ADOPT ORDINANCE TRAFFIC MAPLE, TOUHY AND HOWARD: The Clerk read for the first
reading the above ordinance: On•motion by Alderman Tistle and seconded by
Travis, the Council placed the ordinance on passage. The motion was made by
Alderman Tistle and seconded by Travis to adopt the ordinance.. The Mayor
put the question and the Clerk called the roll with the following results:
Ayes: Alderman Rateike, Blume, Wright, Luellen, Moehling, Flauter, Figard,
Tistle , Travis, Bell and Bonaguidi. Nays: None. The Mayor declared the
motion carried.
APPOINT FIVE YOUTH COMMISSIONERS: On motion by Alderman Tistle and seconded

HELD IN THE COUNCIL ROOM, CITY HALL,
SEPTEMBER 18, 1961 AT 8:00 P.M.
'11 CALL TO ORDER: The meeting was called to order by Mayor Herbert H. Behrel, with
Alderman Prickett, Travis, Bell, Bonaguidi, Rateike, Blue Tures,
Wright, Luellen, Moehling, Flauter and Figard responding to roll call. •
The American Legion paresented the City Council with a flag which was accepted
by the Mayor for the City after an impressive ceremony.
APPROVAL OF MINUTES: The motion was made by Alderman Prickett and seconded by
Blume to approve the minutes of September 5, 1961. Alderman Rateike requested
one addition after which the minutes'were approved by acclamation vote.
• OPEN BIDS FOR SNOW BLOWER: On motion by Alderman Prickett and seconded by Blume
the Clerk was instructed to open the above bids. Two bids were received.'

On motion by Alderman Blume and seconded by Rateike the bids were referred to
the Parking Meter and Finance Committees and Superintendent of Public Works.
OPEN BIDS FOR TREE TRIMMING AND REMOVAL: On motion by Alderman Tures and
seconded by Blume, the Clerk was instructed to open the above bids. Two bids
were received.

On motion by Alderman Figard and seconded by Bonaguidi, the bids were referred
to the Elm Tree Disease and Finance Committees and Superintendent of Public Works.
OFFICIAL REPORTS: Attorney Dowd requested a summons on complaint of Diann Moore
be'referred to the Judiciary Committee. Attorney Dowd reported he had requested
the State's Attorney to appeal the case of Trendel.
Alderman Bell reported that Mr. Van Selow had withdrawn his desire to extend the
trailer court.
REQUEST FOR DRIVEWAYS AT WOLF AND CENTRAL ROADS: Alderman Tistle made the follow-
ing report: "Your Committee, on Streets and Traffic has investigated the above
and has found that the 4 requested driveways are for a gasoline station and are
similar in size and placement to several recently approved driveways for such
use; that the petitioner requests 4 - 35 foot driveways rather than the 2 -
35 foot and 2 - 40 foot driveways shown on the attached plan; that the State
permit # 10-20236 MS 011 approving 4 - 35 foot driveways at this location. We,
your Committee on Streets and Traffic, therefore recommend that the Council
approve 4 - 35 foot driveways for the gasoline station at the northeast corner
of Wolf and Central Roads." On motion by Alderman Tistle and seconded by
Figard the Council approved the report.
SPEED OF TRAFFIC - RAND AND CENTRAL ON WOLF ROAD: Alderman Tistel reported the
following: "Concern has been expressed over the speed of traffic'on Wolf Road
from Rand Road to Central. Lack of sidewalks and 45 MPH speed limit presents
danger to youngsters headed for Cumberland and Chippewa. :Can we get a survey
with lower limit in mind?" The Mayor referred same to Superintendent Wernicke.
SIDEWALKS AT PRAIRIE AND PEARSON: Alderman Tistle reported the following: '
"'Refer to Board of Local Improvements - lack of sidewalk on the south side of
Prairie just east of Pearson (lot 122). Many school children use this dide of
the street and owing to the lack of curb, sidewalk and -the fact that traffic
frequently swings wide at this point makes it desireable to have a sidewalk
at this point. Only one property owner is involved." On motion by Alderman
Tistle and seconded by Travis, the above was referred to the,Board of Local
Improvements, but to include the entire Prairie Avenue from Pearson to Des Plaines
Avenue, including street pavement.
SIDEWALKS NORTH SIDE OF TOUHY FROM DFS PLAIDS AVE. TO MAPLE STREET: The above
vas referred to the Board of Local Improvements on motion by Alderman Bell and
seconded'by Travis.
SIDEWALKS ON EVERETT STREET: The above was referred to the Board of Local Im-
provements on motion by Alderman Travis and seconded by Tistle.

