On request of Alderman T ravis, the Mayor referred lights on Touhy from River
Road to Mannheim Road was referred to the Streets and Traffic Committee for
study and report.
Alderman Travis announced Oakton Street Laundromat either be closed at 19:00 P.M.
or would have an attendent, if staying'open all night.
On a request of Alderman Prickett, the Mayor referred ingress and egress of.
Algonquin Road at Algonquin -Lee shopping center to the Streets and leaffic
Committee.
Police Chief Kennicott was presented the Walker Safety Award.
ADJOURNMENT: On a motion by Alderman Tistle and seconded by Travis, the Council
concurred in adjournment.

CALL TO ORDER: The meeting was called to order by Mayor Herbert H. Behrel
with Alderman Tistle, Travis, Bell, Rateike, Blume, Wright, Luellen, Moehling,
Flauter, Figard and Bonaguidi responding to roll call.
APPROVAL OF MINUTES: The motion was made by Alderman Wright and seconded by
Blume to approve the minutes of August 21, 1961. The motion was voted upon by
acclamation.
OPEN BIDS FOR WATE MAIN REPLACEMENT: On motion by Alderman Bonaguidi and seconded
by Figard the Clerk was instructed to open the above bids. Two bids were re-
ceived - Joe B. DiVito and Company and Rossetti Contracting Company. The bids
were referred to the Water and Finance Committees. The meeting was recessed
and after reconvening, the motion was made by Alderman Flauter and seconded by
Figard to award the bid to Joe DiVito and Company. The Mayor put the question
and the Clerk called the roll with the following results: Ayes: Alderman
Rateike, Blume, Wright, Luellen, Moehling, Flauter, Figard, Tistle, Travis, Bell,
and Bonaguidi. Nays: None. The Mayor declared the motion carried.
OFFICIAL REPORTS: The Clerk submitted the reports of the Treasurer and Comptroller
for August. Engineer Fletcher reported the drilling of Well No. 6 is completed
At request of Engineer Fletcher and on motion by Alderman Figard and seconded by
Wright, the Council approved to advertise bids for a Chlorinator with bids to be
returned October 2, 1961.
Attorney Dowd reported County Zoning hearing for apartments in the area of School
District 63. On motion by Alderman Bell and seconded by Rateike, the Council
authorized Attorney Dowd to prepare a protest of zoning.
APPROVE MEADOW LANE SUB.: On motion by Alderman Bell and seconded by Blume,
the Council approved the plat and authorized the Mayor and Clerk to sign same.
APPROVE ANNEXATION OF ROCKROAD S.W. CORNER TOUHY AVE. & MT.:PROSPECT ROAD:
Alderman Bell made the following report: "Your Committee on Municipal Development

has investigated the above and has found property is zoned -industrial in the
county. Zoning Board has approved the rezoning. Petitioner plans to erect
building containing his offices, but, should -the property be sold, a covenant
will go with the land providing for Council approval before any industry may
be erected.. We, your Committee on Municipal Development, therefore recommend
approval of the annexation as requested. Property be rezoned to M-2 upon
annexation. City Attorney be authorized to prepare the proper ordinances."

