The meeting was called -to order by Junior Mayor James Kunzer with Mayor Herbert
H. Behrel presiding and with Alderman Davis, Bell, Jackson, Rateike, Blume,
Wright, Luellen, Moehling, Figard, Prickett and Tistle responding to roll call.
APPROVAL OF MINUTES: The motion was made by Alderman Prickett and seconded
by Rateike to approve the minutes of October 16th and 30th. Alderman T istle
requested a correction in October 30th minutes regarding underground storage
of gasoline to be referred to the License and Inspection and Health Committees.
The motion was then voted upon by acclamation with correction made.
OPEN BIDS FOR WELL NO. 7: On motion by Alderman Figard and seconded by Bell
the Clerk was instructed to open the above bids. Five bids were received.

On motion by Alderman Wright and seconded by Luellen the bids were referred
to the Water and Finance„Committees, City Engineer and Superintendent of
Public Works.
OFFICIAL REPORTS: Junior City Treasurer, Anndra Musser reported -on receipts
and expenditures for October being placed on all the officials desks. 'The
Junior City Comptroller, Doreen Boyle reported the report Of receipts for' -
October had been placed on the officials desks. The Junior Building Commissioner,
Patricia Battle, reported the monthly report of building permits had been`
placed on the officials desks. Junior City Attorney, Laura Seeber made the'
following report: "I wish to advise that the City has'obtained a stipulation
from Attorney Oscar'Brotman, who repreaented Barry in the c ase of Barry versus
City of Des Plaines.' This stipulation will permit us to have the Chancellor
of. the Circuit Court of Cook County,. Fain Bs.Tucker, sign a decree in favor
of the City of Des Plaines in accordance with the Master'a..report rendered ,.
by Master in Chancery,; Philip Mitchel. You will recall that. thec ase'of Barry
versus the City of Des Plaines involved the property at the northeast'oorner of
Algonquin and River Roads where the plaintiff desired to erect fifty-four
multi -family units and improve eighty-one parking stalls thereon. Judge -Tucker
will sign the decree in favor of the City of'Des Plaines on Tuesday morning,i
November 14th.
-"I wish to relate further that the court papers for Special Assessmerit No. 179
have been filed in the County Court of Cook County; and on Thursday, November
9, we went before Judge Adesko, the County Judge, and he signed the decree
confirming the appointment of the Commissioner and set December 18 as the
date for the hearing on the confirmation of the assessment roll.
"I have nothing further to report at this time, Mr. Mayor and members of the
Council, Thank you."

