GALL TO ORDER: The meeting was called to order by Mayor Herbert H. Behrel, with Alderman Flauter, Figard, Tistle, Travis, Bell, Jackson, Bonaguidi, Rateike, Blume, Tures, Wright, Luellen responding to roll call. APPROVAL OF MINUTES:OF JUNE 19, 1961 The motion was made by Alderman Blume and seconded by. Travis to approve the minutes of June 19th. Alderman Rateike re- quested to change from Ballard Road to Grove Avenue on Page 4. The Mayor re- quested to delete the word "lowest" in report on furniture bid. The motion was voted upon by acclamation and approved as corrected. OPEN BIDS FOR PARKING METERS: On motion by. Alderman Wright and seconded by Jackson, the Clerk was instructed to open the above bids. The following bids were received. M.H. OPEN BID ON TUCK POINTING: On motion by Alderman Tistle and seconded by Figard the Clerk was instructed to open the bid. Only one bid was received. Oscar M. Orlin, Chicago —$115.00. On motion by Alderman Blume and seconded by Tistle, the bid was referred to Public Buildings and Finance Committees and Superintendent Warnicke. OPEN BID ON PAINTING EXTERIOR OF CITY HAIL: On motion by Alderman Flauter and seconded by Luellen, the Clerk was instructed to open the bids on paihting. Two bids were received . Erwin F. Hauck, Des 'Plaines - $765.00 and Ernest Larsen Decorators - $960.00. The motion was made by Alderman Rateike and seconded by Blume that the bids be referred to the Building and Grounds and Finance Committees. OPEN BIDS ON NON -ARTERIAL AND ARTERIAL STREET MAINTENANCE: On motion by Alder- man Jackson and seconded by Travis, the Clerk was instructed to open the bids. The following bide were received: 53 -2- Non-Arterial Streets: Arrow Road Construction Co., Mt. Prospect 19,717.37 Skokie Valley Asphalt Co.,Des Plaines 18,247.18 Arterial Streets: Arrow Road Construction Co.,Mt. Prospect 4,328.03 Skokie Valley Asphalt Co.,DesiPlaines 3,888.40 On motion by Alderman T ravis and seconded by Tistle, the bids.were referred to the Street and Finance Committees and Engineer Fletcher. OFFICIAL REPORTS: The Clerk submitted the Building Commissioner's report for ' June and Public Health Nurse. Emerson's report for 1960 to June 1961, annual report. Chief Kennicott requested the State Highway Department lower the speed of autos on Oakton and Algonquin Roads from Mt. Prospect to Elmhurst Roads. Mr. Fletcher reported No. 6 well down 1,550 feet. Superintendent Wernicke re- ported on the water situation. Attorney Dowd reported the County Judge confirmed Special Assessment No. 175,. )paving some streets south of Oakton. On motion by Alderman Bell and seconded by Blume the Council concurred in Alder- man'Bell's report and referred a Zoning Amendment to the Municipal Development and Code. Committees. On motion by Alderman Bell and seconded by Luellen the Council approved Alderman Bell's report and referred a Zoning Amendment to delete "100 persons" to the Municipal Development and Code Committees. REZONING REPORT ON NORTHWEST HIGHWAY BETWEEN CORNELL AND CAMBRIDGE/ Alderman Bell made the following report: "Your Committee on Municipal Development has investigated the above and has found property is situated on Northwest Highway and it is doubtful if it will ever be developed as,single family residential due to the property on both sides of it. Petitioner has indicated he will change his plea from'C-2 to C-1. We, your Committee on Municipal Development, therefore recommend that this matter be re-referred to the Zoning Board for consideration of the C-1 request." 'On motion by Alderman Bell and seconded by Tures the Council approved the report. APPROVE BRENTWOOD IN DES PLAINES UNIT NO. 3 PLAT: Alderman Bell made the following report: "Your Committee on Municipal Development has investigated the above and has found plat meets all of our requirements and has been • approved by the flan Commission. This is a section of the Miller Builders subdivision for which donations to both the Park District and School Board were obtained at the time of annexation. .We, your Committee on Municipal Development therefore recommend approval of the plat as shown. Mayor and City Clerk be authorized to sign plat upon receipt of bonds to cover the necessary improvements." On motion by Alderman Bell and seconded by Blume the Council approved the report. APPROVE DES PLAINES TERRACE UNIT NO. 2 PLAT: Alderman Bell made the following report: "Your Committee on Municipal Development has investigated the above and has found this subdivision is part of a larger tract annexed some time ago. At that time acceptable arrangements were made with the owners concern- ing our Park and School districts. Plat meets all our requirements and has been approved by the Plan Commission. We, your Committee on Municipal Develop- ment therefore recommend approval of the plat as shown. Mayor and City Clerk be authorized to sign the plat upon receipt of bonds to cover the necessary improvements." On motion by -Alderman Bell.and seconded by Travis, the Council approved the report. 