CALL TO ORDER: The meeting was called to order byMayor Herbert H. Behrel
who presided with Alderman Travis, Bell, Bonaguidi, Rateike, Blume, Wright,
Luellen, Moehling, Flauter, Figard, Tistle and Jackson responding to roll
call.
APPROVAL OF MINUTES: The motion.was made by Alderman Wright and seconded by
Blume to approve the minutes of September 18, 1961. The motion was voted upon
by -acclamation.
OPEN BIDS FOR TRUCK FOR PARKING METER DEPT.: On motion by Alderman Wright and
seconded by Rateike, the Clerk was instructed to open the above bids. .Three
bids. were received.

OPEN BIDS FOR CHLORINATOR FOR WELL NO. 6: On motion by Alderman Blume and
seconded by Bell the Clerk was instructed to open the above bids. Two bids
were received.

On motion by Alderman Flauter and seconded by Blume the bids were referred to
the Water and Finance Committees and Superintendent Wernicke.
OFFICIAL REPORTS: The Clerk submitted the reports of the Health Nurse, Fire
Marshal Kolze and the Health Officer. Marshal Kolze reported on the National .
Fire Chiefs' Convention.
Mayor Behrel reported that Mr. DiMucci had demolished the two buildings.near
Wisconsin Drive which the City Council had condemned.
Engineer Fletcher requested the resurfacing estimates of Algonquin Road and
one block on White Street be referred to the Street Committee.
The retention basin of Miller Deutsch builders was referred to the Sewer Committee.
Superintendent Wernicke reported on two storms that 17 trees were damaged and
Public Service wires down.
A letter from Comptroller Bach regarding fire contract of Kerr Chemical Company
was referred to the Fire Committee. Alderman Tistle called a meeting of the
Fire Committee with Finance Committee, Mayor, City Attorney and Comptroller Bach

TO ADVERTISE BIDS FOR POLICE PORTABLE RADIO: On motion by Alderman F igard and
seconded by Bonaguidi the.Council approved to advertise for the above bids, to
be returned October 16th at the regular meeting.
TO ADVERTISE BIDS FOR REPAIR AND ROOFING CITY GARAGE: On motion by Alderman
Rateike and seconded.by Blume the Council approved to advertise bids for. the'
repair and reroofing of the City Garage. Specifications are to be prepared
by Superintendent Wernicke and bide are to be returned at the time of the
October 16th meeting.
RECOMMEND INCREASE OF ONE PACKAGE LIQUOR LICENSE: On motion by Alderman Bonaguidi
and seconded by Blume the Council approved to have -the City Attorney draft an
ordinance for the above.
Mayor Behrel reported that the doctors on the Health Board -will give flu ahota
to the City employees who request same at a small cost to -the City.
AWARD SNOW BLOWER BID:,. The motion was made by Alderman Jackson and seconded by
Tistle to award.the snowblower bid to the Stavros Farm Equipment Company for
$4,325.00 with a five percent discount for payment in 10 days or.;tt►o percent for
payment in 30 days. Other bidder checks to be returned. The Mayor put the question
and the Clerk.ealled the roll.with the.folloving results Ayes: Alderman Rateike,
Blume, Wright, Luellen, Moehling,.Flauter, Figard, Tistle, Travis, Bell, Jackson
and Bonaguidi. Nays: None. The. Mayor declared the motion carried.
STOP SIGN ON CORA STREET AT WALNUT STREET: On motion by Alderman Jackson and
seconded by Travis the Council approved to instruct Superintendent Wernicke to
place a stop sign at Walnut for Cora atop for a 90 day trial.
PRAIRIE AVE. EAST OF PEARSON STREET: Alderman Jackson made the following report:.
"Your Committee on Streets and Traffic has investigated the. above and has found
1). that Prairie, east of Pearson lacks curbs and sidewalks. 2) that 90 degree
parking exists along the above area on the north side. 3) that vehicles approach-
ing the Prairie -Pearson intersection from.the west, frequently swing over to
the extreme south side of the road in an attempt to avoid coming close to the
parked cars. 4) that the substitution of parallel parking for diagonal would:
a) increase effective Streets width. b) increase visibility. c) decrease the
number of parking stalls from 30 to 12. We, your Committee on Streets and Traffic,
therefore recommend that the 90 degree diagonal parking be eliminated in the above
area and that ::parallel parking be substituted for the sixteen stalls between
Pearson and the private drive west of Pearson." On motion by Alderman. Jackson
and seconded by Tistle the Council concurred in the report.
KUNTZE SEWER CONTRACT WITH KUNTZE BUILDING CORPORATION: . The motion was made by
Alderman Moehling and seconded by Luellen that the•sewer contract with Kuntzi
Building Corporation be approved, the Mayor and Clerk to be authorized to execute
same. The motion was voted upon by acclamation.
BIDS ON SEWER RODDING MACHINE REJECTED: On motion by Alderman•Moehling and -seconded
by.Bonaguidi the Council approved the following report: "Your Committee =Sower
has investigated the above and has found that certain inexplicable factors in the
bid warranted further investigation of the:machines. We, your Committee on Sewer,
therefore recommend that the bids of all three bidders be rejected and that this
Council.. authorize re -advertising for the bids on the same equipment, returnable
October l6th,;with the additional proviso in the specifications that acceptance
of the bid is conditioned on a 30 day trial period from and after delivery of the
machine to the City."
WALGREEN SIGN APPROVED: Alderman Blume made the following report: "Your Committee
on Building Control and Inspection has investigated the above and has found
applicant desires to Construct a neon lighted sign affixed to the front of their
new building, 61 hign and 4118" long (230 square feet). The sign is in keeping,

