RESOLUTION TO. CONSTRUCT SEWER, NATER MAIN AND STREET: The Mayor presented the
above resolution for 0. W. Blume Subdivision, River.Road and Everett St. On
motion by Alderman Tistle and seconded by Figard the Council adopted the
resolution.
APPOINT COMMITTEE TO STUDY NEW VOTING PRECINCTS: The Mayor appointed Alderman
Tistle, Jackson, Flauter, Luellen, Attorney Dowd, Mayor Behrel and City Clerk
to a committee to consider new precincts, at a meeting July 8th at 10:00 A.M.
REQUEST FOR SCHOOL PATROLMAN, WOLF, RAND AND CENTRAL ROADS: A letter from
Rev. John A. McLoraine, St. Emily's Parish requesting Patrolman at the above
streets was referred to the Police Comm n.IT T E C
.AWARD BID -CAB AND CHASSIS: The motion was made by Alderman Figard and seconded
by Luellen to award the above bid to the Des Plaines Motor Sales for $4,526.00
and other checks returned. The Mayor put the question and the Clerk called the
roll with the following results: Ayes: Alderman Rateike, Blume, W right, Tures,
Luellen, Flauter, Figard, Tistle, Travis,, Bell, Jackson, Bonaguidi, Nays: None.
The Mayor declared the motion carried.
AWARD BID ON PACKER BODY: The motion was made by Alderman F igard and seconded
by Tistle to award the bid to Bruce Municipal Equipment Company for a Leach
Packer for $5,795.00 and other check returned. The Mayor put the question and
the Clerk called the roll with the following results: Ayes: Alderman Rateike,
Blume, Wright, Tures, Luellen, Flauter, Figard, Tistle, Travis , Bell, Jackson,
Bonaguidi. Nays: None. The Mayor declared the motion carried.
CENTRAL SCHOOL ALLEY VACATION: The above item was referred to the Municipal
Development Committee.
City Code and Building Control Meeting July 15 at 9:00 A.M.

MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL, DES PLAINES, ILLINOIS,
HELD IN THE COUNCIL ROOM, CITY HALL,
JULY 17, 1961 AT 8:00 P.M. .
CALL TO ORDER: The meeting was called to order by Mayor Herbert H. Behrel
with Alderman Flauter, Prickett, Tistle, Jackson, Bonaguidi, Blume, Wright,
Luellen and Moehling responding to roll call.
APPROVAL OF MINUTES: The motion was made by Alderman Prickett and seconded by
Blume to approve•the minutes. Alderman Tistle made a request regarding award
of garbage truck bid that the bid was for standard transmission instead of
automatic. The Council approved the minutes with correction made by acclamation
vote.
OFFICIAL, TroRTS: The City Clerk submitted the monthly reports of the City
Treasurer, City Comptroller and Health Officer for July.
WELL NO. 7: Engineer Fletcher and Superintendent Wernicke recommended that
the city approve to construct Well No. 7. The Mayor referred this to the, --
Finance and Water Committees and Comptroller to investigate and report.financial
condition of Water Account.
ZEMONS CAPITOL HILL SUB. UNIT NO. 4: Alderman Prickett made the following report:

"Your Committee on Municipal Development has investigated the above and has
found Plan Commission has approved the plat. School and park donations were
obtained at the time this property was annexed to the City of Des Plaines.
Eight of the lots have less than the required depth but meetthe minimum square
foot area.required due to having greater width. We, your Committee on Municipal
Development, therefore recommend approval of the subdivision as shown. Mayor
and City Clerk be authorized to sign the plat, upon receipt of bonds to cover
the necessary improvements." On motion by Alderman Prickett and seconded by
Blume the Council approved the report.
MONIS CAPITOL HILL SUB. UNIT NO. 5: Alderman Prickett made the following
report: "Your Committee on Municipal Development has investigated the above
and has found Plan Commission has approved the plat. School and park donations