REZONING DES_ IlIES AVENUE SOUTH OF HOARD: Alderman Bell made the
oo 1 owing report:. "Your Committee on Municipal Development has investigated
the above and has found Zoning Board has recommended denial of this rezoning.
Multi -family zoning is requested in an area of single family homes. Such zoning
would open up other vacant property in the'area for multi -family and w ould in
fact be setting a precedent for this neighborhood. Petitioner refuses to have
the commercial and multi- family sections considered as separate petitions. We,
your Committee on Municipal Development, therefore recommend denial of the
rezoning as recommended by the Zoning Board." On motion by Alderman Bell and
seconded by Figard the. Council approved the report.
APPROVE REZONING AT NORTH AVENUE EAST OF SECOND AVENUE: Alderman Bell'made the
following report: "Your Committee on Municipal Development has investigated the
above and has found property is bordered on the East by the Soo Line Railroad
tracks and on the north by M-2 Industrial property. Residents living south of
North -.Avenue originally submitted a petition in protest but were visited by the
property owners and did not enter a protest at our,Municipal Development hearing.
Zoning Board recommends rezoning be granted. We, your Committee on Municipal
Development, therefore recommend approval of M-2 zoning for this property and
that the report of the Zoning Board be concurred in. City Attorney be authorized
to prepare the necessary ordinance." On motion by Alderman Bell and seconded
by Blume the Council approved the report.
ANNEXATION TACO? KUNTZE'S HIGH RIDGE KNOLLS. -NORTH SIDE OF TRACKER ST.s
Alderman Bell reported on,the above and on motion by Alderman Bell and seconded
by Blume, the Council approved the annexation.
Alderman Tistle reported the Fire Department located the gasoline leakage on
Miner Street.
PEARSON-PRAIRIE PARKING; Alderman W right made the following report: "The Parking
tots Committee had referred to it by Mayorts.letter of October 10, 1961, the
matter of parking in the neighborhood of Pearson and Prairie. Your Committee
has studied this problem and has found:
"(a) That the conversion from diagonal to parallel parking has caused the loss
of about a dozen parking places on the north side of Prairie east of Pearson
Street. Of those remaining, the first three off Pearson Street are for two
hours and the rest are ten hours.
"(b) That Pearson Street south of Prairie is. not unlimited and uncontrolled
parking, and is generally filled up early in the morning by all -day parkers who
might well be in the North School Free trot.
(c) That the signs marking the Prairie Avenue lot are confusing and contradictory.
"We, your Committee on Parking lots, therefore recommend:
"(a) That the first seven parking meters (ending at the entrance to the
Telephone Company lot) be made 2 -hour meters. The present three, plus the added
four, will constitute the seven.
"(b) That Pearson Street south of Prairie Avenue be regulated on both sides to
Thacker Street, to permit 2 -hour parking from 7:00 A.M. to 11:00 A.M. except '
Sundays and Holidays, and that after 11:00 A.M. parking be subject only to the
normal regulations.
"(c) The°following wording on the. signs regulating this lot is suggested
(1) On the sign at Prairie/Pearson corner (and any others like it on
other:' parts of the lot) 1G1TY PARKING LOT -METERED AND UNMETERED,

(2) On the sign presently located down in the lot beside the School
Service Building entrance (and any others like it) change as
follows: 'WARNING - ALL MORS OBSERVE METER REGULATIONS. -
UNMETERED AREA FREE TO DES PUBES RESIDENTS AT ALL TIES.
ALL OTHERS MUST. HAVE A PARKING PERM1T, PROCURED. FROM THE CITY CLERK,
TO PARS HERE DURING NORMAL BUSINESS HOURS.
"It is recommended that the Superintendent of Public Works be instructed to -
change the meters as instructed and to reletter the signs. It is recommended
that the City Attorney draw the proper ordinance to regulate. Pearson Street
Parking." On motion by Alderman Wright and seconded by Rateike the Council
concurred in the report. Th= the question

ADOPT ZONING ORDNANCE NORTHEAST CORNER THACKER AND BTMHURST RD.: The motion
was made by Alderman Tistle and seconded by Blume to adopt the ordinance. The
Mayor put the question and the Clerk called the roll with the following results:
Ayes: Alderman Rateike, Blume, Wright, Luellen, Moehling, Figard, Prickett,
•Tistle, Travis, Bell, Jackson. Nays: None. The Mayor declared the motion
carried.
ADO'T ZONING ORDINANCE SOUTHEAST CORNER GOLF AND MT. PROSPECT ROAD: The clerk
read for the second readingthe above ordinance. The•motion was made by
Alderman Jackson and seconded by Rateike to adopt the ordinance. The Mayor put
the question and the Clerk called the roll with the following results: Ayes:
Alderman.Rateike, Blume, Wright, Luellen, Moehling, Figard, Prickett, Tistle,
Travis, Bell, Jackson. Nays: None. The Mayor declared the motion carried.
REQUEST FOR STAT EASEMENT -MR. KOHFEID: The Clerk reported hehad a request
for above easement at incinerator property. The Mayor referred same to the
Street Committee.
PLAT OF SUBDNISION LOT 2 IN SECOND ADDITION TO RIVERVIEW: The above plat
was referred to the Plan Commission. '

FIRST READING ZONING ORDINANCE NORTHWEST HIGHWAY: The Clerk read for the first
reading the above ordinance.
FIRST READING Z' ING ORDINANCE REGARDING FENCE HEIGHT: The Clerk read for the
?irst reading the above ordinance.

