APPROVAL OF MINUTES: The motion was made by Alderman Rateike and seconded by Blume to approve the minutes of November 20, 1961. The motion was voted upon by acclamation. OFFICIAL REPORTS: The City Clerk Anbmitted the report of Comptroller and Building Commissioner for November. Superintendent Wernicke reported he received notice from Mr. Tuthill that a survey was made on Wolf Road between Rand and Central, Roads for reduction in speed limit. That no change be made at this time, but,another survey would be made next spring. On Algonquin Road between Mt. Prospect and Elmhurst Roads a 50 M.P.H. limit would be made. Attorney Dowd reported that the City of Chicago would now be included in the Tropic of Cancer case, and that all attorneys would handle the case. APPROVE FOREST MANOR SUB. UNIT NO. 2 PLAT: Alderman Bell made the following report: "Your Committee on Municipal Development has investigated the above and has found Plan Commission has approved the plat. Property is not within the city limits but within our mile and one half jurisdictional area. Flat meets all requirements of our code with the exception of 13 double frontage lots covered by a restrictive covenant, prohibiting egress and ingress on the rear of, the properties. We, your Committee on Municipal Development, therefore recommend approval of plat as shown. Mayor and City Clerk be authorized to sign plat." On motion by Alderman Bell and seconded by Blume, the Council approved the plat. NO LIQUOR LICENSE FOR CONNIE'S SNACK SHOP: Alderman Bonaguidi made the following report: •"Your Committee on License and Inspection has investigated the above and has found that there is no need for an increase in this type of liquor license at this time in the City of Des Plaines. The Committee is of the opidon that to increase the number of liquor licenses would not serve the best interests of the citizens of Des Plaines as a whole." On motion by Alderman Bonaguidi and seconded by Luellen the Council concurred in the report. CORNER EIMHURST AND DBMPSTER: Alderman Jackson reported on request of two 35 foot driveways entering Elmhurst Road and two 25 foot driveways entering Dempster St. On motion by Alderman Jackson and seconded by Tistle, the Council approved the report to grant permits. Alderman, Jackson called a meeting of the Street Committee for December 19 at 8:00 P.M. TO ADVERTISE BIDS FOR PANEL PICK-UP TRUCK: On motion by Alderman F lauter and 104 -3- 12/4/61 seconded by Figard the Council approved to advertise bids for panel pick-up truck. Bids to be returned December 18th. BUILDING CODE REVISION: Alderman Blume made the following report: "Your Committee on Building Control'and Inspection has investigated the above and has found our present Building Code of'1939 as amended with the Suburban Building Code does not offer sufficient regulation for the construction of multiple'living units, stores, offices and factories. It is also difficult to interpret and is not up to date at the present time. The Architectual Commission in a letter to the Council attached, agrees unanimously that there is a great. need for a more modern com- prehensive code. After careful evaluation of many. standard building codes and the requirements of the city of Des Plaines,. we believe that the "Modern Standard Building Code," Vol. 1, 1959 edition, including all suppliments, as compiled by the Midwest Conference of Building Officials, meets all the future needs of our rapidly expanding city, and will afford our building department the most practical and enforceable building code for this climatic area. We, your Committee on Building Control and Inspection therefore recommend that the City Attorney be instructed to draw an ordinance repealing the present building code of 1939 as amended, excepting that portion relating to single family residential buildings only, as covered by the Suburban Building Code, April, 1957. Edition; and that the same ordinance also establish the Modern Standard Building Code, heretofore mentioned, as the Buildifl Code of the City of Des Plaines." On motion by Alderman Blume and seconded by Figard the Council concurred in the report. '!!TBOPIC OF CANCER CASE," Alderman Flauter reported that the proposed coopera- tive defense effort between the various cities in this case has failed to materialize so recommend that the City Attorney, James Dowd be retained to defend the City. On motion by Alderman neuter and seconded by Wright, the Council approved the'report. Alderman Flauter made the motion which was seconded by Luellen that City Attorney Dowd be retained to reply to summons and defend the City in the case of the late Byron Black property, W. S. Scholl and the Oak Park National Bank. Seitz of Public Service Company informed the Council they were considering a new type of street lights. Tentative approval was given to this plat June 13, 1961. At that time satisfactory provisions were made with the Elk Grove School District and Mt. Prospect Park District. Eleven lots are double frontage lots but are restricted by covenant from ingress and egress on the rear of the lot.