and has found school now standing on this site is to be abandoned and property
sold t� the highest bidder. Vacation of the alleys shown on the plat (but not
actually in existence) would considerably enhance the value of this property
for resale. We, your Committee on Municipal Development, therefore recommend
while it is generally the custom of this committee to obtain compensation for
the City for the. vacation of public alleys and streets, even though they are
not in actual use, we feel that no benefit to the taxpayer would result in
obtaining monies from another taxing body such as the School Board. We, there-
fore recommend this practice be waived in this particular case, the vacation'
be granted and the City Attorney be authorized to draw the necessary ordinance."
On motion by Alderman Bell and seconded by Blume the Council approved the report.
Alderman Bell made a_progress report on extension of Buckhorn Trailer Court.
AWARD BID ON BASEMENT ALTERATIONS: The motion Was made by Alderman Rateike
and seconded by Figard to award the above bid to the Stagg Construction' Company
for $5,285.00 and return other checks. The Mayor put the question and the
Clerk called the roll with the following results: Ayes: Alderman Rateike,
Blume, Wright, Luellen, Moehling, Flauter, Figard, Tistle, Travis, Bell, and
Bonaguidi. Nays: None. The Mayor declared the motion carried.
FOUR-WAY STOP AT 'PRATT & MAPLE AND TWO-WAY STOP AT HOWARD AND ASH: On motion
by Alderman Tistle and seconded by Travis the above was referred to -the
Street Committee.
FOUR-WAY STOP PEARSON•AND PRAIRIE PERMANENT: On motion by Alderman, Wright
and seconded by Luellen, the City Attorney is to draft ordinance'for the above.
AWARD BID ON SUBMERSIBLE PUMP: The motion was made by Alderman Flauter and
seconded by Figard to award bid to M. P. Schneller and Associates for
$5,376.80 for the above ptmip. The Mayor put the question and the Clerk called
the roll with the following results: Ayes: Alderman Rateike, Blume, Wright,
Luellen, Moehling, Flauter, Figard, Tistle, Travis, Bell and Bonaguidi. Nays:
None. The Mayor declared the motion carried.
CONTROL MOVING HOMES - CIRCLE AVENUE: Alderman Blume made the following report:
"Your Committeeon Building Control and Inspection has investigated the above
and has found at present, all applications for permits to move homes must
comply with all general conditions for new buildings as expressed in our
building code. There is no provision expressed or implied for their com-
pletion except that of a certificate of occupancy. The need and desireability
of such legislation has been shown. We, your Committee on Building Control and
Inspection, therefore recommend that an amendment to our building code be
drawn stipulating that -in addition to the present requirements for obtaining a
permit to locate a residence on a lot which has been moved from elsewhere,
the application be accompanied by a cash completion bond of 10% of the com-
puted value of the finished home or not less than $1,000.00 to be returned upon
satisfactory completion of the moving and reconstruction work, with the
certificate of occupancy. The aforesaid bond shall be forfeit for damages
or maintenance' coststo-the city after a reasonable length of time, not to
exceed six months." On motion by Alderman Blume and seconded by Tistle, the

Council concurred in the report and it was referred to the City Attorney to
draft an ordinance amending the Building Code.
TO ADVERTISE BIDS FOR 100 CAR STOPS: On motion by Alderman W right and seconded
by Tistle the Council approved to advertise bids for 100 car stops, bids to be
to be returned September 18th.
TO INVESTIGATE WALZ INJURY: The motion was made by Alderman F lauter and
seconded by Moehling to authorize Attorney Dowd to hire an investigator to ob-
tain information regarding injury case of Edna Walz, cost not to exceed $100.00.
The Mayor put the question and the Clerk called the roll with the following
results: Ayes: Alderman Rateike, Blume, Wright, Luellen, Moehling, Flauter,
Figard, Tistle, Travis, Bell and Bonaguidi. Nays: None. The Mayor declared
the motion carried.
APPROVAL OF BILLS: Alderman Bell presented the following resolution:_

was referred to the Street Committee.

second reading the above ordinance. The motion was made by Alderman Tistle
and seconded by Bonaguidi to adopt the ordinance. The Mayor put the question

'11 CALL TO ORDER: The meeting was called to order by Mayor Herbert H. Behrel, with
Alderman Prickett, Travis, Bell, Bonaguidi, Rateike, Blue Tures,
Wright, Luellen, Moehling, Flauter and Figard responding to roll call. •
The American Legion paresented the City Council with a flag which was accepted
by the Mayor for the City after an impressive ceremony.
APPROVAL OF MINUTES: The motion was made by Alderman Prickett and seconded by
Blume to approve the minutes of September 5, 1961. Alderman Rateike requested
one addition after which the minutes'were approved by acclamation vote.
• OPEN BIDS FOR SNOW BLOWER: On motion by Alderman Prickett and seconded by Blume
the Clerk was instructed to open the above bids. Two bids were received.'