At request of Alderman Luellen, the Mayor referred to the Finance Committee
regarding Bell Telephone Franchise.
PETITION REGARDING DISREPAIR BUILDING,- PETER ROAD: The Mayor presented the
above petition and on motion by Alderman Tistle and seconded by Luellen, it
was referred to Chief Kolze about condemnation.
APPROVAL OF BILLS: Alderman Prickett presented the following resolution:
BE IT RESOLVED BY THE CITY OF DES PLAINES
THAT THE FOLLOWING BILLS ARE DUE AND•
PAYABIE AND THAT THE MAYOR AND CITY
CLERK BE AND HEREBY ARE AUTHORIZED TO
MAKE PAYMENT FOR SAME.
The motion was made by Alderman bickett and seconded by Luellen to adopt
the resolution. The Mayor put the question and the Clerk called the roll
with the following results: Ayes: Alderman Rateike, Blume, Wright, Luellen,
Moehling, Figard, Prickett, Tistle, Travis, Bell, Jackson. Nays: None. The
Mayor declared the motion carried.

ZONING VARIATION OAKWOOD-DES.PI ES AVENUE: The City Clerk reported on the
above variation and. the Mayorreferredsame to the Municipal Development
Committee.
ZONING VARIATION WEST OF PINE STREET BETWEEN HOWARD AND HIGHLAND: Alderman Tistle
requested the variation be referred to Attorney Dowd. .

On motion by Alderman Bell and seconded by Travis, the Council concurred in the
report.
REZONING BALIARD AND POTTER: The Clerk read the recommendation of the Zoning
Board regarding rezoning several lots.to Commercial. Two lots were Commercial
before the Ladd was annexed to the City. The Zoning Board recommended to rezone
the two lots No. 28 and 29, to "C-2" Commercial, and deny rezoning lots 22 to 27.
The Mayor referred the recommendation to the Municipal Development Committee.
ADOPT ANNEXATION ORDINANCE EAST OF KUNTZE'S SUB. NORTH OF THACKER: The Clerk
read. for the second reading the above ordinance. The motion vas made by Alder-
man Bell and seconded by Prickett to adopt the ordinance.
ADOPT RESOLUTION FOR 68RADE CROSSING: The Mayor submitted above resolution for
grade crossing by J. Emil Anderson and Son, ;Inc. for crossing 2200 feet north
of Touhy Avenue across Soo,Line R.R., On.motion by Alderman:Prickett and
seconded by Tistle the Council adopted. the resolution.
At Alderman T istle's request the Mayor referred to the Street Committee regarding
ingress, and egress.for Dean St. to the above crossing. -
RESIGNATION OF ALDERMAN TURES: • The Mayor read the following letter: "Dear Herb:
After considerable.deliberation, I have decided to resign my office as alderman
of the Second Ward. Please accept this as my resignation. Although I have en-
joyed my association with you and other members of the Council for the past ten
and one half years, the press of other duties makes it impossible for me to
continue." /s/ Ray Tures
On motion by Alderman Figard and seconded by Bell the Council accepted the
resignation with regrets and a letter to be written to Mr. Tures commending him
on his service as an alderman.
ALDERMAN PRICKETT TO REPLACE TURES ON WATER CC*1M1TTEL: On motion by Alderman
Figard and seconded by Blume the Council approved the Mayor's appointment of
Alderman Prickett to the Water Committee and Alderman Flauter as Chairman.
TO ADVERTISE BIDS FOR WATER MAIN ON PRATT TO -S00 LINE: On recommendation of
Engineer Fletcher, on motion by Alderman Tistle and seconded, by Wright, the
Council approved to advertise for above bids to be returned December 4th at
the Council meeting.
APPLICATION FOR PERMIT RIGHT -CF -WAY TOLL HIGHWAX: Engineer Fletcher presented
above permit regarding water main on Pratt Avenue. On motion by Alderman Prickett
and seconded by Luellen, the Council authorized the Mayor and Clerk to sign
the application.
ADJOURNMENT: The motion was made by Alderman Prickett and seconded by Tistle
to adjourn. The motion was voted upon by acclamation.