with the type used in the area and is necessary for the proper conduct of the
applicant's business. The area is zoned Commercial C-2 and there are no
residences in the area. We, your Committee on Building Control and Inspection,
therefore, recommend that the Council grant the applicant, Walgreenirugs,
permission to construct the aforesaid sign subject to the payment of necessary
fees and approval by the Building Department of the plans of construction." On
motion by Alderman Blume and seconded by Travis, the Council approved the sign.
AWARD BID ON CAR STOPS: The motion was made by Alderman Wright and seconded
by Rateike to award the.car stop bid to the A. C. Redicast Concrete and Pavement
Striping Company. The Mayor put the question and the Clerk called the roll with
the following results: Ayes: Alderman Rateike, Blume, Wright, Luellen, Moehling,
Flauter, Figard, Tistle, Travis, Bell, Jackson and Bonaguidi. 'Nays: None. The
Mayor declared the motion carried.
On motion by Alderman Wright and seconded by Tistle, the City Attorney was in-
structed to amend the City Code that the riding stables, trampolines, Go -Karts,
etc. be properly placed, controlled and regulated.
DOWD RETAINED FOR DIANA MOORE CASE: The motion was made by Alderman.Flauter and
seconded by Luellen that City Attorney Dowd be retained to defend the City and
hire an investigator to determine the facts of the matter. The Mayor put the•
question and the Clerk called the roll with the following results: Ayes: Alder-
man Rateike, Blume, Wright, Luellen, Moehling, Flauter, Figard, Tistle, Travis,
Bell, Jackson and Bonaguidi. Nays: None. The Mayor declared.the motion. carried.
JOHN BURKE - C. & N. W. RAIIMkY CASE: John Burke explained the above case to the
Aldermen and the Aldermen's questions were answered.
Alderman Moehling made a progress report on fall -out shelters.
APPROVAL OF BILLS: Alderman Bell presented the following resolutions

