RR station. At Alderman T istle's request the City Attorney is to draft an ordinance for parking both sides.of Illinois Street between Oakton and Riverview Avenue. Mr.. Seitz of Public Service Company informed the Council they were considering a new type of street lights. The Mayor referred to the Judiciary Committee to investigate if an election should be held in the second and fifth wards. Behrel with Alderman T ravis, Bell, Jackson, Bonaguidi, Rateike, Blume, Wright, Luellen, Moehling, F lauter, Figard, Prickett, and Tistle responding to roll call. OPEN TRUCK BIDS FOR WATER DEPARTMENT: On motion by Alderman B lune and seconded by Wright the Clerk was instructed to open the above bids. The following bids were received: Oakton Automotive Service, Des Plaines 2,281.76 Kuhlman and Nagel, Des Plaines 2,288.00 Des Plaines Motor Sales, Des Plaines 2,319.52 . On motion by Alderman,Blume and seconded by Luellen the bids were referred to the Water and Finance Committees and Superintendent of :Public Works. OPEN BIDS FOR GASOLINE: On motion by Alderman Wright and seconded by.Rateike, the.Clerk,was.instructed to open the above bids. Five bide were received. On motion.by Alderman F,igard and seconded by Bonaguidi, the .bids were referred to the Finance Committee and Superintendent of ?Public Works. OFFICIAL REPORTS: The Clerk submitted the report of the City Treasurer for November. City Attorney Dowd reported the County Court had approved special assessment No. 179 for improving Sycamore and other streets. APPROVE PIAT OF BRENTW00D UNIT NO. 4: Alderman Bell made the following report: "Your Committee on Municipal Developmeit has investigated the above and has found Plan Commiddion has approved the plat. Tentative approval was given to this plat June 13, 1961. At that time satisfactory provisions were made with the Elk Grove School District and Mt. Prospect Park District. Eleven lots are double frontage lots but are restricted by covenant from ingress and egress on the rear of the lot. We, your Committee on Municipal Develipment, therefore recommend approval of the plat as submitted. Mayor and City Clerk be authorized to sign the plat." On motion by Alderman Bell and seconded by Blume, the Council approved the plat. ZONING BOARD VARIATION CHANGE: Alderman Bell made the following report: "Your Committee on Municipal Development has investigated the above and has found at present, the City Council has no powers in variations to our ordinances. Should the Zoning Board had down a decision that is contested in Court, the City must defend a case in which it may not approve of the ruling. 107 -2- 12/18/61 "We, your Committee on Municipal Development, therefore, recommend the matter of variations be treated the same as zoning case in that the Council be authorized to approve or disapprove Zoning Board recommendations. This matter -be referred -to the Zoning Board.for a. public hearing,!" On motion by Alderman Bell and seconded by Prickett the Council referred the report to the Zoning Board to calla hearing.' JOHN H. GEIGER LETTER ON COUNTY ZONING DOCKET# 300: Alderman Bell read the above letter. On motion by Alderman Bell and seconded by Alderman Tistle, the City Attorney Dowd is to file objections. The Mayor informed the Council Mount Prospect will also file objections. . MOSUTZO SPRAYING; Alderman Bonaguidi made.a report on the above. On motion 'by Alderman Travis and seconded by Rateike it was referred back to the License and Health and Elm Tree Disease Committees for further study. HOWARD AND LEE - FOUR. WAY STOP: Alderman Jackson made the following report: "Your Canmittee on Streets and Traffic has investigated the above and has found that traffic at this intersection travels at a high rate of speed and makes it extremely difficult for pedestrians, particularly students, to pass the inter- section safely. We, your Committee oh Streets and Traffic, therefore recommend that a four way stop sign be erected on a 90 day trial basis and that the City Clerk bring this matter t� the attention of the.Council at the end of this period." On motion by Alderman Jackson and seconded by Tistle the Council approved the report and referred same to Superintendent Wernicke. TRAFFIC LIGHT PENNSYLVANIA AVE.: Alderman Jackson requested that a request for traffic light at Algonquin and Pennsylvania Avenue be referred to the Street Committee. AWARD BID ON PRATT-MANNHEIM WATER MAIN: Alderman Flauter made the motion which was seconded by Figard to award the water main bid of $11,082.10 to Joe B. DiVito Company. The motion was made by Alderman Travis and seconded by Moehling that the bid be awarded on contingent of receiving funds from the property owners. The Mayor put the question and the Clerk called the roll with the following results: Ayes: Alderman Moehling, Travis, Bell and Bonaguidi. Nays: Alderman Rateike, Blume, Wright, Luellen, Flauter, F igard, Prickett, Tistle and Jackson. The Mayor declared the motion lost. The Mayor put the question on the previous motion and the Clerk called the roll with the following results: Ayes: Alderman Rateike, Blume, Wright, Luellen, Moehling, Flauter, Figard, Prickett, Tistle, Travis, Bell,. Jackson, and Bonaguidi. Nays: None. The Mayor declared the motion carried. MIDDLE STATES TELEPHONE CONTRACT: Alderman:Prickett presented a new contract for telephone service. On motion by Alderman Prickett and seconded by Rateike the Mayor and City Clerk are'authorized to sign the contract. The Mayor put the question and the Clerk called the roll with the following results: Ayes: Alderman Rateike, Blume, Wright, Luellen, Moehling, Flauter, Figard, Prickett, Tistle, Travis, Bell, Jackson and Bonaguidi. Nays: None. The Mayor declared the motion carried. TO TRANSFER $4.000.00 FROM WATER FUNDS TO S.A. 157: The motion was made by Alderman Flauter and seconded by Figard to transfer $4,000.00 from the Water Funds to S.A. 157. Nays: None. The Mayor declared the motion carried. A check for $205.00 for Stott Electric was removed from the resolution at the request of Alderman Rateike. TRAFFIC COMMISSION REPORT: The Clerk informed the Council he had placed a copy of the report on each Alderman's desk. At request of Alderman.Jackson, item 2 of the report was referred to Superintendent Wernicke about U-turn sign on Maple Street. On item.9, on motion by Alderman Jackson and seconded • by Tistle, City Attorney Dowd is to prepare ordinance "No Parking at Any Time" signs on west. side of Mannheim Road, between Everett and Prospect Avenues. CENTRAL SCHOOL REZONING: The rezoning ordinance was referred to the Municipal' Development Committee at request of Alderman Rateike. The Municipal Develop- ment Committee will hold a meeting December 28th at 8:00 P.M. GO-KART ORDINANCE: The Clerk read for the first reading the above ordinance. FALL OUT`SHELTERS ORDINANCE: The Clerk read for the first reading the above ordinance. RESOLUTION ESTABLISHING PREVAILING RATES: The Clerk presented the above resolution. On motion by Alderman Figard and seconded by Blume, the Council adopted the resolution. DEVONSHIRE IN DES PLAINES UNIT 3 PIAT: The Mayor referred the above plat to the Municipal Development Committee. STOP SIGN BROWN & ALLES: On motion by Alderman Rateike and seconded by Blume the Council approved to have City Attorney draft ordinance for the above stop sign. WILLOW STREET ONE-WAY: The Mayor referred to the Street Committee about one- way on Willow Street. Alderman . Prickett requested a sign on parkway on Des Plaines Avenue and Thacker Street be removed.