54 -3- Alderman Bell called a Municipal Development Committee meeting for July 13, at 8:00 P.M. TO DRAFT ORDINANCE TO CONTROL COMMUNICAL DISEASES:' On motion by Alderman Bonaguidi and seconded by Tistle the Council approved to have City Attorney draft ordinance regarding communical diseases. Alderman Jackson called a meeting of the Street Committee July 10 at 8:00 P.M. Alderman Tures made the following report: "Your Committee on Water has investigated the above and has found' that the property in question involves the construction of seven homes maximum. Standke Brothers, from whom Mr. Nielsen purchased, the property, paid $400.00 for'water mains on October 18, 1952. Mr. Nielsen could build two homes without installing additional main, so actually only five homes are involved. The Water Committee feet that the contemplated subdivision would be an asset to.the community and a hardship would be placed upon Mr. Nielsen if denied permission to install additional mains. We, your Committee on Water, there- fore recommend that Mr. Nielsen be permitted -to install enough additional water main to serve a total of seven homes." On motion by Alderman Tures and seconded by Blume the Council approved the report. GRANT PERMIT FOR SIGN AT EIMHURST AND GOLF ROADS: Alderman Blume made the follow- ing report: "Your Committee on Building Control and Inspection has investigated the above and has found applicant desires to place a sign atop the new Layer Store in shopping center at Elmhurst- road at Golf, made up of individual letters eight feet high and eight feet wide. Total square feet - 320. We, your Committee on Building Control and Inspection, therefore recommend a building permit be granted as requested for the aforementioned sign." On motion by Alderman Blume and seconded by Figard the Council approved the report. APPROVE TEMPORARY SIGN OAKTON STREET: Alderman Blume made the following report: "Your Committee on Building Control and Inspection has investigated the above and has found Broker desires to place a temporary sign on Industrial property approximately 500 feet east of Elmhurst Road on the South side of street for a period not to exceed one year. Sign is to be 301 X 10'.or 300 square feet. We., your Committee on Building Control and Inspection, therefore recommend sign'application be approved." On motion by Alderman Blume and seconded by Travis, the Council approved''the report. PAVING NORTH SCHOOL PARKING LAT: Alderman Wright reported on the above and made the motion which was seconded by Tures to have Engineer Fletcher prepare specifi- cations for paving and advertise bids. Alderman Tistle made the motion and seconded by Bell to seal coat and have car stops. ; On motion by Alderman T ravis and seconded by Rateike, the matter was referred back to the Parking Meter Committee. Alderman Luellen and Superintendent Warnicke reported on Elm Tree disease. Attorney Dowd reported about two ordinances, one Youth Commission, adopted April 24, 1961 and the Youth Council Guidance, adopted April 7, 1958. He.reported the Youth Commission Ordinance adopt4d in 1961 repealed the other ordinance. Alderman Travis called a Youth Commission meeting July 13 at 9:00 P.M. APPROVAL OF BILLS: Alderman Bell presented the following resolution: BE 1T RESOLVED BY THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAY- ABLE AND THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. The motion was made by Alderman Bell and seconded by Figard to adopt the resolution. 1 -4- 7/5/61 The Mayor put the question and the Clerk called the roll with the following results:- Ayes: Alderman Rateike, Blume, Wright, Tures, Luellen, Flauter, Figard, Tistle, Travis, Bell, Jackson and Bonaguidi. On motion by Alderman Bell and seconded by Tures the Council placed the ordinance on passage. The motion was made by Alderman Travis and seconded by Tistle to adopt the ordinance.' APPOINT COMMITTEE TO STUDY NEW VOTING PRECINCTS: The Mayor appointed Alderman Tistle, Jackson, Flauter, Luellen, Attorney Dowd, Mayor Behrel and City Clerk to a committee to consider new precincts, at a meeting July 8th at 10:00 A.M. REQUEST FOR SCHOOL PATROLMAN, WOLF, RAND AND CENTRAL ROADS: A letter from Rev. John A. McLoraine, St. Emily's Parish requesting Patrolman at the above streets was referred to the Police Comm n.IT T E C .AWARD BID -CAB AND CHASSIS: The motion was made by Alderman Figard and seconded by Luellen to award the above bid to the Des Plaines Motor Sales for $4,526.00 and other checks returned. The Mayor put the question and the Clerk called the roll with the following results: Ayes: Alderman Rateike, Blume, W right, Tures, Luellen, Flauter, Figard, Tistle, Travis,, Bell, Jackson, Bonaguidi, Nays: None. CALL TO ORDER: The meeting was called to order by Mayor Herbert H. Behrel with Alderman Flauter, Prickett, Tistle, Jackson, Bonaguidi, Blume, Wright, Luellen and Moehling responding to roll call. APPROVAL OF MINUTES: The motion was made by Alderman Prickett and seconded by Blume to approve•the minutes. Alderman Tistle made a request regarding award of garbage truck bid that the bid was for standard transmission instead of automatic. The Council approved the minutes with correction made by acclamation vote. OFFICIAL, TroRTS: The City Clerk submitted the monthly reports of the City Treasurer, City Comptroller and Health Officer for July. WELL NO. 7: Engineer Fletcher and Superintendent Wernicke recommended that the city approve to construct Well No. 7.