ADOPT REVISED BUILDING CODE ORDINANCE ON BUILDINGS MOVED: The Clerk read for the
second reading the above ordinance. The motion was made by Alderman Tiatle and
seconded by Blune,to adopt the ordinance. The Mayor. put the questidb and the
Clerk called the roll with the following results: Ayes: Alderman Rateike, Blume,
Wright, Luellen, Moehling, Flauter, Figard, Tistle, Travis,,Bell, Jackson and

ADOPT ORDINANCE IMPROVEMENT OF MAPLE AND OTHER STREETS- S. A. NO. 179:. The Clerk
read for the first reading the above ordinance. On motion by Alderman Travis and
seconded by Blume, the ordinance was placed on passage. The motion was made
by Alderman T ravia and seconded by Tistle to adopt the ordinance. The Mayor put
the question and the Clerk called the roll with the following r esults: Ayes:
Alderman Rateike, Blume, Luellen, Moehling, Flauter, Figard, Tistle, Travis, Bell
Jackson and Bonaguidi. Nays: None. The Mayor voted "aye" and d eclared the

QUIT CLAIM DEED ON HARDING AVENUE: The Clerk informed the Council he had a
request for a Quit Claim Deed for Lots 3 and 4, Block 3, Mechanics Addition to
Des Plaines and a check for $100.00 to the City. Ch motion by Alderman Blume
and seconded by Rateike the Council authorized the Mayor and ;Clerk to execute
same. .
.LETTER FROM SCHOOL DISTRICT NO. 63: The Clerk read a portion of.the letter in
which the Council was thanked for their help in denying "multi -femur" zoning.
They suggested that a Municipal Planning organization for the area, -including
the cities should be organized. ,The Mayor referred the letter to.the Municipal
Development Committee. Alderman Bell requested that members of the District
be invited to attend a meeting on October 12th at 8:00 P.M. with the Municipal
Development Committee.
CHANGE OF WARD PRECINCTS: On motion by Alderman Bell and seconded by Travis the

and seconded by Luellen that the -City Attorney be instructed to draft an'
ordinance speccifying the Ward and Precinct areas.
MRS. W. WITTBOLD RESIGNS FROM YOUTH COMMISSION: The Council accepted the
resignation of Mrs. W✓.Wittbold frau the Youth Commission.
WAITER BRANDON RESIGNS FROM THE ZONING BOARD: The Council accepted the
resignation of Walter Brandon from the Zoning Board. On motion by Alderman
Blume and seconded by Jackson the Council approved the Mayor's appointment
of Paul S. Hodges, Jr. 1670 Greenleaf Avenue as a member of the Zoning Board
to fill the vacancy.
LETTER FROM MARSHALL HOWARD ON RAND ROAD REZONING: The Mayor -read the above
letter and it was referred to the Municipal Development Committee and the
Plan Commission for study and report.
RIVERV IEW CIVIC ASSOCIATION LETTERS: The above two letters regarding extending
Howard Street to Mannheim Road Frere referred to the Street Committee.
APPLICATION FOR LIQUOR LICENSE:. CONNIES SNACK SHOP: The above request was
referred to the License and Inspection Committee.
MAYOR R. J. DALEY LETTER: The Mayor read the above letter thanking,the City
for the assistance of the Fire Department in helping at the plane accident.
TO PROTEST TWO. ZONINGS OF COUNTY AREA: The Mayor reported on the above for
Attorney Dowd, who was unable tote at the Council meeting due to illness.
Two Zonings, Docket No. 236 and 237 are to be protested on by Alderman Bell
and seconded by Rateike. On motion by Alderman Rateike and seconded by Figard
a protest to County Zoning for gas station at the northwest corner of Elmhurst
endDempster, due to school near the area.
GROUND SQUIRRELS ON C. & N.W. RAILWAY PROPERTY: Alderman Jackson presented a
petition from people in the above area. A letter is to be written'to the
C. 8411.W. Railway to remove the old lumber to remove the ground 4quirrels.
Superintendent.Warnicke is to check. on the area.
