,Road-
Wolf Road intersection. 2) Under the present.set up with the "no turn" signal
on top of the. traffic light few motorists pay any attention to it, thus en-
dangering children and commuter pedestrians.
"Your Street and Traffic Committee therefore recommends the State Department
of Highway for. the changes suggested -in city engineer Fletcher's report of
February 12. (Report attached). It is therefore the recommendation of this
Committee that the City EngineerMetcher be directed to bring his report to
the attention of the State Department of Highways and request the promptest
possible action in making the recommended changes." On motion by Alderman
Travis and seconded. by Tistle the Council approved the report.
TO ADVERTISE BIDS FOBS AT 'a lYA "S: On motion by,Alderman Flouter and
seconded by Bonaguidi the.Council.approved to -advertise bids for 10 inch
valve for the Water,Department.
TO ADVERTISE BIDS FOR.10 D CH.WATER MAIN: On motion by Alderman Flauter and
seconded by Figard the Council approved to advertise bids for 10 inch water
main on Thacker Street from Pearson to 'Des Plaines Ave. Both above bids to
be in at March 19th Council meeting.
At request of Alderman Flauter the Council referred the r ehibilitation of
water plant to Superintendent of Public Works and. Engineer Fletcher.
TO ADVERTISE BIDS FOR CLEANING 1;000 CATCH BASINS:, On motion by Alderman
Moehling and seconded by Flauter the Council approved to advertise bids for
cleaning 1,000 catch basins in 1962.
SEWERS SOUTH OF OAKTON STREET NEAR RIVER ROAD: Alderman Moehling made the
following report: "Your Committee on Sewer has investigated the above and
has found the repeated and recurring flooding of home_ basements along the
following streets: Locust and Birch between Everett and Riverview and on
Locust between Riverview and Oakton has made it necessary to supplement these
sewers with 12 to 21 inch sewers for storm water drainage as part of an over-
all sewer program in this area which will include the installation of a lift
pump out of a subsequent appropriation. An item of $25,000.00 in the
appropriations for 1962 has been included for sewer extension to cover the
-estimated cost of this sewer by the City Engineer. We, your Committee on
Sewer, therefore recommend that the City Engineer be authorized to prepare
specifications and plans." On motion by Alderman Moehling and seconded by
Bonaguidi and after considerable discussion the Council approved the report
with Alderman Prickett and Figard voting "no."
TO ADVERTISE BIDS FOR MOTORCYCLE FOR PARKING METERS: On motion by Alderman
Wright and seconded by Rateike the Council approved to advertise bids for
motorcycle with tradein of oldest cycle. Bids are to be returned by April

EDNA WALZ CASE.: The motion was made by Alderman Flouter and seconded by Wright
to retain. Attorney Dowd for Edna Walz Case. The Mayor put the question and the
Clerk called the roll with the following results: Ayes: Alderman Rateike, Blume,
Wright, Luellen, Moehling,'Flauter, Figard, Prickett, Tistle, Travis and Bonaguidi.
Nays: None. The Mayor declared'the motion carried.
A.B. HANSEN AND CHICAGO TITLE AND TRUST CO.CCl : The motion was made by Alder-
man Flauter and seconded by Prickett to retain Attorney Dowd for the above case
regarding Blewitt property at Oakwood and Des 'Plaines Ave. The Mayor put the
question and the Clerk called the roll with'the following results: Ayes: Alder-
man Rateike, Blume, Wright, Luellen, Moehling, Flauter, Figard, Prickett, Tistle,
Travis and Bonaguidi. Nays: None. The Mayor declared the motion carried:
MARKIEWICZ CASE: The motion was made by 'Alderman Flauter and seconded by Wright
to retain Attorney Dowd for the above case. The Mayor put the question and the
Clerk called the roll'with the following results: Ayes: Alderman Rateike, Blume,
Wright, Luellen, Moehling, Flouter and Bonaguidi. Nays: None. The Mayor de-
clared the motion carried.
MARKII.ZCZ PROPERTY: ALderman'Flauter made the following report= "Your Committee
on Judiciary has investigated the above and has found that Mr. Markiewicz has
not -fulfilled his obligation by finishing the streets, installing sidewalks and
generally maintaining the property. We,. your Committee on Judiciary, there-
fore recommend that, City Attorney J. Dowd be instructed to bring legal action
against Mr. Markiewicz and T so move:" On motion by Alderman Flauter and seconded
by Tistle the Council approved the report.
APPROVAL OF BASS: Alderman 'Prickett presented the following resolution:

The motion was made by Alderman Prickett and seconded by Tistle to adopt the
resolution. At request of Alderman Moehling two $1,500.00 checks regarding
extension basin agreement are to„be held until approval is received to release
the checks. The Mayor put the question and the Clerk called the,roll with the
following results: Ayes: Alderman Rateike, Blume, Wright, Luellen, Moehling,
Flauter, Figard, Prickett, Tistle, Travis and Bonaguidi. Nays: None. The Mayor
declared the motion carried.
PETITION PROTESTING PLEASANT MANOR REZONING: The Clerk informed the Council he
had received a petition protesting the rezoning to apartments, an area in Pleasant
Manor Subdivision. The Mayor ordered the petition be placed on file.
ZONING BOARD REPORT ON VARIATION: ' The Clerk read the report of the Zoning Board
regarding amending the Zoning Ordinance to have Council to be final on approving
variation. On motion by Alderman Tistle and seconded by Blume the report was
referred to the Municipal Development Committee.
PETITION FROM RESIDENTS AT IEE AND HOWARD STREETS: The Clerk read the above
petition regarding a meeting March 7th, in the City Hall by representatives of
Orchard Lake Homes for. a medical center. The Mayor informed a spokesman for the
group that the City Council had nothing to do with this meeting, but granted per..
mission of use of the Council Roan for a public hearing to this organization.
QUIT CLAIM DEED LOT 34 BLOCK, - DIEFENDORFS ADD. SUB.: The Clerk informed the
Council he had received the above deed with offer of $150.00. This is a 25 foot
lot at 1735 Illinois Street. The Mayor referred same to the Finance Committee.
RESOLUTION 5.$.173 FOR MOTOR ruiL TAX FUNDS: The Clerk read the above for
$11,253.39 Motor Fuel Tax Funds. The motion was made by Alderman Tistle and

Clerk called the roll with the following,results: Ayes: Alderman Rateike, Blume,

$15,354.12 Motor Fuel Tax Funds. The motion was made by Alderman Bonaguidi and. •
seconded by Tistle to adopt the resolution. The Mayor put the question and the
Clerk called the roll with the following results: Ayes: Alderman Rateike, Blume,
Wright, .Luellen, Moehling, Flauter,'Figard, Prickett, Tistle, Travis and
Bonaguidi. The Mayor declared the motion carried.

FIRST BEADING Z-3-62 ORDINANCE ZONING DELETE 300 FT. DISTANCE.: The Clerk read
for the first reading the above ordinance to delete the "300 ft. distance from
another gasoline station."
FIRST READING C-1-62 ORDINANCE - 300 FT.' GASOLINE STATION: If the Z-3 ordinance
is adopted this ordinance must be adopted for the Building Code.
FIRST READING ANNEXATION ORDINANCE: The: Clerk read for the
above ordinance. The land is an island in the area south of
tween Elmhurst Road and Mt. Prospect Road.

LIQUOR LICENSE APPLICATION FOR RED BALLOON RESTAURANT: The Mayor referred the
application to the License and Inspection Committee.
At request of Alderman Moehling the Mayor referred the purchase of three wheel
motorcycle to the Civil Defense and Police Commission.
ANNEXATION PETITION PEOPLE RESIDING IN HOMELAND ACRES: • The above petition was
referred to the Municipal Development Committee.
The City Clerk requested the City Attorney to give an opinion on truck parking
in residential areas.
MARSHALL DRIVE TRAFFIC SIGNS: A request for M.P.H. traffic signs on Marshall
Drive was referred to the Street Committee and Traffic Commission.