by Figard Engineer Fletcher is to prepare specifications and advertise for
Well No. 7.
SEWER CONTRACT'WITH KUNTZE BUILDING CORP: Alderman Moehling made the motion which
was seconded by Bonaguidi to authorize the Mayor and Clerk to sign the above

contract which all the Aldermen had received about ten days ago by Police
delivery. However',the motion and the second were withdrawn because one
Alderman had not read the contract.
OAK STREET SEWER: On motion by Alderman Moehling and seconded ly Rateike,
' Engineer Fletcher is to prepare specifications for valve and pipe for Oak
Street sewer.
At Alderman Prickett's request, Engineer Fletcher is to investigate about
Algonquin sewer.
Alderman Travis requested that Engineer Fletcher investigate about flooding
low spot on Oakton west of Des Plaines Avenue.
Engineer Fletcher is to investigate the ability of the Des Plaines River to
handle flood water .
TEMPORARY SIGN - TOUHY AND WOLF ROAD: Alderman Blume reported on application
for the above sign and on motion by Alderman Blume and seconded by Prickett
the Council approved the report for temporary sign.
SIGN APPLICATION - EAGLE FOOD STORE RTE. 83 AND GOLF ROAD: Alderman Blume
made the motion which was seconded by Bell to approve the above sign which
was voted upon by acclamation and approved.
SIGN NPPLICATION .S.S. KRESGE CO. RTE. 83 AND GOLF ROAD: On motion by
Alderman Blume and seconded by Luellen, the sign was approved.
SIGN APPLICATION A. RUBLOFF CO. RTE. 83 AND GOLF ROAD: On motion by Alderman
Blume and seconded by Luellen the sign was approved.
TO ADVERTISE BIDS FOR PARKING METER DEPT. AUTO: On motion by Alderman Wright
and seconded by Rateike the Council approved to advertise bids for auto
with bids to be returned October 2, 1961.
APPROVAL OF BILLS: Alderman Prickett presented the following resolution:

by Luellen to authorize the City Attorney to draft ordinance of change of
Ward Districts. On motion by Alderman Bell and seconded by Bonaguidi, it
was tabled.

second reading the above ordinance. The motion was made by Alderman Bell

first reading the above ordinance. The motion was made by Alderman Prickett
and seconded by Tistle that the ordinance be placed on passage. * The Clerk
read the ordinance for the second reading and the motion was made by Alderman
Tistle and seconded by Bonaguidi to adopt the ordinance. The Mayor put the
question. and the Clerk called the roll with the following results: Ayes:

and Son property to have an outlet over Soo Line tracks to Mannheim Road was
referred to the Mayor.
PETITION FROM THACKER STREET RESIDENTS : 'The above petition about heavy dust
due to construction of sewer was referred to the Mayor who had contacted
Rosetti Construction Company and had street cleaned. -
.LETTER REGARDING EYESORE 552 LEE STREET BUILDING: The above lettie ,was
:referred to the Building Commissioner.
EXTENSION OF HOWARD AND PROSPECT AVE. OPPOSED: Petition regarding the above
,was referredto the Street Committee.
PLANE DISASTER: The Mayor reported about the above And said that this should ..
show the need for good Civil Defense and the Aldermen should turn over names of
;peoples -to Alderman Moehling, who would help, which he -had requested.

RESOLUTION FOR PETER MANZ: On motion by Alderman Rateike and seconded -1)y -
Prickett the Council. approved a resolution'be drafted and sent to Mrs. Manz.
This is for his service of many years as a volunteer fireman and twelve years
as a member of the Civil Service. Commission.
A copy of ordinance to revise limit of fences is to be given the Zoning Board
to call a hearing.
The Council referred to the Fire Department for inspection of old building owned
by Mr.. DiMucci in the area of the southeast corner of -Mt. Prospect Road and
Wisconsin Drive.
The Council referred to the Fire Department for inspection of old building on
Des Plaines Avenue across from Elks Club parking lot.

Mayor Behrel reported that Mr. DiMucci had demolished the two buildings.near
Wisconsin Drive which the City Council had condemned.
Engineer Fletcher requested the resurfacing estimates of Algonquin Road and
one block on White Street be referred to the Street Committee.
The retention basin of Miller Deutsch builders was referred to the Sewer Committee.
Superintendent Wernicke reported on two storms that 17 trees were damaged and
Public Service wires down.
A letter from Comptroller Bach regarding fire contract of Kerr Chemical Company
was referred to the Fire Committee. Alderman Tistle called a meeting of the