FOREST MANOR SUB.'NO. 4: Alderman Prickett reported the following: "Your
Committee on Municipal Development has investigated the above and has found
property is not within the City Limits but is within the one and one half mile
jurisdictional area. Plan Commission has approved the plat. This property was
given approval last spring but the county approved a r eduction in the size of
the lots and a new plan has now been submitted. We, your Committee on Municipal
Development, therefore recommend approval of the plat as shown. Mayor and City
Clerk be authorized to sign the plat." On motion by Alderman Prickett and
seconded by Blume the Council approved the report.,
SECOND ADDITION TO BALLARD GARDENS: Alderman Prickett made the following report:
"Your Committee on Municipal Development has. investigated the above and has
found property is outside of the City Limits but within the mile and. one half
jurisdictional area. Plan Commission has approved the ,plat without and
exceptions or variations. Park Ridge has already approved and signed the plat.
Plat meets all the requirements of the City of'Des 'lain$. We, your Committee
on Municipal Development ,therefore recommend approval of the subdivision as
shown. Mayor and City Clerk be authorized to sign plat." On motion by Alderman
Prickett and seconded by Blume the Council approved the report.
Alderman Tures arrived at this time.
PETITION TO ANNEX NORTHWEST SIDE OF THACKER AND MT. PROSPECT ROAD: Alderman
Prickett made. the following report: "Your Committee on Municipal Development
has investigated the above and has found property is 850 feet wide and 1110 feet
deep. Property is contiguous to the City of Des Plaines and would be annexed
as single family residential. No rezoning petition accompanies this request
for annexation. We, your Committee on Municipal Development, therefore
recommend property be annexed as requested. 'City Attorney be authorized to draw
the necessary annexation ordinance." On motion by Alderman Prickett and seconded
by Blume the Council approved the report and Attorney to d raf3t ordinance.
1062 FIRE DISTRICT CONTRACTS APPROVED: Alderman Tistle reported the following:
"Your Committee on Fire has investigated the above and has found an increase
in°the property valuatioli in all districts. Therefore, your committee -has in-
creased the contracts to the limit of the levy of each district. We, your
Committee on Fire therefore recommend:

LEE STREET UNDERPASS: Alderman Jackson reported the following: "Your
Committee on Streets and Traffic,has investigated the above and has found
1) No traffic controls existed at the Thacker -Lee intersection when the under-
pass was created in 1934.
2) That the underpass in its present condition is:
a) frequently wet
b) seldom lit
c) dirty
d) an attraction for people with little artistic talent and less taste..
3) When the underpass was origionally installed the schoolboard accepted the
upkeep responsibility.
4) The school board no longer feels it can meet this responsibility.
We, your Committee on Streets and Traffic, therefore recommend:
1) that the pedestrian subway now inexistence at the intersection»of Thacker
and Lee Streets be permanently closed and the entrances destroyed.
2) That on regular school days during those hours when children might normally
bg expected to be going to or from school, that adult crossing guard protection
be provided to assure the safety of our children.
"These recommendations grew out of a meeting which had the participation of
representatives from St. Mary's, Immanuel Lutheran, Central School and the
'Safety Council." On motion by Alderman Jackson and seconded by Tistle, the
Council approved the report.
STOP SIGNS AT CORA AND•THACKER STREETS: On motion by Alderman Jackson and
seconded by Tistle, the Council approved to place stop signs at Cora and
Thacker for a three-way stop and City Attorney is to draft ordinance.
SCHOOL CROSSING SIGNS ON CORA STREET: On motion by Alderman Jackson and
seconded by Tistle, the Council approved to refer to the Traffic Commission,
stop signs and school crossing signs on Cora and other streets.
20 M.P.H. ON THACKER STREET: On motion by Alderman Jackson and seconded^
by Wright the Couhcil approved to have City Attorney draft ordinance for
20 M.F.H. on Thacker Street from 'Lee Street to Des Plaines Avenue on school
days when children are present. .
DRIVEWAY PERMITS NORTHWEST CORNER GOLF AND NT. PROSPECT ROADS: Alderman
Jackson made the following report: "Your Committee on Streets and Traffic
has investigated the above and has found that the requested driveways are
located in such a manner as to not cause any unusual traffic conflict for a
use of this type. That the necessary State Permit No. 10-19044 is attached.
That the necessary County Permit is not attached. We, your Committee on
Streets and Traffic, therefore recommend that Superintendent of PublicWorks
be authorized to issue permits for 2 - 35 foot driveways on Golf and 2
35 foot driveways.on Mt. Prospect Road. These to be issued upon receipt of
the permits necessary from the County." On motion by Alderman Jackson and
seconded by Tistle the Council approved the report.

TO ADVERTISE BIDS FOR TURBINEI On motion by Alderman Tures and seconded
by Flauter the Council approved to advertise bids for turbine. Engineer
Fletcher and Superintendent Wernicke are to prepare specifications and bids
to be returned August 7th.
ADOPT RESOLUTION SCHOOL DISTRICT NO. 59: On motion by Alderman Moehling and
seconded by Bonaguidi the Council adopted the resolution to allow School District
No. 59, Elk Grove'to connect to city sewer. Alderman Tistle voted "no."
HEIGHT OF FENCE CONSTRUCTION: Alderman Blume made the following report:
T our Committee on Joint Building Control and Inspection and City Code, has
investigated the above and has found Municipal Building Code now permits only
5 foot height maximum fences to be constructed. Zoning ordinance of 1960 permits
heights of fences up to 8 feet with variations. We, your Committees on Building
Control and City Code, therefore recommend that the City Attorney be instructed
to draw an amendment to the Building Code and also an amendment to the Zoning
Ordinance stating in effect that in Zones R-1-2-3 and 4 fences up to a maximum
height of 5 feet be permitted; that in all other zoning, such as C-1 through 3
and M-1; M-2 etc, fences up to a height of 8 feet will be permitted, subject to
other ramifications of the codes." On motion byAlderman Blume and seconded
by Wright, the Council approved to have City Attorney draft ordinance on
height of fences to Building Code and Zoning Code. The Mayor informed the
Council Zoning Board must call a hearing.
SEPTIC SYSTEM 52 WESTFIEID LANE: On motion by Alderman Blume and seconded by
Flauter, the Council approved the above system.
SEPTIC SYSTEM 1038 EVERETT LANE: On motion by Alderman Blume and seconded
by Jackson the Council approved the above system.
AWARD PARKING METER BID TO PARK-0:METER COMPANY: The° motion was made by Alder-
man Wright and 'seconded by Jackson to award the bid for 100 meters to the
Park -0 -Meter Company for $42.00 per meter for cash payment. The Mayor put the
question and theClerk called the roll with the following results: Ayes: Alder-
man Blume, Wright, Tures,. Luellen, Moehling, Flauter, Prickett, Tistle, Jackson
and Bonaguidi. Nays: None. The Mayor declared the motion carried.
Alderman Luellen reported on Elm tree disease. A number of trees in Belaire
area are diseased. He has called a meeting to discuss the problem.
APPROVAL OF B nhTS: Alderman ;Prickett presented the following resolution:

Flauter, Prickett, Tistle, Jackson and Bonaguidi. Nays: None. The Mayor
declared the motion carried with the one bill removed.
ADOPT 1961 TAX LEVY ORDINANCE: The Clerk read for the second reading the
above ordinance. The motion was made by Alderman Tures' and seconded by Blume
to adopt the ordinance. The Mayor put the question and the Clerk called the
roll with the following results: Ayes: Alderman Blume, Wright, Tures, Luellen,
Moehling, Flauter, Prickett, Tistle, Jackson and Bonaguidi. Nays: None. The
Mayor declared the motion carried.

HAWTHORNE HEIGHTS SUB. PLAT: The Mayor referred the above plat to the

LETTER REGARDING RAY AND WALTMIRE DRYWALL COMPANY:' The Clerk read a letter
from Mrs. Dolores McCabe about the above operating without a business license
and causing traffic hazard. The Mayor referred the letter to Chief Kennicott
and Chief Kolze to investigate.
TWO HOUSES ON CIRCLE AVENUE: The Clerk read a letter signed by several people
regarding the two -houses on Circle Avenue. Attorney Dowd report4d on action
taken and the Mayor referred the letter to the Building Control Ccnumittee and
Building Inspection.
MAX FACTOR COMPANY: A letter from J. Emil Anderson and Son regarding approval
for the above company was referred to the Municipal Development Committee.

WILLIAMSON-DICKIE MANUFACTURING COMPANY: A letter from J. Emil Anderson and
Son regarding approval for the above company was referred to the Municipal
Development Committee.
SAFETY COUNCIL LETTER - LEE AND MANHEIM: The Mayor read the above letter re-
garding danger point at' Lee Street and Mannheim Road, to place warning signs.
On motion by Alderman Jackson and seconded by Bonaguidi a letter is to be
sent to Mr.Tuthill of the Illinois Department of Highways.
SAFETY COUNCIL LETTER, ONE-WAY LEE AND GRACELAND: ' The Mayor read the above
letter and referred same to the Street Committee.

V.F.W. FESTIVAL: The Mayor read a letter from the Veterans of Foreign Wars
regarding a festival September 1st to 4th at the northeast corner of Lee and
Oakton Streets. The Mayor will reply to the letter.
PETITION FOR BUS SERVICE: Alderman Jackson presented a petition for bus,
service in the area bound by Oakton, Mt. Prospect Road, Elmhurst Road and
Miller Road. The Mayor referred same to the License and Inspection Committee.
TO ADVERTISE BIDS FOR PORTABLE ROT,fl R: , On motion by Alde4man Jackson and
seconded_by Tistle the Council approved to advertise bids for roller, Superintendent
Warnicke to draft specifications. Bids to be returned August 7th.
On motion by Alderman Bonaguidi and seconded by Jackson, a letter of protest
is to be sent to the County Zoning Board regarding rezoning area west of
Holy Family Hospital and north of Golf Road. The Mayor will investigate
and write the letter.

Wells 1,2 and 5 approximately 50 feet. Mr. Wernicke and Mr. Fletcher to draw
specifications , bids returnable August 7, 1961, motion parried.

second by Tures we advertise for bids for water main from Well 6 into water
